The issue beforethe court is whether the IRSmay legally create regulationsthat result in taxcreditsubsidies for healthcarecoverage purchased through aninsurance marketplaceestablished by the federalgovernment under § 1311 of theAffordable Care Act (ACA). Remembering Roger Rosenblatt

Tribute by Bruce Gray, CEO On December 12th, the Northwest and the nation lost an absolutelywonderful and dedicated health care leader: Roger Rosenblatt,Professor and ViceChair of Family Medicine at the UW School ofMedicine, passed away after a long battle with cancer. Roger was oneof the first Family Medicine residents at the University of Washington,and over the next four decades his work with medical studentsincluded leading the UW's Family Medicine Clerkship, becoming anassistant professor in 1977 and full professor in 1985, teaching aboutinternational health systems, developing new courses on the impact ofenvironmental change on human health, and leading theRural/Underserved Opportunities Program (RUOP) for many years.Roger was also frequently recognized nationally for his expertise andleadership. He was elected to the Institute of Medicine of the National Academy of Sciences in 1987and received the Hames Research Award from the Society of Teachers of Family Medicine in 1996. Roger was an immensely energetic and positive person, and a dedicated mentor to many of hisstudents and colleagues over the years. At his memorial service last week, one of Roger's four sons offered this Ralph Waldo Emersonquotation as epitomizing his father: "Nothing great was ever achieved without enthusiasm." On apersonal note, Roger generously supported both my own professional development as NWRPCACEO and NWRPCA itself, consistently following and often participating in our various strategicinitiatives and always offering remarkably insightful guidance. All who knew him will foreverremember his infectious smile and engaging manner. Thank you, Roger.

New members of the NWRPCA team Naveen Kanithi, Workforce Development Program ManagerNaveen Kanithi has transitioned up from our Portland campus to manageour Workforce Development program. After several years' valuablecontribution to our A.T. Still University School of Osteopathic Medicinecampus, working closely with students, preceptors and faculty, Naveenwill now apply his deep appreciation for the work of Region X healthcenters as manager of one of our core programs. With a Master's degreein Social Planning and Administration from University of Cape Town and aB.S. in Economics and Social Work from New York University, Naveenhas a rich background in international work. He has served a range ofnonprofits and government agencies in the U.S., South Africa and India,primarily working to develop and manage new educational institutions forevolving communities, both urban and rural. In his free time, Naveen enjoys playing a range ofmusical instruments and styles and is currently involved with a few music ensembles in theNorthwest. He also enjoys exploring the vast and varied pockets of the great outdoors, kayaking,cycling, hiking, and simply "being out in the majestic landscapes the region has to offer."
Alyssa Panning, Member Services CoordinatorOur new Member Services Coordinator has come to us directly from ourDenver partner, CHAMPS! Alyssa Panning, former Outreach andEnrollment Coordinator for Community Health Association ofMountain/Plains States, recently relocated to Seattle with her husband,Lincoln, a pathology resident at the University of Washington. She joinsour Development and Communication team. With a Master's degree inInternational Development and Global Health from the University ofDenver, Alyssa brings to the job an amazing combination of wisdom,enthusiasm and even CHC experience! In 2009 she spent a year as anAmericorps volunteer (VISTA) at Community Health Partners in Bozeman,Montana, where she worked with Laurie Francis (now of OPCA) anddeveloped a passion for community health. She also spent a year working
in Uganda on family planning issues. Alyssa has jumped into her new job with both feet, alreadyproducing her first issue of QuickNotes (the one you are reading). In her spare time, she loves toclimb, ski, salsa dance and hunt for mushrooms. What a perfect fit for the Northwest! [Editor's note:Krista Chuscavage, former Member Services Coordinator, has made a lateral move within theAssociation that better suits her schedule and career goals.]
Katie Siri, Rotations Coordinator,NWRPCA/ATSU(SOMA) CampusWelcome, Katie, now onboard and ready to contribute to the outreach andcoordination of student rotations and provide support for other areas ofcampus program services and administration. Prior to joining NWRPCA,Katie held customer service, international development, andcommunications positions in various organizations, including Healing SpiritIntegrative Health in Oregon and the National Center for HumanDevelopment in California. She also has employment and volunteerexperience in writing, editing, and community development. Katie holds abachelor's degree in International Studies and Communications from theUniversity of Oregon. Her educational and professional focus led her tobegin a career in community health development. Katie especially looks
forward to working closely with medical students on campus and helping them reach their missiondriven goals. In her free time, Katie is an avid runner and hiker and enjoys reading, writing andoccasional day trips to the coast!
