Reynolds High School located at 1698 SW Cherry Park Road, in the City of 1'routdale,
County of Multnomah, and State of Oregon, specifically locker# 890, issued to Mr. Jared
Padgett. Locker #890 is located in the west student hallway. The locker is currently
secured with a silver padlock.
To use reasonable force to gain entry to the locker and defeat the pad lock.
The evidence located within the property, the evidence to ir1clude:
• Latent prints and forensic evidence
• Firearms, live ammunition, bullet fragments, shell casings, firearms ovvner
manuals, purchase receipts
• Items of identification such as School documents, utility bills, financial papers,
other items containing the names of persons present and living at a residence
• Medical records of the suspect, prescription medication, mental health or
treatment records or other documents containing infom1ation about the mental and
physical health of the suspect
• Journals or notes hand written journal on paper or electronically on the hard drive
of a computer, tablet, cellular telephone, digital camera or related electronic

BACKGROUND OF AFFIANT
ity of Gresham as a sworn, commissioned Officer since June 2,
201 0. Whil emp oyed as such, I have received on the job field training (OJT) and successfully
completed t e tate of Oregon Career Officers Development Academy for lateral police officers,
ovem er 201 0. The training received included, but is not limited to criminal
and statutory law, criminal procedure, search & seizure, drug-related investigations, digital
media and computer crimes and driving under the influence investigations. In October, 2011 , I

was certified as a Drug Recognition Expert and currently hold a nati na certification.
Additionally, I have attended and successfully completed the Reid Basi and dvanced
interview techniques and interrogation course. The Reid Interview eclmique i a technique
based on theme development, as well as the observation and int rpretation f body language
displayed during the interview. 'Reid' is the last name of the dev lope , John E. Reid. This is a
nationally accepted and practiced program. In August 2013 ded a Practical Homicide
Investigation class presented by Inside the Tape.
I was assigned to the investigations unit in October, 2013. currently hold an Advanced Law
Enforcement certificate issued by the Oregon Dep rtme t of ublic Safety Standards and
Training.
Prior to becoming a Police Officer for the ity of Gresham, I was employed with the Kenai
Police Department, Kenai Alaska as a sworn d commissioned police officer for 8 years.
While employed as such, I grad ated o the Alaska Law Enforcement Training academy in
Sitka, Alaska in June of 2003 and recei'\red OTJ field training. I received training in a broad
range of topics typically covered in a ba ic law enforcement academy.
While working in Alaska, I was assigned as a narcotics investigator for the Alaska Bureau of
Alcohol and rug Enforcement. During this assignment, I was responsible for numerous
successful narcotic distribution, manufacturing and possession investigations. During those
investigations, I c ived training and experience in drafting search warrants and search warrant
affidavit .
In my eleven plus years as a police officer, I have investigated or been involved in the
investigation of over 1000 cases involving burglaries, stolen vehicles, thefts, robberies, DUII,

firearms, felony assaults, homicides, suspicious and natural deaths, child crim, s, crimes and
drug crimes. I have given sworn testimony as an expert witness in grand jur· es an in trial in
Alaska Superior Court as well as non-expert testimony in Oregon Circui Cou . I have also
acted within my capacity as a police officer and conducte der over dru buys with drug
dealers. I am currently assigned to the Major Crimes Team for Mu omah County. Before
working in law enforcement, I attended Glendale Community olfeg and achieved my
Associate ' s degree in Criminal Justice. I graduated from Glendale ommunity College with
high honors.
III.
Probable C use
On Tuesday, June 10, 2014 the East Multnom Coun Major Crimes Team, a multi-agency
task force, responded to and are current! ·nvcstiga 'ng an active shooter investigation which
resulted in the murder of Mr. E "lio Ho an, D. . . 07-15-99. This affidavit and warrant are
written in support of probable ca e the crimes of Aggravated Murder, Murder, Attempted
Aggravated Murder, Attempte ur Assault I, Unlawful Use of a Weapon and Conspiracy to
Commit Aggravated Murder. I know tha Aggravated Murder, Murder, Attempted Aggravated
Murder, Attempted Murder, Assault I, and Unlawful Use of a Weapon are all prosecutable in
Multnomah County, Orego .
The shoo ing spect a id ntified through Reynolds School District records as Mr. Jared
Padge , .0. ~ 11-28- 8. In addition to the school records, a fellow classmate and witness Mr.
Austin Irie os, D.O. . 0 -11-98 identified Mr. Padgett through a school photograph. Finally,
Mr. Jared Padgett was in possession of a green army style duffle bag with the owner applied
identification print of '·p ADGETT L • . " This bag was determined to belong to Mr. Lucas

Padgett, Mr. Jared Padgett' s older brother. Mr. Lucas Padgett told detectives the bag was missing
from the room he shares with his brother, Mr. Jared Padgett.
I personally responded to the scene of the shooting and assisted as a initial responder. I assisted
in interviews and the following information contained in this affldavit is from my firsthand
knowledge or the interview conversations I have had in elation t this case. If the information
contained within are from a different source, which will be oted i the body of this affidavit.
Additionally, I have reviewed the Computer Aided Dispatching AD) report that was generated
in real-time as the call was received, dispatched and pdated. his report provided me with the
times of events as captured by the Bureau of mergency Communications (BOEC), the Portland
Metropolitan Dispatch Center. The- inform om the CAD report is contained within this
affidavit.
Initial Response:
On Tuesday, June 10, 2014 a: 0807 hours, the Bureau of Emergency Communication (BOEC)
received an em rgency ca1 re uesting police and fire to respond to Reynolds High School
Park: oad, in the City of Troutdale, County of Multnomah, and State
of Oregon. 1,'h initial ca ller reported multiple shots fired in the boy's locker room and one
person as "do
Initial reports described the shooting suspect as an unknown race male who was wearing a mask
or helmet as well as a "flak" or similar style vest. The suspect was also reported to be wearing a

face covering that was described as red in color and it was reported to be possibly a andana.
From reviewing the CAD report and from listening to the live radio paates I know that
Troutdale Police Officer Ky Harris, DPSST # 47946, was at the Rey olds igh chool at the
time of the shooting. Officer Harris is stationed at Reynolds · gh chool as a School Resource
Officer.
At the time of the initial gunshots Officer Harris ran towards the boy' s locker room, which was
the suspected location of the shooter. At 0808 hours, Officer H is updated BOEC that he could
smell gun powder in the boy's locker room and within
.223 caliber shell casings outside the locker room do .
BOEC received information from a caller from i side the chool that a victim had been shot and
was down in the locker room and "blood (wa ) everywhere." It was reported a second victim, a
teacher, had also been shot and needed medical attention. BOEC additionally reported the
The .223 casings observed by Officer Harris are consistent with those that could be fired from a
semi-automatic rifle.
Officers arrived and pr~Rared o enter the school to conduct a search in an effort to locate the
shooter and any po sible Yictims. At 0814 hours, while officers were preparing to enter the
building Troutdal Police Officer Kotsovos, DPSST # 44750, updated BOEC that they heard
shots b ino- fired om inside and were entering the building.
At 0825 hours, Gresham Police Lieutenant Wheeler, DPSST # 25276 updated BOEC that there
was a victim down in the boy' s locker room and seconds later Lt. Wheeler confirmed the victim

was deceased.
At 0828 hours Gresham .School Resource Officer Garrison DPSST # 457 OEC the
suspect was down and contained in the bathroom.
• After a complete search of the school and grounds no other suspects or · ctims were located.
I had a conversation with Troutdale Police Department Detecti e

the boys locker room, where the initial reports were

I spoke to Fairview Police Detective Eric Flener, DPSST 49966 and told me that at
approximately 1100 hours he went to the Reynolds School D · stric bus barn and reviewed
security video from bus # 68, Mr. Jared Padgett's assigned bus . on review, Detective Flener
saw Mr. Jared Padgett get onto the bus from his bus stop near 18 th A venue and SE Couch Street
and at that time he was in possession of a guitar case and a du Ile bag. Mr. Jared Padgett carried
the items off of the bus with him when he arrived at Re nol High School.
I received a call from Portland Police Homicide Detec i e Cof e , DPSST # 34672 and she told
me she had spoken to a witness who had info ation abo t M . Jared Padgett. She identified the
witness as Mr. Austin Trichos, D.O.B. 09-11-98. I called and interviewed Mr. Trichos.
Mr. Trichos told me the followino-:
• He is a student at Reynold igh School and is in the 9th grade
• Shortly after arri ing at school on June 10, 2014, he saw a student he knows as Mr.
Jared Padgett a ·ng from the school bus drop off area towards the school

Multnomah Co t herif Deputies along with Multnomah County Sheriff Detective Burkeen,
DPSST # 35297 w t to the a gett home located at - NE Couch treet and secured the
residence shortl a er the su pect identification was made.
I spoke to De ective Ry Burkeen, DPSST #35297, from the scene and after talking to him I
know the Padgett residence is a single family home located at - SE Couch Street is a gray
home, with a gray composite roof. The home has blue-green painted trim. There is a two-stair

staircase leading to the white front door, complete with a white metal creen door.
The numbers marking the address are to the right of the door and ver number are
missing from the display, the numbers that remain are . The numbers ar black in color.

There is also a small tuff shed outbuilding located in t y rd and the shed matches the
same color scheme as the main house.
Detective Burkeen, DPS T # 35297 told me that a dep w o was securing the residence, post
shooting, assisted a family member in thr Vi · an i em into an outside trash dumpster. The
family member located Mr. Jared Padg tt's ackpack in the dumpster and showed this to the
deputy and Detective Burkeen. The em i in the dumpster at the time of this writing.
IV.
Training and Experience
I know from my training an experience that people involved in violent crimes often utilize areas
of their home, vehicl , he bus· ess areas, school lockers, bedrooms, curtilage or any other
place suitable fo the plannin o their criminal activities and therefore, evidence may be found
in any of hes 4: catio .
I know fro m trainin and experience fingerprint evidence and D A evidence can al l be
analyzed by trained forensic scientists of the Oregon State Police Forensic Laboratory and used
to tie a suspect to a particular crime. I know that firearms, live ammunition, bullet fragments and

shell casings as well as firearm related equipment can be examined to deten m th.e·
criminal event. Such items are of evidentiary value in the prosecution of the crimes o
Aggravated Murder, Murder, Attempted Aggravated Murder, Attempt d ur er, ;1.ssault I and
Unlawful Use of a Firearm.
I know that during the execution of search warrants, items of identi catibn uch as rental papers,
utility bills, financial papers, and other items containing the am o rsons present and living
at a residence may be found.
Based on my training and experience I know that residences may contain medical records of the
suspect, prescription medication, mental
containing information about the mental d physical health of the suspect. Such items are of
evidentiary value in establishing a prior men al health history, use of required medication and
could show evidence of the mental ca acity o the su pect at the time of the crime.
I know that oftentimes suspects p journals or notes of their thoughts along with plans and
interactions with others. This type of documentation may be kept in written journal form on
paper or electronically on the hard drive of a computer, tablet, cellular telephone, digital camera
or related electronic storage d ices.

occurred and evidence of Aggravated Murder (0 .. S. 63. 95), Murder (O.R.S. 163.115),
Attempted Aggravated Murder (O.R.S. 163.095), urder (0.R.S. 163.115), Assault I
(O.R.S. 163.185), and Unlawful Use of a Wea n OR.S. 166.220) will be located in the areas to

Prior to becoming a Police Officer for the Cit of Gres am, I was employed with the Kenai
Police Department, Kenai Alaska as a sworn and commissioned police officer for 8 years.
While employed as such, I graduat d fr m the laska Law Enforcement Training academy in
Sitka, Alaska in June of 2003 and rec iv~ JJ field training. I received training in a broad
range of topics typically covere in a basic la enforcement academy.
While working in Alaska, I as assigned as a narcotics investigator for the Alaska Bureau of
Alcohol and Drug Enfo cem nt. During this assignment, I was responsible for numerous
successful narooti s di rio ion, manufacturing and possession investigations. During those
investigations, recei ed training and experience in drafting search warrants and search warrant
affidavits.
In my eleven s years as a police officer, I have investigated or been involved in the
investigation of over 1000 cases involving burglaries, stolen vehicles, thefts, robberies, DUII,
firearms, felony assaults, homicides, suspicious and natural deaths, child crimes, sex crimes and

Alaska Superior Court as well as non-expert testimony in Oregon Circuit Co ,have also
acted within my capacity as a police officer and conducted underc ver d.r:qg buys with drug
dealers. I am currently assigned to the Major Crimes Team or ltnomah ounty. Before
working in law enforcement, I attended Glendale Communi Co ce_ge and achieved my
Associate 's degree in Criminal Justice. I graduated from Gl dal unity College with
high honors.
III.
Probable Ca s
On Tuesday, June 10, 2014 the East Multnom rimes Team, a multi-agency
task force, responded to and are currently investigatino an ac ive shooter investigation which
resulted in the murder of Mr. Emilio Hof man, D.O. . 07-15-99. This affidavit and warrant are
written in support of probable cause of th cf es of Aggravated Murder, Murder, Attempted
Aggravated Murder, Attempted ur e, ssaul I, Unlawful Use of a Weapon and Conspiracy to
Commit Aggravated Murder. I at Aggravated Murder, Murder, Attempted Aggravated
Murder, Attempted Murder, Assau t I, and nlawful Use of a Weapon are all prosecutable in
Multnomah County, Oregon.

from the room he shares with his brother, Mr. Jared Padgett.
Mr. Jared Padgett, the shooting suspect, died at the scene as a result of a un hot wound.
I personally responded to the scene of the shooting and assisted as n initial responder. I assisted
in interviews and the following information contained in th' affi vit is from my firsthand
knowledge or the interview conversations I have had in relation t this case. If the information
contained within are from a different source, which will be noted in the body of this affidavit.
Additionally, I have reviewed the Computer Aided 1spatc ing (CAD) report that was generated
in real-time as the call was received, dispatched and updated. his report provided me with the
times of events as captured by the Bureau o Erne gency Oommunications (BOEC), the Portland
Metropolitan Dispatch Center. The information from the CAD report is contained within this
affidavit.
Initial Response:
On Tuesday, June 10, 2014 at 0807 hours, the Bureau of Emergency Communication (BOEC)
received an emergency call reque ing police and fire to respond to Reynolds High School
located at 1698 ~ he Park Road, in the City of Troutdale, County of Multnomah, and State
of Oregon. Th

or helm t as well as a "flak" or similar style vest. The suspect was also reported to be wearing a
face covering that was described as red in color and it was reported to be possibly a bandana.

From reviewing the CAD report and from listening to the live radio u ates I kno that
Troutdale Police Officer Ky Harris, DPSST # 47946, was at the Reynolds ig School at the
time of the shooting. Officer Harris is stationed at Reynolds High School as a hool Resource
Officer.
At the time of the initial gunshots Officer Harris ran towards the boy's loc er room, which was
the suspected location of the shooter. At 0808 hours, Officer arri updated BOEC that he could
smell gun powder in the boy's locker room and within
.223 caliber shell casings outside the locker room door.
BOEC received information from a caller from inside tfi'
e updated that he had located
at a victim had been shot and
was down in the locker room and "blood (was) ever here." I was reported a second victim, a
teacher, had also been shot and needed me ·cal attention. BOEC additionally reported the
suspect was dressed in all black an wa e with a semi-automatic rifle.
The .223 casings observed by Offic Harris are consistent with those that could be fired from a
semi-automatic rifle.
Officers arrived and prepared to enter the school to conduct a search in an effort to locate the
shooter and any os i e vi tims. At 0814 hours, while officers were preparing to enter the
building Troutdale olice Officer Kotsovos, DPSST # 44750, updated BOEC that they heard
shots b ing fired om insid and were entering the building.
At 0825 hour , Gresham Police Lieutenant Wheeler, DPSST # 25276 updated BOEC that there
was a victim down in the boy's locker room and seconds later Lt. Wheeler confirmed the victim
was deceased.

At 0828 hours, Gresham School Resource Officer Garrison, DPSST # 45716 noti 1 d C the
suspect was down and contained in the bathroom.
After a complete search of the school and grounds no other sus ects victim ere located.
I had a conversation with Troutdale Police Department Dete f ve
preparation for writing this affidavit and he told me that h bse ed and photographed that in
the boys locker room, where the initial reports were gener ted, her was a discarded green army
style carry bag with the owner applied printing of •·p AD ~· clearly visible on the
exterior side of the bag. Detective Vining said that n xt to Qie green bag was a black 'Fender'
guitar case. See attached photograph.
Detective Vining said that near the dee ed uspect were an AR-15 M4, .223 caliber semi
automatic rifle and numerous extra
vest when he was located.
Reynolds High School Vice Princ1p . John Dixon, D.O.B. 11-02-72, assisted Detective
Vining at the scene and i ntified a possible suspect based on the interview with student Mr.
Austin Tricho . With that infi rmation Mr. Dixon queried school records and found there was a
"th the last name PADGETT. Upon a roll call of the students, post
shooting, th studen with the last name PADGETT was accounted for, that student was Mr.
Jared P dg tt.
School records indicate . Jared Padgett' s last known address was - E Couch Street in
Portland Oregon, Multnomah County. Multnomah County Sheriff Officers went to that location
and contacted Mr. Lucas Padgett. Mr. Lucas Padgett was interviewed by Portland Police

I spoke to Detective Hawkinson and he told me the following based o
Lucas Padgett:
• Mr. Lucas Padgett is currently enrolled in the United St tes y eserve program
• Mr. Lucas Padgett lives with Mr. Jared Padgett at Co ch Street and they share
a bedroom at that location.
• Mr. Lucas Padgett owns an M4 AR-15 .223
stored in the bedroom he shares with Mr. Jare
• Mr. Lucas Padgett said h went to th parkin0 ot o the Wood Village Fred Meyer,
which was identified as the staging ar a (or stud nts after they were shuttled from the
school and the area where students c uld be reunited with their parents, and he was
unable to locate his brother ed ad e .
• Mr. Lucas Padgett went home w t at his rifle was not in the bedroom where he left
it and had no explanatio as o wh re it ay be
• Mr. Lucas Padgett was shown a icture of the army bag and the guitar case. Mr. Lucas
Padgett identified een army style bag as hi military issue equipment and he further
identified the n the side of the bag was his. Mr. Lucas Padgett said the ~·
owner app Led ·s the last four of his social security number.
• Mr. Lucas Pa e · dentified the guitar bag as his from his home
• Mr. uc aid there are several computers in the home that Mr. Jared Padgett
may have access to
• Mr. Lucas Padg said he has several other guns inside the home and several gun lock
boxes, extra magazines and ammunition
• Mr. Lucas Padgett said there are several vehicles parked on the property that Mr. Jared

I spoke to Fairview Police Detective Eric Flener, DPSST # 49966 an
approximately 1100 hours he went to the Reynolds Schoo District bu barn and reviewed
security video from bus # 68, Mr. Jared Padgett' s assigned bus. Upon eview, Detective Flener
saw Mr. Jared Padgett get onto the bus from his bus stop near 1881h venue and SE Couch Street
and at that time he was in possession of a guitar case and a uffle bag. Mr. Jared Padgett carried
the items off of the bus with him when he arrived at Reynolds · gh School.
I received a call from Portland Police Homicide Detective offey, DPSST # 34672 and she told
me she had spoken to a witness who had information about . Jared Padgett. She identified the
witness as Mr. Austin Trichos, D.O.B. 09-11 -98. called din erviewed Mr. Trichos.
Mr. Trichos told me the fo llowing:
• He is a student at Reyno} s High S hool and is in the 9th grade
• Shortly after arriving at school on June 10, 2014, he saw a student he knows as Mr.
Jared Padgett w I ing from the school bus drop off area towards the school
• Mr. Jared Padgett-had a guitar case slung across his back and a green duffle bag

• he speaks to Mr. Jared Padgett daily and tried to get his attention to

10 eet and Mr. Jared Padgett did not respond to him
• Mr. Trichos said he noticed that whatever was in the guitar was probably not a guitar
based on the heavy weight of the items and the odd weight displacement

Detective Burkeen DPSST # 35297 told me that a e u ho was securing the residence, post-
shooting, assisted a family member in throwing an i ·n o an outside trash dumpster. The
family member located Mr. Jared Padgett' ba lgJao 1n the dumpster and showed this to the
deputy and Detec6ve Burkeen. The backpack mains in the dumpster at the time of this writing.
Trainin" and Experience
I know from my training and experience that people involved in violent crimes often utilize areas
of their home, vehicles sh bus· ess areas, school lockers, bedrooms, curtilage or any other
place suitable for the of their criminal activities and therefore, evidence may be found
I kno from nzy tr in'ng and experience fingerprint evidence and DNA evidence can all be
analyzed by tr · ed fi rens1c scientists of the Oregon State Police Forensic Laboratory and used
to tie a suspect to a particular crime. I know that firearms live ammunition bullet fragments and
shell casings as well as firearm related equipment can be examined to determine their use in a

criminal event. Such items are of evidentiary value in the prosecution of the crime of
Aggravated Murder, Murder, Attempted Aggravated Murder, Attempted Mur
Unlawful Use of a Firearm.
• I know that during the execution of search warrants, items of identifica ion such as rental papers,
utility bills, financial papers, and other items containing the names f ersons present and living
at a residence may be found.
Based on my training and experience I know that residence may c ntain medical records of the
suspect, prescription medication, mental health or treatment records or other documents
containing information about the mental and p ysical ea.Ith o the suspect. Such items are of
evidentiary value in establishing a prior m tal hea th hi to , use of required medication and
could show evidence of the mental capacit o the suspect at the time of the crime.
I know that oftentimes suspects keep j ournals or notes of their thoughts along with plans and
interactions with others. This type- of tlocumentation may be kept in written journal form on
paper or electronically on the hard drive f a computer, tablet, cellular telephone, digital camera
or related electronic storag d vices.
I know that persons who possess firearms will often have multiple firearms. Those firearms and

related equipment will often be stored by people in their homes and vehicles.

Conclusion
Based on the above information I have probable caus o l} ·eve th following crimes have
occurred and evidence of Aggravated Murder (O.R.S. 1 " .095), Murder (O.R.S. 163 .115),
Attempted Aggravated Murder (O.R.S. 163.095), Attem ed urder (O.R .. 163.115), Assault I
(O.R.S. 163.185), and Unlawful Use of a Weap n .R. . 166.220 will be located in the areas to
be searched.
