Manoj Kumar Jain was de- clared a proclaimed offender in 2005 by CJM Imphal East under Section 520 of IPC and Negotiable Instrument Act, 138 for issuing a bounced cheque and the same court had declared one year and five months jail term for the accused then. In the year 1996, one In- drakumar Jain, son of late Shivok Jain of angal bazar, filed a complaint at addition- al CJM Imphal East alleging that a cheque issued by Manoj Kumar Jain amount- ing Rs 2,80,000 had already bounced. Based on the com- plaint, the court conducted hearing repeatedly and finally on July 6, in 2005 the same court asked Manoj Kumar Jain to pay twice the amount of the cheque he issued apart from pronouncing one and half a year jail term extendible to five months if he failed to repay the amount. Challenging the order of the additional CJM, Manoj Kumar Jain made an appeal to Sessions Judge Manipur East in 2010 but the same court dismissed his appeal in 2012. e court of CJM Imphal East then procured all the necessary documents from the sessions judge Manipur East and summoned Manoj to appear before the court on November 9, 2012. As Manoj failed to turn up till December 7, 2012, the same court issued warrant of arrest against Manoj Kumar Jain. j Continue on page 8 Prepaid metering to be completed this year STAFF REPORTER IMPHAL: Joint Electricity Regu- latory Commission for Mani- pur and Mizoram chairperson Rk Kishore has informed that installation of pre-paid me- ters in the state will be com- pleted by 2017 end. Speaking at the 7th State Advisory Committee (SAC) meeting held at Classic Ho- tel here on Monday, Kishore informed that ever since the power department in the state has been converted into a cor- poration and the power con- sumers have been provided with the facility of pre-paid connection, the unit of power provided to consumers has been increased manifold. Maintaining that the tax collection from pre-paid con- sumers has also improved at a considerable level, Kishore pointed out that the amount of tax collected by the de- partment before initiation of pre-paid system in the state was hardly Rs 80 crore per annum. However, in the post pre- paid meter connection era, the corporation has been able to collect at least Rs 18 crore on a monthly basis. Ex-MP Behring joins PDA

IMPHAL: Ex-MLA/MP Bd Behring Anal has resigned from the primary mem-bership of Bharatiya Janata Party (BJP) and joined Peo-ple’s Democratic Alliance (PDA) to contest in the 11th Manipur Legislative Assem-bly election from Chandel A/C.

Announcing his resig-nation, Behring contended that the recent nomination of BJP candidates for the assembly elections did not follow party norms. The candidates were selected without proper applications invited to intending candi-dates by BJP state election management committee and parliamentary board.

He further alleged that founder and original BJP leaders, former and sitting MLAs were not nominated for candidature.

Modi to canvass for BJP in state on Feb 28IMPHAL: In connection with the upcoming state assembly polls slated for March 4 and 8 in two phases, Prime Minister Narendra Modi is all set to visit the state and campaign for BJP on February 28.

According to a reliable source, Prime Minister Narendra Modi has confirmed his visit to the state to strengthen the party and make sure that it stakes the claim for for-mation of the next government in Manipur after the election.

Though no official written statement in connection with the PM’s visit to the state has been received so far, the state unit of BJP has already started planning for hosting two big public meetings in the state, one in Imphal and the other in Churachandpur dis-trict, on the day of his visit, i.e. February 29.

PM Modi will be taking part in both the public meetings after which he will leave for Delhi on the same day, the source said, while adding that the BJP national president Amit Shah will also be coming to the state immediately after the visit of PM Modi to campaign for the party. In addition, a number of other national leaders will be arriving to the state one after the other.

‘Cong fails to provide safe drinking water’

IMPHAL: Expressing concern over the emerging trend of people in the state buying water from private suppliers, Union HRD minister Prakash Javadekar has slammed the O Ibobi Singh-led Congress government for its failure to provide even safe drinking water despite being in power for 15 con-secutive years.

He was speaking as chief guest of a political conference held at the residence of BJP candidate in Nambol assembly constituency Thounaojam Chaoba at Utlou on Monday.

Though water is regarded as soul of living beings, the Congress government could not provide safe drinking water to its people in its 15 years of rule. As a result, a trend of buying water for drinking, cooking as well as other purposes from private suppliers is emerging in the state and Congress government is responsible for this, Javadekar said.

Dy CM files nomination amidst protest

TAMENGLONG: Protesters in Tamenglong dis-trict headquarters burnt effigy of deputy chief minister Gaikhangam when the he visited the district headquarters on Monday to file his nomination paper to contest the upcoming state assembly election.

All shops remained closed in Tamenglong district headquarters as a mark of protest against deputy CM who is contesting the ensuing assembly polls from Nungba con-stituency. People gathered at the district headquarters market where his effigy was burnt during the protest.

Meanwhile, Zeliangrong Baudi, Manipur claimed that the protest and burning of ef-figies welcomed deputy CM at Tamenglong district headquarters.

According to ZB statement, people in Tamenglong district headquarters were enraged by closure of traffic along Tamen-glong-Rangkhung road for more than four hours which caused much inconvenience to commuters. Traffic resumed only after deputy CM left the district headquarters, it said, adding that Gaikhangam’s remark against Framework Agreement compelled people to protest his visit.

Stating that people expect co-operation from deputy CM and state government in the effort to settle Naga issue, the ZB asked Gaikhangam to refrain from indulging in anti-Naga activities.

Shutdown cripples life in Nagaland

KOHIMA: Normal life came to a standstill in Nagaland as the indefinite shutdown called by tribal Naga organisations got underway on Monday to force Chief Minister T.R. Zeliang to resign.

The tribal groups, under the banner of Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC), have intensified their agitation after Zeliang refused to accede to their demand and step down and their three-day ultimatum in this regard ended on February 10.

Nagaland has been in turmoil since last month after the Naga People's Front (NP-F)-led state government decided to hold local body elections in 12 towns across the state.

Three people have died and many injured following clashes between the police and the public who were opposing the conduct of the civic elections, where provisions have been made for reservation of seats for women.

IMPHAL: Many among the BJP state leaders who are vociferously campaigning for decimating the Congress party in the upcoming assembly elections and to root-out corruption were not only former Congress loyalists but also held major ministerial posts, who had misused official posts, said chief minister Okram Ibobi Singh.

Claiming that former Congress legislators and ministers took undue advantage for their own welfare during their stint in the government, the CM observed that it would be hard for the common people to digest when the Congress defectors make tall claims for end-ing the Congress rule in Manipur.

Speaking at the flag hoisting ceremony of INC candidate in Wangkhei AC Okram Henry on Monday, Ibobi advised that pol-iticians should not jump to the conclusion that the people could

always be wooed with the usual political rhetoric along with cau-tioning that incoherent and misin-formation campaign will backfire.

While highlighting that most of the cases arising out of misun-derstanding and mistrust could be amicably settled through dialogue process, the CM assured to honour all genuine demands but categor-ically stated that the government will neither give any assurance on issues that pose threat to the state’s unity nor will yield to any pressure tactics.

Commenting on the econom-

ic blockade of UNC, he equated the agitating Naga body stand to a bad-tempered child, whose ul-timate wish is to draw the parents’ attention to fulfil his/her impulsive demand.

Cautioning that not heeding to the people’s genuine appeal for ending the highway siege would expose the UNC leaders to the wrath of people, Ibobi suggested the council to review their stand and act with conscience.

Further stating that the Congress party’s principle is firmly based on equality and secularism, the chief

minister reiterated that the new districts were created with the aim of bringing all-round development and help citizens residing in far-flung pockets to gain convenient access to welfare programmes and government amenities.

There is no point in interpreting creation of districts as bifurcation of land for Manipur belongs to all Manipuris, he said.

He also charged the BJP-led government at the Centre of giv-ing more weightage to NSCN-IM and UNC rather than prevail upon leaders of the two organisations to

lift the highway blockade so as to end the humanitarian crisis.

Reacting to Union home minister Rajnath Singh’s assertion that the blockade could be ended within a short notice in case the state gov-ernment rolls back the decision of creating the new district, Ibobi countered by saying that from such assertions it is becoming obvious that BJP and NSCN-IM having a tacit understanding, and made it clear that the Government of Manipur will never succumb to any amount of pressure.
