PlanningUTILITY MASTER PLAN Stanley Consultants has provided services on over 250 higher education and industrial campuses across the U.S. and has extensive experience with utility master planning. Uncertainty in future load profiles, demands for sustainable energy and the speed that technologies evolve drive the need for up-to-date Utility Master Plans. A comprehensive Utility Master Plan allows control and conservation of utilities, flexibility in generation resource allocations and long term viability to the bottom line.

Heating, cooling, electric power, water, sewer and telecommunications should be organized into a well-managed system. We work with our clients to develop a flexible tool that can be used for economic evaluation and reliable utility plant and distribution addition and extension solutions to support current and future needs.

TECHNICAL-ECONOMIC STUDIES As part of a Utility Master Plan or our clients’ strategy to market, we provide studies to evaluate the technical and economic feasibility of various solutions and technologies to provide for the best path forward. Feasibility studies include a review of applicable technologies against current market pricing, tariffs and conditions with input from the client. The result of our analysis provides for a comparison of different options with capital and operational costs estimates. Once a solution

is decided and the client chooses to move forward, Stanley Consultants moves to the Development Phase of the effort and is able to refine the path forward further.

ENERGY AND RATE ANALYSIS As operations may change over the years for our clients, energy usage may shrink or grow or change to a completely different schedule than in the past. Stanley Consultants analyzes utility rate structures for our clients to ensure they are in the most efficient electric and natural gas schedule for their current and future use. This includes introduction to potential third party utility providers, be it financial or physical in supply. Our Advisory Services team also assists load serving entities in their rate structures for their customers and can assist developers of industrials or energy projects in selecting regions and sites with attractively priced markets.

TECHNOLOGY SELECTIONS Stanley Consultants provides technology selections as part of a Utility Master Plan, as well as for Greenfield and Brownfield development strategies. Our breadth and depth on technologies includes both cleantech and conventional, mature technologies. We have been providing onsite, behind the meter and grid-connected utility systems for over 70 years. Stanley Consultants has deep experience in providing microgrids to our clients for energy security, resiliency and optimal energy pricing.

Advisory Services

PLANNING

Stanley Consultants assists our clients in upfront planning services for existing facilities, as well as Greenfield and Brownfield development strategies, including Utility Master Planning, Technical-Economic Studies, Energy and Rate Analysis and Technology Selections.

DEVELOPMENT

We provide development services to our clients that include Initial Site Analysis, Land Acquisition, Critical Issues and Assessments, Owner’s Engineer (“OE”) Services and Environmental Support. On a case by case basis, Stanley Consultants staff can take a hands-on development approach to assist with development staff augmentation.

RENEWABLE

Stanley Consultants has provided confidential renewable services to many clients interested in selling or acquiring energy assets through our Independent Engineering (“IE”) Assessments.

COMPLIANCE

After an asset is constructed or acquired, or is an existing operating asset, Stanley Consultants can provide compliance services associated with Asset Management, Environmental and Permit Reporting and Hazardous Materials Services. Through our Asset Management services, we assist clients in self-assessing their operating assets to look for ways of improving existing asset financial performance through technical, environmental and O&M optimization.

DevelopmentINITIAL SITE ANALYSIS Our site selection process incorporates our experience and technology through geographical information systems (“GIS”), shared with clients through a web-based application. GIS, with selection criteria generated through a workshop with the client, allows us to efficiently present initial sites to be considered through a ranking mechanism. Stanley Consultants maintains a listing of criteria for different types of energy technologies that can be used as a base for client review. Once a site or sites are selected, we are able to assist the client in driving the development forward expediently through the below site specific development services.

LAND ACQUISITION Different than most engineering solutions providers, Stanley Consultants has a land management team able to identify and acquire land and ROW on our client’s behalf to streamline the process. Obtaining site control is the first step to assessing the specific development site further through our Critical Issues and Assessment service. Our Land Team is well experienced in obtaining surface and subsurface rights and waivers.

CRITICAL ISSUES AND ASSESSMENTS Stanley Consultants addresses all land related environmental and infrastructure concerns associated with the selected site. This is essentially a fatal flaw analysis that allows the client to minimize spend, while addressing go and no go issues. As part of this service, we address the following items, at a minimum:

OWNER’S ENGINEER SERVICES From conception of the development, up to the transaction and through construction, Stanley Consultants offers its Owner’s Engineer (“OE”) services to our clients. The OE role supports the development process and includes preliminary engineering services to program management for a multi-site development approach, allowing our client’s with a single point of contact for their development needs.

Since the 1930s, Stanley Consultants has been involved in design of distribution and transmission lines, substations, power generation and system control facilities for electric utilities, as well as central utility plants at higher education and industrial campus facilities. We have provided design services to more than 500 utilities with systems from 2 MW to over 500 MW and more than 1,000 institutional and industrial facilities and campuses. INDEPENDENT ENGINEERING ASSESSMENTS Our services cover traditional Independent Engineer (“IE”) reports assessing technical, environmental, operations and maintenance (“O&M”) aspects of operating assets. Such assessments are performed for clients on both sides of a transaction, as well as self-assessments for clients wanting to improve the bottom line of existing operating assets.

Stanley Consultants reviews and assesses third party contract scopes and O&M budgets to provide an opinion of whether such terms are in-line with Prudent Industry Practice and current market conditions. Further, we are able to technically model the facilities in question to provide our clients with a level of comfort needed in their investment decisions.

On the sell-side, as a continuation of OE Services, Stanley Consultants can provide an IE Report, manage the technical-related documentation and support the client in responding to offer or questions associated with the asset to be sold.
