MAYOR'S ANNUAL REPORT.

TO THE MEMBERS OF THE CITY COUNCIL.

Gentlemen,

It is my privilege and pleasure to present a resumeof the main activities of the Council for the year ending30th June, 1936, together with the statistical reports ofthe various departments.

Those who take pride in their city must realisethe improvement during the past few year.s, and creditis due to the diligence and services rendered by members of the Council.

HIS MAJESTY THE KING.

It is with profound regret that I refer to the deathof His Most Gracious Majesty, King George V, (ju the21st January, 1936, after a glorious reign. On behalf ofthe citizens, expressions of profound grief were conveyed to the Royal Family through His Excellency theGovernor, Sir Winston Dugan. We also expressed devotion and loyalty to the throne and person of Flis Majesty,King Edward VHI, and sincerely trust that he will havea Ic^ng and successful reign.

HIS EXCELLENCY THE GOVERNOR-GENERAL.

News of the appointment of Lord Gowrie, who asSir Alexander Hore-Ruthven was a former Governor of^is State, to the high office of Governor-General of theCommonwealth was received with pleasure by all thosewho w'cre associated with him in South Australia. TheCouncil's congratulations were duly conveA'ed to LordGowrie.

ALLOCATION SYSTEM.

This year the Council altered its system of allocation. and in addition to allocating tiic IHiblic Worksexpenditure, a system of allocation was introduced toprovide for expenditure on Public Works, Lighting.Health, and Reserves, on the basis of rate revcinie ineach ward. Owing to the disabilities of North \\ ard,resulting from the application of the t)ld allocation system, over a number of years, the Council granted theward an additional expenditure of £1,000. This wasl)orrowed from the Cemetery Fund. The ap])licati<)n ofthe new allocation system is illustrated in the statement attached to the Balance Sheet. i

EQUAL REPRESENTATION.Following on the rejection by the Government of

the petition from a number of residents of Le Fcvre'sl^eninsula to secede from Port Adelaide, a further petition was circulated, for signature of ratepayers, for thecreation of a third ward on Le Fe\ re's Peninsula, theobject^ being to give two extra representaii\ es on thatside of the river. The Council decided to investigate tlicquestion of representation in the Council and ai)pointcd

sub-committee to make enquiries and re])ort. TheCommittee recommended the Council to i)etition theCiovernment to alter the number of members of theCoiincil by ai)Solving Centre Ward, and annexing partsof it to South and East Wards. However, the Committee's recommendations were rejected, and the Council decided to forward a petition from the Council for thecreation of three vvards on Le Fevre's Peninsula. Owingto the difference of opinion between members, the c]lic.<-tion was the subject matter of discussion at, manv meetings of the Council, and it was eventually decided thaiin addition to tlie petition to forward a minont\' report

deletion of Centre Ward. Circumstarces jirc-cluded the forwarding of either a petiiion or the report,and the whole matter subsequently lapsed.

SU PER A N NU ATI ON.As from 1st July, 19U5, the Council inaugurated a

subsidized superannuation scheme for all its employees.

STREET LIGHTIXC;.

The new type of street lights called "Osira," a mer-tury vapour light, have been ins.ailed in a portion ofSt. Vincent Street and Contmercial Road, and \vere litfor the first time on April 1st, 198(i. This is decidedlyan improved method of street lighting, and Port .\de-laide is to be complimented on being the first municipality in South Australia to permanently install thesvstem in its streets.

TREE PL.VXTERS' ASSOCIATION.

I am pleased to record that following a meetingconvened by the Lord Mayor, a Tree Planters' Association has been formed in South Australia to act, amongsrother duties, as an advisor}- body in regard to s reeland reserve treeplanting. The Mayor of Norwoo<l, Col.\V. S. Hanson, and myself were appointed delegates otlocal governing bodies.

HIRKENUEAU IIRIDGE.

The most pleasing item fijr mo to record is tliat theParliamentary Public Works Committee has recommended the construction of a bridge across the JVrt iviver,thus connecting Port .Adelaide with lUrkenhead,Although the Council were urging the constructic)n ofthis bridge at Commercial Road end, it has subsequent!}'transpired that difficulties were in the wa\' of this site,and the Government had since passed an .Act authorisingthe construction of the bridge from the end of NelsonStreet. The thanks of the Council are due to AklcrmanClouston for his untiring efforts on behalf of this corporation and the citizens, for the vast amount of workhe has done in connection with the bridge, and theCouncil has recorded in the minutes its appreciation ofhis work, as in the opinion of the Council, the data andfacts prepared by the Chairman of Works and submittedas evidence to the Public Works Parliamentarv Committee were mainly responsible for the Committee'sfavourable recommendation.

enthusiasm generally is most marked, which assures thatthe ])r<>mise of success will be fulfilled. Port Adelaide'smain attraction will, of course, be the Nautical Pageant,which is set down for the 30th December, 193G.

PORT ROAD REAUTIFICATIONS.

I have received many expressions of appreciationand congratulation at the Council's action in beautifvingthe Port Road Reserve, between Portland Place andWebber Street. The lawns, gardens and shrubs jilantedhere have made this Reserve a scene of attraction, andin keeping with the modern highway. Other Councilsalong the Port Road have also beautified the Reserve,and I visualise in the near future a boulevard approaching in splendour that of the St. Kilda Road in Victoria.

BEACH PICNICS.

The popularity of our beach picnics with our countryfriends is evinced by the large number of picnics thatvisited Semaphore and Largs last summer. A picnic of800 Rail Employees came from Murray Bridge andTailem Bend; from Salisbury, 400; from Wasleys, (500;from Kilburn, 250; from Northfield, 200; from Waterville,400; from Smithfield, (500; from Burra, 700; from theMidlands (Saddleworth, Riverton, Tarlee, and Hamley),800; Paracombe, 200. Waterside Workers and Old Bar-rierites also held their picnics on the beach. The ".Advertiser" sand castle contests were a huge success. Threethousand people witnessed the children at Semaphijre on8tl^ January, and 1,000 at Largs on the 11th January.

OLD FOLKS RE-UNION.

The annual re-union of old folks was held in theI own Mall on 20th March, 193G. I feel honoured inbeing privileged to entertain the old pioneers, who havedone so much to b'uiUl up our City. A very enjoyableafternoon was spent by the interchange of reminiscences.

MAYOR'S RELIEF FUND.

-Although the number of men in receipt of rationshtis decreased during the past year, the demand upon thy

A cunsiderablc amount of time is taken up in attending to the licensing of these. Although the fee for aWeighiiridge is and a Petrol Pump 9/6, theCouncil only retains £6 for the former and 1/6 for thelatter. It i.-^ the duty of the Government Inspector totest ant! stami) them, but the Council has to see that allof them are licensed, and to take action if an unlicensedweighbridge is used for trade or petrol sold from anunlicensed pump. We also have to test and stamp allglass oil containers.

LICENCES.

A sjjccial effort was made to see that fireworks werenot sold from unlicensed premises, resulting in anincrease in these fees, and attention has also been givento news vendors, and I have seen that all boys sellingpapers have takeii out a licence. Difficulty wasexperienced in the licensing of Drays and Trollies, asthe owners contend that the}" are not subject to a licenceif the\" do not i)ly for hire from a gazetted stand.

STRAY CATTLE.

Many bitter complaints have been received in thisconnection, as some cattle are continually at large, tothe annoyance of citizens. The Ranger is, however,acti\"e in trying t(j remedy the nuisance. The greatestdifficulty we are confronted with is to prove ownershipto succeed in prosecutions.

DOGS AT LARGE.

This is a matter that a deal of attention has beengiven to. Continual complaints are being received .ofthe danger of di.)gs at large, to the annoyance of motoristsin particular, and an effort has been made to combat this.

WEIGHTS AND MEASURES.

As opportunit}" offered, visits have been made towarehouses, shops, etc., and a number of scales, weights,and measures ha\ e been tested and stamped.

RUl.E OF TT-IE ROAD.

The non-observance of the rule t)f the road is a

matter which is causing concern. The mixed class oftraffic using the roads taxes the skill of many drivers;

there are so many dilTerent classes of vehicles, from ])ush

bikes to lorries with trailers attached, which ti"n el ail

over the road. It is desirable, in the interests of puolir

safety, that a better observance of the rule ol ihe roa<l

should be observed, and drivers compelled to keep to the

correct side, as the number of accidents arc far too

frequent.

VANDALISM.

Many complaints have been received of damage doneduring the year by thoughtless people. Notices areposted in reserves asking citizens to protect their ownproperty, but there seem to be peo])le about who take adelight in destroying. It is appalling to notice the streetnameplates, which were placed for the convenience otthe public, wilfully destroyed; Howcr beds in reservesalso .sulYer. It is very disheartening fur Gardeners tonurse plant.s to Howering stage, and tlten see them wilfully trodden down and the flowers picked. The Policehave been spoken to from time to time, and alwaysexpress their willingness to help in catching offenders.

During the festive season the arrangement for keeping the City lighted until daylight was a great success,and was greatl)'' appreciated by citizens, which minimisesthe vandalism.

TAXI CABS.

It is pleasing to note that licensed t'ehicles plyingfor hire are well maintained and of a hrst-class character.

The drivers generally give satisfaction to the travellingluiblic.

The total number of persons now resident withinthe City and rejiorted to he suffering fn^m pulmonarytuberculosis is 49. During the }'ear, 8 persons were certified as not now being capable of conveying infection toother persons; there were 21 death.s.

ENTERIC FEVER.

Of the two cases reported, only one was a local case;the other was brought into the district for treatment ata private hospital.

HOSPITAL CASES.

BACTERIOLOGICAL EXAMINATIONS.

The total number of throat and nasal swabs takenby Medical I'ractitiimers and Officers of the Local Boardof susi)icious cases and contacts of reported cases ofDiphlluTia was f)2(). Diphtheria Bacilli were detectedin 10 swaijs. A swab taken of the discharge from an earof a susi)ect was "positive."

Twenty-four specimens of sputum were forwardedfor examinalitm ; tubercle bacilli were detected in threespecimens.

The swabs and specimens were examined either atthe .Vdelaide Hospital Laboratory or the MetropolitanInfectious Diseases Hospital, N.orthfield, at the expenseof the Local Board.

NOTIFICATION OF BIRTHS ACT, 192G.

'Idle number of births reported was 325.

'J"he Chief Health Inspector (Mr. F. Wilson) reportsas follo\vs:—

RAT DESTRUCTION.

The Board's Ratcatcher (Mr. G. Rhodes) rei)ortcdas follows:—392 rats caught.

free of charge.

LEGAE PROCEEDINGS.

Proceedings were instituted in the Local Courtagainst two persons for having failed to comply withorders of the Local Board. One was convicted, and afine including costs amounting to £9/3/- was imposed;the other case was withdrawn, the ofTfender having complied with the order prior to the date of hearing.

DEEP DRAINAGE.

The Government has installed sewerage with anejectfjr plant at North Birkenhead to drain that area. Itis hoped that a similar system will be installed in theunscwered area of East Ward.

SURFACE DRAINAGE AND STREET CLEANING.

Lack of funds has materially lessened the desiredattention to these important details. The growth ofgrass and long weeds between the tar-dressed portionsof the roads and the footpaths acts as a net to catchmanure, papers, and other rubbish. When finances permit, it is hoped that these nuisances will be considerablyabated.

SWAMP LANDS.

These unfortunately, are still in existence, and,owing to their extent, it is diflicult to do much with them.I still deplore the practice of filling swamp lands with

household refuse, even though it is well-covered, as thereis ample evidence of such reclaimed areas being unfit asbuilding sites.

GARBAGE COLLECTION AND DESTRUCTION.

The garbage is collected by contract in covered carts,and this is satisfactory. The method of its disposal bysurface burial is being persisted with, and I still lookforward to the time when this Board will install anup-to-date garbage incinerator in our midst; to come intoline with other municipalities of similar size in this Stateand in the Commonweallh, and to the benefit of publichealth generally.

Some years ago I visited Mclljourne and Sydney toinspect installations in those cities and their suburbs.I ])repared a long report for this Board and made certainrecommendations. 1 drew attention to the fact that thefeeding of the furnaces that I had was not verysatisfactory. The reverberatory furnace recentlyinstalled in Hindmarsh has overcome this difficulty. Iunderstand that W'oodville and Thebarton will shortlybuild plants similar to that in Hindmarsh, and I trustthat I'ort .-Vdelaide will soon see its way clear to followsuit, \\ hen the new Port Adelaide Bridge is an accomplished fact, perhaps an efficient garbage incinerator ofthe type indicated could be installed on a suitable site inBirkenhead.

SANITARY CONVENIENCES AND BEACH SITES.

These at present are fairly satisfactory. In the Cityitself I understand there is a pressing need for sanitaryconveniences for females, somewhere in the vicinity ofthe intersection of Commercal Road and St. VincentStreet. When ])lans for die alteration or addition to theTown Hall are considered 1 hope that this circumstancewill be favorably considered.

STAFF.

Both Inspector Wilson and Sister Tait have donegood work, and carried out their (at times unenviable)

The district is too large and scattered t(f do as muchhouse-tohousc inspection as may be desirable, and it ishoped that assistance will be provided when financespermit.
