IntroductionThis document has been prepared on behalf of Imperial College London as part of a full planning application for the East West link underpass. The East West link underpass forms part of the overall Imperial West masterplan and will improve links from the new campus to the surrounding amenities & community, particularly to the east of the site. The aim of the proposal is to improve pedestrian permeability for users of the Imperial West campus and its adjacent communities and neighbourhoods, helping overcome some of the barriers that impede pedestrian access such as the Westway and railway line.

This document covers the landscape design aspects of the proposed underpass. It sets out the existing context of the site and details the design proposals using plans and elevated sections.

Wider ContextThe sites are situated north west of the Westway / West Cross junction. They lie across the north/south rail line with the new Imperial College campus to the west. Along with the Westway, the north/south rail line divides the surrounding area into four quadrants with limited pedestrian movement between each.

The underpass will connect the Imperial West campus (within the London Borough of Hammersmith & Fulham) to a site at 301 Latimer Road (within the Royal Borough of Kensington and Chelsea).

To the north west lie both the Imperial Hammersmith and Imperial West campuses, as well as several school and leisure facilities. To the north east and south east there are a number small public parks as well as community based leisure facilities. These two areas also include underground stations on the Circle and Hammersmith & City lines: Latimer Road and Ladbroke Grove.

To the south of the site are located the Westfield Shopping Centre as well as White City and Wood Lane underground stations.

The proposal aims to link the north west area to the east of the railway line. This will provide residents and users of the Imperial West campus, and adjacent communities, improved access to the east of the railway line including Latimer Road and Ladbroke Grove underground stations. It will also increase the number of leisure and retail amenities within walking distances of residents and users of the Imperial West campus.

For residents east of the railway line, access to extensive sporting facilities including the Linford Christie Stadium as well as areas of extensive parkland will be improved. The east west link underpass also has potential to improve access for pupils studying in north west schools who may live in eastern areas.

Underpass Proposal - Aerial ViewThe proposed underpass is perpendicular to the railway line linking the Imperial West campus with Latimer Road. The same materials palette of paving and street furniture that is proposed at the Imperial West Campus will be used through the underpass, as an extension of the public realm. New tree and border planting is proposed on the Latimer Road side of the underpass which will help signal the entrance. A secure fence line is maintained along the edge of the railway land.

The Tunnel itself will be 6m wide with a single lane shared for both pedestrians and cyclists. A contrast in paving colour will continue the lighter colour paving to the north side of the underpass and a grey granite colour paving to the south from the Imperial West site.The levels and falls are designed to be DDA compliant and so no handrail is required, or provided.Five CCTV cameras will be positioned in the underpass, three will be vandal resistant, surface mounted cameras to the users whilst two will be convert cameras.

The path of the tunnel will slope down from Latimer Road into the Imperial West site. A consistent height of 2.85m gives pedestrians a clear, unobstructed sight line through the tunnel, from either end.

Access to the rail line will be prevented by a boundary fence, to match existing.

Materials PalettePaving along the underpass will tie in with that already established on the Imperial West campus. This will create a sense of unity and cohesion within the development.

There will be a single lane shared for both pedestrians and cyclists. To the north side of the underpass there will be a lighter colour paving, as an extension of the pedestrian comfort zone which is adjacent to each of the buildings in the new campus. A grey granite colour paving on the south side will be an extension of the shared space south of Block D, in the Imperial West development.

Where the proposal meets Latimer Road, York Stone paving will be used to match the existing paving on this side of the railway line, continuing the character of the street.

Stainless steel bollards will prevent vehicular access into the underpass. These will be PAS 68 rated bollards.

Circular Mosaic Geometric Mosaic

Underpass FinishThe wall of the underpass is to incorporate a tiled, ceramic mosaic designed to brighten the space. The tiled surface will be easy to maintain and help reflect the light within the underpass.

Planting PaletteThe planting palette is designed as an extension to that used in the Imperial West campus and uses the same tree species.

Planting lining the Latimer Road entrance will allow for grading to existing levels. It will also provide seasonal interest throughout the year and improve local ecology. The planting will be arranged to allow clear sight lines for people coming out of the underpass, looking towards Latimer Road.

New trees at the entrance, as well as those within the Imperial West campus, will help reduce potential wind tunneling. The trees, Acer platanoides ‘Emerald Queen’, will be semi-mature when planted; 20-25cm girth, 4.5m tall. The columnar form and clear stems up to 2.5mwill allow clear sight lines.

LightingContinuous strip lighting is being proposed along both side of the underpass at roof level, providing consistent and safe lighting levels.Six new lighting columns are proposed to the Latimer Road entrance, to match those permitted for the Imperial West campus.

Three lighting columns will provide light at the west entrance, permitted as part of the Imperial West masterplan.
