DEVIATION :

You are requested to have all your queries clarified before bidding. However,if you still have deviations from our RFQ and the attachments (specifications/ scope of work / Drawings ) etc. please indicate deviations in your offerunder a separate attachment titled 'DEVIATIONS' giving reference to RFQ clausenumber. Deviations appearing in separate attachment of the E-Tender titled'DEVIATIONS' shall only be considered while evaluating the offer. In casethere are no deviations, please submit "NIL DEVIATIONS". Deviations mentionedelsewhere shall not be considered for evaluation.

NEFT PAYMENT:

Payments to contractors etc. shall be made by National Electronic FundTransfer (NEFT) only. Payment by cheque will be made only to those vendorswhose bank is located in the city where NEFT payment facility is presently notavailable. Bids received from vendors who are not accepting the NEFT paymentterms are likely to be rejected.

MSME CLAUSE:

4. Fabrication, erection and welding of C.S. pads on pipelines as per EIL specification after removal of paint/rust/scales/FRP lining etc. by lifting the pipelines from its resting point.

5. Cutting, rolling of plate to suit pipe diameter, erection and welding of C.S. patch plates on the pipelines if required.

6. Hydro testing of existing /old pipelines including attending to valve and gland leakages etc.

7. Spading and despading which includes graphiting,opening, spading or despading, wedge opening if required and remaking flange joint using proper gaskets.

8. Dismantling and fitment of control valves shall be carried out as and when required.

9.Welding of CS piping shall be as per EIL approved WPS unless otherwise specified. Welding of alloy steel piping shall be as per approved WPS/PQR.

19.Hose connection required for depressurising/pressurising of lines to be replaced/offered for EIL/BPCL inspection by the contractor shall be done free of cost.

20.Stress relieving of CS piping shall be carried out by contractor as per piping specification/ codes.

PART-B STRUCTURAL WORKS (PIPE SUPPORTS, PAD WELDING, PATCH WELDING)

ii) All tools, tackles, lifting & handling equipments (test certificate of the same has to be submitted by the contractor before starting the job).

iii) Diesel driven welding machines for site work, air compressors, equipment like trucks & trailers along with operators, cleaners, fuel & lubricants, as necessary for transporting material from place of issue to place of work

N.B.:

(1) Potable water for drinking only will be supplied by BPCL at one point.Contractor shall lay the required piping for taking it to the place of use.

(2) Contractor shall arrange for its own power requirement. BPCL shallprovide power on chargeable basis if available however power supply is notbinding on BPCL.

1) MATERIAL RECONCILIATION

a) There shall be no wastage allowance for pipe fittings and flanges.In case lost/misplaced pipe fitting, recovery shall be made from contractor depending on prevalent market

b) All records of materials used and returned to BPCL warehouse shall be maintained by contractor and same shall be submitted to EIL/BPCL on regular basis.

c) All the scrap shall be returned to BPCL scrap yard or at the location designated by EIL/BPCL'S Engineer in-Charge.Contractor shall make all the necessary arrangements at his own cost for all the transportation activities.

RECONCILIATION OF MATERIALS.

Contractor shall maintain a register indicating materials withdrawn fromwarehouse, material consumed and excess material returned to warehouse.Reconciliation shall be carried out on a periodic basis.

GENERAL SPECIFICATIONS:-

a) All equipment's, in-line instruments, etc. shall be positively isolated by spading before flushing and cleaning operation is started.

b) Before assembly, check properly the pipe alignment, flange alignment and parallelism to avoid undue stresses either to the piping or to the equipment.Pipe inclination should be kept as per standard norms and drains/vents should be kept at appropriate places in the piping.

c) Compress the flange gaskets in accordance with the design principles applicable to such gaskets.

d) All screwed connections shall be properly tightened and back welded,wherever necessary, as instructed by BPCL Site-in-Charge.

e) Mechanical clearance has to be obtained from EIL/BPCL Inspection Dept.after completion of each stage of work.

f) Routing and locating the pipes to be erected shall be in accordance with piping drawings,taking into consideration

g) Carry out necessary graphiting and spading/despading, flushing by salt/fresh water, air blowing (with contractor's compressor), if required for the tie-up as instructed by Site-in-Charge. Also, give necessary assistance to decommission (spading, flushing etc.), cold cutting, removal, tie-up and commissioning of the new pipelines installed by you after despading and removal of water after hydro test and/or flushing with liquid to be handled.

h) Provide spools, if required, in place of gate valves and check valves. For this fabrication, erection and subsequent removal to our salvage yard after fitting the valves shall be carried out by the contractor. No extra charge on this account shall be entertained by BPCL.

GENERAL NOTES :

A. WELDING

1. Welding shall be carried out as per EIL standard welding procedure specification. Welding preparation shall be carried out as per inspection requirement and approval of fitment to be taken prior to welding.

Electrode shall be used as follows:

Baking specification for E 7018 electrodes

Baking Temp - 300 to 350 deg CBaking Time - 2 to 2.5 hrs.Holding Temp. - 120 to 150 deg C

2. All welding equipment as well as welding procedure/ performance qualification shall be done in accordance with following standards and procedures as applicable. a. 3. Weld root pass shall be made with respective electrodes mentioned in the specification or as per approved welding procedure. Root opening and root penetration shall not exceed as specified in codes.

4. Generally no interruption during root pass shall be permitted. Remove the slag, welding irregularities and cracks formed during interruption/completion of each run, by grinding or chiseling.

5. Complete each joint of welding in such a manner as to have gradual notch free finish and good fusion at the joint edges.Further more, the welds shall be free from undercuts and any other defects and shall have a regular appearance.

B. RADIOGRAPHY

1. The pipe joints may be subjected to radiography after welding at our discretion, which sllha be carried out by the contractorand welds if found defective shall be rectified by the contractor free of cost.

C. HYDROTEST

1. After the welding and satisfactory inspection/NDT is over, offer the hydro test of the piping at the pressure specified by Inspection Dept.Hydro testing shall be witnessed by EIL/BPCL Fresh water shall be used for hydro testing. Water shall be made available at one point on chargeable basis butfurther necessary arrangements shall be made by contractor.Piping havingscrewed joints shall also be hydro tested/pneumatic tested as instructed byBPCL.

2. Water shall be filled slowly keeping all vents and other connection open to remove air pockets. 3. After the hydro test, drain the water and flush out lines with air. Plug off the vents and drains as instructed by Engineer-in-charge.

4. The gaskets used during testing (at temporary blinds/spades) shall be removed after testing and shall be replaced with new gaskets after flushing of the lines.

5. All fasteners & gaskets used for hydro test shall meet specification of piping drawings. No substandard

D. SHOTBLASTING & APPLICATION OF PRIMER/PAINTS.

1. Shot blasting and application of primer shall be as per company standard procedure AE-S-5430 depending on service and location of pipes.

2. Cleaning of all external surfaces of fabricated pipelines, flanges etc. by shot blasting to bare metal in obtain commercial white metal finish for conventional paint or performance coating shall be either Swedish Standard SIS-05 5900 with blasting of Sa2.5 or Steel Structure painting Council with blasting SSPC.

3. The shot blasted surfaces shall be brushed, cleaned with clean air or fiber brushes or by any other means to remove all traces of blast products/dirt particularly from corners and pockets.

4. Shot blasted surfaces shall be offered for inspection and must be approved by our Site-in-charge/Inspection Engineer.

5. Shot blasted/cleaned surface shall not be left exposed to atmosphere for more than six hours.

6. Shot blasted surface shall be applied with two coats of required primer (60 microns thickness)prior to installation with an interval of eight hrs. between subsequent coats.

7. Select steel shots of appropriate size for blast cleaning depending upon the surface condition, required finish and paint to be applied. Recommended size of shots is between 0.7 to 1.2 mm.

8. In no case shall the shots used contain particles smaller than 35BS (0.18 mm). Also the shots must be free from oils, grease, scales, rust, moisture, salts etc.

9. Blasting shall not be carried out if the surface temperature is less than the dew point.

10. Air quality shall be checked for cleanliness and moisture using a blotter paper.

12. The shot blasting site shall be covered on all sides so as to prevent shots from flying out.The location of shot blasting will be decided by BPCL Engineer.

13. All shot blasting equipment should be in good condition.

14. Engines/compressors must be with proper flame arrestors.

15. Clean the area thoroughly after completion of work or at the end of each shift.

16. All gasket faces of flanges and machined surfaces of other equipment shall be protected to avoid damage due to shot blasting.

E. GENERAL

1. The pipe sizes cover carbon steel pipes from ½" dia to 60" dia and pipe thickness varies from Sch. 10 to Sch.XXS.

2. The ratings of flanges shall be either 150# / 300# / 600#.

3. All fabrication jobs to be carried out in the contractor yard /shed except for the weld joints required to be carried out for erection purpose at site.Precautions required as per the fire permit to be followed,delay or stoppage of work due to presence of hydrocarbon for which no extra claim whatsoever shall be entertained.

4. Only EIL/BPCL approved/certified welders shall be deployed by thecontractor.

5. Any defects arising out of poor workmanship shall be duly rectified by the contractor free of cost.

6. Opening of support clamps on pipelines, scrap cleaning to bare metal and offering the under clamp section for hydro testing.

7. Hydro test of all pipelines shall be carried out including firstisolation valves. Minimum two pressure gauges shall be provided duringhydro test of pipelines in pipe tracks. Calibrated pressure gauges shall be used for hydro test and the same shall be offered to BPCL site in charge/inspection

8. All piping, valves and fittings shall be thoroughly cleaned inside and outside to remove all foreign matters before fabrication and erection.

9. Any flushing/cleaning required for making the pipelines free of hydrocarbon as instructed by BPCL for carrying out fabrication/erection/dismantling work will have to be carried out by the contractor without any extra cost to BPCL.

10. Hot bolting if necessary shall be carried out by the contractor under instruction of Site-in-charge.

F. MEASUREMENT OF WORKS.

1) All lines shall be measured along the centre lines of the pipes, curvilinear centres of bends and elbows, centre lines of flanges and all other fittings such as tees, reducers, expansion joints etc., all in line instruments, line mounted fittings, ejectors, mixers, sight glasses, de-super-heaters etc. All flanged valves shall be excluded from this measurement.

2) Vents and drains shall be measured from outside diameter of the pipe lines and shall be paid for at the corresponding unit. Other piping attachments such as couplings, earthing lugs etc shall be erected by contractor within his quoted rates of piping.

3) Fabrication of spool pieces for temporary use to aid contractor's work such as fabrication,erection,flushing and testing of piping etc. shall be done by contractor from pipes and plates issued free of cost as part of piping work and no separate payment shall be made for this.Spool pieces after use shall be returned to our maintenance department.

4) Erection of reducers(concentric/eccentric) will be paid along with the piping of larger diameter except in case of funnels where they are welded only to the smaller diameter of pipes,payment will be made along with piping of such smaller diameter.Fabrication of reducers(concentric/ eccentric) will be paid by converting weld length into inch dia if no separate rate available.

5) In case of welding of SORF flanges, entire flange welding

6) An inch-dia means one circumferential joint of one inch nominal diameter pipe and less.

7) An inch meter means one meter length of one inch nominal diameter pipe.

8) In case of relief valve the inlet size will be taken into accountfor measurement of inch dia.

9) Nominal pipe diameter shall be considered for any meaurement of painting, insulation etc unless otherwise specified.

10) In case of measurement of painting in case unit of measure is in square meter, the outside diameter of the pipe shall be considered for the measurement.

11) All measurements shall be made on the basis of total actual work carried out for each job separately.

12) Flange to flange length of the valve shall not be included while calculating inch meters of erection of piping.

13) No extra payment shall be made for transporting motors/ turbines/pumps to and fro from the shop for testing prior to alignment.

14) No extra payment shall be made towards dismantling of pipelines by cold cutting in cases where hot work is not permissible.

SPECIAL TERMS & CONDITIONS

1. Jobs required to be carried out in various areas will be informed by EIL/BPCL Area Engineers to contractor supervisors/ site incharge.

2. As and when the job has to be carried out the contractor will be informed i.e. contract will be on call basis. The job is not of perennial nature hence the contractor should mobilise according to the identified jobs only when he receives requisition/ call.

3. Contractor should mobilise enough manpower to complete the identified jobs within time indicated by Engineer- in-

4. Before the start of the job contractor shall collect individual purchase orders from BPCL. After completion of each job contractor shall submit the measurements to BPCL site supervisor and subsequently submit authorized bill for further processing.

5. All rates are inclusive of Maharashtra Works Contract Tax and other taxes, duties, levies etc. as applicable unless otherwise specified.

6. Your rates shall remain firm during the entire period of contract and no escalation on any account will be payable.

7. The duration of the contract will be of six months.

8. Submit challans duly stamped by our Security to respective BPCL supervisor for the material brought inside the Refinery by contractor.

9. Depending on the urgency of the job, contractor will be required to carryout the job in extended hrs and night shift as per theinstructions of site in-charge and there will be no additional paymentadmissible on account of this.

10. Contractor supervisor shall report to work and should be in constanttouch with engineer-in-charge so that he can be contacted at any time.

11. In case of normal jobs, adequate notice will be given to contractor, but in case of emergency jobs contractor should be in a position to mobilise manpower within 1 day. Irrespective of holidays and night hours.

12. There is no minimum amount of job guaranteed under this contract,job will be given to contractor as & when the need arises.

13. Contractor is required to employ only his own permanent employees.Contractor shall provide necessary proof to Engineer-in-charge or IR department whenever asked for.

14. It should be noted that, no employee can work beyond 12 hrs. in a day.Further, employee working more than the specified hoursshould be paid overtime wages by contractor.

Please note that BPCL is as ISO 14001 certified company. All welding machines & any other diesel engines to be used shall be checked for pollution. 16. All scaffolding work for executing the job has to be carried out by contractor.Scaffolding has to be steel scaffolding and has to be supplied by contractor.Scaffolding has to be done as per IS 4014.

17. All welding shall be carried out using the welding procedure specification and by welders approved by BPCL Inspection Dept.

18. Stage wise Inspection including fit ups, root runs, DP tests,radiography,hydro test of piping sections and pneumatic testing of reinforcement/support pads, surface checking after shot blasting and DFT checking after painting shall be offered to EIL/BPCL Inspection Dept.

19. The drawings given with separate purchase order on this contract are for reference only.Contractor has to take actual site measurements before taking up fabrication work.

20. As soon instructed/purchase order placed,contractor has to lift all material available for this job, for safekeeping and start fabrication work.All prefabrication has to be carried out before any system outage or shutdown.

21. Contractor has to work on extended hour basis/round to clock basis whenever required depending on the need. No extra charges will bepaid by BPCL for the same.

22. All commissioning assistance including standby personnel, provision after commissioning of system is in contractor's scope.

23. Contractor shall remove scrap/debris and dismantled material from yard as well as plant and keep area clean on a daily basis and maintain good housekeeping. No separate payment will be made for this scrap/debris removal.

24. Some of the piping items may be supplied in higher schedule/thickness depending on availability.The contractor shall grind smooth the ends of such fittings to match in

27. Graphting of bolts of flange joints that are to be spaded has to be done by contractor.No extra charges will be paid by BPCL for the same.

28. All surplus material withdrawn has to be returned to warehouse.No charges will be paid for shifting of any surplus/extra material.

29. Fabrication yard, shot blasting space, hydro testing place may be at different locations and materials have to be shifted from each location.No charges will be given for shifting the material/fabricated spools.

30. Portion of the job that is not approachable by crane for erection & dismantling have to be carried out manually, for which supply & use of all riggings material/equipment's viz. chain pulley blocks, slings, winches, pulleys, wire ropes, shackles etc. shall be in contractors scope.

31. The welders shall be tested in accordance with the applicable codes.EIL/BPCL Inspection Department shall witness thequalification testing as called for,and certify each welder separately.Eachapproved welder shall be issued an identity card, which will be required tobe carried while working and produced on demand by any EIL/BPCL representative.He will also be allocated an identification number,which heshall stamp/mark by the side of each of the joints welded.The InspectionDepartment shall monitor on a continuous basis the performance of each of the welders employed. Such welders as evaluated below the standard shall be debarred from further welding, and required to be requalified.

32. Contractor to co-ordinate his activity in such a way that the day-to-day plant operation and job progress of other contractors working in that area is not affected.

33. BPCL reserves the right to delete part or add some more

34. Rates quoted shall remain firm during the time of execution till the completion.

System (job done by the contractor) failing partly or wholly during testing/commissioning or rejected by BPCL Site-in- Charge/Inspection Dept.due to bad workmanship will be treated as incomplete.Contractor shall put all the efforts to rectify and complete the same till it gets successfully commissioned without extra cost.

36. The contractor shall provide temporary supports at no extra cost.All the temporary supports shall be removed once the permanent ones are provided and such temporary supports shall be transported to Scrap Yard located at BPCL Warehouse.

37. The contractor shall inform sufficiently in advance the commencement of welding work,hydrotests and such other acceptance tests to enable BPCL to supervise/witness the same. Contractor shall comply with the deadlines specified by Site-in-Charge for such inspections.

38. The contractor shall plan, execute and report the job progress and maintain proper records of materials, manpower etc. as indicated below.

39. Submit manpower report at the beginning of day or shift as the case may be.

40. Submit progress report indicating actual progress against scheduled program and work planned on weekly basis.

41. Maintain registers showing details like receipt,quantity used,and balance etc. for all the materials(free issue as well as chargeable basis) issued by BPCL and also for materials procured and brought inside by you.

42. Maintain a register showing workforce employed category- wise,on daily basis at each work place.

43. Stacking of materials at fabrication yard/work site shall be done as directed.

44. All records shall be maintained including measurement sheets, bills etc.

45. The required piping/structural drawings will be released prior to start of work. Please note that the drawings given may be reference only. While doing pre-fabrication, care should be taken to verify measurements given in the drawings with actual field measurements so that re-work can be avoided. Such variations shall be brought to EIL/BPCL site-in-charge. No extra claim whatsoever shall be entertained for mismatch of site dimensions with the dimensions given in the drawings.

46. Pads shall extend 100 mm on both sides from sleeper/ support.

47. There can also be instances of not getting work permits or withdrawing the permits already issued, due to some operational reasons.For any stoppage of work due to safety/ operational reasons, no claims whatsoever will be entertained/accommodated.

48. While every effort will be made to release the work front from one area to another area in a continuous stretch, chances of discontinuing the work in some areas due to some unavoidable operational reasons cannot be ruled out.In such an event contractor may have to mobilise, demobilise or remobilise the manpower and resources to complete the work in those areas and the quoted rates of the contractor shall take care of such eventualities also. No idle charges will be paid.

49. All lifting tools and tackles including crane ,if any,shall have statutory clearances / valid / approved test certificates for that equipment. A copy of the certificates shall be submitted to BPCL site-in-charge prior to commencement of work. Non compliance of this may lead to stoppage of the job.

50. Care shall be taken during transportation, handling of paint in pipe track keeping high temperature lines in mind.

51. Modification/Extra work: (a) In case any modifications/additions are required in the original job shown in the drawing/specifications, the same shall be carried out by the contractor without

52. Highest standard of housekeeping has to be maintained at the Work place allotted to contractor as well as site.All piping material,raw material,cement bags shall be stacked in a neat and orderly manner.The work area shall be suitably barricaded using Tin sheets etc.by the contractor.Contractor shallmake arrangements for dust bins/drums to collect scrap paper,electrode pieces etc.All scrap generated shall be neatly stacked at designated area of the segregation into metallic, wooden scrap, debris etc.This scrap has to be periodically be shifted to warehouse,salvage yard or outside refinery by contractor as the case may be.

53. The personnel employed by contractor shall restrict their movement to inside the workplace and should not enter plant area.Contractor shall make suitable arrangements for drinking water at worksite.The piping at various stages of the work like,fabrication,cement lining,hydrotesting,and shot blasting shall be stacked in a neat and proper manner as instructed by the site-in-charge.

54. Orientation of valves shown in the drawings is tentative. Contractor shall carry out change in orientation of valve for ease of operation or as directed by engineer-in-charge at no extra cost to BPCL.

55. Manpower supply shall be inclusive of all tools, tackles, machines &consumables.

FINANCIAL PENALTIES:

If contractor workmen found not following safety and general rules/regulationof BPCL, suitable financial penalties, published time to time, shall beimposed. Such penalties may also be deducted from payment due to contractor.

COMPLETION SCHEDULE

a) The total contract duration shall be six months from the date of LOI or PO,whichever is earlier.

b) Time is the essence of contract.The contractor must be able to mobilise sufficient skilled manpower and required

TERMS OF PAYMENT:

100% Payment will be made on the basis of actual executed quantities aftersatisfactory completion and due certification by EIL/ BPCL Engg-in-charge asper following break up.

a) For all items except Supply of manpower/hydra/MAC:

i) 90% payment on completion of fabrication, shot blasting & primer painting & erection at site.

ii)10% on completion of Hydrotest.

b)For all supply of manpower/hydra/MAC: 100% payment will be made on the basisof actual executed quantities after satisfactory completion and duecertification by EIL/BPCL Engineer-in-charge..

10% amount from each running bill will be deducted as retention money and willbe released after completion of defect liability period. IN LIEU OF RETENTIONMONEY, CONTRACTOR SHALL SUBMIT BANK GUARANTEE OF EQUIVALENT AMOUNT OFRETENTION MONEY (10% OF CONTRACT VALUE) BEFORE SUBMISSION OF 1ST R.A. BILLVALID FOR DEFECTS LIABILITY PERIOD OF SIX MONTHS.

Further, the Bank Guarantee shall have a claim period of three months beyondthe date of expiry, and the same shall be mentioned clearly in the BankGuarantee.

Contractor shall submit the following undertakings on his letter head dulysigned by him to BPCL after placement of purchase order by BPCL.Non-submission of this shall attract serious penalties.

While handling with chemicals proper precaution shall be taken to avoidspillage or splash on body.

Daily safety briefing shall be given to my employees by my supervisors.

Safety Supervisor shall be designated who will monitor safe working.
