NCERT is an autonomous body fully funded by the Ministry of Human Resource and Development (MHRD).
The NCERT was established in 1961.
India's higher education system is the third largest in the world, after China and the United States.
The current scheme for universalization of Education for All is the SARVASHIKSHA ABHIYAN which is one of the largest education initiatives in the world.
Issues
1.Work Force Quality 25% of the Public Sector teacher and 40% of Public Sector Medical worker were absent. Absence Rate ranged from 15% in Maharashtra to 30% in Bihar
2.Infrastructure 59% of the school had no drinking water and 89% had no Toilets 3.5% of primary schools in Bihar and Chhattisgarh had toilets only for Girls The number of secondary School is almost half the number of upper primary School in the country
4.Curriculum Issues Rote learning rather than problem solving
3.Participation Lower secondary level enrolment rate is 52% Senior Secondary level it is 28% Preschools is merely is 18% 48% drop-out rate in elementary education
5.IES ‘over-regulated and under-governed
The Centre’s budgetary allocation is up 6x in the 11th Plan; the GOI spends awhopping $30bn on education (3.5% of GDP, at the global average) AND YET 1. India has one of the lowest GERs (general enrollment
ratios) globally!!
2. 40% of the total student base is enrolled in private schools – 7% of total capacity!
3. 0.85% of the $30bn spend is on capital expenditure and 80% spent on teacher’s salaries .
