INDIA AGAINSTCORRUPTION

What is CORRUPTION ?Corruption is essentially an impairment of integrity, virtues and moral principles etc. It includes sorts of improper and unlawful means. It is a departure from the original or from what is pure or correct. It is an agency or influence that corrupts the system of life and the government too. We will have to repent to live in a polluted world polluted by corruption which leads to our destruction. - M.K Gandhi

It could probably be shown by facts and figures that there is no distinctly native American criminal class except Congress. Mark Twain Power attracts the corruptible. Suspect any who seek it. Frank Herbert

POLITICSAs of December 2008, 120 of India's 522 parliament members were facing criminal charges. Many of the biggest scandals since 2010 have involved very high levels of government, including Cabinet Ministers and Chief Ministers, such as in the2G spectrum scam, the2010 Commonwealth Games scamand theAdarsh Housing Society scam, mining scandal in Karnataka and cash for vote scam.

The2Gspectrumscandalinvolved officials in the government of India illegally underchargingmobile telephonycompanies forfrequency allocationlicenses, which they would use to create2Gsubscriptions forcell phones. The shortfall between the money collected and the money which the law mandated to be collected is estimated to be 1,76,379crore(1.763 trillion)rupees(roughly equivalent to 39 billionUS dollars) based on 3G auction prices. The issuing of licenses occurred in 2008, but the scam came to public notice when the Indian Income Tax Department was investigating political lobbyistNira Radia.SMuch of the credit of bringing this whole scam into public light goes to J.Gopikrishnan, a reporter from The Pioneer.

A. Rajaarranged the sale of the 2G spectrum licenses below their market value. Swan Telecom, a new company with few assets, bought a license for Rs. 1537 crore.Shortly thereafter, the board sold 45% of the company toEtisalatfor Rs. 4200 crore. Similarly, a company formerly invested in real estate and not telecom, the Unitech Group, purchased a license for Rs. 1661 crore and the company board soon after sold a 60% stake in their wireless division for Rs. 6200 crore toTelenor.Nine companies purchased licenses and collectively they paid theMinistry of Communications and Information Technology's telecommunications division Rs. 10,772 crore.Shortfall of money

Parties accused in the 2G ScamThe selling of the licenses brought attention to three groups of entities - politicians and bureaucrats who had the authority to sell licenses, corporations who were buying the licenses and media professionals who mediated between the politicians and the corporations.

THE JAN LOKPAL BILL

TheJan Lokpal Bill, also referred to as thecitizens' ombudsman bill, is a proposed independent anti-corruption law inIndia. Anti-corruption social activists proposed it as a more effective improvement to the originalLokpal bill, which is currently being proposed by the Government of India.

The Jan Lokpal Bill aims to effectively deter corruption, redress grievances of citizens, and protectwhistle-blowers. If made into law, the bill would create an independentombudsmanbody called theLokpal(Sanskrit:protector of the people). It would be empowered to register and investigate complaints of corruption against politicians and bureaucrats without prior government approval

FAST AGAINST CORRUPTIONIn April 2011, civil activistAnna Hazare started aSatyagraha movement by commencing an indefinite fast in New Delhi to demand the passing of the bill. The movement attracted attention in the media, and hundreds of thousands of supporters, in part due to the organizational skills ofArvind Kejriwal. Following Hazare's four day hunger strike Indian Prime Minister Manmohan Singhstated that the bill would be re-introduced in the 2011 monsoon session ofthe Parliament. Accordingly, a committee of five Cabinet Ministers and five social activists attempted to draft a compromise bill merging the two versions but failed. TheIndian governmentwent on to propose its own version in the parliament, which the activists rejected on the grounds of not being sufficiently effective, and called it a "toothless bill".

Fast & Agitation On 7 April 2011Anna Hazarecalled for aJail Bharo Andolan(translation: Fill jail movement) from 13 April to protest against Government's rejection of their demands.Anna Hazare also claimed that his group has received six crore (60million) text messages of supportand that he had further backing from a large number of Internet activists. The outpouring of support was largely free of political overtones; political parties were specifically discouraged from participating in the movement. The fast ended on 9 April, after 98 hours, when the Government accepted most demands due to public pressure. Anna Hazare set an 15 August deadline for the passing of the bill in theParliament, failing which he would start ahunger strikefrom 16 August. The fast also led to theGovernment of Indiaagreeing to setting up a Joint Drafting Committee, which would complete its work by 30 June.

Anna hazare broke his fast after the government committed that the joint drafting committee would finish its work by 30 June .
