The purpose of thisinvestigative report is to document the controlled purchase of prescription Hydrocodone pills from theCummings, on January 12,2010.On Monday, January 12,2010,at approximately 2210hours, Florida Department of Law Enforcement (FDLE)Spf!cial Agent (SA) .. . . , PutnamCounty Sheriffs Omce (PCSO)Detective (Det.)7 .,Det."_ Det. ..... '.'.' and Det. '..and Lieutenant (Lt.~ met at a pre-determinedlocation, where a briefing was conducted. It was determinedthat Det.-would act as an undercover omcer(UC)and attempt to purchase a quantity of Hydrocodc:mepills from Misty and Ronald Cummings.Through previous recorded telephone calls with Det._alld Misty Cummings, Cummings agreed to sellHydrocodone pills to Det~" The calls are summar~ed below: .Call #1: At approximately 2146 hours, Cummings advi.sedDet."that she was robbed of the money that De_ gave her during their-last transaction. During thisconversatiol"t M.Cummings' ask if Det._ neededmorpiUs, to which'Det . said hedid. M; Cummings said shewould' call him right back.CaU#2: At approximately 2l5~hours, Misty Cummings told Det..th~t she could gefchlma few Lort,abpillstoday and more tomorrow. M. Cummings said they are"blue tens" and she can get (9) tonight and what eve,., quantity he wanted tomorrow. M. Cummings then gaveDet._driving directions to Welaka.At-approximately 2210 hours, the UC, and the UC vehicle were equipped with a video recording device and anaudio monitoring device. This was donet,o allow Detectives-and Agent. to monitor the activities of Det._suspect(s), and to capture a video recording of the transaction.At approximately 2211hours, the UCvehicle was searched by Det. ~ which met with negative results forthe presence of contraband.Call #3: At approximately 2212 hours, M.Cuming was checking to see if Det.. was on his way to her locatAt approximately 2212hours, SA provided Det."With $140.00 in U.S. currency, to defray thepurchase cost of the prescription pills. Theserial numbers and denominations of the currency usedwerecopied, and will remain on file atPCSO.At approximately 2216 hours, Det.-departed the meeting location and drove to the town of Welaka area onC.R.309,Putnam County, Florida.Call #4: M. Cummings told Det.. and stated she was able to get (30)more pills tonight, but that they wouldhave to travel to another location to purchase them. (This telephone call was not recorded.)Call #5: At approximately 2301hours, Det. told M.Cummings hewas going to stop and get [herminutes fher phone, to which M.Cummings repli.~dto just give her money and she would get the minutes tomorrow. MCummings said she would be with her ex-husband.Call #6: Det._ advised M. At approximately 2312 hours, Det.. arrived in Welaka on C.R.309 and found Misty Cummings, RonaldCummings and Hope Sikes walking north. Det.. stopped his vehicle and all three subjects got in. M.Cummings entered the front passenger seat, R. Cumming entered the rear passenger seat and Hope Sikesentered the rear driver's side seat. R. Cummings then directed Det.. to drive down Oak Street and stop inarea of Second Avenue. Det . then purchased (9) Hydrocodone pills (approximately 6.0 grams) from M.Cummings and R. Cummings for $65.00.After the purchase was complete M. Cummings, R. Cummings andHope Sikes exited the vehicle and left the area on foot.At approximately 2316 hours, Det._ departed from the Welaka area. At approximately 2325 hours, Det..met back with Agents at a pre-
