The 14th Annual Conference of the Capital Dis-trict of the Pilgrim Holiness Church was held in the Damascus First Pilgrim Church in Damascus, Mar.land on hay 21, 1966 with Dr. helvin Snyder, General Superintendent as the presiding Chairman.

Dr. R. O Gunsalus called forward Rev. Bruce Locates, pastor of The host church for words of wel-come. Rev, Locates welcomed all members of the con-ferenco and then introduced hr. & hrs. David Ecal who were in charge of music for the conference.

Dr. Gurisalus then spoke a few words to the members of the conference, the highlights of which are as follows.

Tho very first conferences were filled with enterprise of different sorts and filled with the trpo of labors that I think actually have advanced the whole course of the Gospel of Christ in this whole area. he will be receiving reports to evidence that the conference has not been in vain. ho can be t:rateful that we have been laborers with Him. he have a oompaionship with God. In our con-ference w are just as much in an act of worship as we are in Sunday horning horship serviccs.0

Prayer was offered by Rev. F. J. Gois, General Evangelist of the Pilgrim Holiness Church of Frankfort, Indiana.

Dr. Gurialus explained that Dr. Hawkins, Secretary of Church Extension, could not be present at this Conferenc e this year. He than proceeded to intro-duce the presiding Chairman, Dr. helvin Snyder.

r. Snyder presented a brief message. His scrip-ture was Rev. 3:7-13. In his message he outlined Christ!s message to the Churches:

1. "HE THAT ULtTH AN EAR TT HIii EEiR WHET THE SPIRIT SAl TN UNTO THE CHURCHES".

A) Spiritual Porceptability B) Spiritual Recoptability

2. "HE THAT OVERCOMETH" A) The Christian will encounter opposition.

3. "1 KNOU THY WORKS" A) Spiritual Accountability

4. Each of the messages arc addressed to the angels or as it would be today the ministers of the church.

A) Ministerial Responsibility B) "HOLY BOLDNESS" is something that all Min-

isters need-courage to speak to the people.

Rev. Kraus then introduced two honored guests to Dr. Gunsalus who in turn introduced them to the Conference and Dr. Snyder. The guests wore, ev. F. J. Gojns and Rev. R. G. Flexon. Both gave words of testamony, and were given honorary coats in the Conference Ear.

The formal business of the conference began at 10:20 A. M. with the roll call by the Conference Secretary, Rev. Robert Campbell. Two pastors were not present because of previous committrnents and four churches worenot represented by lay dcicgatos.

Dr. Gunsalus read a lotter from the Crnaptovin Pi1nrim Church addressed to him and the Conference.

The first seven rows on each side of. the church were then designated as the 00ufcrcnco Bar.

A motion was then passed that the morning setting adjourn at 9:O noon and reconvene at 1:45 P. in. to the time of the complototion of business.

Dr. G-unsalus read his annual report to the confer-once after copies wore given to all in attendance. Motion to accept the report was by a hoarty IMET.

Pastor's and delegates of New Churches a: - Leesburg, !iood1ridge, Chapel Acres ad BowiQ were iatroduce by Dr. Gu.risalus to the conference and then Dr. Snyder. bmotiowas passed to accept these new churches with gratitude and a standing vote of ace optance.

Teports of the iuditors, Statisticians arid Treasurer were accepted. Motion was also carried to approve the Capital District Budget.

Special esolution - Vhereas it is riot possible for Er. R.C. Hawkins to be with us in person at this conference; Te would like to express our heartfelt feelings for him and to his leadership on our Dis-trict. It is a fact that the truest evaleation of his work riog us is bostprotraed by men who work in the field under his leadership. Since this has been a year of prog: ..' in our conference, we express our sentiments. It is our united expressed feelings, that our District stands as a growing monument to the work of Dr. Hawkins. Of course our District Super-intendents have done uuoh of the spade work, but they could only do what Dr. Hawkins weuld allow, encourage and in most every instance support finanically, e Dorsonally know of accounts when he, with God's hem, worked out finanical needs for our work, when there seomie1r was no way, or when local moans were exhausted. has taken personal interest in the conference and local programs. lTe all kriow of his backing because ho has given us more than words only.

Thoroforo let it be known and resolved; that the Capital District go on record as recognizing Dr. iichard C• Hawkins as a rare price of God in his field, and that we stand as a ho'3y to accept this resolution, kriowinc that we exist and arc here be-causo of him in God and God in him.

Psolved that the District Treasurer shall make such adjustments in his records for the cOnference and inhis reports tothe General Trcasuror ac'shall corifonc with the New United Stewardship Fund, and be it further resolved, that every pastor and local treasurer shall eadoavor to channel all U.F. and all special offerings for or1d i sions, Church Extension, Sunday School and Youth, College and Christian Education funds through the Distilet Treasurer tothe General Treasurer. Thus assuring more rea]istic and oqiitahl conference support of all the Ministries of the 4iurch.

Resolved that the Conference Director of Youth and Sunday School shall proriote the C.Y.C. and P,E.L,T programs through their respective committees on both the local and District levels, and shall set up wholesome competitive Sunday School and Youth Iallies between the churches and between the Mar-land and Virginia Zones for the enlargement and salvation of everrone within the influence of our minitry. 3. 17hereas in the providence of God the Confer-ence has established a working relationship within the Organization of Powells Fort Camp and is thus assured of sp1erid. facilities of a dynamic and

successful Youth Camp, -be 1t.theroforo Resolved that the District Youth Camp Director,through the Youth Camp Committee, shall create, promote, and foster such programs during the conference year and through-out camp period's shall develop the spiritual life, mental requirements and physical stature of our youth in keeping with the high purpose of our labors in God's yinoyard and be it further - Resolved that the District Treasurer tbrough the Camp Director; shall be custodian of all funds and shall, for the conference, be- responsible for payment of all expenses incurred in the promotion of the Youth Camp and it's operation within the guidlines set by the committee as approved by the District Council.

4. Jioras the Pilot Loaders Seminars of the past conference year have had a salutary effect upon the ministry and lay leaders of the District, be it the refore

Resolved that this shall be a regular feature of the conferonco year and that the District Superinten-dent in consultation with the District Council, shall appoint annually a Conference Loaders Seminar Corn-mitte of five members whose function shall be to plian, prornotc and conduct such conference wide Seminars in the Fall and-Spring, and when practicable at one session of the Youth Camp, and be it further

I'?esolvod that the purpose of the Seminars shall be, 1. To call together all the Missionary, Sunday

School, Youth Loaders and Boards of the Local Churcos; and also the District Boards and Committees; and the Conference Ilinistors for the mutual spiritual and instruction benefits such meetings afford. -

2. To so organize and conduct the sessions under divisional or panel chairmans around such matters as shell promote the gospel program of the conference and both inspire arid enhance the Leaders of the Conference and of the Local Churches.

Second Sitting - 1:40 P.11.

The second. sitting opened with congregtitional singing "Leaning On The Everiasting after which Rev. R. L. Adams led in Prayer.

Resolution No. 5 not recommended by the ieso-lutions Committee was brought before the conference from the floor. It was approved, as onnended.

Vthereas there has boon some overlapping of activ-ities in the •DLstrict Youth Program, and

Therefore be it further resolved that all. Dis-trict Youth interest be under the jurisdictien of this duly appointed council.

Be it further reso1 red that the District Youth camp be under the direction of the District Youth President and the other Youth Camp officials as appointed by proper District Youth Exocutive Council action and approved by th3 District Council.

The recommendations of the Education and Ex-amining Board wore approved as follows:

The next order of business was the election of three advisory members to the District Council. The results of the elections are as follows: Rev. J. h. Kraus, Rev. Charles Beach, and Rev. E. L. Adams.

Rev. Charles Beqch was lected for a three year term to the Education and Examining Board.

• A final, resolution was approved as recommended from the Ieso1utions Comrjittee.

Vtheroas you, Dr. Snyder, have uphold this tradi-tion; Be it resolved that this conference go on record as being deeply grateful to Dr Snyder for his con-ducting of our conference, and praying God's blessing be upon him in the days ahead.

1965_t66 Conference Year

Jesus said tb His Disciples, "Hencefoh, I call you not sorvthits, for the servant knowoth not what his Lord doeth, but I have called you friends," (John 15:15) It ooms to mind redi1y that braham was called "Tho friend, of God." (James 2:23) In this title, both God's people and our Lord have dis-tinguished the laborer in His vineyard. And God also backs up the conquests of His laboring people under the attachments of Divin friendship. This is the thrust and the promise in King Jehosaphat's prayer during a boleagurod moment: t.rt not thou bur God who didst drive out the inhabitants of this land before thy people Isroal and gayest it to the seed of Lbraham, Thy friend forever? And . . . have built thee a ectuary for thy name." (IIChro'. (2O:58)

Hence, there Is the robe of dignity placed upon the shoulders of the pastor and his congregation as the ensignia of labors abundant.during the, ponfor-erice year. 7horo there have been achievements through faithful labors and solC-givin,, there must be a snso of personal satisfaction; whore there has boon soul winning there must be rejoicing; where there has been personal devotion to Jesus Christ and personal sacrifices in His name, there must always follow the pleasure of His approbation for a task well done. It must have boon this sense of call that mado Paul declare, "Hoe is me if I preach not the Gospel of Christ." And this sense of mission that made him speak of 9Labors more abundant."

Our joy is mutul, for this has been a year of much work and marked achievement, I commend eath pastor and layman for their part in building God's kingdom this year. M report revoiws these activities and lays before you several projoctives aud reconimcn-dations for the new conference year. 1iay God grant continued success.

I. ieview of cti Tities and ichiovornonts

I si happy to report progress on all levels. This progress did not come easily, as you well hriow. It has been in spite of most frustrating financial and rod tape roadblocks, But it has come, and I am grateful. The progress rofolts spiritual strength, finncial growth, membership incr ace, Sunday School and Youth forward thrust and proLlising outreach in several now areas, Lot me review those for you.

1. Spiritual Emphasis

I noto with rnch satisfaction the continual deepening of the spiritual life and ministry of the Conference. Godlinecs comes at a price that is first personal and then collective. It must be personal in the pulpit and personal in the pew. The anointing of God upon us toethor makes for holy living and kindles revival firos. od grant those tides may continue to rise unti]. shall experience a swooping revival.

2. Things Finaacial

This has boon our best year financially. The District Treasurer's report will reveal this. ill budgets havo boon paid, id.ssionary, Church Extension, and E. P. C. offerings show commendable increases. The district budget showed substantial gains. You have my hearty thanks.

3. Statistical Highlights

The statistician's report show appreciable gains in every sector: membership, Sunday School, Youth and idissionary Socictjs. I am gratified to report that many of these gains have been the result of soul winning revivals and of altar work under the the pastoral ministry. These indeed, are "Our crown of rejoicing." (Phil 2:19)

I draw your attention to the numerical in-creases: Temborship 90 enS porcoiYc. Sunday School 67 or percent. This reveals a

total laicreaso in the past three years of 55 % in membership, and 40% in Sunday School.

4. Beginning in New Areas

All of us re oice in the fruitful outreach God has given the Conference, It is my pleasure to - present three newly organized churches; Chapel ..cres, (fully organized) Leesburg, (fully organized) and Bowie (home missionary). This will be done at the appropriate ti C. Besides I ani happy to report now beginnings at waldorf, Maryland and Woodbridgo, Virginia. iocognition of the pastors and larmen will be given shortly.

If this work wore permitted to move forward with out hindrance, I am certain, 1od willing we could exploit new opportunities in the Bethesda-hockville area, Culpepper, front oyal, Frederick,

17Tarrenton, Lauren. and a belt of churches along houte 40 through the wide influence-of the Capital District. But, we need time, monoy and workers. Only through prayers and the will to do things for God, plus peace and fellowship among ourselves cai-i we have the heart to accomplish all this and more beyond.

5. Youth and Sunday School

These two redeeming aims of The church continue to take on strength, I em hopeful that The recommen-dations of the hesolutious Committee will be adopted by this body. The foundations of the C,Y,D., P1LT, and Youth Came are now well laid. The various con-ference leaders are trained in their field and I join the District Council in bidding them Crod-speod to gotthoso vital organizations rolling by every possible and legitimate moans and method.

6. Missions

The spirit of missions is the lifo-broath of the Church, It is a passion that moves a congrega-tion to soul winning at home and to the uttermost nations and tribes. The reports reveal stea y and inspired growth in nearly every church. The confer-ence committee is commended for its leadership.

7. Building Program

The conference as been expending its plant by renovations and by building now units. . the list is impressive. I merely highlight them:

(1) Now Parsonage - Chapel unitos with land have been purchased at Leesburg, Virginia and Bowie, Maryland.

(2) Land and a house converted for chapel use have bocn purchased at Chapel .cres. ' new chapel is now planned by the end of the swmner.

(3) vo acres of land have been bought at Cülpepper, and both land and a new chapel have been purchased at 1 Toodbridgo.

(4) ::cautiful new sanctuaries and Sunday School plants have been built at Damascus, Toodlawn and Cresap-bown,

(5) Major Church and parsonage renovations have been completed at Yorkshire, and adequate chapel added at Oxon Hill, and a new parsonage completed at Franconia.

However, this is but part of the story. In every church, behind the scenes there are the pastors and lay people who have given so unselfishly of. themselves and their means to build the work of God. My appreciation dndmiration for these servants of the Living God are without boundries. I commend them to Him who rewards His workers well.

II. Projection and ecommondations

Every recommendation of the District Council and the District Superintendent us a projection of our horizons. The farther we travel the road of Gospel progress, the larger becomes our task. Tho only cure for expanding horizons is blindness and stagnation, 'There is no inspiration no Godlikeness in that; so we must forge ahead. I recommend therefore:

1. Pastoral support which shall rele.aso every pastor to the full-time work of the ministry at the earliest time possible to the local church. "The laborer is worthy of his hire." This is the princi-pal that must guide us. I urge upon the churches and our lay leaders that they make this a chief concern during the conference year.

2, I recommend further, that where local strength will perit, each congregation and pastor shall reach out into new communities through'cottage prayer meetings, a branch Sunday School or some other wit-ness to keep the Gospel and revival fires spreading. iLeport any and all opportunities for outreach to the District Superintendent.

3. I recommend intensive programming and activ-ities in Youth, Sunday school, C,Y.C. and PELT on the local, Zone, and Conference levels thrc'i.ut the year. Wholesome competition with a zeal to win some to Christ will bear fruit,

III. In Conclusion

I cannot close this report without expressing severally my personal appreciation to;

1. Dr. . C. Hawkins, our leader during these days of progress for his influence arid encouragement at every turn of the road. iay God continue to bless him for his stalwart contribution to the work of this conference.

2. To the District Council and the Conference Leaders in Missions, Sunday School, Youth and Semivars for their splendid work.

3. To the pastors who labor at little or no salary but who support themselves to carry on the work of the ministry.

Immediately after the close of each quarter of the conference year each church shall send to the Dis-trict Superintendent complete statistical, fiaan-cml, pastoral and departmental i. Twets on forms supplied by the District and all church obfiocrs whose reports are required shall submit then to the local quarterly conference as scheduled by the District Superintendent in each local church.

TIME OF DISTRICT YOUTH FUUbLMDRS: The third Friday of every other month, shall bo reserved for District Youth Rallies and funohions. This is subject to change if conflict should arise.

ES TERN PILGRIM COLLEGR SSE3SJMTCT:

Each Church of the Capital District Conference shall pay 25 per member per month to the District Troosur-er,concurretly with payment of the District budgot, for support of Eastern Pilgrim collegc. Funds re-ceived for this purpose shall ho transmitted to E. P. C. by the District Treaserer within thirty(30) days after receipt.

PbSTO.CS T YOUTH CieP: Upon the call of the :juperjnendont, each pastor shall make himself available for service during Youth Camp. The date of the Youth Camp shall be sot one year in advance and every pastor shall arrange his schedule accordingly.

LlDICT BUDGET The District Budget for District Administration shall be raised as follows:

1. Each Church in the District shall pay to the District Treasurer 7 of all offerings re-ceived by the church except those offerings designated for a specific purpose or activity outside the local church, such as missions, Church Extension, S. S. and Youth (Dally), Colleges, and District Projects.

2. All offerings received at District Eallies, Conferences and other meetings shall be credited to the District Administration Fund eriloss otherwise snocifically designated or dirrctcd by the District Council.

3. Each hi :er, ordained or licensed, shall pay 5C of his tithe, directly or through his ciiurch trasurer, to the District Treasurer each monGh.

4. Eah now church organized within the Capital District, in lieu full assessments, shall be required -bo pay District Dudget assessments on its offerings as follows: 2 during the first cOnference year after organized; 4-/ d; triag the second year; 6 during the third year; and full budget thereafter
