Child’s Right to Remain in School of Origin
• All children entering out of home placement have the right to remain in their school of origin (RCW 74.13.550)
• Discuss with the child and caregivers the ongoing educational needs of the child including remaining in the school of origin
• Coordinate with child’s school district for the child to remain enrolled in the school the child is attending
• If not feasible or in child’s best interest to remain in their school of origin child must be re-enrolled in the new school within 3 days
Coordinating with School Districts
• Discuss option for child to remain at school of origin whenever practical and in best interest of child
• Request school records, any missing academic or medical records required for school enrollment within 10 business days
• Notify child’s existing and new school of any out of home changes (utilizing school notification form)
• Advocate with school district for appropriate services to meet child’s academic and social needs
Remember child needs to be enrolled and attending school within 3 business days
Responsibilities Regarding Education
• Discuss educational needs of foster child with the child and caregiver at initial placement and every placement change
• Address any ongoing educational needs of child and develop a long range educational plan
• Facilitate post-secondary education planning

Special Education Support Services

Ongoing Educational Monitoring
• Request updated records and education information:o Whenever change in schoolso Whenever change in out of home placement occurso End of each school year
• Document any factors that contribute to school disruptions.
• Notify all legal parties when a school change or disruption occurs
• Address and pay for any school fines or fees
Responsibilities Regarding Education Liaison
Identify an Educational Liaison at the Shelter Care Hearing and follow the volunteer background check process on the liaison for those children in 6th –through 12th grade who meet one of the following requirements:
– Parental rights have been terminated– Parents are unavailable because of incarceration or other limitations– The court has restricted contact between the youth and parents– The youth is placed in behavioral rehabilitative setting and the court
has limited education rights of the parents
• Federal Law (1987) promoting school success for homeless youth
• Protects school stability
• Remain in one school regardless of new living location
• Includes “children & youth awaiting foster care placement”
McKinney-Vento Act

Supports & Programs for Education Attainment
Education Lead
Each region has an education lead that is available for consultation, they can assist with:• Troubleshooting educational issues• Understanding the education plan• Policy, Procedures and Practices• Identifying community resources• Promote educational stability
Child Health and Education Tracking (CHET) Program
• Conducts an initial screening within 30 days of placement covering:
• Health• Mental Health• Education
• Identifies any long term well-being needs • Provides a baseline for on-going monitoring
Well-Being Domains
• CHET Screeners assess each child in the following five domains:– Physical Health (Medical and Dental)
– Developmental
– Education
– Emotional/Behavioral Health– Family, Social and Community Connections
Educational Advocacy Program
• Advocates in each of the 3 DCFS Regions to focus solely on the educational success of foster youth
• All youth in out of home care with unmet educational needs or facing disciplinary action are eligible
• Provides three levels of advocacy:– Direct Advocacy– Consultation– Information & Referral
• Training to social workers, caregivers and community providers
Education Advocacy Program
Educational Advocates are trained to assist in the following areas: Additional services in school Reduction of school discipline Increase in attendance Enrollment/school continuity Credit transition and retrieval Ensuring academic and grade progression Increasing self-advocacy skills
