Serving the Needs of the United States Navy Submarine Fleet

Columbia Class – The Quietest and Most Versatile Submarine in the World

L3 CS-East is under contract to supply our latest

VoIP-based integrated communication systems for

Columbia Class submarines. The feature most

commented about by the fleet is our wireless system,

which allows roaming personnel to remain connected

virtually anywhere on the boat. The Columbia Class

submarine is the maritime leg of the U.S. nuclear triad,

along with long-range bombers and land-based

intercontinental ballistic missiles. The Columbia Class

will deploy the current and upgraded TRIDENT D-5

ballistic missile, and replace the Ohio Class. These

SSBNs are intended to provide nuclear deterrence and

help to maintain peace.

L3 deeply appreciates the highly skilled and dedicated crews who operate

these strategic platforms. Recently, L3 CS-East hosted representatives of

General Dynamics Electric Boat division in our plant. All L3 personnel

working on submarine programs attended the presentation that focused on

the importance of quality in protecting both the mission and the lives of the

crew. The presentation ended with L3’s attendees signing a banner of

commitment to supplier quality. As a long-term supplier to Electric Boat,

L3 is recognized for the unprecedented reliability and quality of its systems.

Our systems are critical to the safety and health of the ship’s crew through

efficient and secure information sharing capabilities.

L3 CS-East has supplied

communication systems to various classes of

submarines for many decades. Technology evolves,

but the need for high quality equipment and high

system availability is an enduring constant.

Sound-powered telephones and integrated intercoms

were early examples of our contributions to the

nuclear submarine fleet. The Integrated Radio Room

allowed a single operator to manage communications

from a central console. Then came our Submarine

Baseband Circuit Switch, which provided a

revolutionary improvement in the accuracy, reliability

and execution speed of communication plan changes.

Looking to the future, L3 CS-East is providing

innovative, secure and highly reliable ICS capabilities

for the crews protecting our nation.

USCG Recapitalization Continues to Honor Our Heroes

Latest National Security Cutter and Fast Response Cutters Commissioned

L3 supplies integrated communication systems on USCG National Security Cutters (NSCs) and both

integrated communications and overall C4ISR on USCG Fast Response Cutters (FRCs). L3’s C4ISR

solutions provide formidable operational advantages, fully integrating with the tactical voice, data and

networking systems of the Department of Defense and the Department of Homeland Security. Each of

these cutter classes is part of the recapitalization of the USCG’s major assets.

The Coast Guard commissioned the 6th NSC, USCGC MUNRO, in Seattle,

Washington on April 1, 2017. Munro will be stationed in Alameda,

California, alongside the first three NSCs to enter service, BERTHOLF,

WAECHE and STRATTON. The commissioning ceremony honored the

cutter’s namesake, Signalman First Class Douglas A. Munro. Munro is best

known for volunteering to command the rescue expedition to evacuate a

detachment of Marines at Guadalcanal on Sept. 27, 1942. After the

Marines came under attack from an unexpectedly large enemy force,

Munro loaded the majority of the men into the boats, but the rest were

having difficulty embarking under heavy fire. He maneuvered his boat

into a position to serve as a cover for the remaining men, successfully

evacuating all of the Marines. This exposed him to greater enemy fire,

which mortally wounded him. He was posthumously awarded the Purple

Heart and is the only Coast Guardsman to be awarded a Medal of Honor.

The Coast Guard commissioned its 20th FRC, USCGC LAWRENCE

LAWSON, at the vessel’s Cape May, New Jersey, homeport March 18,

2017. The cutter is the second FRC based in the Coast Guard 5th District.

The FRC’s namesake, Lawrence Lawson, served as keeper of the

Evanston, Illinois, lifeboat station and led the rescue of 18 crewmembers

from the foundering steam vessel CALUMET on November 28, 1889. After

unsuccessfully attempting to fire a rescue line in icy conditions, Lawson

launched a surfboat and led his crew on three trips through the breakers

to fully evacuate the ship. For his leadership, Lawson received the Gold

Lifesaving Medal on October 17, 1890.

The Coast Guard commissioned its 21st FRC, USCGC JOHN MCCORMICK,

at the vessel’s Ketchikan, Alaska, homeport on April 12, 2017. The

vessel’s namesake, Boatswain John F. McCormick, received a Gold

Lifesaving Medal for a heroic rescue on the Columbia River Bar in 1938.

McCormick was the officer-in-charge of the wooden 52-foot motor lifeboat

Triumph out of Coast Guard Station Point Adams, Oregon, at the mouth

of the Columbia River. On March 26, 1938, McCormick and his crew

managed to save Surfman Robert O. Bracken, who was swept overboard

by a wave.

“The John McCormick’s crew is humbled to serve aboard a vessel named

for such a remarkable Coast Guard hero,” said Lt. Michael Moyseowicz,

commanding officer of the JOHN MCCORMICK. “It’s a privilege to honor

his memory and legacy as a lifesaver through our operations serving the

people of Alaska.”

Robert J. Smith, Our New Director of Air Force Business Development

Bringing His Experience, Passion and Knowledge

During his successful career with the U.S Air Force, Rob “Moose” Smith specialized

in electronic warfare and suppression of enemy air defense. Moose joined L3 after

six years of applying his extensive combat experience and strategy development

skills in the defense industry. This involved operational needs analysis and

cybersecurity solutions. In his new role with L3, he is working to provide significant

capability to the nation in two particular areas, strategic modernization and live

virtual constructive training.

As a former B-52 Electronic Warfare Officer, Moose is very familiar with the

strategic role the USAF plays. “I want to ensure the Air Force as well as the DoD is

aware of the significant capabilities L3 has to offer in the modernization of

strategic systems,” says Moose. “This is one area in which the United States must

not fall behind. The DoD is making significant investments in the Strategic Triad capabilities and

components; L3’s extremely diverse capabilities are a perfect match.”

The ability to securely simulate real threats for multiple platforms and multiple locations simultaneously

is a big challenge. L3 as a whole can provide great capability in live virtual constructive training of the

warfighter. As a former Aggressor Commander for the Air Force’s premier training exercise RED FLAG,

realistic and combined training is an important part of having a combat-ready Air Force. Having airman

train like they fight is becoming a huge issue, looking at the technological capabilities of fourth- and

fifth-generation aircraft.

It is our pleasure to welcome Moose to L3. We look forward to working with him to address the nation’s

evolving threats.

Robert J. Smith
