IMPROVED ELECTRICITY DELIVERY High voltage electricity is moved across the electric grid by transmission lines. Just like highways that don't have enough lanes, transmission lines with insufficient capacity become congested, reducing efficiencies and increasing costs of delivering power. PJM Interconnection, the independent regional transmission grid operator and planner for the CornEd service territory, has approved the Grand Prairie Gateway Project as the best solution lhr addressing current system congestion and ensuring the continued efficient flow of electricity across northern Illinois. PROJECT BENEFITS The addition of this new transmission line will allow for more efficient flow of electricity across the grid, alleviating congestion and reducing costs. The proposed line adds a third west-east path across the CornEd territory, which provides CornEd with more options to meet customer needs. TRANSMISSION LINE SITING PROCESS The project requires approval b y the Illinois Commerce Commission (IM following a public proceeding. This summer and fall, CornEd will conduct, a series of public open houses in Ogle, DeKaib and Kane counties. These events will be advertised in local newspapers and a website (ComEd.comlGrandPrairieGateway) will provide additional information and updates. Through an integrated process incorporating input from the public and other community stakeholders, ComEd will identi1V a primary route for the transmission line and at least one alternate route within the project study area (see reverse side). The final route must be approved by the ICC. PROJECT TIMELINE CornEd expects to lile a request for approval with the ICC before the end of 20 13, and the Commission has up to 225 days to announce its decision. The What, Where and Why of EMF

Electric and magnetic fields surround anythingthat generates, transmits, or uses electricity.When generating plants produce electricity,current flows through transmission anddistribution lines and provides power to themany appliances and electrical devices we usein our homes, schools, and workplaces.

Electric fields are produced by voltage(i.e., the difference in electrical potentialbetween two points of an electrical circuit).Electric fields are measured in units ofkilovolts per meter (kV/m).

Magnetic fields result from the movementof current and are measured in units calledmilligauss (mG).

Both electric and magnetic fields decreaserapidly in strength with increasing distancefrom the source, just as the heat from a radiatordiminishes as one walks away from it. Moreresearch has been conducted on magnetic fieldsbecause, among other reasons, most objectsblock electric fields.

WHO International [MF ProjectIn June 2007, the World Health Organization(WHO) released a weight-of-evidence review aspart of its International EMF Project. The goalof the Project was to provide internationalguidance on EMF.

The conclusions of the WHO review are consistentwith previous reviews. The WHO did notconclude that exposure to either electric fields ormagnetic fields at the levels typically encounteredin our environments are the cause of any adversehealth effects. Therefore, the WHO did notrecommend exposure standards at these levels ortaking any drastic steps to reduce our exposures.Since 2007, reviews conducted by other nationaland international scientific agencies haveconfirmed the WHO's findings. In their currentsummary of health research, the WHO states:

Based on a recent in-depth reviewof the scientific literature, the WHOconcluded that current evidence doesnot confirm the existence of anyhealth consequences from exposureto low level electromagnetic fields.

Even the exposure of people living inthe vicinity of high voltage trans-mission lines differs very little from theaverage exposure in the population.

Power lines are a source of electric andmagnetic fields (EMF). This brochure

summarizes the conclusions that panelsorganized by authoritative scientificorganizations have reached about

whether EMF can effect health.

At very high strengths, electric and magneticfields induce currents in our body that can leadto the stimulation of tissue, causing a shock-likeeffect. Exposure guidelines have been developedby scientific agencies to protect against thiseffect. Our home environments contain for lowerEMF levels, so these shock-like effects are not aconcern. It is our exposure to much lower magneticfield levels and the possibility of long-term healtheffects that has been the subject of hundreds ofstudies conducted over the past 35 years.

The first step to answering the question ofwhether an exposure causes an adverse effecton health is to study the effects of the exposurein different ways.

• Epidemiologists conduct studies on people, wherethey observe whether persons with a diseaseare more likely to have a history 0f a particularexposure (epidemiology studies)

• Researchers in laboratories study whether highexposure under controlled conditions causeincreased rates of di msease in anials (animalstudies), or initiate a disease process inisolated cells and tissues )cellular studies).

Scientists reach conclusions about the effects ofexposure by examining all of the researchtogether, giving more weight to studies of betterquality. This process is called a weight-of-evidence review.

Studies are not given equal weight in a weight-of-evidence review because they vary widely interms of the information provided and validityof their methods. Each study is evaluated, anda Final conclusion is reached by weighing thetotal body of research. It is essential to considerepidemiology, animal, and cellular studiestogether because they provide complementarypieces of information.

Since the late 1 970s, scientists have conductedstudies to understand whether long-term exposureto magnetic Fields at low levels could causelong-term adverse health effects. The firstgroup ofstudies lookedat childhoodcancer, andover timeepidemiologystudies wereconducted .an a varietyof diseases. Weight-of-evidence

As illustrated in the above timeline, numerousreputable scientific organizations in the UnitedStates and abroad have assembled panels ofscientists to conduct weight-of-evidence reviews.

• None of the panels concluded that [ME is thecause of any long-term, adverse health effect

• Some epidemiology studies of childhoodleukemia reported statistical associationsbetween childhood leukemia and estimateddaily average exposure to magnetic fieldsgreater than 3-4 mO. The review panels,however, did not conclude that magnetic Fieldexposure was likely to be a cause of childhoodleukemia, because of the uncertainty associatedwith epidemiology findings in general and thelack of support From animal and cellular studies.

• No consistent increases in cancer were reportedin animal studies, nor did researchers conductingcellular studies find a mechanism that wouldexplain how magnetic fields could initiatedisease at the cellular level.

The conclusions of these review panels have beensimilar. The conclusions of the World HealthOrganization (WHO) weight-of-evidence revieware discussed on the back page.

Since electricity is used to doo many things, EME can beneasured nearly everywhere.In our homes, for example,magnetic fields are generated fromappliances, wiring, current flowingon water pipes, and (if they areclose enough) nearby power lines.

The strongest sources of magneticfields indoors are electricalappliances. The magnetic fieldsproduced by household appliancesvary greatly, as shown in the tablebelow.
