Intangible Cultural Heritage Inventory | 17 II. Intangible Cultural Heritage Inventory 1. National inventory In Vietnam, we have not gotten an official national inventory of intangible cultural heritage. The national inventory-making is still underway. In fact, during the past years, many organizations and institutions all over the country state research institutes, localities, professional institutions, NGOs and individuals have implemented various projects on surveying, researching, collecting, documenting, revitalizing and transmitting of intangible cultural heritage, creating database and drawing up inventories for the sake of safeguarding the nation’s cultural heritage. These inventories were made in different ways, based on types or on geographical areas and initially identified the variability of the country’s cultural heritage in general and intangible cultural heritage in particular. At the same time, this helped to raise awareness of the communities on this field. For example, the Institute of Culture and Arts Studies divides its inventories of around 400 items into 04 basic different domains (festivals, performing arts, craftsmanship, rituals of human being’s cycle of life) and besides, they have inventories on geographical areas (composing of a number of ethnic villages and an inventory of traditional cultures of some certain communes/districts); or, the Musicology Institute has inventories on different types of traditional music and dance, etc. In line with the recently amended Law on Cultural Heritage (valid from January 1 st , 2010) in which regulations on inventory making were supplemented in the spirit of the 2003 UNESCO Convention, we are drafting a Circular Letter on ICH inventorying and on building scientific ICH files to be issued in the first quarter of the year 2010 to apply nation wide. It is defined in the draft Circular Letter that the crucial purpose of inventory making is to identify the viability of intangible cultural heritage elements

II. Intangible Cultural Heritage Inventory

1. National inventory

In Vietnam, we have not gotten an official national inventory of intangible

cultural heritage. The national inventory-making is still underway.

In fact, during the past years, many organizations and institutions all over

the country state research institutes, localities, professional institutions,

NGOs and individuals have implemented various projects on surveying,

researching, collecting, documenting, revitalizing and transmitting of

intangible cultural heritage, creating database and drawing up inventories

for the sake of safeguarding the nation’s cultural heritage. These inventories

were made in different ways, based on types or on geographical areas and

initially identified the variability of the country’s cultural heritage in general

and intangible cultural heritage in particular. At the same time, this helped to

raise awareness of the communities on this field. For example, the Institute

of Culture and Arts Studies divides its inventories of around 400 items into

be issued in the first quarter of the year 2010 to apply nation wide. It is

defined in the draft Circular Letter that the crucial purpose of inventory –

making is to identify the viability of intangible cultural heritage elements

and to have appropriate measures for safeguarding them, especially for

those in need or urgent safeguarding. When this Circular Letter is passed

through and entries into force, each of the totally 64 provinces in Vietnam

will have to take a review on their available inventory(ies) to inherit and

update their inventories, continue to extend it and/or start making new ones

following the regulations guided in the Circular Letter. The draft Circular

Letter points out concrete responsibilities of each related state institution

and promotes the involvement of all sectors of society including the NGOs

and communities in the mission of safeguarding the intangible cultural

heritage.

Also according to the draft Circular Letter, criteria for the designation of ICH

elements into the National ICH Inventory include:

Having a representative quality and constituting the identity of the

relevant community and locality;

Representing the cultural diversity and the human creation, having

been inherited and continued through generations;

Having the consent of the relevant community who make the

nomination of their own free will and are committed to

safeguarding the heritage;

Having a possibility of revival and sustainable lasting.

Basing on the list of ICH elements which will be proposed by the Chairman of

provincial People’s Committee and recommendations by the Consultant

Council on Intangible Cultural Heritage of the Ministry of Culture, Sports and

Tourism, the Minister will proclaim the National ICH Inventory. The first

cycle starts from 2010. Thus, the Vietnamese National Inventory will come

into being until next year.

2. Non-governmental inventory

In Vietnam, there are several non-governmental organizations working very

actively on the fields of safeguarding intangible cultural heritage. For

instance: The Association of Vietnamese Folklorists, the Vietnam Cultural

Heritage Association, the Association of Preservation of Traditional Culture

and Arts, etc.

A. Association of the Vietnamese Folklorists (AVF)

1) Intangible Cultural Heritage Inventory

‘View toward to 2010’ is the name of a long term project (2000-2010)

aiming at listing ICH elements of 54 Vietnamese ethnic groups. We are

still in the phrase of listing to know how many items we have in the

culture of each from 54 ethnic groups? what is their real situation?

From the result of investigation during the time of 2000-2010, we have

restored and maintained more than one hundred endangered ICH

elements from the cultures of 31/54 ethnic groups

Note: On our conception, the folklore, i.e. the ICH, includes some main

categories as follow:

Various kinds, forms of customs, habits, rites, ceremony, festival

Various kinds of folk literature such as verse, idiom, proverb, tales,

riddle, children songs, fables, epic etc…

Various kinds of performing arts (music, dance, theatre, puppetry,

games, plays, etc…)

Various kinds of fine art, decoration, architecture

Various kinds of beliefs, religions and their rituals

Various kinds of local knowledges such as handicrafts.

2) Publication

These above-mentioned categories of folklore are the subjects of our

investigation)

The classification and designation of heritages items we will realize

during the term of 2010-2015

In the next year (2010) we will publish all investigated materials
