In 2006, Kelble and the Waterkeepers Alliance sued two largecorporations for excess discharge of phosphorus and nitrogeninto the Shenandoah River and sued a waste water treatmentplant. He won both suits. Keble also won the right to reviewconstruction site permit applications before they are approved.These are just a few of the court actions Kelble has taken toprotect the river.

EXCELLENT MENHADEN PROGRAM -SEPTEMBER MEETING

Our guest speaker for the September Membership Meetingwas Chris Moore, Science Advocate from the ChesapeakeBay Foundation. Chris gave what might be the most thoroughhistory of the species and an overview of the current regulationstatus of this important forage fish that the VAC has hosted. Chris is very active in getting the ASMFC on board withprotective actions for menhaden in the waters of theCommonwealth.

FINAL TWO VAC 2012 TOURNAMENTS INNOVEMBER

The final two tournaments of the Virginia Anglers Club 2912angling year fall in November. First, there is the Virginia SpeckledTrout - Red Drum Tournament on November 3-4. The secondand final tournament is the James River (Chippokes Creek) GarTournament on November 17-18. Angling Activities ChairmanParks Rountrey provides details the two tournaments and offerssome catch advice on page 9 of this Angler.

SPECIAL DISCUSSION AT OCTOBER MEMBERSHIPMEETING

CANCEL THE CV KINNARD ANGLER OF THEMONTH AWARD?

Cancelation of the C.V. Kinnard Angler of the Month Award(effective 12-1-12) was among the four angling rules changesrecommended by the Angling Rules Committee (ARC) for adoptionby the Board of Directors. The ARC felt that low participationin this award justified cancellation. President Glenn Carter willconduct an open discussion at the October Membership Meetingto be sure (1) why this recommendation was made and (2) to besure it reflects of feelings of the VAC Membership..

A second recommended change was the addition of the NorthernSnakehead in the list of fresh water species that the VAC recognizesfor club records and awards. The ARC needs some time to do anassessment of actual Northern Snakehead catches to establish ameaningful set of basic weights. The other recommendationswere reducing basic weights for rooster fish and the verificationof the current use of date/time of catch to determine winnersof fish of identical points or weights in non-tournamentsubmissions. The final set of Angling Rules changes will beannounced at the November BOD meeting and publicized in theNovember Angler.

VAC DONATIONS TO CONSERVATION GROUPS- MEMBER SUGGESTIONS SOUGHT

A line item in the 2012 Virginia Anglers Club Budget sets aside$1000 to be used for discretionary donations to groups thatwork constantly and effectively to improve the anglingenvironment nationwide and groups that help challengedanglers to enjoy some quality time fishing. The VAC LeadershipTeam is asking all members to nominate by October 31, 2012,such groups to receive a donation (and amount) before theend of the year. Please send your suggestions to VAC SecretaryJohn Wetlaufer, Sr. at 804-513-4566 (C) or [email protected] will present the collected ideas to the BOD on Nov. 13,2012.

PROPOSED AMENDMENTS TO THE VAC BY-LAWSPRESENTED IN THIS ANGLER

Revisions to the By-Laws of the Virginia Angles Club have beenapproved by the Board of Directors. The Membership will vote onthe proposed amendments by show of hands vote at the November27th Membership Meeting. See page 7 of this issue of The Angler forthe proposed amendments to be voted upon and at which meeting thevote will occur.

Virginia had another fantastic Marlin seasonthis year with 75 Sails, 110 Blue Marlin, and826 White Marlin to date. In fact, the Red

Drum and Speckled Trout bite is going on right now. Ourclub managed two saltwater entries for the past newsletterperiod. Former member, Randy Cullinan of “PredatorFishing Systems”, recently said he had heard the VAC wasleaning toward being a freshwater fishing club. I can’t provehim wrong this month!

Charlie Fasano did manage a Club record, a saltwater entrywith a 13 pound, 2 ounce, Blueline Tilefish on 50 braid fishingnear the Norfolk Canyon. This 164 point catch will replaceMickey Kodroff ’s 11 pound record and takes the lead onboth the “species” and “heaviest” categories.

Several weeks ago, Randy Cullinan, Billy Dale, and I fishedoff Hatteras and landed three Wahoo. We missed numerousothers and lost our share of tackle with cut-offs above ourwire leaders. The fish weighed 38, 33, and 28 pounds. All insight of Dean’s Wreck in 40 fathoms!

Recently, Ricky Dale took his friend Jeff Doughty, andJeff ’s wife, Angie, to the CBBT on his 29’ Regulator. Withthoughts of filling the freezer with a limit of large Flounder,the crew did manage to land a variety of species includingBluefish, Black Sea Bass, and Spot. Angie said the fishing wasreally great, but didn’t understand why the fish were so small.Capt. Ricky Dale said that he is “breaking the boat in slowand will be gradually building up to “keeper fish”! Love thiseditorial privilege.

While speckled Trout fishing with Stuart Lee, Bobby Broughton caughta nice 3 pound, 1 ounce, fish off Oregon Inlet with a grub for bait. Thetrout is worth 122 points on 6# spin. Stuart keeps great records of everyfishing trip and when he put his trout rod away last weekend, he had landed1,296 trout this season in North Carolina! Quite a bit better catch than the300 plus season of last year.

Sal Peluso sent in four 50 point entries of Flounder, Bluefish, CommonPompano, and Red Drum from the surf at Buxton, NC. He wants to earnhis “Anglers Rating” before the old salt, John Wetlaufer, attains his rating.John has been working on his rating for over 30 plus years!

Lee Rothgeb had four freshwater entries this past period including aSmallmouth Bass, a Largemouth Bass, and two 18 pound Flathead Catfish.The highest point Catfish is worth 243 points and was caught on 4# tackleusing a live Bluegill for bait from the James River.

Capt. Art Conway of “Conway’s River Rat Guide Service” continues to landa variety of fish from the Chickahominy Lake. Art turned in a Sunfish, aYellow Perch, and a 11 ounce Black Crappie. The Crappie had the mostpoints with 109.

Fishing the James River in early September, Bob Brown landed two niceSmallmouth Bass. Bob’s largest fish weighed 3 pounds, 12 ounces, and wascaught on live bait on 6# tackle. The 171 point species takes the “heaviestcategory” lead. The 3 pound, 8 ounce, Smallmouth was landed on 4# spinusing a buzz bait and worth 253 points which was the highest point entrythis month!

The waters are cooling down and the fall migration is getting into full swing. Let’s go catch some fish!

PROPOSED VIRGINIA ANGLERS CLUB BY-LAW AMENDMENTSThe proposed amendments to the By-laws of the Virginia Anglers Club are published for the second time for theinformation and understanding of the voting membership of the Club. The amendments will be voted upon by show-of-hands vote at the regular November Membership Meeting, November 27, 2012 which starts at 7:00 PM at theSkilligalee Restaurant.

Articles of Incorporation and By-Laws of the Virginia Anglers Club

Article I - Organization 

            Section 1:  The officers of this organization shall consist of a president, a first vice president(programs), a second vice president (angling activities), a conservation third vice president (conservationand legislation) , a recording secretary, an assistant a newsletter secretary / webmaster and a treasurer(as amended 1/22/94). 

[Amends By-laws to reflect present officers and their titles.]

            The election of members to the board of directors and the election of officers shall be by thecard, electronic or letter ballot among resident, non-resident and life members, upon which thenominations made by the nominating committee shall appear. Space is to be provided for write-invotes. All ballots received post-marked prior to December 31st shall be counted, and the election ofnew officers and directors shall be certified by the judges of election, who shall be two (2) in numberappointed by the president of the club (as amended 11/27/07). 

[Amends By-laws to delete balloting by card and to include electronic balloting for officers.]Vice president 

            Section 3:  In the absence of the president, the first, second or third vice president (in orderand if present) shall preside and perform all of the duties of the president. In the absence of thepresident and first vice president, the second vice president shall preside and perform all the dutiesof the president. In the absence of the president and first vice president, the second vice presidentshall preside and perform all the duties of the president. In the absence of the third vice president,the board of directors shall appoint a president pro tem.  

[Amends By-laws to reflect "pro-tem" duties of the three (3) vice presidents and simplifies verbiageof Section 3. ]

Secretaries:             Section 4A:  It shall be the duty of the recording secretary and assistant to keep a completerecord of the proceedings of the organization, the name and address of each member, to issue thenotices of meetings, to conduct correspondence and to do such other things as they may, from timeto time, be requested to do by the president or board of directors.

Section 4B:  It shall be the duty of the newsletter secretary / webmaster to collect and editinformation for the monthly newsletter, The Angler, and convey such information to the person(s)producing and distributing The Angler. As webmaster, he/she shall be responsible for the functionalityand content of the Virginia Anglers Club website, maintain the official roster of Club members thereonand issue any special electronic informational notices as requested.

Memberships 

Section 5:  Any prospective member must attend one regular membership meeting. Prospectivemembers residing within a twenty- five (25) mile radius of Richmond must attend one regular membershipmeeting and one orientation meeting prior to being voted on for acceptance and Prospective residentmembers must should be accompanied by their first sponsor. (as amended 9-28-76). 

[Amends By-laws to be consistent with current requirements and practices regarding prospectivemembers.]

Section 6:  There shall be a class of membership designated ”life members” who would be thosepersons from the club membership, elected by the board of directors, who by reason of their activities,have made an outstanding contribution to the Virginia Anglers Club, the improvement of sport fishing,and the conservation of natural water resources. Any member who attains the rating of Master Angler,will automatically become a "life member". This membership "Life Membership" provides the samerights and privileges as that of an active membership but without assessment of annual dues (asamended 5-14-73).

Article V

Meetings 

            Section 3:  A quorum shall consist of a minimum of twenty (20) members present at anyregular or special meeting (as amended 9-24-68). A quorum may also consist of a combined returnof a minimum of twenty (20) electronic and paper ballots where an issue is presented for a membershipvote via the internet with members not having access to the internet receiving paper ballots by mail.

[Amends By-laws to permit electronic balloting to be used where an issue needing a vote by votingmembers is not conducted at a regular or special meeting.]

Virginia Speck Trout & Redfish Tournament*: November 3-4 (blow date followingweekend)Note: Fishing area includes all Virginia waters, but no tournament fishing allowed inside private“hot ditch” on the Elizabeth River.Since our spring Red Drum tournament was blown out, we are adding red drum as a second species for thistournament. Recent speck and red drum fishing has been the best in many years! Our tourney will be at apeak time for actively feeding fall spotted sea trout. This is a two species event including red drum – so it’slike two tournaments at the same time. Both these fish can be caught on all the same artificial or live baits.For light tackle points - various soft plastic baits and mirro-lures are effective on light spinning and plug gear.Fish are available in skinny water and very easy to get to so any trailerable boat, jon boat or even kayaks andwading can be very effective. If you have not tried it before, now is a great time - be sure to plan on fishingand learning with us. Contact Chairman to confirm event if weather is questionable.Times: All Saturday and Sunday

Two ways to win! We will recognize three places for heaviest weight fish and three places for highest pointfish for each species. First = 3 pts. Second = 2 pts. Third = 1 pt. These points will apply towards theannual Salt Water Tournament Angler of the Year competition. A fish can be entered by weight or points(angler must declare which category) but not both ways for 1 fish. Only 2 fish of each species can be enteredper person. Entries must be turned in within 24 hours from the end of tournament. You can register yourcatches by calling or e-mail entries to Angling Activities Chairman Parks Rountrey 804-349-6001([email protected]).

James River Gar: November 17-18 (blow date following weekend)

This will be a repeat of our club’s successful gar tournament last year – but hopefully with bigger fish! Somenice gar can be found many places in the James River system - including the Chickahominy, but this timeof year Chippokes Creek (just off the James) is the top venue for club members seeking large gar. Thereare many access points on the Chick and the James. They range from 2 to 17 lbs.and can easily be caught on 2# or 4# test with 8# mono leader. They also will take artificial baits if you havethe patience to miss many hookups and stick with casting.
