1.0 Introduction
This Estidama Implementation Plan provides the framework on how HLMR plan to meet the sustainability objectives of Al Mafraq Hospital; it shall serve as a high level plan defining HLMR responsibilities. Specific plans will be developed to address specific requirements, these are: IAQ Management Plan, Waste Management Plan and Construction Environmental Management Plan, these plans will be cross referenced in the Estidama Implementation Plan as appropriate.
2.0 Project Description 2.1 Overview
The project involve the construction of a 745-bed general hospital which will be one of the leading trauma/surgery hospitals in the region, and will provide a cost-effective alternative for patients who previously had to seek specialised care overseas for neurosurgery, orthopaedics, acute rehabilitation and plastic surgery.
HLMR scope of works includes construction of:
• Two-story basement including service accommodation, labs, CSSD, dining and parking.
• Three-story outpatient building including clinics and auditorium facilities.
• Link Bridge.
• Three-story podium building including diagnostics, operating theatres, ER, rehab, ICU and maternity.
• Two nine-story and two 11-storey inpatient towers.
• Peripheral buildings including substations, cooling plant, workshop, mortuary, underground tanks and service tunnels.
• Landscaping, infrastructure and external works.
2.2 Sustainability Objectives Project specs section 01353 – Estidama Requirements, call for “compliance with certain Estidama prerequisites and credits needed for project to obtain Estidama- certified 1 pearl certification based on Estidama Building Guidelines – Assessment Method Report, May, 2008 Issue”. However, since the referenced Estidama guideline and credits are out-dated and cannot be utilized, HLMR put in RFI-002 requesting permission to follow the newest Estidama guideline to achieve 1 pearl certification. The Engineer replied by instructing HLMR to follow the specs, confirming that the project doesn’t seek official certification and that no application will be made to the UPC. Moreover the Engineer said that Estidama requirements will be followed on the project “only as adherence to the environmental best practices”. Thus, the compliance with the sustainability requirements on the project will be assessed solely by the Engineer/Employer with no submission made to any external agencies for certification. This Estidama Implementation Plan will extract the sustainability requirements which are the contractor’s responsibility from the specs, present their requirements and our plan to comply with these requirements.

2.3 HLMR Responsibilities
The project specs refer to several credits which are the contractor’s responsibility and these are reproduced in the following schedule. There is also reference to other credits which are solely design credits such as water efficient appliances, external lighting, smoking ban, and operational waste management. HLMR cannot influence the compliance with these credits and will just follow the design drawings and specs and provide any required supporting documentation upon the Engineer request. The following table lists the credits that are under HLMR’s direct control and their requirements.

3.0 Managing the Sustainability Objectives 3.1 Estidama Management Plans
HLMR realizes that reaching the sustainability objectives of the project requires dedication and commitment and for this purpose we have developed individual management plans to help us tailor specific solutions to suit the individual requirements of the Estidama credits. These plans will be submitted for approval separately, a general overview of each of these plans and how to they contribute to achieving the specific Estidama credits is presented here:
Construction Environmental Management Plan
The construction environmental management plan for the project establish the general environmental protection procedures that will be implemented on site during construction and will cross reference Estidama specific plans where applicable.
Construction Waste Management Plan A construction waste management plans will be developed and implemented on site in line with project specification section 01524: Construction Waste Management. We noticed that there are no construction waste management recycling targets in the Estidama guideline or the project specifications. However, we are confident that our procedures will enable us to recycle at least 50% by weight of the waste generated on site. This will be detailed in the waste management plan. A waste management subcontractor has been identified and engaged. To maintain greater control over recycling rate, the scope of the waste subcontractor is limited to identifying recycling facilities and transferring the waste from site and obtaining the required documentation from the recyclers. Maintaining control over this activity on site will enable us to develop the mentality of our work force in terms of construction waste management.

Indoor Air Quality Management Credit ADM 1 addresses construction Indoor Air Quality. The intent is to reduce indoor air quality problems resulting from the construction process in order to help sustain the comfort and well-being of construction workers and building occupants. To address all these issue HLMR, in coordination with the MEP contractor, will develop an IAQ Management Plan, this details best practices among different areas that might affect IAQ during construction. The plan will conform to the SMACNA guidelines as required by the credit.
3.2 Sustainable Procurement Strategy
Materials used to construct a project constitute a considerable amount of the embodied environmental footprint of the building. Thus, developing a sustainable procurement strategy where selecting material is subject to certain sustainable criteria is a very important aspect when developing a sustainable project. This section will describe the sustainable material attributes which will be used to inform material selection decisions on the project. The criteria will mainly stem from the Estidama specification requirements. An Estidama Compliance Sheet was developed for the project which is attached in Appendix-A. This will be filled & stamped by suppliers/manufacturer and included in all material submittals in addition to any required back-up documents to assess and document the sustainable attributes of each material. In addition, a Material Tracking Document is being prepared which will include the cost of all materials that are required for tracking by the Estidama credits (Div. 2 to Div. 10), this will cover the recycled, regional and certified wood credits. A template of this tracking document is included in Appendix-B. Other credits such as low VOC content, zero ODP will be tracked using a set of registers which are included in Appendix-C. These tracking documents will be updated regularly and issued to the Engineer in the Estidama monthly report to keep him updated on the status of the material sustainable criteria achievement. The following tabulates the credits that regulate the materials to be used on the project, how HLMR intend to comply with the requirements and the compliance documentation which will be produced:

4.0 Roles & Responsibilities
The entire project team will play a part in the achievement of the project’s sustainability objectives, every workforce will be trained to objectives related to waste management, Indoor Air Quality, etc... we envisage that by the project’s mid phase the workforce overall environmental awareness will reach a level where constant monitoring won’t be necessary and sustainable practices will be built in within the normal habits of the staff, nevertheless a lot have to be done to see this transformation and this shall be detailed in section 8.0 education and training.
This is mind; there are a number of key leadership roles within the projects team which have defined responsibility for delivering the sustainability objectives of the project, these are presented next and their roles and responsibilities will be explained.

5.0 Monitoring & Inspecting
We realize that the current workforce culture and work habits will present an obstacle in reaching the sustainability objectives of Al Mafraq Hospital. A Sustainability & Environment officer have been assigned as part of the HSE team, his responsibilities will be to daily monitor all activities on site and ensure measures and recommendations presented in the management plans are being adhered to by the workforce.
Daily visits by the HSE Manager will ensure all staff are aware of the management commitment to the environmental objectives of the project. The Sustainability Manager will also conduct regular site walks to ensure the overall compliance with the sustainability management plans, and evaluate the need to develop new measures to cover the changing conditions of the project site. In addition to daily monitoring, documented inspection will be carried out to document any concerns in the procedures and any lack of compliance by a certain trade. Inspection requirements have been addressed in each individual plan and are summarized here:

Waste Management Inspection
Inspection of the waste collection infrastructure and the waste collection/segregation/transportation procedure will be carried out by the Sustainability & Environment officer to ensure and document compliance with the waste management plan.
Inspections will be conducted internally each week. Monthly inspections carried out in the last week on each month will be included in the Estidama monthly report.
IAQ Inspection
Inspection to ensure that the Indoor Air Quality Management Plan is implemented correctly and achieved its objectives. The Sustainability & Environment officer will be responsible for monitoring and inspecting the IAQ measures detailed in the IAQ plan
Inspection templates will be included in the respective management plans. 6.0 Education & Training
Achieving the sustainability objectives of the project requires a collaborative effort by the entire project team. Currently the general culture of the workforce doesn’t support this and environmental awareness is something that needs to be introduced.
This section outlines the training and education requirements of the project and measures whereby the environmental awareness of all staff involved in the project will be raised to ensure the project sustainability objectives are met.
HLMR are hopeful that by the mid phase of the project we would have developed a competent workforce that is fully versed on the environmental requirements of the project.
The need for specific environmental training (waste management, IAQ, pollution prevention etc.) was evaluated and a proper training program was developed to address these needs. Environmental issues are also discussed with the workers at the “Toolbox Meetings” which are to be held once a week on site. These meetings will be used to review compliance with environmental requirements, communicate lessons learnt from environmental incidents, and make recommendations for correcting or minimizing non-compliance.
In addition to construction personnel, all temporary visitors to the construction site who’s activities have the potential to cause significant environmental impacts (such as fuel delivery personnel) will be required to undergo an abbreviated version of Sustainability/Environmental induction to ensure they are aware of environmental requirements.
Training sessions will be organized by the HSE department. A proper record of the training schedule and attendance is to be kept for future reference. The register in included in appendix-E and will be used in recording attendance at training sessions. Training records will be maintained by the HSE Manager and reviewed periodically.

Training session’s content will be based on the approved management plans developed to address the individual environmental concerns; this will ensure all measures addressed in these plans are covered and that the workforce shares a common understanding of the project’s objectives.
