III. DISASTER PREPAREDNESS

A. NATIONAL / NDRRMC

1. NDRRMC Operations Center (NDRRMOC)

a. The National Disaster Risk Reduction and Management Council (NDRRMC) conducted Preparedness Measures Meeting for the Annual Commemoration of All Saints’ Day and All Souls Day on 29 October 2015 at the NDRRMC Building, Camp General Emilio Aguinaldo, Quezon City to discuss the Member Agencies’ preparations and contingency plans to ensure public safety, transport security, health emergency, and peace and order.

b. NDRRM Operations Center maintains "BLUE ALERT" status on 29 October 2015 relative to “ALERTO UNDAS 2015” for prompt coordination, monitoring, and reporting, to provide decision-makers, the public, and all concerned stakeholders with valuable information.

2. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)

a. Continuously monitors the weather situation and provides/disseminates weather advisories, updates, and weather outlook from 26 October – 02 November 2015 during the period of UNDAS 2015.

PAGASA REGION X a. Provide weather updates and bulletins to RDRRMC member agencies, local

government units and media.

PAGASA CAR a. Provided weather advisories and updates during the period of UNDAS 2015

in Baguio City and the rest of the region.

3. Department of Interior and Local Government (DILG)

a. Issued Memorandum Circular No. 2015-124 dated October 26, 2015 directing Local Chief Executives (LCEs) to: Convene their respective Local Peace and Order Councils / Committees

(LPOCs): Formulate contingency plan and proper courses of action to anticipate

the expected heavy movement of people from different places, always making sure that adequate transportation and emergency medical services are available

Cause the mobilization and deployment of Law Enforcers, Barangay Tanods and Medical Personnel in: Vicinity of public and private cemeteries, memorial parks to ensure

peace and order and public safety Local and National roads to provide assistance & intensify visibility to

the travelling public and motorists & intensify effective traffic management

Critical areas within the city or municipality to prevent the entry and exit of lawless elements and to apprehend individuals violating rules to ensure the safe observance of UNDAS 2015

See to it that the cleanliness and orderliness in cemeteries and other public places before, during, and after UNDAS 2015 are maintained

Implement other necessary measures towards peaceful and meaningful observance of UNDAS 2015

b. DILG Provincial/City Directors and MLGOOs to coordinate closely with the LPOCs and LDRRMCs.

c. Mobilize all necessary resources to: Ensure that garbage are collected and properly disposed of Conduct clean-up operations in all public places within their jurisdiction,

especially in cemeteries, churches, recreation facilities, public beaches

DILG REGION IV-A a. Convened Local Peace and Order Councils/Local Disaster Risk Reduction

and Management Councils to carry-out a contingency plan on peace and order and public safety;

b. Mobilization and deployment of law enforcers, barangay tanods and other force multiplier groups and medical personnel in: Local and national roads to provide assistance and intensify visibility to the

travelling public and motorists and intensify traffic management; Air and seaports, bus and other transport terminals to ensure access to

convenient, affordable, reliable, efficient, safe and secure transportation to the commuting public;

The vicinity of the public and private cemeteries and memorial parks to ensure peace and order, public safety and maintain solemnity; and

Critical areas within the city or municipality to prevent the entry of lawless elements and to apprehend individual/s violating rules to ensure the safe observance of UNDAS.

c. Cleanliness and orderliness in cemeteries and other public places are maintained before, during and after UNDAS;

d. Implement other necessary measures e. Re-activation of LGU Operations Center (OPCEN) in respective area of

jurisdiction (AORs).

DILG REGION IV-B a. Directed local executives to convene their local P eace and Order Council

to formulate a contingency plan on peace and order and public safety that will be operationalized to prevent any untoward incident during UNDAS.

b. Directed local officials to mobilize and deploy law enforcers, barangay tanods, and medical personnel: In the vicinity of public and private cemeteries and memorial parks to

ensure peace and order and public safety Local and National roads to provide assistance and intensify visibility to

the travelling public and motorists, and intensify effective traffic management

Critical areas within the city or municipality to prevent the entry and exit of lawless elements and to apprehend individuals violating rules to ensure the safe observance of UNDAS 2015

c. Directed local authorities to see to it that the cleanliness and orderliness in cemeteries and other public places before, during and after Undas 2015 are maintained.

DILG REGION V a. Issued advisory to all LGUs in its AOR, to activate their DRRM OpCen to

monitor and provide safety measure to their constituents and tourists in the area. Likewise, directed barangays to actively support the PNP in ensuring peace and security to avoid any untoward incident.

DILG REGION VI a. Issued memorandum to all Province / City Directors / Cluster Heads re Local

Actions to ensure Peace and Order and Public Safety during the observance of the UNDAS 2015.

4. Department of Social Welfare and Development (DSWD)

a. Emergency Response Services includes protection desks for children who get separated to their parents or guardians, assistance to older persons, assistance to strandees, and assistance to street families.

b. Alerted the Quick Response Teams of the DSWD-Field Offices. c. QRT of the DSWD Field Offices will be deployed to provide emergency

assistance to families and individuals who will need emergency assistance. d. Coordination with the LGUs for emergency response. e. A total of ₱58,376,460.00 Standby Funds and 288,268 FFPs are

prepositioned/available at Regions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII, CAR, CARAGA, and NCR:

DSWD FO IV-A a. PREPARATIONS

a. Issuance of Memorandum to all the Divisions/Unit and RPQRT to be on alert / standby mode during the Observance of UNDAS 2015. Activation of RPQRT when necessary.

b. Activation of Emergency Operation Centers and Frontline Services- Crisis Intervention Unit starting October 29- November 3, 2015. Skeletal duty of staff identified.

c. Coordinaed with LGUs to monitor status of AOR and untoward incident if there is any.

b. RESPONSES a. Availability of Standby Funds amounting to Php1,820,832.55 at any

given time; b. Ensured availability of Food and Non- Food Items at GMA Warehouse

5. Armed Forces of the Philippines (AFP)

a. AFP, GHQ Radiographic Message Directive dated 28 October 2015 to Unified Commands, JTF-NCR, and Major Services: Unified Commands and the JTF-NCR to coordinate with their PNP

counterparts (thru JPSCC) for the conduct of joint target hardening to secure targeted facilities and establishments against the threat and organized crime groups in order to ensure the security and safety of the general public at places of convergence like cemeteries, transport terminals, malls, beaches, local tourist spots, markets, and churches and other places of worship

Unified Commands were also tasked to intensify intelligence effort for enhanced situational awareness and operational readiness with the capability to respond quickly to possible and simultaneous tactical offensives and atrocities by the threat groups in AOR, to ensure that Unit Commanders remind the troops of force-protection measures even when performing admin-related tasks for personal security, to exercise pro-active measures against kidnapping of prominent and target personalities/officials at respective AORs in coordination with counterpart authorities

JTF-NCR to coordinate with the National Capital Region Police Office (NCRPO) for the conduct of joint target hardening in the National Capital Region (NCR), to be alert on the possible mass protest actions of militant groups and organizations in connection with the Maynilakbayan 2015, and to also assist the NCRPO in the conduct of support to security operations for the Manila North Cemetery

6. Bureau of Fire Protection (BFP)

a. Directed all Regional Directors to submit Operational Plan (OPLAN) or Contingency Plan (CONPLAN), and Deployment of Personnel, Equipment, and List of Assistance Points for All Saint’s Day and All Souls Day.

b. Intensify Community Awareness Campaign: Conduct lectures, seminars/symposia or a two-hour community information

drive from 27 October to 02 November 2015 Such materials or lectures may include but are not limited to Candle

Safety Tip, Precautionary Measures before leaving the house, What to do in case of fire, and Fire Code (RA 9514)

Unlike the usual fire truck visibility, the roaming personnel shall announce in public the fire safety measures in the home

Coordinate with the media through guesting and interviews to further intensify the information dissemination

c. Intensify Fire Safety Inspection: Conduct fire safety inspection at all transport stations and terminals (land

and air); Marine public transportation facilities and piers; Mortuary chapels, columbaria, public and private cemeteries; and other places of assembly during the season: Inspections of these facilities shall be in consonance with the provisions

of Rule 10 of the IRR of RA 9514, especially on measures pertaining to required firefighting appliances installed exits ways and means of egress, and lights and signages

d. Deployment of Personnel and Apparatus: Every station is expected to deploy personnel and firefighting apparatus,

ambulance and EMS to visible points of public gathering/assembly on 30 October to 03 November 2015

Establish motorist assistance points along major roads to provide assistance to motorists before and after All Saints’ Day due to expected influx of travellers

composite command post, but maintain linkage with the LDRRMCs concerned.

d. All duty personnel in BFP Aurora, Bataan, Pampanga, Tarlac, and Zambales are on standby and ready to respond in case of any untoward incidents.

e. BFP Bulacan o Local FT of Calumpit FS with duty personnel proceeded to Meysulao E/S

at Meysulao for flushing operation. o Local FT of Calumpit FS with Duty Personnel & other volunteers

proceeded to Meysulao E/S at Brgy. Meysulao, Sta. Lucia E/S at Brgy. Sta. Lucia, San Jose E/S at Brgy. San Jose & Public Market at Brgy. Corazon for flushing operations.

o Motorist Assistance Command Post was in place to ensure immediate response in case of fire incident, road accidents and other emergencies

f. BFP Nueva Ecija o Talavera FS conducted flushing at Poblacion Sur. o San Antonio FT out for flushing. o Cabanatuan conducted flushing at College of the Immaculate

Concepcion.

BFP REGION IV-A a. On heightened alert in all stations and in cemeteries. b. Implementation of Fire safety measures during All Saints’ and All Souls’ Day.

BFP REGION IV-B a. All fire stations and their personnel are placed on Heightened Alert Status for

the whole duration of the activity (27 October - 02 November 2015). b. Intensified Community Awareness Campaign. c. Every station is directed to conduct lectures, seminars/symposia or a two

hour community information drive from 27 October - 02 November 2015. Distribution of fire safety materials and announcing on public address systems fire safety precautions for the season.

d. Stations and officers in urban areas with media coverage, guesting and interviews are advised to be coordinated to further intensify the information dissemination; and to conduct fire safety inspection at all transport stations and terminals (land/air), marine public transportation facilities and piers, mortuary chapels, columbaria, public and private cemeteries, and other places of assembly during the season.

e. Inspections of facilities shall be in consonance with the provisions of Rule 10 of the IRR of RA 9514, especially on measures pertaining to required firefighting appliances installed exit ways and means of egress and lights and signages, and must be completed as much as possible before the celebration of All Saints and All Souls Days to ensure that the communities are safe as they gather to those facilities.

f. During the All Saints and All Souls Days, every station is expected to deploy personnel and f i re fighting appara tus , ambulance and EMS to visible points of public/assembly on 30 October – 03 November 2015.

BFP REGION V a. Issued Memorandum on Fire Safety Measures/Policies to be observed during

All Saint’s Day (30 October 2015 – 2 November 2015) b. Placed on heightened alert c. Raised to Full Alert Status (Code Red)

BFP REGION VI a. All operating units and support groups are on its maximum readiness and

ensure immediate response to a fire, medical and rescue emergencies. b. Lateral coordination of all elements of BFP VI with other government

agencies (PNP, DOTC, DOH and Patrol 117, LGUs, NGOs and various levels of DRRMC).

BFP REGION X a. Placed all rescue assets on Blue Alert. b. Provide assistance in the maintenance of law and order. c. Responders are on standby and ready for deployment. d. Activated Oplan Kaluluwa e. Deployed personnel and fire trucks to different cemeteries in all five (5)

7. Department of Health (DOH)

a. Identified medical teams to be deployed in response to any untoward incident during the All Saints’ Day and All Souls Day. Number of medical teams on standby with ambulances in their respective

hospitals in Metro Manila: 20 (from 20 DOH-retained Metro Manila Hospitals)

All DOH-retained Hospitals from 16 other regions already have response teams ready for deployment to respond to any untoward incidents

b. Identified receiving hospital within the Metropolitan Manila and sixteen (16) other regions. All DOH-retained Hospital nationwide

c. Dissemination of health advisories to the public.

DOH REGION II a. On 24-hour monitoring of the situation in the region. b. Activated Code White Alert.

DOH REGION III a. On “White Alert”, ready to respond in any eventualities.

DOH REGION IV-A a. Activated and alerted Teams A and B for possible deployment on 29 October

to 03 November 2015 and render duty from 9pm-5am in cemeteries. b. Provided IECs in areas near cemeteries about dengue awareness. c. Ready to respond in any eventualities.

DOH REGION IV-B a. Raising Code White Alert for the Regional DOH Office and DOH Retained

Hospitals in Observance of UNDAS Season. b. OPCEN is activated on 24 hr basis and should be manned by RDOHO and

hospital employees. c. Active monitoring of all health emergencies of the region. d. Ready to provide material and logistical support to t h e Provincial

Health Team Offices and Local Government Unit. e. Proactive monitoring of vehicular and maritime incident. f. Coordinate with local response group for unified health emergency

response, SAR Teams, other response units and region for augmentation. g. Deployment of medical team within their catchment areas. h. Prepositioned drugs/medicines in PDOHO extensions and Regional Office

amounting to ₱11,133,795.00. i. Standing order to deploy NDPs and RHMPPs to all areas of concern

including entrance and exit points (Air/Seaports) and to establish Health Assistance Desk.

j. Standing order to WASH Team, MHPSS, Nutrition and RHA for possible deployment.

k. Advised the Health facilities and emergency response teams, Health personnel with access to mobile phones and 2- way radio t o be available until declaration of safe environment, DOH REPS/PDOHO in 5 provinces to be available at the LGU, Finance Division to ensure availability of funds in case of emergency purchase, Supply Section to coordinate with suppliers for additional requirements, Transport section to ensure availability of all vehicles and back-up fuel; to prepare emergency rooms; to condition

DOH REGION X a. Placed all private and government hospitals under Code “White”. b. Prepositioned drugs and medicines to the different designated receiving

hospitals in the AOR. c. Provide Tents for Medical Post in coordination with the LGUs.

DOH REGION XII a. On alert status and activated OpCen b. Close monitoring of all health centers c. Assisted OCD in the dissemination of weather and warning advisories to all

local HEMS

DOH NCR a. Raised status of their Operations Center to “Code Red”. b. Ensured cluster heads are ready for deployment to provide technical

assistance and logistics augmentation.

8. Department of Transportation and Communication (DOTC)

DOTC-CAR a. Conducted inspection of Public Utility Vehicles in Transport Terminals since

27 October 2015 and will continue until November 03, 2015 to ensure safety of passengers and good working condition of vehicles.

b. On 24/7 monitoring and strictly prohibits non-yellow plate vehicles and overloading of public utility vehicles.

Land Transportation Franchising and Regulatory Board (LTFRB) a. Inspection and monitoring of all bus terminals and garage inspection of

selected transport vehicles in Metro Manila scheduled on 26 October – 28 October 2015.

b. Conduct of Inter-Agency random drug testing of PUV drivers and conductors. c. Deployment of LTFRB Help Desks in all Major Provincial Bus Terminals. d. Conduct of random roadside inspections.

LTFRB REGION X Ensure that there are adequate trips to cater to the volume of passengers. Ensured drivers are fit to conduct passengers and the road-worthiness of

all public transportation. Ensured the franchises are valid & existing. Enforce passenger capacity of all public transportation and that priority

seats are given to PWD, senior citizens, pregnant and children. Maintain Action Centers in Bus Terminals to cater to the inquiry,

complaints, etc of the riding public.

Land Transportation Office (LTO)

LTO REGION II a. Establish Public Assistance and Complaint Desk (PACD) and Motorist

Assistance Center in the Provinces of Cagayan, Nueva Vizcaya and Isabela since 26 October 2015.

b. Conducted inspection of PUBs and PUVs in terminals within the Region to check if vehicles are roadworthy.

LTO REGION III Motorist Assistance Command Post was in place to ensure immediate

response in case of fire incident, road accidents and other emergencies

LTO REGION IV-A a. Directed law enforcers to proceed to their respective areas of assignment

to enforce the provisions of RA 4136 and other land transportation laws,

rules and regulations being enforced by the LTO including the implementation of OPLAN LIGTAS BIYAHE: ALERTO UNDAS 2015 in line with the road safety program of the office;

b. Conducted pre-departure inspection of buses and its accessories at terminals for roadworthiness and markings/signage requirements;

c. Security of the registration and franchise documents to determine the validity of franchise/permits and its current registration;

Ensure that no colorum watercrafts are operating in their respective AOR Coast Guard district down to their lowest operating units, to initiate an intensified and sustained public awareness campaign against the peril of patronizing colorum watercrafts as means of transportation, and to strictly enforce laws/regulations against violence.

g. Ensure that all OPCON Units afloat shall likewise observe heightened alert.

h. Report daily number of inbound and outbound passengers from each port within respective AOR.

i. Coordinate/set-up procedures for the processing of stranded passenger’s vessel and cargo.

j. Conduct an information campaign to increase awareness among passenger regarding the increase risk of petty crimes during high passengers volume travels period at seaports.

k. Provide a minimum effective number of security personnel and/or equipment on duty during the OPLAN period.

Advised all Coast Guard Stations and Sub Stations to ensure that all maritime activities within their respective areas are monitored 24/7 and personnel and assets are readily available and prepared to respond to any untoward maritime incident that may happen, and to be in heightened alert for security purposes

c. Double- up personnel on all critical ports to ensure orderly, safe, convenient and secure sea travel in compliance with DOTC Oplan Ligtas Byahe: Undas 2015.

d. Directed Coast Guard K9 teams and respective inspectors to exercise extra vigilance in ports and passenger terminals by implementing random inspections on passengers and luggage more than usual.

e. Advised Ship owners and operators, and passengers to be in their respective port terminals at least 3 hours before departure time and avoid restricted cargoes such as flammable liquids and solids, corrosive materials, toxic and infectious substance, compressed gases, radioactive materials and explosive to avoid search delays and inconvenience.

CGD Western Visayas (CGDWV) a. Activated Public Assistance Center (PAC) from 31 October 2015 to 02

November 2015. To provide assistance on the following concerns: Assist in the embarkation and disembarkation of passengers Provide medical/first aid assistance when needed Act as facilitator on the requests, suggestions and complaints of the

riding public for referral to the concerned shipping company Maintain log of complaints and requests Strictly observe a no instance to intercede in passage or
