Not all the local public authorities will ensure an appropriate level of social services for people’s needs;
Divergences in the level of engagement and competence of local public authorities in the identification, prioritisation and allocation of funds for service development and settlement of social problems;
Transfer of resources from central to local level.

The Strategy sets a long-term vision for development of the integrated system of social services;
The coherent implementation of the Strategy will be carried out in three stages:
- short-term (up to the end of budget year 2009); - medium-term (up to the end of year 2011); - long-term (after year 2011);
The Strategy is accompanied by an action plan that is reviewed annually and coordinated with the available financial resources.
