TO ALL DIVISION CHAIRPERSONS The following information should be disseminated to all members of your Division. Any suggested change to the Constitution and By Laws for the Annual Conference in September 2010 must be submitted to the Committee Chairman, c/o the Illinois Police Association office so as to arrive no later than May 15th 2010.

PLEASE, DO NOT WAIT UNTIL THE LAST MINUTE TO SUBMIT ANY CHANGE YOU WANT THE COMMITTEE TO CONSIDER!!

When submitting a change, list the By Law as it presently is shown, then show the By Law as you wish it to be and UNDERLINE THE NEW WORDING. The Constitution & By Laws can be found on the IPA Web site at www.ipacops.org. Any submitted change that is not clear or received after the deadline date will be returned without consideration by the Committee. attention that the IML is also trying to eliminate the annual 3% increase for the downstate pen-sion. The league wants to use the cost of living index each year, rather than the automatic 3% annual increase. Other bills of interest are the Eavesdropping Exemption (HB5770 & HB5758) and Military Buy-Back. On April 21st, there was an ILACP Legislative Day and Reception in Springfield that I attended and I will give you an update on this legislation in my next article. If you have any legislation that you want me to look into, or if there is legislation that you think the Association should support or oppose, feel free to contact me at the main office. Membership is holding its own. Everyone should be out there signing up new members through-out the State. Remember there is an incentive for the Divisions in signing up new members. The Divisions will receive $10 for each New Active Member and $5.00 for each New Associ-ate Member. This is a great way of supporting your Division. There is no news in reference to sale of the Sherwood Youth Camp. A work week-end is being planned sometime in early June. Anyone who wants to donate their time should contact me at the office with several dates that you will be able to work and a weekend will be an-nounced.

It won’t be long and the annual conference will be upon us. This year’s conference is being held on September 17th and 18th, 2010 in De-catur, Illinois. The hotel is the Decatur Confer-ence and Hotel, 4191 W. US Highway 36 De-catur, Illinois 62522. Room rates at $79.00 per night, plus tax. To make your room reserva-tions, contact Mr. Mike Huff at (217) 422-8800. Hospitality rooms are $100.00 for the week-end. Hot plates, crock pots, etc will be allowed. For more information you can contact the main office or the hotel. In closing, I am asking for your help. I want to know what it will take to motivate all of you in getting involved within the IPA. For example, what changes do you think should be made that would make you want to attend our Annual Conference or that you would want to attend a Divisional Meeting? What do you think it would take to sign up new members to the Associa-tion? (What are we missing???) Please send in your ideas and suggestions to me here at the office. Spring is upon us, daylight sav-ings time has been imple-mented, vacation season begins and we will all be busy with our outdoor work and spring chores, thus taking it’s toll on our free time. We, as Officers of the IPA, are not immune to this phenomenon so I remind myself and everyone of you, to please keep your mind on what needs to be accomplished and remember we still have the IPA to be concerned with and Ed needs our due diligence in handling our respective assign-ments. He cannot do it all and we should not expect him to. The IPA Competitive Shoot will have started its season in April and we now have 10 locations with 40 shoots scheduled State wide.

My hat goes off to everyone involved and I hope we have a productive and SAFE Shooting Season. Dave Ward has chal-lenged me to come to some shoots this year so I will have to see what my time con-straints will allow.

To everyone, please have a SAFE and ENJOYABLE spring and summer!

When you get this article it will have been almost eight months since The Conference. Where does the time go? I have asked the in-coming Vice Presidents as well as members of the Executive board to

take the time to send a short memo to myself or the Home Office, with ideas on how to better promote the IPA, attract more members and retain the members we have. As I am writing this article the response has not been very promising. I hope that by the time this goes to print I will have received some innovative ideas that we can implement. I also would be receptive to ideas from the general membership, so please, if you feel you have something for the good of the Organization do not hesitate to put it down on paper and send to the Home Office or myself either by email or the U. S. Mail.

Let’s start out by starting with a legislative update. Good news for those of you who want to give citi-zens the right to carry a concealed firearm. HB6249 and HB462 have both passed the House Agriculture

and Conservation Committees and have been placed on order of 3rd Reading. This means that these two bills may be voted on at anytime in the House. There has been a lot of activity going on down in Springfield with reference to combining the downstate pension funds all into one fund. The Illinois Municipal League is pushing for this and is gaining more and more support by having various municipalities jumping on board with them. Whether you support or oppose HB6249 & HB462, (Concealed Carry) and if you support or oppose the Downstate Pension, (Combining all of them into one fund), now is the time to contact your legislators and state your position. Remember, this is an election year and now is the time to remind them of it. It’s time you voice your opinion. (It looks like all other downstate pension bills are on hold.) It has been brought to my

The North Suburban Police Pistol League Inc., is a not-for-profit, law en-forcement shooting club with over 225 Active and Associate members from the Chicagoland and southern Wisconsin area. The league started as a Bullseye pistol club and has been in continuous operation for several dec-ades. The NSPPL is affiliated with the National Rifle Association, the Civil-ian Marksmanship Program, the Illinois State Rifle Association, the Illinois Police Association, and WI-Force. The league also has a close working

relationship with the Spartan Tactical Training Group, which is owned and operated by John Krupa III. Their pistol shooting season starts in early September and runs through April. During their regular season, the league competes in three disciplines of pistol shooting. They offer Combat shooting, Bullseye and an Off-Duty Weapon course of fire. During the summer months the League participates in a tactical Three-gun course of fire. They also co-host the IPA matches at the Harvey Police Range, located in Harvey, Illinois. They recently expanded their summer program to include long-range precision rifle shooting (F-Class) at the Racine County Line Rifle Club, in Caledonia, Wisconsin. Currently, NSPPL membership dues are only $20.00 per year. These dues provide their membership the protection of a one-million dollar liability insurance policy. Their match fees are still only $7.00 per match. All someone needs to compete in the league is a handgun, a minimum of three magazines or speedloaders, a holster and magazine pouch, eye and ear protection, and the desire to come out and shoot. Shooters may compete with either a semi-automatic pis-tol or a revolver, as all of their pistol courses are revolver-friendly. To qualify for awards and prizes each shooter must fire a minimum of ten matches in one venue. Shooters are allowed to fire a maximum of fifteen matches during the season. The League then uses the shooter’s best ten match scores posted for their final average. To field a team, shooters must have a minimum of three members from the same depart-ment or organization. Team scores are based on the best three averages posted during the course of a season regard-less of how many team members an agency may field. In May, the NSPPL hosts their Annual Awards Banquet. After minimal operating expenses, all money raised from their match fees and programs go towards awards and prizes for their qualified members. The prizes range from fine fire-arms, to top quality shooting equipment. At each of their last three events the NSPPL gave away over 50 firearms, along with some fine shooting related equipment. Many of the League’s members are state certified police firearms instructors, or certified through the NRA as rifle & pis-tol coaches, training counselors, and instructors. Through these members, the League offers basic firearm training courses, Instructor level courses, and Range Safety Officer training. They also have a Certified Utah Concealed Fire-arm Permit Instructor on staff. The NSPPL Executive Board is made up of three elected officers from its ranks. Commander Jay Patrick, of the Gur-nee Police Department is the President of the league. Retired Sergeant Robert Repp, of the Waukegan Police Depart-ment is the Vice-president, and retired Deputy Sheriff, Peter J. Kolovos is the Secretary/Treasurer and Director of Train-ing for the NSPPL. Pete runs the day to day operation of the League. He has been involved with firearms and competitive shooting since the late 1960’s. Pete is a Benefactor Life Member of both the NRA and the ISRA. He is a Certified Police Firearms Instructor, a Police Sub-Machinegun instructor, a NRA Level 3 Pistol Coach, a Level 2 Rifle Coach, a Utah CFP Instruc-tor, and an NRA Training Counselor. He has also been a member of the NSPPL Executive Board for the last ten years. Since that time the organization has grown from a mere 30 members to well over 225 members currently on the roster. During the last ten years, the league has expanded to include many new shooting programs. Many consider the NSPPL one of the finest police shooting clubs in the Midwestern region. General: Range 1 Kill House is a 40 room, single story, indoor 360° Kill House, with ballistic walls capable of stopping rounds up to 5.56mm. Its primary use is to train the unit during live fire exercise to move tactically, engage targets, conduct breaches, and practice target discrimina-tion in an urban environment. Units will employ techniques outlined by The Kill House or the trainer in the local departments. All requests; will be submitted to Scheduling Section 30 days prior to the requested training date. The Kill House training will be considered a Non Standard Training event. A packet containing risk assessment, training scenario, and Unit Commander Certification that all personnel have met the prerequisites for live fire training. The kill house will feature a 12 position 120 by 50 tactical carbine range and a 15 position 60 by 40 tactical pistol range. Other features such as a complete gun store for all members not open to the public, gun smiting and custom AR 15 store, and all training equipment such as BDU’s shirts, ammo, police supply by 5.11 and Blackhawk. In building number three we will have two class rooms with a folding wall to make one large one. Also in building number three will be a complete Hand to hand combat gym for training and next to that will be a fifty by sixty SIM’s house. The exterior of the Kill House will Feature a ¼ mile black top leading to the rear of building for explosive breaching. Other exterior features will include a 747 or Dc10 complete air craft for live fire and SIM’s training. Also included will be an assortment of school buses cargo contain-ers, tractor trailers, full size rail cars & passenger cars, and rubble city for cadaver/drug training. Sniper range. The Kill House will have a full 12 position 2000, 1000, 500, 250 meter range elevated at 10 feet. The Shoot house will have the latest in emergency communications with 911 for any misfortunate accident’s and a semi complete emergency room with everything needed to stabilize a person should something happen. No doctor on duty Bring your own EMT. The shoot house will have a complete command center for trainers to observe the house with 60 inch LCD large TV’s in a comfortable set-ting. Also the video in the shoot house will be available to burn on DVD or to your department’s net work or to our class rooms for further training after the exercise. All video will be encrypted for commander’s use only. There will be locker rooms and showers, lounge for officers to lock up duty weapons while training. Vending machines, coffee maker micro-wave etc. The reason of this brief is for further understanding of the Kill House’s facility and the gathering of letters of intent. This is a photo of my Grandfather who served with the Chicago Police Dept from 1919 until 1954. The photo shows four detectives standing along-side a 1927 Caddy unmarked squad. Can you believe that, a Cadillac Squad? My Grandfather, John Petersen, is the detective standing in the front

of the line, and when you look at the guys, you have to wonder who the bad guys were, because they all look like the gangsters that they would have been chasing. The story that I get from my Uncle is that when John Dillinger was shot at the Biograph Theater, my Grandfather as one of the liaison officers with the FBI, and was stationed in an apartment facing the theater watching for Dillinger and his girlfriend to come out. The only other information that was given to me is that he watched the shooting take place, and that he was then assigned to watch the body until it was removed by the Coroner.
