1.INTRODUCTION
The Ministry of Road Transport and Highways (MORTH).Government of India has decided to take up the development of various National Highway Corridors where thetraffic intensity has increased significantly thereby necessitating capacity fragmentation for safe and efficient movement of the traffic. One of such corridors is National Highway No 50 which starts from Pune in Maharashtra State and ends to Nashik. Which comes under NHDP PHASE IV B in the state of Maharashtra. The Ministry of Road Transport and Highway (MORTH) has authorized National Highway Authority of India (NHAI) to under take the widening of existing 2 lane stretch from Km 42+000 to Km 177+000 in the state of Maharashtra to 4 lane divided carriageway and strengthening of the existing 2 lane section through Design, Build Finance Operate and Transfer (DBFOT) basis. Scope of Work:-The project Highway provides the widening and strengthening of existing 2 lanes Section NH-50 and its Operation and Maintenance (O & M) on DBFOT basis. The work also includes the widening of existing bridges, culverts and construction of new bridges/culverts for new carriageway. The scope of works also includes the following:
• Toll Plazas • Service Road for separation of local traffic • Intersections • Facilities for pedestrians and cyclists • Median openings • Advanced Traffic Management Systems (ATMS) • Ambulance and Crane services as a part of Incident Management • Avenue / Median Plantation • Highway Patrol • Rest Areas • Lighting system • Vehicular Underpasses • Bridges • Truck Lay Byes, Bus Bays • Traffic safety and other facilities. Independent Engineer:-
The Concession Agreement envisages the appointment of an Independent Engineer (IE)by the National Highway Authority of India (NHAI). The IE is in principle, responsible for review of Designs, Drawings, Construction, Progressmonitoring, affirmation of all certifications done by the Concessionaire. The IE shall be involved in day-to-day implementation of the project. The concession Agreement alsoenvisages the appointment of a team by the concessionaire to undertake the design related work and the day-to-day technical audit and quality control of construction, monitoring of progress, certification of work for the Project Highway.The Independent Engineer shall supervise that all the requirements of the concession agreement and various schedules are met by the concessionaire and in case of any discrepancy/deviations; he shall inform NHAI and the Concessionaire.

2. EXECUTIVE SUMMARY
This Executive Summary presents the Quarterly work progress of the project road for the Quarter of July to September 2014 for Four Laning of Khed-Sinnar Section NH-50 from 42+000 to Km 177+000 (Design Length – 137.946 Km) under NHDP PHASE IV B in the State of Maharashtra on DBFOT basis.
The construction work is going to be executed by M/s Khed-Sinnar Expressway Limited, Nasik. (KSEL) the ‘Concessionaire’, on DBFOT basis. The scheduled time of completion of the work is 910 days from the appointed date. M/sSA Infrastructure Consultants Pvt Ltd. Indrapuram, Ghaziabad – 201014 in association with Dhruv Consultancy Services Private Limited, Belapur, Mumbai – 422009, has been appointed as ‘Independent Engineer’ for the project works.
Mobilization:-
Independent Engineer has established offices at two places, one at Manchar – Flat No.4, 1st& Flat No. 8, 2nd Floor, DSK’s Center, (behind Hotel Indrayani) Manchar, Dist. Pune, Maharashtra. Another office is at Sangamner – Flat No.3, 3rd Floor & Flat No. 6, 4th Floor, Samarth Vihar Apartment, New Nagar Road, Delhi Naka Tajane Mala, Sangamner, Dist. Ahmednagar, Maharashtra and mobilized key professional and domestic staff at site.
Contract between IE and NHAI:
The contract Agreement between National Highways Authority of Imia (NHAI) G-5 & 6, sector, Dwarka, New Delhi:- 110075, called ‘Client’ and M/s SA Infrastructure Consultant Pvt Ltd & association with M/s Dhruv Consultancy Services Pvt Ltd. is made on dated 29.1.2014and IE is in place with effect from 05.3.2014
In this contract the client has requested the consultant to provide certain consultancy services as defined in the general condition of contract attached to this.
This consultant have been represented the client and they have professional, personal and technical skill have agreed to provide services said in this contract.
The manual rights and obligations of the client and the consultants shall be as set forth in the contract in particulars.
The consultant shall carry out the services in accordance with the provision of the contract in particulars.

4. SCOPE & PROJECT FACILITY
The Project stretch is one of the busy sections of NH 50 considering the fact of the traffic is going to be increase significantly. In future it is require necessitating capacity fragmentation for safe & efficient movement of the traffic. Accordingly the Ministry of shipping road Transport & Highway (MoSRTH) has authorized National Highway of India (NHAI) to undertake the widening of the existing 2 lane stretch from Km 42+000 to Km 177+000.

5. PRE-CONSTRUCTION ACTIVITIES.
The Concessionaire requires ensuring the following preconstruction activities prior to start the construction activities after the issue of appointment date. The list of preconstruction activities is as follows.
A. Development of camp and office by the concessionaire.
The concessionaire had planned to set three camps at Km 58, Km 120, Km 158+200 respectively.
B. Obligation of concessionaire: He should take the following permissions from relevant Authority.
i. Permission of state government for cutting of trees. ii. Permission of village Panchayat and state government of borrow earth.
iii. Clearance of village Panchayat and pollution control board for asphalt plant
iv. Permission of state government of extraction of boulders from quarry. v. Permission of village Panchayat and pollution control board for
installation of crushers. vi. License for use of explosives.
vii. Permission of the state of government for drawing water from river/reservoir.
viii. License from Inspection of factories or other competent authority for setting up Batching plant.
ix. Clearance of Pollution control board for setting up batching plant. x. Concessionaire had got the NOC from Forest Department for Mining and
Erection of Plant & machinery.
Note: Concessionaire has to submit the copy of obtained permits to NHAI and IE. But such copies are not received to IE as yet. It is advised to submit the copies above mentioned permits at the earliest.
C. Preparation of Design and Drawings for Highways and Bridges – The concessionaire had submitted designs and drawings for highways and bridges to IE. The same had been reviewed by IE and observations sent back to the concessionaire for the compliance.
D. Source approval for Materials – The concessionaire had submitted his proposal to IE for procuring the steel cement from the manufactures. The proposal has been reviewed and permitted to procure steel & cement from main producer.

7. SUMMARY OF DUTIES &FUNCTION AS SET FORTH IN CLAUSE 23.2 OF CA
7.1 Short Summary

drawings of P&P are submitted. Also 67.56% drawings of structures are submitted. Balance drawings shall be submitted at the earliest. Concessionaire complied with the comments for 63 km MCW (i.e. 46%) out of submitted drawings & the concurrences for the same have been issued on date 26.09.2014. The compliance for the balance kms is yet awaited from the concessionaire. Concessionaire complied with the comments for 37 nos of structures ie (43%) out of submitted drawing & the concurrences for the same have been issued on date 22.09.2014 & 26.09.2014. The compliance for the balance structures is yet awaited from the concessionaire.
2 Review and Comments on borrow areas and quarry sites
Total No. of borrow areas submitted is 64 nos. out of this, 54 have been approved by I.E. & the testing of 10 nos is in progress.
3 Review and Comments on EPC contract The copy of EPC contract is not made available to IE. Hence could not be reviewed.
4 Number of tests conducted for good industrial practice

5 Project Mile Stones 1. The project Mile Stone-I expires on 11th August 2014 The concessionaire has achieved the project more than 10% of the total project cost (4,825.83Mn.) has been expended. However, it is pointed out that the actual physical progress achieved is on very much lower side of the completion schedule submitted by the concessionaire 2. In second Mile stone the concessionaire should have commenced construction of all bridges which is not observed. Physical progress up to September end is not satisfactory
Threat to safety of workers and users in work zone
Adequate safety arrangements on the length under maintenance and also on work zones have not been provided fully by the concessionaire.

Number of RFIs handled the month of September Total number of RFIs raised by the concessionaire during this Quarter from July to Sept. 2014, is 4619. Out of this 635(13.75%) number of RFIs have been attended by IE team.
