When MSMEs / companies are very homogenous (same product, technology, know-how etc.) they have nothing to exchange

For a successful Nucleus a balance between homogeneity and heterogeneity is required !

– Technical schools / institutes, providers of hardware (tools, machinery, products), providers of raw materials, freelancing specialists ... and others

If there are few or no sources of local / regional know-how the Nucleus may rapidly run into difficulties
