√The ever-changing characteristic of the ICTs continuously shalldirect the governments strategies towards a more flexiblepolicies and plans.

√Extra efforts shall be done to include the unheard voices ofdeprived people whose inclusion has no return on investmenton the short term.

√In the fourth industrial revolutions “The Digital Revolution”there are always gains; missing communications or technologicaltrend open up a faster route to embed the later breakthroughswithin societies with less costs.

√It’s important to design instruments that builds on theimportant knowledge sharing mechanisms of internationalorganizations and integrate the latest recommendations in thenational development framework.
