Pursuant to the instructions contained in the D. 0 letter No. 502/ 1/2/2014-CA.V, dated 5th August and 31 1n December, 2014, r would like to report the following significant developments/ issues and progress on various initiatives pertaining to the Ministry of Electronics and Information Technology (MeitY) for April , 20 19.

1) Electronic Manufacturin

Under Modified Special Incentive Package Schem e (M-SIPS), 418 applications with proposed investment of Rs. l, 12 ,948 crore are under con sideration. Out of which, 206 applications with proposed investments of Rs.54 ,235 crore have been approved, 26 applications with proposed investments of Rs.5 ,935 crore have been recommended by Appraisal Committee, and 186 a pplications with proposed investments of Rs.52 ,778 crore are under appraisal.

2) Digital Payments

Department for Posts and India Post Payments Bank (IPPB) are requested to enable digital payments by integration of Unified Payment Interface (UPI) and Immediate Payment Service (IMPS). enable debit cards Wlth merchant payment through PoS devices and onlme merchant payment, issuance of National Common Mobility Card (NCMC), consideration of merchant acquisition, enabling Aadhaar based transactions and enabling acceptance of digital payment in Post office receip t counters through UPI QR and NCMC.

All concerned stakeholders including Ministries / Departments and States have been requested to ensure that all concerned Government websites / Mobile Apps for receivin g paym ents, are enabled with UPI, Dynamic UPI QR code, Debit Card (including Rupay). Credit Card (includ ing Rupayl and Internet Banking. Further. it is requested that necessary efforts may be taken to ensure that any additional transaction charges are not levied on the citizens for making digital payments by any of the above modes.

31 Aadhaar

For offline verification of identity, Aadhaar Paperless Local e-KYC has been introduced. Aadhaar Paperless Local e-KYC is a secure digitally signed document which can be used by an Aadhaar number holder for offline venficauon of his/ her identity. Resident may download his/her KYC document with name, gender, date of birth , address, registered mobile number (hashed). registered email address (h ash ed) and photo graph. However , this document does not contain Aad haar number of the resident.

During the month, two delegations from Norway and Brazil visited UIDAI Headquarters on 9 th April 20 l 9 and 26 th April 2019 respectively. A presentation on Aadhaar followed by Q&A session was given to the visited delegations.

4) International Cooperation

A high level Chinese delegation lead by H.E. Mr. Huang Chuping, Executive Vice Governor of Hubei Province, People's Republic of China visited MeitY on April 15 , 2019. Both sides discussed on the development of IT-ITeS industry and the current situation of software and hardware Industry of the two countries. The opportunities available in the area of Electronics System Design and Manufacturing (ESDM) sector, Emerging technologies etc have also been discussed in detailed for future cooperation between India and China.

5) Information on Minimum Government and Maximum Governance is enclosed as Annexure-1.

6) Information on compliance of ACC directions/ orders is at Annexure-Il .

Promotion of Digital Payments is a top priority of the Government of India. Ministry of Electronics & IT (MeitY) has been coordinating with all stakeholders, including Ministries, Departments, States and Banks for promotion of Digital Payments.

2. Enabling various digital payment options for receipt of payments on Government websites/Mobile Apps is important for wider adoption of digital payments. It is, therefore, requested to ensure enablement of all the following digital payment modes in all concerned Government websites/Mobile Apps, for receiving payments:

a) Unified Payment Interface (UPI) b) Dynamic UPI QR code c) Debit Card (including Rupay) d) Credit Card (including Rupay) e) Internet Banking

3. Efforts may be taken to ensure that any additional transaction charges are not levied on the citizens for making digital payments by any of the above modes.
