Development Objective

The overall aim of this project is to improve Government finances and to strengthen the economy of through increased efficiency in the foreign trade environment. In addition, the program aims to increase operational capacity through the introduction of modern computerized processing facilities for import, export and transit throughout the , consistent with international standards and best practice.

The ASYCUDA Steering Committee (ASC) is a forum to lend direction and leadership to the project. The ASC reviews and validates work plans and approves any substantive amendments and revisions to the work plans, and recommends its associated financial and budgetary implications. Members: Revenue Authority, the donor, the important stakeholders and UNCTAD.

Periodicity: 6 months

The ASYCUDA National Project Team (NPT)composed by:

• National Project Manager (NPM)

• Up to 5 experienced Customs Officers

• Up to 5 IT Specialists

They should work full time on the project.

In addition to the NPT, the IT Division will support the implementation at operational sites, for the administration of the network and for database administration.

High-level staff shall work on ad-hoc basis to define the business analysis of the new e-documents to be developed.

Customs Advisor provides assistance related to the automation of Customs procedures and best practices. Information Technology Advisor advises on IT issues.

They shall conduct training on a basis of a transfer of know-how, working on a daily basis with his national counterparts and oversee the development of new e-documents.

Monthly Project Reports Weekly meetings of the NPT will be held to monitor the implementation.

These meetings will be documented in Monthly Progress Reports prepared by the NPM and submitted to Commissioner for Customs, and UNCTAD for their information and action on recommendations contained therein.

Avoid implementation breaks because of insufficient funding
