Annual General Body Meeting The sixty-second Annual General Body Meeting of IIPA members was held on October 21 at IIPA auditorium. Shri T.N. Chaturvedi, Chairman IIPA, presided over the event up to the award distributions and sought permission of the house to leave due to medical advice. He requested Sri Shekhar Dutt, Senior EC member and the Vice President to conduct the proceedings in his absence. Shri Chaturvedi dwelt upon a number of issues in his address including the Campus Redevelopment Programme and highlighted how it was important for IIPA in future as it would provide a lot of facilities to our members as also to the Institute. Further he added that the government should be persuaded to give us our rightful place as an Institute of national importance. Earlier, in his opening remarks, Dr. Tishyarakshit Chatterjee, Director IIPA, shared in brief, the achievements and the strengths of the Institute for which the faculty and the staff of IIPA have worked hard with their Shri T.N. Attn. Members!As per the decision taken by the Executive

Council in its 301st meeting held on April 11, 2016 as also in its 303rd meeting held on October 20, 2016 and in partial modification of the notification dated October 10, 2014, all concerned are hereby informed that for the use of the hostel facilities at IIPA, New Delhi: (A) The members over the age of 70 years may be allowed one attendant to accompany him/her at the rates as applicable for accompanying spouse provided that: (i) the member is not accompanied by the spouse; (ii) the attendant is of the same gender as that of the member subject to the condition that this gender restriction would not be applicable if the member is accompanied by own son/grandson or daughter/granddaughter as attendant; and (iii) the member is willing to adjust the attendant in his/her own room. This facility will be only for the first five days of the stay. (B) In case separate room is demanded for the attendant, the member has to pay the applicable rent for the attendant meaning thereby that if the attendant is a member, rate applicable will be as for member and if the attendant is non-member, he/she shall pay non-member rate.

Conferring of “Paul H. Appleby Award” Sri T.N. Chaturvedi honoured the following

members with Paul H. Appleby Awards at the AGM for their distinguished services to the IIPA and to the field of public administration: Shri R.D. Pradhan, Shri Shekhar Dutt, Shri M. Gopalakrishna, Prof. C. Lalkima and Dr. Ashok Bhan. Dr. Kiran Bedi could not attend the function to receive the award due to prior commitments.

Result of Annual Essay CompetitionShri T.N. Chaturvedi handed out the prizes

to the five winners of IIPA’s Annual Essay Prize Competition 2016: one first prize of Rs. 5000 to Dr. Divya Singhal, Goa for her entry on “The Sustainable Development Goals (SDGs) Adopted by UN General Assembly in September 2015”. One second prize of Rs. 3000 and one third prize of Rs.

2000 to Shri Kaustuv Bose, Kolkata for his entry on “The Agrarian Crises” and to Ms. Alokya Kanungo, Bhubaneswar for her entry on “The Agrarian Crises” respectively. For Hindi essays, as none of the entries merited the first prize, one second prize of Rs. 3000 to Shri Avdesh Kumar Mishra, New Delhi; and one third prize of Rs. 2000 were awarded to Shri Vibhor Agarwal, Bijnaur for their entries on “Krishi Sankat”. Two prizes were awarded to the winners of Hidi Essay Competition 2016 under Raj Bhasha Committee on the topic “GST aur Bharat ka Sajha Bazar” to Shri Pawan Kumar Sharma, Chandigarh 9first prize of Rs. 50000; and to Shri Ritesh Bhardwaj, Delhi (third prize of Rs. 2000).

Case Study Award SchemeShri T.N. Chaturvedi handed out prizes to the

Goverkar for his entry on “How Plethora of Bad Decision-making Caused Law and Order Problem on the University Campus”.

article published in the Indian Journal of Public Administration for the year 2015 has been awarded to Dr. Jayaprakash Narayan for his article on “Pressure Groups and Democratic Governance—An Indian Perspective” (published in July-September 2015 issue of the Indian Journal of Public Administration).

Release of Special Issue of the IIPA JournalsShri T.N. Chaturvedi released the Special Issue

of the Indian Journal of Public Administration on “Issues in Governance and Politics in North-East India” at the AGM. The issue, containing 404 pages, carries 26 articles on different aspects of the theme by authors of eminence along with two book reviews, one note, one document, and a select bibliography. The special issue of Hindi journal, Lok Prashasan, containing 262 pages, carries 28 articles on “Soochna ke Adhikar ki Sarthakta” was also released.

Members’ Annual ConferenceThe sixtieth IIPA Members’ Annual Conference

was held on October 22 at IIPA auditorium. The theme of the conference was “Strengthening of Ethical and Moral Values in Governance”. In his welcome address, Dr. Tishyarakshit Chatterjee, Director of IIPA, highlighted the significance of the theme. Prof. Suresh Misra, Professor of Public Administration, presented

the theme paper in which he elaborated the concept and contents of ethical and moral values; their need, importance and applicability in public service; and highlighted some of the issues which are hindrances in achieving the objectives of good and ethical governance. He also put forth some suggestions for strengthening ethical and good governance. Besides the discussion paper, following nine papers on the theme were presented: Dr. Jitendra Wasnik, Nagpur; Dr. Nittam Chandel, Bilaspur; Dr. Kothandarami Reddy, Tirupati; Dr. S. Anbusamy, Chennai; Dr. Vikrant Kumar Sharma, Kota; Dr. Subhash Chandra Gupta and Ms. Arti, Pauri Garhwal; Dr. Archana Sawshilya, New Delhi; Dr. Janak Singh Meena, Jodhpur; and Smt. Supriya David, Nagpur. In addition, eleven synopses of the papers on the theme by the following were presented: Shri Bhagwansingh M. Bainade, Jalana; Dr. R.R. Dhanapall, Puducherry; Shri Shashi Bhushan Kumar, Vaishali; Shri Surendra Kumar, Patna; Shri Padmanabh R. Merchant, Mumbai; Dr. A.N. Panda, Bilaspur; Dr. R. About 250 members attended the conference.

Programme on Transforming Governments through ICT: Government Process Reengineering

The captioned programme focussed on empowering the senior and middle level officers to decipher the real time implementation aspects of Government Process Reengineering (GPR) and was the third one in the series of Ministry of Electronics and Information Technology- sponsored Digital India Capacity Building Phase-II trainings conducted at IIPA on October 17-18. The programme was inaugurated by Dr. Tishyarakshit Chatterjee, Director of IIPA, followed by sessions on e-governance basics; delineating e-governance project lifecycle; growth of e-governance in India;

Understanding Government Process Re-engineering components (GPR), simulation on GPR and application of GPR by Dr. Charru and other industry experts. Second day was solely dedicated to Government Process Analysis, preparation of process maps, MyGov and legal framework for e-Governance. The training concluded with its valedictory session chaired by Dr. Gulshan Rai (National Cyber Security Coordinator for the Prime Minister of India) and supported by equally eminent guests Ms. Radha Chauhan, President and CEO, NeGD, MeitY; and Dr. Shashank Ojha, Sr. e-Government Specialist, The World Bank, who further gave their valuable insights on the topic emanating from their vast experiences in e-governance realm.

Jammu and Kashmir Regional BranchThe branch organised a brain storming session

on “Strengthening of Ethical and Moral Values in Governance” as a prelude conference on the theme chosen by the IIPA for 60th Annual Members Conference held on October 22 at New Delhi. Dr. C.M. Seth, Chairman, WWF-India J&K State, while introducing the topic stated that ethics is a branch of philosophy which studies human behaviour based on principles of moral values while governance should build trust among the citizens and thus the relevance of instilling ethical and moral values among our administrators is even more pronounced. He said that there is a growing concern of trust deficit between civil society and the government and with the globalisation of economic interests there is a need to debate and discuss the issue of ethical and moral values for good governance. He said that Indian Constitution provides one of the finest guidelines for establishing good governance in the democratic country like India with diverse cultures and traditions. He mentioned that Indian system for strengthening ethics and moral values of its executive, administration and judiciary have evolved in last sixty years based on its cultural and traditional practices and experience from other

countries. He said that introduction of RTI Act, Lok Pal and Lokayukta Acts have contributed to improve the accountability of politicians, administrators at all levels and also judiciary. The branch also organised a seminar on “Health Care Management in J&K” in an effort to take an objective view at the prevailing health care conditions in the state and also to look at the measures that need to be taken in order to take the health sector in the State to world class level. The Hon’ble Minister for Health and Medical Education, Shri Bali Bhagat was the Chief Guest at the seminar. In his address he congratulated IIPA for taking up an issue of immense relevance to the general public. He talked about the initiatives taken by the government to look into the needs of the masses such as providing immediate relief to the patients and coming up to the expectations of the patients including provision of clean hospitals, effective nursing, easy availability of medicines, etc. Dr. B.S. Pathania in his remarks spoke about the relevance of public health as the corner stone of the health care system. He talked about the government schemes introduced specifically for the elderly and for the women and assured of the improved healthcare system in the near future. He laid special emphasis on the improvement of healthcare

improvement of the healthcare system in the State as well as across the country. He said that despite the improvements in the healthcare facilities, there is still a huge gap between the desired and actual facilities. Dr. Meenakshi Dutt Sudan, Sudan Heart Care Centre, Jammu, while speaking about the present scenario pointed out that the private sector has a direct relationship with the socio-economic strata and made suggestions for the improvement of the system.

Karnataka Regional BranchThe Centre for Consumer Studies of the

branch organised a “Programme on Consumer Protection for Voluntary Consumer Organisations” on September 1. The participants were selected for the purpose of assisting the IIPA in forming a core group of consumer activists, who will spread the message of consumer protection in their respective talukas and gram panchayats. Inaugurating the programme, Shri S. Ramanathan, Chairman of the branch, explained the objectives of the programme and also suggested to have a strong consumer group to take up consumer grievances, handle complaints and spread consumer protection issues. Shri Y.G. Muralidharan, CCS, made presentation on various aspects relating to consumer protection.

Maharashtra Regional BranchThe branch organised a prelude conference

on “Strengthening of Ethical and Moral Values in Governance” on October 19. Shri S.S. Kshatriya, Chairman of the branch, presided. At the outset, Dr. Vijay Satbir Singh, Secretary of the branch, welcomed the guest speakers and the participants present. He introduced the guest speakers Dr. Sanjay Deshmukh, Vice-Chancellor of Mumbai University; and Shri Mukesh Khullar, Principal Secretary (Services), General Administration Department, Mantralaya. Shri Khullar made presentation on the subject. In his presentation, he described the ethics framework and elements of good governance. He stressed the need for inculcating the principles of ethical and moral values in the governance. Dr. Deshmukh, made presentation on polishing minds for ethics management. His presentation was

Dr. Ashok Bhan, Patron of the branch, in his presidential remarks pointed out that prevention is the most neglected area in health and therefore equal attention needs to be given to prevention and a policy needs to be framed. He further suggested for finding a middle path by making health facilities affordable and easily available. This he said can be done through training, bringing quality and special attention to vulnerable groups. Earlier Dr. C. M. Seth, Vice-Chairman of the branch, formally welcomed the speakers and introduced them to the gathering while also introducing the theme of the seminar. In his key note address, Dr. H.L. Goswamy, former Principal of Government Medical College, Jammu, informed that the infrastructure in the State has improved substantially with a larger number of hospitals opening even at the district and rural levels. He also outlined various initiatives undertaken by the state including the drug policy, nursing council act and paramedical act, etc. Dr. Romesh Gupta, Medical Superintendent of Government Medical College, Jammu, in his presentation, talked about the status of manpower in these hospitals pointing out that the shortage of staff is a huge limitation which poses as a challenge in providing basic facilities to the patients. Dr. Arun Sharma, Deputy Medical Superintendent of Government Hospital Gandhi Nagar, Jammu, talked about the current scenario and challenges at the district hospitals in the state. Through his presentation, he outlined the problems being faced by the hospitals due to the overburdening of the hospitals coupled with no facilities resulting in poor quality of healthcare. Dr. Manohar Rana, BMO Sohanjana, talked about the health care management at the primary level. While presenting the overview, he talked about three components of primary services-- immunisation, maternal services and provision of essential drugs. He highlighted the importance of inter-sectoral coordination with the public works, NGO, education social welfare, etc. Dr. M.M. Harjai, Chief Administrative Officer, Shri Mata Vaishno Devi Narayana Superspeciality Hospital, Katra, spoke on the need for a private-public-partnership model and its relevance in the

motivational to raise the ethical and moral values in individual. He also talked about rekindling of the ethos of Indian society.

Puducherry Local BranchThe branch organised a two-day course on

“Accrual-based Double Entry Accounting System” for municipal staff on September 26-27. The course was not only arranged by Dr. R.R. Dhanapall, Chairman of the branch, but was also moderated by him. Shri P. Sundarajan, Deputy Director, felicitated the participants and called upon them for implementing the system. The branch also organised a seminar on “Strengthening of Ethical and Moral values in Governance” on October 14-15. Presiding over the function, Dr. R. Murali, Dean of Mother Teresa Post Graduate and Research Institute of Health Sciences, pointed out that one has to differentiate between the government and governance. Shri Narasimmamurthy, Secretary of the branch, gave the welcome address. Dr. R.R. Dhanapall gave an overview of the activities of the branch in the year gone by. He underlined the efforts taken by the Institute to motivate the final year students to attend the Civil Services preliminary examinations. Shri R.P. Pal in his key-note address emphasised the importance of public in upholding the values in governance. He noted that there was considerable reduction of personal discretion in the system leading to objective decision-making. Dr. V. Candavelou, Development Commissioner-cum-Secretary, Government of Puducherry, in his inaugural address catalogued various characteristics essential for ethical and moral governance which would serve the students well in all walks of life. He detailed various changes the system has undergone in recent times such as accessibility, transparency, scope for fewer interfaces, maximum governance less government, transparency in administration, etc.

Punjab and Chandigarh Regional BranchThe branch teamed up with the Department

of Public Administration, Panjab University, i n o rgan i s i ng a pane l d i scuss ion on “Strengthening of Ethical and Moral Values in

Governance” on September 30 as a prelude to IIPA Annual Conference. Prof. B.S. Ghuman, Secretary of the branch, while introducing the theme opined that in this competitive world capital flows to the countries which are good governed. He observed that ethics and moral values play a pivotal role in the promotion of parameters of good governance like political, administrative and judicial accountability, equity and inclusiveness, and corruption free polity and governance. He emphasised that it is desirable to initiate systematic re-engineering by bringing political, administrative and judicial reforms to mitigate corruption. Dr. Bharati Garg, Assistant Professor, Department of Public Administration, Panjab University, in her presentation highlighted that in spite of all laws, rules, regulations and codes, unethical behaviours and corrupt practices in governance have increased. Prof. Ramanjit K. Johal, Chairperson, Public Administration, in her presentation stated that ethics offer some guiding principles for how people can be and belong in their community, society, organisation, or even family. She examined the contributions that civil society makes in promoting and nurturing responsive governance. According to her, the ethics for civil servants, besides being the ethics of power and efficiency, are the republican ethics of the public interest as a goal which must be actively pursued. Shri B.S. Ojha, Chairman of the branch, in his presidential remarks emphasised the need to introduce a course on moral values and ethics in educational institutions. The branch jointly with CUTS International Jaipur and the Department of Public Administration, Panjab University organised a seminar on “Quality of Mobile Internet Services: Policies and Practices”. Prof. B.S. Ghuman while introducing the theme opined that many consumers are not satisfied with the quality of mobile internet service as slow internet and poor coverage are frequent problems. He stated that Telecom Regulatory Authority of India should formulate a policy having strong penalty provisions for the violators of quality of service by mobile internet service providers. Mehta, Secretary General of CUTS International Jaipur, while inaugurating the seminar observed that data is the future for telecommunication services. He mentioned that capacity building of civil society organisations is essential so that they may act as quality of services watchdogs. Ms. Neha Tomar, Senior Research Associate, CUTS International Jaipur, remarked that TRAI needs to revisit and effectively implement QoS regulation and adopt a nutrition label (disclosure of important/relevant information). Shri Surinder Verma, Chairman of Citizens Awareness Group,

Chandigarh, in his presentation shared problems of mobile service users–unsolicited calls/unsolicited advertisements/ information/junk emails, call drops, radiations from towers. He also suggested that TRAI should audit complaints in order to check how many are resolved as per laid down parameters. Dr. Akshat Mehta, Assistant Professor, Centre for Police Administration, emphasised that TRAI should start a dissemination campaign about quality of standards as common man is not aware of either the role of TRAI or QoS.
