•  Various International standards for AC&R safety are there.

•  Basically, refrigerant safety standards such as ISO 817 and ASHRAE 34 are there while equipment and installation standards such as IEC60335-2-40 and ISO5149 are also.

•  Refrigerant standards determine concentration limit, but appliance and installation standards determine allowable charge against installation space.

Update of Domestic Regulations and Standards

Reviewed and Listed in 2013 Check

Regulation Competent Authority Description Current Situation

Ministerial Decree No. 33 (1992) - Fire safety regulation for high-rise buildings and special large buildings under the Building Control Act (1979)

Public Works Department, Ministry of

Interior

This regulation prohibits the use of harmful or easily flammable refrigerant in air conditioner that uses refrigerant as the direct media for heat transfer in any high-rise buildings (height of more than 23 m) or any extra-large buildings (total floor area of all floors is more than 10,000 sq m)

Previously Public Works Department accepted to use R32 in A/C up to 10.7 kW capacity and plan to extend for the capacity up to 14.6 kW (tentative on June ‘17)

BMA Ordinance on Building Control (2001)

Bangkok Metropolitan

Administration

This ordinance prohibits the use of harmful or easily flammable refrigerant in air conditioner that uses refrigerant as the direct media for heat transfer in the building.

The definition of flammability was not change, but the acceptable in case by case.

Ministerial Decree of the Ministry of Interior B.E. 1991

Ministry of Interior

HFC-32 is not listed as controlled chemical. Normally, this Decree stipulates requirements for the employer to provide sufficient safety measures in handling with hazardous chemicals controlled under this Decree.

All refrigerant handling as type of chemical control as MSDS

Hazardous Substances Control Act B.E. 2535

Ministry of Industry

HFCs are controlled as Hazardous Substances Type 3. Therefore, similar provisions on import, export, having in procession and handling that are used for CFCs and HCFCs are also applied for HFC-32. Regarding storage and transportation of HFC-32, DIW would normally follow the requirement stipulated in the MSDS including some general provisions (e.g. must and must not).

No special requirement for HFCs control

TISI 385-2524; TISI 1155-2536;

Thailand Industry Standard Institute

The TISI standards cover the procedures for performance test of unitary air-conditioning units and split-type air-conditioning units. These standards require that non-flammable substances be used as refrigerant.

The specific of refrigerant not control in TIS standard as refer to ASHRAE of each refrigerant type.

Energy Efficiency Labelling manual for 5Star label Air-Conditioners

Electricity Generating

Authority of Thailand

The existing manual only accommodates three types of refrigerants. These are HCFC-22, R-407C, and R-410A. Testing is done by the Electrical and Electronics Institute.

The specific of refrigerant not control in TIS standard as refer to ASHRAE of each refrigerant type.
