WASHE has been developed in Zambia over the last tenyears. Learning mainly from the experiences of Westernand Southern Provinces, it is now recognised to be asustainable approach to rural water supply and sanitation.
The Core Training Manuals provide the background to thisdevelopment and explain its context in view ofdecentralisation. The Manuals are intended to provideflexible guidelines to assist the growth ofWASHEprimarily at district level.
The Suppiementary Modules provide communitymanagement guidelines for use at sub district andcommunity level. The series includes technical,participatory health and hygiene education andcommunity management titles. Each module has beenwritten to ‘stand alone’ or be used as part of an overallcommunity management approach where each title in theseries complements the next. It is helpful to get to knowthe titles and become familiar with the contents to enableyou to make informed decisions.
At the back of this module is a list of the titles that compilethe Core Training Manuals and Supplementary ModulesSeries. Full details of the contents of each title can befound in The Communîty Management andMonitoringUnit Publications List. All titles are available from theCMMU.

The Core Training Manuals and Supplementary Moduleshave been developed and written by the CommunityManagement and Monitoring Unit (CMMU).

HOW THE GUPPIEMENTARY MODULEg WEREDEVELOPED -
CMMIJ was mandated in 1993 to address issues of longterm sustainability in the rural water supply and sanitationsector. CMMU began a programme of participatoryresearch throug hout the country and it was during thistime that it became evident that some regions had agreater chance of sustainability than others. Theapproaches being used by projects involved in the sectorvaried from one area to the next. Whilst projects agreedthat a community management approach throughparticipation was appropriate there was little or nostandardisation of approach. The absence of astandardised community management approach forZambia meant that the quality of delivery and ultimatelevel of choice for the community was at best patchy. -

In order to address this the CMMU set about collecting“best practice” ideas, knowledge and materials fromaround the country. It concentrated on participatorytechniques, technology options and communitymanagement issues for rural water supply and sanitation.The result, through a series of consultative workshops,committees and core working groups, is the current seriesof supplementary modules.

Although the initial activitiesfocused On emergency relief in response to the severedrought of the early 1990s, this has now shifted to morelong term programming in community developmentactivities. -
CARE’s water related activities are in urban and ruralareas. In Lusaka CARE through the PUSH Project hasfacilitated community water protection in ChipataCompound and in George Complex where CARE workedwith JICA. CAREalso worked on a similar basis in recentwork and has also just started i~K~nyamacompound(PUSH Project). In rural areas, CARE is involved in theKalomo District WASHE activities on the UNICEFsponsored borehole water supply programme. CARE wasresponsible for community mobilisation and siting (trainingof V-WASHE) for 20 boreholes in Kalomo South.

The Cohimi.inityMar~agement~nd Monitoring Ùnit(CMMU) is one of the partners in the reorganisation of thewater supply and sanitation sector in Zambia. We work inclose collaboration with the Water Sector DevelopmentGroup (WSDG) and the National WASHE-Team(N-WASHE) for the inter-ministerial group the ProgrammeCo-ordination Unit (PCU).The CMMU is mandated toexamine issues of long term sustainability in the rural andpen urban water and sanitation sector. Our multidisciplinary team works to support all those whoimplement water and sanitation projects in rural and penurban areas.
The CMMU undertakesa range of activities to further thedevelôpmént ofWASHE. All work is participatory andrelies on the knowledge, advice and co-operation ofcommunities and those working in the Sector.We hav~also conducted and articulated the first NationalWater Point lnv~ntory,detailing through a central database and digitised maps, over 22,000 water points in ruralZambia.

Since 1985 the Japanese government has beensupporting ground water deveiopment projects in Zambia.As at March 1996, nearly 700 boreholes have beenconstructed or rehabilitated in four provinces, namelySouthern, Lusaka, Central and Copperbelt. Eightboreholes with faucets are being constructed in GeorgeComplex Lusaka.
Community participation, by both men and women duringsiting and maintenance of boreholes has become majorprerequisite. Capacity building of staff of DWA andtechnology transfer by JICA experts is major componentof the assistance and supplemented by training courses inJapan. - - -
Some 77 boreholes sites have been identified forconstruction in later part of 1996 ail in Southern province.

Active in Zambia since 1967, for many years the mainfocus of LWF/ZCRSwork was on assisting the variousrefugee communities within the country, especialiy thoseadversely affected by liberation struggles in neighbouringstates. Since the early I 980s, however, that focus hasshifted to rural development programmes for Zambians.
The major deveiopment project funded by LWF/ZCRS isthe regional Rural Community Development andMonitoring Project (RCDM) in the Eastern Province which
has worked in rural water supply since 1984. As of theend of September, 1996 all seven districts of the provincehave been touched by the programme, although the mainthrusts in the next five year phase of the project (1996 -
2000) will be in the districts of Chipata, Lundazi, Kateteand Chadiza.

Most funding for LWF/ZCRS comes fomi national churchagencies within the world-wide Lutheran community.
LWF/ZCRS programme will continue rural developmentassistance at least through the year 2000.

The Microprojects Unit (MPU) was established in 1991when the Social Recovery Project joined the existing EECMicroprojects Programme. The MPU is an autonomousunit within the Ministry of Finance and EconomicDevelopment, Economie Development and BudgetDivision.
The MPU finances community based projects which:
• meet a priority need of the majority of the community;
• are identified, planned, implemented, managed andmaintained by the beneficiary community; and
• are supported by the relevant sector ministries
The MPU also facilitates capacity building mostly atcommunity level but also at district and provincial leveis.

The MPU supports communities which are prepared tohelp themseives. Communities must first organisethemselves and plan to solve a priority problem beforeapplying to MPU. Projects go through selection processesfacilitated by district, provincial and MPU staff beforefunding is approved. If approved, the communities areassisted with the finances to compliment their input andtraining in order to impiement the project effectively. Over800 communities have been assisted by the MPU.Although most projects are in the education and healthsector, nearly all have a water and sanitation component.The MPU also assists D-WASHE committees with fundsto impiement community based water and sanitationprojects. —
The MPU administers funds on behalf of the EU, LomeConventions Il, III and IV, World Bank, IDA creditagreement numbers 2273, 2429 and 2755 ZA; GRZ; theGovernment of Finland. The MPU funds communitiesdirectly. Implementing communities account to the MPUaccording to budgets agreed by legal financialagreements. -- - - --
The current World Bank credit agreement and EU fundingends in 2001. The EU funding to the MicroprojectsProgramme, however, will continue as long as the LomeConvention exists. Other credit agreements are likely tobe attached to the Social Recovery Project.

Peace Corps begun operations in Zambia with the arrivaiof twelve Volunteers in the country in January 1994. Theorganisation envisions a program of approximately 70 to80 votunteers in Zambia in three or four principle projects
which includes water and sanitation. The keystone of theproject is to encourage and support grassroots efforts byproviding organisational and technical assistance forwater and sanitation projects, and for health hygieneeducation, which will have a direct impact at thecommunity level, especially on the health and welfare ofwomen and chiidren.
- - Since 1994, Peace Corps Volunteers have been working• with local community leaders in the areas of health, water
and sanitation. The main focus is on community healtheducation, concerning water borne diseases, andconstruction and rehabilitation of hand dug wells andlatrines in rural areas of Luapula, Eastern and NorthernProvinces. Volunteers continue to support the WASHEinitiative at all levels (national, district and village levels).

The overall objective of the Rural Water for Health Projectunder SNV-Zambia programme is to provide facilities withthe aim to improve the health and living conditions of therural population in Kasempa, Solwezi and MwinilungaDistricts. The project is implemented by the Department ofWater Affairs assisted by the Ministry of Health and theDepartment of Community Development. Ruralcommunities are assisted to establish their own improvedwater and sanitation facilities. Technical assistance andtraining are the main components of the project. SinceNorth Western Province has been designed as pilot areaof the water sectQr reforms the RWHP is involved indeveloping the institutional capacity of the sector.
The Rural Water for Health Project is funded by theNetherlands Government. SNV-Zambia can providepersonnel support (recruited of wages) and can mediatebetween donors (Netherlands Government, HIVOS, IFAD,etc.) and recipients to acquire project funds.
Rural Water for Health Project phase III will end in 1999.The technical Aid Agreement between SNV-Zambia andthe Government of the Republic of Zambia does notindicate a limited period of assistance.

Guided by the UN Convention on the Rights of the Child- - (CRC), UNICEF is mandated to advocate for the

The Water Sector Development Group is the Secretariatof the Programme Co-ordination Group which isresponsible to the Zambian Government for carrying outreforms to the water and sanitation sector.
The Water Sector Development Group (WSDG) is held bythe Head who is assisted by Specialists in functionalareas. WSDG has been operational since February 1,1994 and derives its mandate from a cabinetmemorandum of November, 1994 which ordered therestructuring ofthe water and sanitation sector.

The reorganisation of the water and sanitation sector is
being guided by seven principles:
• separation of water resource management from watersupply and sanitation
• separation of regulatoryand executive functions within thewater supply and sanitation sector
• devolution of authority to local authorities and privateenterprise
• full cost recovery - in the long run
• human resource development leading to more effectiveinstitutions
• technology appropriate toiöcal cônd itions -
• increased government priority and budgetary allocation to
the sector
WSDG is currently funded by NORAD, GTZ and theZambia Government.
WSDG is expected to form the core of the National Waterand Sanitation Council (NWASCO) which will be theregulatory body for water and sanitation. - -

World Vision Zambia was opened in 1981. The first fewprojects were opened in Mkushi district in collaborationwith the Anglican Church. In 1982 W\/ Zambia respondedto relief appeals in the Gwembe valley by initiating a reliefprogramme which involved the distribution of food,blankets and agricultural inputs to people affected bydrought which led to a mass crop failure.
This was followed by the establishment of a DevelopmentAssistance Centre (DAC) in Muyumbwe and Sinazongweto continue rehabilitation work. Since then, the number ofprojects and areas of influence has grown to 110, thisnumber includes both areas of community developmentprojects and programmes.

The water and sanitation interventions of the, ZRCS areaimed at providing reliable safe drinking water tovulnerable communities and their livestock as well asprevent or reduce incidences of disease through improvedsan itation.
The projects are implemented by volunteers at districtlevel and co-ordinated by the National Headquaters. Toassure sustainablility of the water projects. volunteers aretrained in hand pump installation, maintenance and repair,the Red Cross branches also participate in the activities.The District - WASHE and Village WASHE committeeshave been established to ensure proper maintenance ofthe deveboped water sources.
National Headquaters fundraises for major undertakingswhilst small scale projects are funded through localresource mobilisation by the branches.
