THE BOURBON PARIS KY TUESDAY NOVEMBER 5 1901 1 Ii NEWS jl POST OFFICE AFFAIRS ReEstablishment of the Pneumatic Tube Service Recommended- The Star Mall Were Caanalties in the RaIlway Mall Service During the Past Year Washington Nov 4 The annual report of the second assistant post- master general William S Shallens berg made public Sunday urges reg ular direct fast mail service between the Pacific coast and the Orient the reestablishment of pneumatic tube service generally and the closer sep aration of city mail by postal clerks on railway trains rather than by clerks of the mailing division after arrival in the general post office Un der the lastnamed proposition the entire force engaged in distributing- the mail ready for the carriers would be under one management and con gestion in a post office could be over- come by the temporary detail of rail way mail clerks off duty The city distribution in postal cars has been assumed entirely by the railway mail service supplanting the former prac- tice of having clerks from the city post office go out some distance on the road to meet incoming trains Constant demands are now being made for still closer separation by having the railway mail clerks or su- perintendent in charge take the out going mail from the public and see that it is expeditiously dispatched and also deliver the incoming mail properly made up for War Vessels Are on the Way toTurkish Waters

Turkey Has Ordered the CompletionWith All Haste of the Defenses

at Smyrna andDardanelles Entrance

Paris Nov officials of theFrench foreign office confirm the report that a division of the FrenchMediterranean fleet composed ofthree battleships and two cruisersunder the command of Adm Caillardhas proceeded from Toulon to theLevant to make a naval demonstra-tion against Turkey A foreign of-

fice official in communicating theforegoing to a Paris correspondent-here said The squadron sailedwith sealed orders and proceeds firstto a Greek port the island of SyraI think where the admiral will receive definite instructions as to car-rying out his sealed orders I amnot at liberty to say what the sealedorders are but the seizure of customsat Smyrna would probably be a veryelective way of convincing the sultan that Frances patience is exhausted and that we have decided to ellforce an immediate execution of theTurkish governments engagements

Adm Caillards squadron consistsof the armored cruisers AdmiralPothuau Chanzy and LatoucheTreyule the secondclass cruisers DuChayla and Cassard and the thirdclass cruiser Galilee The crews aggregate 2286 men but the vessels willalso carry landing parties-

A Constantinople telegram receivedby way of Phillippopolis asserts thatthe sultan has resolved to defy theFrench government

Paris Nov 4 Sunday morning MDelcasse minister of foreign affairstelegraphed M Bapst councillor olthe French embassy in Constantino-ple directing him to present SundayTewfik Pasha Ottoman minister offoreign affairs a note asking how theTurkish government to paythe Lorando claim and demandingthe execution of the sultans iradedealing with that matter

The note will also request satisfaction regarding the rights of Francewhich are defined in the variouscapitulations and treaties and whichin some cases have not been respected and in others have been encroachedupon by Turkey

It is expected that Adm Caillardwill be joined en route by the torpedocruiser Condor which is stationed-in Cretan waters and may be metby the torpedo dispatch boat Vautourwhich is stationed at Constantinople-

It is also probable that the armoredcruiser Admiral Charner which ar-rived at Port Said October 31the far east is being held there inorder to join Adm Caillard if neededIt is further reported that three otherwarships are held in readiness atToulon to reinforce him should theirpresence be necessary

Dispatches from Rome assert thatthe second division of the ItalianMediterranean squadron which asannounced Saturday left for Turkishwaters with the supposed object ofcounterbalancing the French navaldemonstration will join the first division which has been cruising in theeastern Mediterranean for some time

It appears also that the Greek War-ships Tsara Hydra Spetsai and Eurotas are now at Smyrna where isalso the Russian Mediterraneansquadron

According to dispatches from Tou-lon all the officers and men of thegarrison now on leave of absencehae been ordered to rejoin their re-

spective commands immediatelyThree transports are preparing to receive troops

After Ransom Is Paid

Constantinople Nov Turk-ish government is already preparing-to resist the anticipated demand ofthe United States for repayment ofthe ransom necessary to secure therelease of Miss Ellen M Stone theabducted American missionary Theporte repudiates all responsibility forthe kidnaping of Miss Stone andmaintains that the United States hasno claim against Turkey and thattherefore the latter is justified inrefusing to recoup the United Statesfor the mopey expended in her rescue

Sofia 2 The best method oftransmitting the ransom demandedby the brigands for the release ofMiss Ellen M Stone the abductedAmerican missionary and of assuring the safety of the captives arethe matters now engaging the attention of the Smakamov missionarieswho are negotiating with the kidnapers It as felt that unusual precautions are necessary in order tosafeguard Miss Stone and the others-as there is undoubtedly danger thatthe captives will be murdered afterthe ransom is paid
