What is an Implementation Package (iPack)? An iPack is a bundle of standardized guidance material, training, tools and expert support which aim to facilitate and guide the implementation of ICAO provisions for State entities (e.g. Governments, Civil Aviation Authorities, National Air Transport Facilitation Committees...), aviation service providers, supply chain stakeholders and their personnel. An iPack is intended to be a self-contained package composed of the relevant:

• guidance material, including ICAO Annexes, Documents, Circulars, best-practices papers or other associated guidance material;

• standardized training, including standardized and competency-based trainings, in classroom, online or virtual formats;

• tools, including data-driven applications, online reporting systems, electronic management systems or questionnaire/surveys;

• subject matter expertise, including the provision of experts to support States in their activities; and

• guidance for procurement, with regards to the purchase of infrastructure or equipment.

iPacks are developed and implemented in full alignment with the measures and recommendations contained in the Council Aviation Recovery Task Force (CART) Report and are a key element for their implementation.

Outcome of an iPack: ICAO’s role in supporting Member States in their efforts to implement relevant SARPs and up-to-date guidance material is paramount. As such, iPacks are intended to:

• Ensure States’ COVID-19 implementation activities are aligned with the measures and recommendations contained in the CART Report and the most up-to-date ICAO provisions leading them to enhance their safety, air navigation, aviation security/facilitation or economic development actions in the most seamless and efficient manner and are in line with international and national requirements and guidance related to public health;

• Ensure States’ COVID-19 implementation activities, although flexible, facilitate mutual acceptance by other States; and

• Support States in their aviation restart, recovery and resilience efforts and their re-engagement with their aviation industry.

Aviation Safety Risk Management related to COVID-19 for CAAsThis Implementation Package (iPack) is a self-contained package to facilitate and guide Civil Aviation Authorities (CAAs) in the implementation of ICAO provisions. A dedicated subject matter expert will work remotely with the CAA, coaching and guiding their implementation efforts to achieve the objectives of the iPack. The SME and the CAA will agree and prioritize the iPack objectives to be addressed during the SMEs contracted period of support. The level of progress made against each iPack objective is dependent on the availability of CAA resources to perform the work.

COMPONENTS• Expertise:

- Dedicated Subject Matter Expert, for a duration 15 work days over a three-month period, supporting Civil Aviation Authorities remotely in achieving the iPack Objectives.

TARGET AUDIENCE • CAAs or groups of CAAs from a region or sub-region; and• Regional Safety Oversight Organizations (RSOOs), including Cooperative Development of Operational Safety and

Continuing Airworthiness Programmes (COSCAPs).

OBJECTIVESAfter having successfully deployed this iPack, Civil Aviation Authorities will be better equipped to:

1) Improve the effectiveness of remote collaboration, coordination and communication among the stakeholders;2) Improve the use of safety data and information to support decision-making;3) Increase the capability of CAAs to assess their priorities;4) Increase the State’s capability to apply safety management principles and manage the safety risks;5) Improve strategies for planning and conducting surveillance using a risk-based approach; and6) Achieve progress in the implementation and maturity of the State safety programme (SSP).

This Implementation Package (iPack) is a self-contained package to facilitate and guide Civil Aviation Authorities (CAAs) in the implementation of ICAO provisions. A dedicated expert will work remotely with the CAA, coaching and guiding their implementation efforts to achieve the objectives of the iPack.

COMPONENTS• Expertise:

- Dedicated Subject Matter Expert, for a duration of 15 consecutive work days or extended over a three-month period, supporting Civil Aviation Authorities/Lead Agencies remotely in achieving the iPack Objectives.

• Training: - ICAO Annex 9 - Facilitation: Virtual Classroom

• Tools: Electronic Filing of Differences

• Documents: - Relevant ICAO Annexes and Guidance material - Other relevant documents

TARGET AUDIENCE • Civil Aviation Authorities; and/or• Lead agencies in charge of coordinating, drafting, and implementing the NATFP.

OBJECTIVESAfter having successfully deployed this iPack, CAAs and/or lead agencies in charge of coordinating, drafting, and implementing the National Air Transport Facilitation Programme (NATFP) will be better equipped to:

1) Develop or review and update existing national provisions related to the establishment of a National Air Transport Facilitation Programme (NATFP);

2) Develop or review and update existing national provisions for the establishment of National Air Transport Facilitation Committees (NATFC) and Airport Facilitation Committees (AFC);

3) Establish a reporting and coordination mechanism between the CAA and other involved key stakeholders in light of COVID-19;

4) Establish Airport Facilitation Committees; and5) Make progress in the implementation of the National Air Transport Facilitation Programme; draft an Action Plan

for the implementation of the NATFP, if required.

GOALApply Annex 9 provisions for the establishment and operation of a resilient and robust National Facilitation Committee with full collaboration and cooperation with all stakeholders including Public Health authorities with remote communication protocols in response to pandemics.

This Implementation Package (iPack) is a self-contained package to facilitate and guide Appropriate Authorities for Aviation Security (AAs) in the implementation of ICAO provisions. A dedicated expert will work remotely with the AA, coaching and guiding their implementation efforts to achieve the objectives of the iPack.

COMPONENTS• Expertise: – Dedicated Subject Matter Expert, for a duration of 15 consecutive work days during a three-month period,

supporting the Appropriate Authorities for Aviation Security (AAs) in achieving the iPack Objectives.

• Training: – Aviation Security National Inspectors

• Workshop: – National Civil Aviation Security Quality Control Programme Workshop (NCASQCP)

• Documents: – Relevant ICAO Annexes and Guidance material – Other relevant documents

TARGET AUDIENCE • Appropriate Authorities for Aviation Security (AAs).

OBJECTIVESAfter having successfully implemented this iPack, AAs in charge of coordinating security measures, and drafting national rules and regulations for implementing ICAO Annex 17 provisions, will be better equipped to:

1) Improve the effectiveness of remote collaboration, coordination and communication between ICAO, the State and its aviation stakeholders;

2) Increase the State’s capability to apply risk management principles and manage aviation security risks;3) Improve strategies for planning and conducting aviation security monitoring activities using a risk-based

approach; and4) Achieve progress in the implementation and development of the State National Civil Aviation Security Programme.

GOALSupporting ICAO Member States that are in need of assistance to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention and to facilitate and guide Appropriate Authorities for Aviation Security protecting civil aviation against acts of unlawful interference during the COVID-19 pandemic.

Aerodromes Restart

Aerodromes Restart This Implementation Package (iPack) is a self-contained package to facilitate and guide Civil Aviation Authorities (CAAs) and/or aerodrome operators in the implementation of ICAO provisions. It includes relevant documentation, tools and an online course to facilitate aerodromes restart. A dedicated expert will work remotely with the CAA and/or aerodrome operator, providing guidance in their implementation efforts to achieve the objectives of the iPack.

COMPONENTS• Expertise:- Dedicated Subject Matter Expert, for a duration of 10 work

days, supporting Civil Aviation Authorities, aerodrome operators or other relevant service providers remotely in achieving the iPack Objectives.

•Training:- Aerodromes Restart – Online course for 12 trainees for a

duration of 5 hours– Total number of training slots: 12

•Tools: Aerodromes restart checklists:- Aerodrome infrastructure- Aerodrome operations- Certification and compliance- Coordination and collaboration- Human resource, competency and training

•Documents- Relevant ICAO Annexes and Guidance material- Other relevant documents

TARGET AUDIENCE • Civil Aviation Authorities; and/or• Aerodrome Operators and other relevant service providers.

OBJECTIVESAfter having successfully implemented this iPack, CAAs and/or aerodrome operators will be better equipped to ensure a safe and seamless restart of aerodromes:

1) Review the conditions of aerodrome infrastructure, and initiate actions, as necessary.2) Review the procedures relating to aerodrome operations and initiate actions, as necessary. 3) Review the status of aerodrome certification and compliance and initiate actions, as necessary. 4) Review the coordination and collaboration processes required at an aerodrome and initiate actions, as necessary. 5) Review aerodrome related human resources, competency and training requirements and initiate actions, as necessary.

GOALFacilitate and guide Civil Aviation Authorities and/or aerodrome operators in applying Annex 14 and other relevant ICAO provisions, to ensure safety, regularity and efficiency of aerodrome operations after a partial or full aerodrome closure due to the COVID-19 pandemic.

Establishing a Public Health CorridorThis Implementation Package (iPack) is a self-contained package to facilitate and guide Civil Aviation Authorities (CAAs), Public Health Authorities, other relevant national authorities, aerodrome operators and aircraft operators in the implementation of Public Health Corridors in accordance with the ICAO Council Aviation Recovery Task Force (CART) guidance material. It includes relevant documentation, tools and courses to facilitate restoring international air travel. A dedicated expert will work remotely with the CAA, providing guidance in their implementation efforts to achieve the objectives of the iPack.

COMPONENTS• Expertise:- Dedicated CAPSCA Subject Matter

Expert, for an expected duration of 15 workdays during a three-month period, supporting Civil Aviation Authorities remotely in achieving the iPack Objectives.

• Training:- Public Health Corridor: Online

Course- CAPSCA Online Training

• Workshops (delivered in a virtual format):- Introductory/familiarization webinars;- Public Health Corridor Workshop, including online

pre-learning part and sessions with customized practical exercises and use of the PHC App – 12 participants for a duration of 9 hours

– Total number of training slots: 12 Participants

• Tools:- Checklists; - Frameworks; - Decisions aids; - Templates; - Accreditation procedures; - Forms and posters; - Online reporting systems; - PHC Application.

• Documents:- ICAO Annexes containing Standards and

Recommended Practices (SARPs) as well as the Procedures for Air Navigation Services – Air Traffic Management (PANS - ATM);

- Guidance material, including the ICAO Testing and Cross-Border Risk Management Measures Manual, CAPSCA partner guidance material and other associated guidance material.

OBJECTIVESAfter having successfully implemented this iPack, State authorities will be better equipped to:

1. Assess the status of implementation of COVID-19 public health mitigations measures in their States, conduct a gap analysis against the relevant ICAO SARPs, CART recommendations, CAPSCA and associated guidance material and determine an action plan for further improvement;

2. Develop a COVID-19 aviation risk assessment framework in accordance with sovereign principles that integrates with existing national frameworks;

3. Apply decision-making tools to determine the risk of transporting potentially infectious passengers or importing/ translocating the virus between States;

4. Mitigate the COVID-19 infection risk by implementing a multi-layer risk management strategy that is evidence-based and performance-based;

5. Share public health risk mitigation measures and best practices with other States to encourage harmonization; and6. Engage in bilateral or multilateral discussions with other states to establish public health corridors between States.

GOALRestore international travel through the implementation of Public Health Corridors by supporting Civil Aviation Authorities (CAAs) in sharing information, applying mutually accepted public health measures and concluding bilateral or multilateral agreements.
