Mrs. Manju Ray, CPO/ECoR/BBS welcomed the GM/ECoR/BBS - Shri Rajiv Vishnoi, Shri Nirakar Satapathy, General Secretary/ECoRSU, Shri Ch. Gandhi,

President/ECoRSU, all Central Office Bearers of ECoRSU and all PHODs/CHODs to attend the meeting and offered greetings of Vijaya Dashami. She told that on 25th Sept’2014, 70% agenda items were discussed and closed by harmonious discussion & mutual agreement. Due to unavailability of the GM on 26th

Sept’2014, the date was postponed and again fixed to be held on 7 th Oct’2014. She then requested Shri Ch. Gandhi, President/ECoRSU and Shri Nirakar Satpathy, General Secretary/ECoRSU to represent their grievances and special agenda items, if any before the GM for discussion and finally requested GM/ECoR/BBS to address the House and discuss the raised items with the ECoRSU.

2. Address of Shri N.Satpathy/GS/ECoRSU:-Shri N.Satpathy/General Secretary/ECoRSU addressed the General Manager, Madam CPO, PHODs/CHODs, President/ECoRSU and other Central Office Bearers attending the PNM Meeting. He wished all for Vijaya Dasami and Gajalaxmi Puja. He expressed his happiness over the fact that on the first day of the PNM which was earlier held on 25th September 2014 has been held in a very cordial manner and cooperation of all officers was very good during the proceedings of the meeting. He also thanked Madam CPO for conducting the meeting in a very good manner. He expressed that due to the able guidance of the GM, ECoRailway will get No.1 position in Indian Railway. He then brought the following issues to the notice of GM for redressal.1. The TTE Rest Rooms at WAT and HWH are in a very miserable condition.

Staff are unable to take proper rest and very unhappy due to this. A Committee may be formed to take action in this regard and some development in this regard is very much essential.

2. These days UTS are being operated by private groups which is being done in the SM’s room which is very disturbing since private persons are working here. Hence, a separate room may be earmarked for UTS in the station building.

3. As regards dress, regulation of woman employees, both saree and dress material should be allowed as office uniform.

4. In Rail Sadan, a room may be earmarked for PREM office.

3. Address of Shri Ch.Gandhi/President/ECoRSU:-Shri Gandhi offered good wishes of Durga Puja to Shri Rajiv Bishnoi, GM/ECoR, Smt. Manju Ray, CPO/ECoR, all PHODs/HODs, President/ECoRSU, and his colleague central office bearers attending the meeting. He prayed that the Almighty Goddess may give her blessings to GM and bring E.Co.Rly to No.1 position over Indian Railways and reaches its target given by Board. He also thanked all PHODs/CHODs for attending and discussing agenda items and

patiently listening to their grievances. He gave thanks especially to CPO for conducting PNM meeting in very cordial atmosphere. Through AIRF, they have submitted 36 agenda items and memorandum on 7th Pay Commission for all categories of posts to Railway Board on 4th and 5th July’2014. Padyatra was also carried out from 1st to 14th Aug’2014 and on 19th Sept’2014 and memorandums on important grievances have been submitted to DRMs/SBP & WAT.1. Recently, two fatal incidents have taken place. In one incident, one

SSE(P.Way) has died. He requested the Administration to take proper precautions.

2. Some improvements have taken place in the Running Room/PSA for which the Labour Union expressed its gratefulness.

3. Regarding filling up of the post of Group-D, panels have been released and posting orders have also been issued. He requested the Administration to make out a uniform and transparent policy to transfer them to other departments.

4. It was the continuous demand to post doctor at KBJ which has already been done and the labour union is grateful to the Administration

5. There is acute shortage of staff particularly in Stores and Commercial Departments. Due to increase in workload new posts should be created.

6. Regarding redeployment of staff in Electrical Department, action has already been taken by Personnel Department. But, redeployment of Typist Cadre is still pending and Administration should take immediate steps in this regard.

7. Fake note detection-cum-counting machines which are available in the market may be supplied by the Commercial Department to the reservation counters. These machines can be purchased which is under the powers of CCM or DRM.

8. Shri Gandhi requested the GM for closure of the PRS Counters in the second session on important festivals, like Diwali, etc.

9. One staff by name Shri J.K.Sahu, SSE(P.Way)/KBJ will undergo lever transplantation as his lever is totally damaged. It was requested to refer him to Global Hospitals at Hyderabad or Chennai. He is a Railway Board awardee too.

10. While transferring staff, he requested the GM to follow uniform policy since cadres of the Shramik Union have been transferred.

Under Special Agenda Items, the following issues were raised by Shri Ch.Gandhi and he requested for GM’s intervention.

1. Provision of Indoor Stadium at KUR.2. Early clearance of old minor & major D&A/Vigilance cases of NG staff

wherever pending, in order to, extend MACPS, Promotional benefits & Retirement benefits to the concerned staff over the ECoR Zone.

3. Early implementation of Cadre Restructuring for leftover departments over ECoR.

4. Sanction of more funds to the Railway Hospitals/Health Units for procurement of medicines and necessary payment to the referral Hospitals over ECoR.

5. Payment of consolidated Travelling Allowances to Ticket Checking Staff over ECoR.

6. Provision of toilet for the women employees in the units over ECoR Zone wherever presently not existing.

7. Payment of leftover 2 days wages to the staff of CRW/MCS.8. IRWO Housing Scheme at Bhubaneswar9. Provision of Two-Wheeler/Four Wheeler Garages in the Railway colonies

over ECoR wherever still not provided by the administration.10.Provision of CUG Phones to Running Staff and maintenance staff of S&T

Dept.11.Continuance of “Yasoda” Hospital/Hyderabad as referral Hospital for

treatment of Cancer patients of E.Co.Railway in addition to Hemalata Cancer Institute/Bhubaneswar.

12.Sanction of more funds to clear backlog OT, TA, RTF etc. of the staff over ECoR

13.Sanction of more funds for maintenance of Railway Quarters/Colony roads etc. over ECoR.

14.TTEs’ Rest Room at BBS and KUR for WAT Ticket Checking Staff.

4. Address of Shri Rajiv Vishnoi, GM/ECoR/BBS:- While addressing in the PNM Meeting, Shri Rajiv Vishnoi, General Manager thanked the Union Officials for giving Vijaya Dasami greetings. He also thanked them for their co-operation. Today, cleanliness has been given much stress. The Railway Minister has given great priority to ‘Swachch Bharat Abhiyan’. In foreign countries, maintenance of cleanliness is very good. But, cleanliness in India especially in Railway establishments, colonies, etc is not up to the mark. Hence, we have to pay great attention for maintaining cleanliness.In the loading field, there is 9% increase. There is 22% increase in passenger area. The GM told that everything is being done in a very transparent way. The cooperation of labour union is required and action as permissible under rules will be taken on their demands. The GM pointed out the following against the points

raised by the ECoRSU:-

1. Regarding transfer of Group ‘D’ staff, policy is available. This is done on first come first basis.

2. Staff will be provided in those places where new assets are being set up. In Lanjigarh-Junagarh Section and KUR-Begunia Section which are new section, posts will be created for both in Commercial and Stores Departments, the workload will be checked and staff will be given or need basis.

3. Regarding supply of fake note detection-cum-counting machines, policy guidelines will be checked up and if permissible, the same will be procured.

4. Regarding lever transplantation case of Shri J.K.Sahu, SSE (P.Way)/KBJ, the GM told that there will be no difficulty. CMD will be requested to expedite the case.

5. Regarding transfer of staff, he told that uniformity is being maintained in transferring staff holding sensitive posts. The policy is very clear.

6. One indoor stadium will be constructed at BBS and Regarding saree/dress material issue of women uniform, the GM told that CPO will check up the policy guidelines.

7. since KUR is nearer to BBS there is no need of the same at KUR.8. On early clearance of old minor & major D&A/Vigilance cases of NG staff

wherever pending in order to extend MACPS, Promotional benefits & Retirement benefits to the concerned staff over the ECoR Zone, the GM told that the same is being discussed at HQ and adequate action will be taken.

9. Cadre restructuring is being done at MCS.10.Action is being taken for sanction of more funds to the Railway

Hospitals/Health Units for procurement of medicines and payment to referral hospitals.

11.Regarding payment of consolidated Travelling Allowances to Ticket Checking Staff over ECoR, rules/policy will be checked up.

12.6 Hrs. duty for the PRS staff is under consideration of Board.13.For sanction of more funds to clear backlog OT, TA, etc, the same will be

examined.14.The problem of TTEs’ Rest Room will be taken care of.

SANCTION OF MORE FUNDS TO THE RAILWAY HOSPITALS/HEALTH UNITS FOR PROCUREMENT OF MEDICINES FOR TREATMENT OF RAILWAY BENEFICIARIES AT RAILWAY HOSPITALS/HEALTH UNITS AND REFERRAL HOSPITALS OVER ECOR.

It has come to the notice of this Union that during this financial year (2014-15), less budgetary provision has been made in the Head of Railway Hospitals, causing hardship to the beneficiaries at Railway Hospitals of three divisions, Central Hospital and Health Units over this Railway Zone. Complaints have been received that in many units, some restriction has been imposed for referral/local purchase which is affecting badly to provide better medical facilities to the Railway men and their family members. ECoRSU, therefore, urges upon the administration to provide more funds to the Divisional/Central Hospitals, Health Units over ECoR zone in order to avoid discontentment among the beneficiaries.

REMARKS OF ADMINISTRATION

1. FA & CAO has communicated the budget allotment vide letter No. HQ/Bud/Rev/BG14-15/1973 dtd. 11.08.2014 to the Division/Units for further action.

2. Adequate budgetary provisions has been made to the Divisions/Units for procurement of medicines and referral hospital bills.Total amount distributed under these two heads is as below:

PROVISION OF LADIES TOILETS FOR THE WOMEN EMPLOYEES WORKING IN FIELD UNITS/OFFICES LIKE ADENS, SSE(P.WAY) UNITS, SSE(TRACK), SSE(TELE), WORKSHOPS, COACHING DEPOTS, SSE(TRD),ELS, DLS, PRS CENTRES OVER THE ZONE.

All PHODs Women employees are facing difficulties due to non availability of Ladies Toilets in the field units/offices, way side stations, SSE(P.Way) units, SSE(Track), SSE(Tele), Coaching Depots, SSE(TRD),ELS, DLS, PRS Centres and many field units over the zone. ECoRSU will be highly obliged if unit wise position from all the divisions will be called for before discussion in the meeting and necessary instruction is communicated to the concerned divisions, units, CRW/Workshop etc. to provide the same within a short time.

REMARKS OF ADMINISTRATION

MechanicalLadies toilets for the women employees are available in all Coaching Depots & in Diesel Loco Shed, VSKP, RCD/BBS, CD/PUI.

ElectricalTRS/ANGL: Ladies toilets already exist.TRS/VSKP: Ladies toilets exist. Loco sheds: Already exists. OHE depots: Few have been provided. For others, Engg. Deptt. has been requested.

EngineeringA toilet (not in isolated area) having doors which may be bolted from inside may be provided for the use of women employees in field offices. However, division should decide the provision of ladies toilets on case to case basis depending upon necessity.

DECISIONIt is agreed to provide ladies toilet wherever required in a phased manner. DRMs will be advised to take action in phased manner. Railway Board instructions on this issue will be reiterated.

03. 31U-03-2014

PROVISION OF AMENITIES FOR THE STAFF LIKE DRINKING WATER, TELEPHONE, CUG, PROPER ELECTRIC ARRANGEMENT, GOOMTY GATE LODGE IN THE EARLIER UNMANNED LEVEL CROSSINGS WHEREVER STAFF HAVE BEEN POSTED.

PCECSTECEE

Due to non availability of the above amenities in the earlier unmanned level crossings, wherever staff have been posted now to operate the Gate system, the concerned staff are facing lot of difficulties. ECoRSU, therefore, urges upon the administration to advise the concerned divisions to arrange the above amenities at the earliest.

REMARKS OF ADMINISTRATION

Drinking water and Gate lodge will be provided by the Engineering Department, wherever they have not been provided. However, provision of CUG and Telephone can be proposed by user departments.

DECISIONFor temporary manning of unmanned level crossing, Gate Mitras are provided by outsourcing and not by providing regular Gangman/Trackman.

04. 31U-04-2014

CREATION AND ALTERNATIVE ARRANGEMENT OF LAB. TECHNICIAN AT DRH/SBP & KUR

CMD There is only one Lab. Technicians posted at DRH/SBP and KUR to cater to the needs of all the railway employees and their family members. He is entrusted with the work of both pathological investigation of all including PME and medical examination of new recruiters. As such his work load is beyond manageable limit. Further, in his absence, there is no alternative arrangement for which staffs are facing a lot of problems.

KUR & SBP division has processed the case for creation of one additional post of Lab. Technician and at present the same is pending at head quarter.

Therefore ECoRSU urges to finalize the case of creation of

CMS/KUR has been advised to study the work load of Lab.Technician & requirement of second Lab. Technician & submit a proposal if justified. CMS/SBP has already processed for surrendering 04 nos. of Gr.D posts for creation of one additional post of Lab. Technician.

05. 31U-05-2014

CADRE RESTRUCTURING IN LEFTOVER DEPARTMENTS OVER ECoR INCLUDING CRW/MCS

CPO Restructuring of NG cadres for leftover departments including CRW/MCS over this Railway zone may please be implemented as the same has been delayed. In SBP,WAT,KUR, CRW/MCS a number of departments have not yet initiate the same. ECoRSU, urges upon to advise them with target date for implementation of the same without further delay.

REMARKS OF ADMINISTRATION

MCS/WorkshopAs the required number of vacant posts were not available in the respective categories of Mechanical & Electrical Deptts. as on 01.11.2013, CPO was requested to provide money value from Hd.Qrs. staff bank to implement the cadre restructuring of CRW/MCS vide this office letter No. CRW/MCS/Cadre Restructuring/278 dtd 19.02.2014. But this was not agreed to.

Since Mancheswar Workshop has been advised to give increased out-turn of 120 POH coach per month by Railway Board, it is not possible to surrender 79 posts (JE-03+Tech.Gr.III-76) of Mech.Deptt and 14 posts of Tech.Gr.III of Elect.Deptt. to implement the cadre restructuring.

Further in order to ensure the cadre restructuring is done without any further delay, CWM/MCS in terms of his letter No. CRW/MCS/Cadre/Restruc/Mech. & Elect/2013/2107 dtd 25.08.2014 has requested to CME/ECoR/BBS for

examination of the following options and advise suitable action so that workshop can go ahead with restructuring.

a) 79 Group ‘C’ posts of Mechanical Department (03 JE & 76 Tech. Gr. III) to be surrendered from Divisional vacancies.

b) 14 Group ‘C’ posts (Tech.III of Electrical Department) to be surrendered from divisional vacancies of Electrical Department.

SBP DivisionRestructuring of Engg., Elect. and Comml. Deptt. are pending in SBP.

(i) Engg. Deptt.- Posts for surrender yet to be identified by the BO. File with Sr.DEN(Co.)

(ii) Elect. Deptt.-In principle approval given by DRM. Only a recalculation of surrender value to be made by Sr. DEE(G). File with Sr.DEE(G).

(iii) Comml. Deptt.—After receipt of letter from Railway Board, the case is under process.

KUR DivisionRestructuring of almost all categories of S&T Department of KUR Division is completed.

Restructuring completed except commercial, Electrical (G), Electrical (TRS/ANGL) and no structuring proposal received till date from the above departments.

DECISION

All the divisions have completed issue of restructuring memorandum. Most of the departments/categories except commercial department and MCS Workshop have completed the same. They are expected to be completed by the end of October’ 2014.

06. 31U-06-2014

OPENING OF A STORES DEPOT AT SBP FOR STOCKING AND ISSUE OF VARIOUS ITEMS REQUIRED BY SBP DIVISION.

COS SBP is a division where with less manpower works are managed in sections and offices. Since the formation of this division no Stores Depot has yet been opened causing hardship to the Unit in-charges to collect the materials and to manage the works. Day by day the workload is increasing in this division due to introduction of various new assets including new Trains. Though one JA grade Stores official (Sr.DMM) with few staff have been posted at the division but there is no stocking Depots.

User departments are still drawing required items from CRW/MCS & GSD/MCS and facing a lot of difficulties.

In our zone, KUR division is having 3 Depots at CRW/MCS, GSD/MCS, ELS/ANGL & WAT division is having three Depots i.e. ELS/WAT,DLS/WAT & WSD/WAT.

In SBP division, there is justification to open two Depots i.e. one at SBP & other at TIG for smooth running of the sections for which vacant space for stocking Godown can be easily arranged by the administration from the existing available accommodations.

Further, Before trifurcation books, forms stationeries for day to day work was being supplied through QT van and FSW from KGP of erstwhile SE railway. After trifurcation the system is completely stopped. As a result staffs are facing enormous troubles to pull on their day to day works particularly in commercial and operating department for want of prescribed books and forms and stationeries. ECoRSU urges to stream line the supply system by decentralizing the existing procedure so that the said items can be easily drawn by the Departments/users at divisions.

ECoRSU, therefore, urges upon to please process for opening of two Depots in SBP division for stocking and issue of various materials including Stationery items for the division.

The opening of Depot is critical and major financial decision. This requires a detailed study for requirement and feasibility. Sr. DMM/SBP shall be asked to carry out detailed study in this regard and submit report in 3 months. Recently 33 items of Non money value books & forms have been stocked at GSD/MCS to meet requirements of whole of ECoR. This will avoid piecemeal collection from Kharaghpur press in about next three months. It has also been decided to stock money value books and forms in GSD/MCS. Since there is no proper ventilation heat is accumulated in the rooms, causing unrest and disturbance to avail rest. And also the weather condition ar PSA same throughout the year and the temperature always reaches 40 degrees.

So, this union urges the administration to explore the possibility to provide centralized air cooling system in the interest of the running staff.

mileage Rs 210/100Km and Loco Pilot/S mileage is Rs 158/100Km i.e. a difference of Rs 52/- being paid to the Loco pilots and Rs 1560/- per month at an average of 3,000 Kms. Presently more than 50 members Loco pilot/G are utilizing in shunting duties which will be amounting to Rs 75,000/Month.

More over LP/S, GP is Rs 2400/- where as LP/G, GP is Rs 4200/- and the difference in basic itself is only Rs1800/- per month per person. Due to this administration is losing a huge amount of Four to Five Thousand per month per employee.

The burden over the Exchequer for 50 members is in Lakhs in basic pay variation only. If the same duties may be entrusted to lower paid LP/S this can be saved.

Hence this union requests the administration to fill the vacancies of loco pilot/S without further delay and also to fill up the LP(S) vacancies over KUR Division also.

Now the PME cases such as RRB, RRC, Compassionate and LARSGESS appointments are also being done in the same unit due to which the work load has been increased drastically from below 30 to about 40 to 60 cases on an average daily in addition to call duties. Total no of call duties is more than 90 in the last 6 months.

CCM It has come to the notice of this union that staff deputed to work in causalities are being made to work with ID of another staff who is not on duty since ID’s are being allotted for every station separately. In case of any untoward occurrences the staff who is not on duty and whose ID is being used will be put to lot of trouble as all the transactions will be recorded in the system against his/her ID. In the light of the above this union requests the Administration to explore the possibility of allotting an ID in PRS/UTS on Divisional basis instead of a particular station to avoid conflicts at a later date.

REMARKS OF ADMINISTRATION

The problem raised by the organization has been taken care of. ID is allotted to a staff on station basis to safe guard the security of the transaction made by the staff at that station. To facilitate speedy allotment of ID, a CONSOLE has been set up at Zonal HQ and the CONSOLE has been entrusted with the task of allotting ID to the staff instead of sending it to Kolkotta as it was done earlier.

It has come to the notice of this union that though a decision has been taken in the last PNM regarding the working hours (Six) of all SRO’s / Non-Rail Head location Counters of PRS the same was not implemented in Waltair Division till date which is causing much trouble to the staff especially during 2nd shift which functions up to 22 Hrs in the night. The staffs are made to carry huge cash all the way without any RPF escort and remit the cash and hand over tickets in the station.

In the light of the above this union once again requests the Administration to implement Six hours roster ie., from 08.00 to 14.00 Hrs and 14.00 to 20.00 Hrs in all the SRO’s / Non-Rail head locations in the entire Zone and provide relief to the staff.

REMARKS OF ADMINISTRATION

Six hour roster has been implemented in all SROs/Non-Rail Head location counters of PRS where cash is being deposited by staff over WAT & SBP division. Sr.DCM/KUR who sought a clarification on the list of Non-Rail Head PRS locations over the division has also been advised to implement six hour roster in all SROs/Non-Rail Head location counters of PRS where cash is being deposited by staff in a time frame and it will be done shortly.

DECISION

Necessary orders has already been passed wherever there is single shift of 8 to 15 hrs it should be 8 to 14 hrs and one hr should be given to them to cancel tickets and also cash transactions. This will be reiterated for immediate implementation.

Therefore this Union demands an appropriate action in this regard, like other Passenger Coaching base (i.e PUI, PSA, BHC & PRDP).

Originating trains from KDJR and ANGL are very less, thus no services needing the creation of Coaching Guard bases at these stations. However, the matter shall be taken into consideration with enhancement in quantum of train services from both the points.

PCE In East Colony at Khurda Road many offices & Railway colony are existing, the only Underground path way is connecting both the colonies and the matter was discussed in 30th Zonal PNM meeting with ECORSU held on 26/27th June 2014, Item No. 20. The path way of is badly damaged and during rainy season heavy water is being accumulated and Traffic is interrupted thus caused much inconvenience to the in habitants of the colony and staff to attend their offices. The divisional administration is well aware of the fact, but no fruitful result is found

This is an old problem in which path way flooding is tackled by pumping out stagnated water and repair to damaged road is being taken up time to time. Hence, ECoRSU is advised to raise the issue of maintenance of road with DPNM, if required.

CPO In KUR division in spite of clear instructions issued by the Railway Board under the above cited references, the divisional administration of KUR is not followed strictly in true sprit, as an example some of the staff, who is working against sensitive post has been continuing at same place for more than two decades. Similarly the instructions issued by the Railway Board, even dtd. 07/2011 is also not followed by the divisional administration of KUR. After issue of the Railway Board orders many transfer cases of the staff were considered to re-back their former seat, but where as some staff are being deprived the said privilege, thus these disparities followed by the administration had created much unpleasantness amongst the working class. Therefore this Union urges that the instructions stipulated under the above cited references, should be implemented in true sprit over KUR divn.

RB-7-2011 is related to re-engagement of retired staff on daily remuneration basis in exigency of service. It is not related to transfer guideline. RB-17-2012 is related to periodical transfer of non-gazetted Railway employees.

As per guidelines of this circular periodical transfer is implemented in KUR Division strictly. There is no staff in sensitive category continuing at same place of work for more than 2 decades. Regarding re-back of the staff to their former seat, the genuineness is examined by the departmental executive before passing order.

Therefore this Union demands that the 11 KM distance may be reduced to 8 KM and provide adequate gang huts in the section for the facility of the staff & smooth functioning of the works.

COS During formation of East Coast Railway HQrs. office at BBS, memorandum was issued for operation of 151 non gazetted posts in COS’s office. Out of which only less than 60 Group “C” posts are under operation in Revenue estimate and about 30 posts are under various estimates. Apart from this few erstwhile Group “D” (PB-1, G.P. Rs. 1800/-) posts also under operation. Rest posts out of 151 have not yet been created even after completion of 11 years to this new zonal HQrs. office. As it is causing hardship and with less man power the office is running, staff are dissatisfied for this type of arrangement since the allotted work is much more and in long run it is difficult to the existing staff to manage such workload.It is understood that the COS/BBS has submitted proposal for Creation/operation of 151 posts under revenue estimate which is lying pending at Personnel Branch/BBS. ECoRSU, urges upon for early creation/operation of 151 posts under Revenue estimate without further delay as well as posting of requisite staff in each section.

REMARKS OF ADMINISTRATION

GM has accorded Administrative approval for 151 posts (Group ‘C’-112 & Group ‘D’-39) in the year 2003, but no memorandum/order has been issued by CPO Office. CPO has been requested vide Lr. No. S/ECoR/Stores Deptt./Creation of Post/1499 dt. 26.12.2013 to create revenue posts, but these posts have not been yet created.

At present 68 revenue NG posts (Group ‘C’-56 & Group ‘D’-12) are being operated in COS office as per CPO’s memorandum No. ECoR/Pers/09/NG/Cadre/Vetting/Stores(HQ) Dt. 28.07.14.

Hence this Union urges to provide/construct a Indoor Stadium for the purpose.

CONTINUANCE OF “YASODA” HOSPITAL/HYDERABAD AS REFERRAL HOSPITAL FOR TREATMENT OF CANCER PATIENTS OF E.CO.RAILWAY IN ADDITION TO HEMLATA CANCER INSTITUTE/BHUBANESWAR.

CMD Complaints have been received by this Union that the Cancer patients who are interested to take treatment from “YASODA” Hospital/Hyderabad are not considered by the administration to refer them to that Hospital. Some of the patients who were taken treatment from the said Hospital are facing lot of difficulties as the administration is not sending periodical Check up cases to Yasoda Hospital. As “YASODA Hospital/Hyderabad is a reputed and modern equipped hospital ECoRSU urges upon to continue the said Hospital as a referral Hospital for Cancer cases in addition to Hemlata Cancer Institute/Bhubaneswar and according to the choice of the patients they may be referred for Cancer treatment.

REMARKS OF ADMINISTRATION

Railway Board has allowed referral of cancer patients of entire ECoR to Yashoda Hospital till 19.11.2014. In the mean time the Board has advised to do a survey of cancer Hospitals at HYD/SC by a committee of 03 Doctors and submit the report to Railway Board. The survey has been completed by committee on 12th & 13th August & report submitted to GM, which will be submitted to Railway Board soon.

COS Due to increase in number of trains, more out turn in Workshop, Loco holdings in Loco Sheds, the number of stock items of Stores Department are increasing day by day. The workload in the Stores HQrs. (COS’s office) & Stores Depots at DLS/VKSP, ELS/ANGUL, WSD/VSKP, CRW/MCS etc. are increasing rapidly but the staff strength are not increasing in commensurating with the work loads.

Presently the posts under Stores Department are centrally controlled. It is understood that the Stores administration has submitted proposal for creation of posts to the appropriate authorities but the same has not yet been materialized. ECoRSU, therefore, urges upon the administration to create requisite posts both for Stores HQrs. office & the above mentioned Depot s treating it as New Assets as well as posting of requisite staff against the said posts for smooth running of the above establishments of Stores organization of ECoR.

Additional manpower is required to undertake the additional workload not only at Depot but at HQ for purchase work also. Hence, Mechanical Department has been requested to provide fund for creation of additional posts for above increased purchase and Depot work.

It has been pointed by ECoRSU that this machine was provided 5/6 years back. Feasibility of providing fake note detection-cum-counting machine will be examined to A-1 and A class stations.

ALTERNATIVE ARRANGEMENTS FOR LOADING AND UNLOADING OPERATIONS AT PARCEL OFFICES OVER WALTAIR DIVISION:-

CCM Right from the absorption of Licensed Porters as Trackmen in the year 2008 this Union is raising the issue of alternative arrangements for loading and unloading operations in all parcel offices over Waltair Division. The Administration is citing different reasons at different times for the same issue and passing the time without any solution to the problem. This union is of the opinion that Administration is taking the matter in a serious manner due to which the train attending staff are undergoing traumatic experiences. This union fails to understand as to how this problem has been solved in rest of the divisions in the same Zone and why not in Waltair Division. During the Zonal PNM held on 13th & 14th of October 2009 the Administration has informed that the Division has been advised to recoup the Licensed Porters to the extent of requirement, but this was not done. During the Divisional PNM held on 18th & 19th of February 2010 it was informed that Rationalization of Group-D staff considering the loading and unloading points at different parcel offices will be done shortly as soon as the staff from departmentally operated cycle stands are withdrawn, this was also not implemented.

this union has requested to explore the possibility of providing Battery operated Trolleys for swift movement of packages in absence of adequate workforce for loading and unloading operations, but this was also not done. Again the matter has been raised in the Zonal PNM meeting held in Bhubaneswar on 9th & 10th of February 2012 the Administration has informed that the case of Waltair Division is different from that of other two Divisions because the earlier Licensed porters who were being used as parcel porters has got a stay order from Hon’ble High Court and on the basis of the order they are being used on alternative days and payment is being made to them and also stated that commercial porters will be nominated for parcel handling activities as soon as they are withdrawn from departmentally run cycle stands, but this was also not done.

During the Divisional PNM meeting held on 23rd & 24th of August 2012 the Administration has informed that the matter is sub-judice due to the court case No. WP 13809/02 filed by the Licensed Porters challenging the Railway Board order not to engage Licensed Porters for parcel activities.

Lastly when the matter was raised during the PNM meeting held in Visakhapatnam on 22nd & 23rd of November 2012 the Divisional Administration has informed that all Group-D vacancies will be filled up either through RRC or Compassionate Grounds appointees but this was also not done till date and there was no relief from the chronic problem.

In the light of the above this union once again request the Administration to take up the matter seriously and put an end to this long pending problem on war footing basis.

LAST MINUTES In all stations, Station Manager has outsourced the job except WAT where it is understood that there is prohibitory order from Court for outsourcing. This order was issued on behalf of existing license porters, whose number is very meager. The changed development and inability of existing license porters to handle the job should be brought to the notice of the Court by way of a misc petition and this stay is to be vacated for outsourcing the work.

2014 LINE JAMS AND DE-SILTING OF SEPTIC TANKS FOR CLEARING TOILET JAMS ETC IN ALL THE WAY SIDE STATION RAILWAY COLONIES THROUGHOUT THE ZONE:-

Throughout the zone all the Railway employees and their family members are suffering a lot for non provision of any arrangement for sanitation of way side station railway colonies. Neither the engineering deptt. nor the Medical department is caring those colonies on the plea that there is no provision in their respective Manuals. The employees and their family members are living pathetically in unhygienic condition in way side stations without any sanitation arrangements. This issue was brought umpteen times at all the sub-division & divisional levels but in vain. Hence this organization urges to make a suitable policy for the sanitation of way side railway colonies throughout the zone.

LAST MINUTES

Instructions as exists in form of different JPOs/Local orders will be reiterated on this issue of colony cleanliness and sanitation at way-side stations. As requested by ECoRSU, a /de-sludging/cleanliness drive should be undertaken specifically for K-K & K-R Lines, Barang and Radhakishorepur section, utilizing the imprest available with the SMR/Station Master in coordination with S.E.(Works) and H.I. of the Section. PRESENT POSITION

EngineeringThe cleanliness drive has been initiated at Bhalumaska, Keuitiguda and Tikiri stations in KR line and de-sludging is proposed to be carried out through new zonal at Damanjodi and Kakriguma stations. De-sludging at Lakshmipur and some other stations in KK line at present is not required since new septic tanks were constructed.

The problem does not exist in ARK, JDB & KRDL sub divisions in KK line. There are some complaints from KRPU sub-division for which necessary emergency repairs are being carried out departmentally and by deploying Zonal agency. As a permanent solution, the subject work is planned to be carried out through a special agency vide Estimate No. WAT/KK.1/EST/REV/SS/ 2014 under ADEN/KRPU sub- division of KK line. The estimate has

RENOVATION OF PATHWAY OF EXISTING UNDER GROUND, WHICH CONNECTING, WEST COLONY TO EAST COLONY AT KUR:-

PCE In respect of the above item the matter was brought to the notice of the appropriate authority and discussed in various forums with divisional administration, in course of the DPNM meeting the physical position of the spot was also inspected by the then Sr.DEN(Co-ord), DEN(HQ)/KUR along with the DC/ECoRSU/KUR in the month of July-2013, who were agreed to undertake the works, but till to-day no fruitful result is found. Now the condition of the pathway is very horrible condition, as a result of which the staff & occupants of the east colony are facing much inconvenience to come to west Colony, where the station area limits and offices are existing, as the pathway is only the way is connecting both the colonies. Therefore this Union demands to undertake immediate renovation of the pathway, keeping in view of facility of the staff or a level crossing gate may be provided at appropriate place nearby south cabin or as the administration found feasible at the place.
