Background and Management

Background Sheltech Consultants (Pvt.) Ltd. (SCPL) is a well-established consulting house. For last 25 plus years as a major practitioner in Urban Planning, Architectural and Engineering Design, SCPL is now is now capable in taking a pioneering role in many areas of services viz. in the broad range of, Physical and Social Planning, Tourism Planning, Engineering and Management with Techno-economic feasibility services including Environmental improvements both in the country and abroad.

Since its formation, SCPL has been extensively involved in the Identification, Design, Planning, Development and Implementation of number of projects throughout Bangladesh and abroad and providing professional services to the Government of Bangladesh, International Lending and Aid Agencies, Multi-lateral Organization and Private Sector.

SCPL is an independent firm of consultants, and as a member of Bangladesh Association of Consulting Engineers (BACE), subscribers to the general principles and standards, of professional conduct laid down by the International Federation of Consulting Engineers (FIDIC).

The firm is registered with and has successfully conducted many projects for major International Development Funding Agencies, which includes Asian Development Bank, The World Bank, UNDP, EEC, SDC, FINNIDA, USAID, UNICEF, DFID, DGIS and RNE on behalf of Govt. of Netherlands. The impressive list of clients engaged with SCPL since its formation is reflected in its involvements in the various Ministries and Department of GoB like Ministry of Education, Ministry of Defense, Bangladesh Railway, LGED, RHD, CWASA, DWASA, DSCC & DNCC, BCC, KDA, RAJUK, DPHE, BWDB, BPDB, BPC, NSC, Civil Aviation etc.

SCPL has earned a good reputation nationally and internationally. In the past few years the firm has completed a good number of planning and Infrastructure Development Projects including several ADB TA's in the country. SCPL has also successfully completed an Urban Infrastructure Improvement Project for ADB under Ministry of communication, Bhutan and EIA, IEE and ISIA for the Study on Construction of the Bridge over the River Rupsha in Khulna, funded by JICA, Char Livelihood Project (CLP) funded by DFID. In recent year SCPL is involved in a good number of planning projects funded by GOB. i.g. Khulna Master Plan, Landuse/Master Plan for Bangladesh Railway, Structure Plan/Master Plan and detailed Area Plan for Barisal Divisional Town, District Pourashava Master Plan, Upazila Pourashava Master Plan, Preparation of Development Plan of Cox’s Bazar Town and Sea Beach upto Teknaf, Preparation of Master Plan at Dhamal Kote area for Sta HQ at Dhaka Cantonment and RETA No. 6504: Improving Connectivity and Destination Management of Cultural and Natural Resources in the South Asia Sub-region (Package T2 BANGLADESH). Recently SCPL has completed two ADB projects name South Asia Sub Regional Economic Cooperation (SASEC) Tourism Development Plan & South Asia Sub Regional Economic Cooperation (SASEC) Tourism Master Plan.

Management

Sheltech Consultants (Pvt.) Ltd. (SCPL) is presently headed by Chairman, Managing Director and Directors. As one of the leading consulting houses of the country, the key-officers of the organization have sound professional capability in their respective fields. The technical and administrative activities of the company are maintained and monitored by the Board of Directors comprising of full time professionals with long experience in the field of multidisciplinary consultancy services. Each of the directors with their high degree of qualification skill foresight and aptitude in their respective disciplines, maintain a continuous and effective control of all activities. A panel of advisors, associate consultants and professional staff supports the services in each field of practices.

Engr. Kutubuddin Ahmed Chairman

Engr. Kutubuddin Ahmed is the Chairman and Founder of Sheltech (Pvt.) Ltd. and its associated companies. With a Mechanical Engineering degree from Bangladesh University of Engineering and Technology (BUET), he is a successful Entrepreneur, Industrialist, Business Manager and Market Specialist with extensive experience in trading, commerce and industry.

He is also the Chairman and Founder of Envoy and its associated companies. He is involved in the successful operation of a large number of industries and trading activities which includes Textile, Garments Manufacturing, Banking, International Cargo Handling etc. One of his Textiles companies is listed in the Stock Exchanges of Bangladesh and is a leading brand.

He is the Former President of Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Metropolitan Chamber of Commerce and Industry (MCCI). He is also the Former Secretary General of Bangladesh Olympic Association (BOA). He was awarded the National Sports Award for his contribution in promoting sports. He is actively associated with several professional, sports, social and non-profit organizations.

Planner-Engineer Dr. Toufiq M. Seraj Managing Director Dr. Toufiq M. Seraj is the Founder Managing Director of Sheltech (Pvt.) Ltd. and its associated companies. He is an Engineer and Planner by profession. He has extensive professional experience in Real Estate Development, Construction, Management and Planning Consultancy. As a recipient of the prestigious Commonwealth Scholarship he obtained his Ph.D. degree in Civic Design from the University of Liverpool, UK. He formerly held academic positions at Bangladesh University of Engineering and Technology (BUET). He has wide range of publications including several books on Town Planning, Housing and Real Estate.

Besides Real Estate he is also involved in other businesses which include Consultancy, Hospitality Industry, Construction of Industrial Buildings etc.

He is the former President of Bangladesh Institute of Planners (BIP). He was the President of Real Estate & Housing Association of Bangladesh (REHAB) for three consecutive terms (2000-2006). He formerly held leadership positions in several professional, social and sports organizations. Currently he is actively involved in different research and non-profit organizations.
