  • Salient features of 6th central pay commissionrecommendations accepted by Railways.

    Pay scales revised from 1st January 2006. Allowances like HRA, CCA,NHA,NDA

    etc., at revised rates allowed from 1st September, 2008.To remove stagnation, Running Pay Bands for all posts in the Railways introduced

    ( below Rs.26,000 in V CPC scales).Four distinct running pay bands accepted one running band each for all

    categories of employees in Group C & B with 2 running pay bands for Group Aposts.

    Group D employees possessing the minimum qualification of Matric or ITI is to beplaced in PB-1 pay band straightaway with grade pay of Rs.1800/-. Such of those

    Group D who do not possess the said qualifications are to be upgraded andplaced in the Group C running pay band PB-1 after they are suitably re-trained.

    Minimum salary at the entry level of PB-1 pay band is fixed at Rs.7000/- (Rs.5200as pay in the pay band plus Rs.1800 as grade pay) and the maximum is

    Rs.90,000/- fixed ( Cabinet Secretary).The total number of grades reduced to 20 spread across four distinct running pay

    bands; as against 35 standard pay scales existing earlier.Uniform date of annual increment, viz. 1st July of every year introduced in all

    cases. Rate of annual increment is 3% of the pay in the Pay Band plus thecorresponding Grade Pay which will be rounded off to the next multiple of 10/-. In

    the case of PB-3, variable rates of increment at 3% and 4% have been provided.The higher rate of increment will be granted to not more than 20% of the strength

    of officers in PB-3.In the case of promotion from one grade pay to another in the revised pay

    structure, one increment equal to 3% of the sum of the pay in the pay band and theexisting grade pay will be computed and rounded off to the next multiple of 10. This

    will be added to the existing pay in the pay band. However, if the pay in the payband after adding the increment is less than the minimum of the higher pay band to

    which promotion is taking place, pay in the pay band will be stepped to suchminimum.

    Base year of the Consumer Price Index ( CPI) for computation of dearnessallowance is revised to 2001 from 1982.

    Existing rate of HRA at 30% retained for A-1 and A Cities. B-1 & B-2 cities areallowed 20% HRA as against 15% earlier. C and un-classified cities are given 10%

    HRA as against 7.5% / 5% earlier. The classification of cities are now classified asX for A-1 & A class cities, Y for B-1 & B-2 class cities and Z for C and

    un-classified cities.Compensatory (City) allowance is abolished . The rate of Transport allowance is

    fixed according to the Grade pay being drawn by the employees. Dearnessallowance sanctioned from time to time is also to be allowed on the Fixed

  • Transport allowance ( min Tr. Allow is Rs.600/- and Maximum is Rs.3200/- in A-1& A class cities and Rs.400 and 1600 in other cities).Distance restriction of 1 Km

    from residence for entitlement is withdrawn. Officers drawing Grade pay ofRs.10,000 & 12000 and HAG+ scale who are entitled to the use of official car may

    be given option either to use the existing facility or to draw Rs.7000/- plus DAthereon. The blind or orthopaedically handicapped employees in terms of this

    Ministrys letter No. PC-V/97/I/7/12 dated 16.12.97 (SCR S.C.No.220/97) shallcontinue to draw this allowance at double the normal rates, which shall, in no case,

    be less than Rs.1000/- per month plus the applicable rate of dearness allowance.Reimbursement of Tuition Fees revised to max. Rs.1,000/- per month from

    1.9.2008 subject to annual ceiling of Rs.12,000/- for children of RailwayEmployees from Nursery to 12th class held by Junior Colleges or schools affiliated

    to Universities or Boards of Education subject to a maximum of 2 children. HostelSubsidy revised from Rs.300 to Rs.3000. However, both hostel subsidy and

    Children Education Allowance cannot be availed concurrently.Maternity leave to women employees enhanced to 180 days from 135 days w.e.f

    1.9.2008.Child Care leave introduced to women employees upto a maximum of 730 days

    during their entire service for taking care of upto two children below the age of 18years whether for rearing or to look after any of their needs like examination,

    sickness etc., subject to the condition that they do not have any earned leave attheir credit. Prior sanction of the competent authority is to be taken for availing the

    Child Care Leave.Special Casual Leave for 4 [four] days in a calendar year, in addition to the 8 days

    to the other employees has been granted to Railway employees with disabilities asdefined in the Persons with Disabilities [Equal Opportunities, Protection of Rights

    and Full Participation] Act, 1995, for specific requirements relating to the disabilityof the official.

    The quantum of natural calamity advance admissible to non-gazetted RailwayServants under the provisions of Para 1123(A) of IREM Vol.I enhanced from

    Rs.2500/-(Rs. Two thousand five hundred only) to Rs.5000/- (Rs.Five thousandonly) irrespective of their pay.

    Encashment of LAP of 10 days at the time of availing Railway Passes/PTOs whilein service, once in two years subject to a maximum of 60 days during the entire

    career, introduced. This is subject to [1] availing at least an equivalent duration ofLAP [2] balance of at least 30 days of LAP remaining at credit after period

    of encashment as well as leave availed of [3] Only Pay in the Pay Band , GradePay and DA admissible on that date without any HRA / Transport Allowance will be

    paid as leave encashment.Encashment of LHAP at the time of retirement introduced w.e.f. 01.09.08 - both

    earned leave and Half Pay Leave can be considered for encashment subject tooverall limit of 300 days. Cash equivalent to earned leave shall continue

    unchanged. Cash equivalent payable for Half Pay Leave shall be equal to leavesalary as admissible for Half Pay Leave plus Dearness Allowance admissible on

    the leave salary without any reduction being made on account of pension andPEG. To make up the shortfall of LAP, no commutation of LHAP is permissible.

    Minimum Pension raised to Rs.3500/- and maximum Rs. 45000/-.20. Family Pension continue to be paid at 30% of last pay drawn subject to a

    minimum of Rs.3500/- and maximum of 27,000/-.Additional quantum of pension/family pension from 20% to 100% introduced to the

    pensioners /family pensioners in the age group of 80-100 and above. Fitment weightage of 40% is extended to pre-2006 retirees /family pensioners.

    Linkage of full pension with 33 years of qualifying service is dispensed witheffect 2nd September, 2008. A Railway servant who has rendered 20 years of

    qualifying service, retiring after 2-9-2008, shall be eligible for 50% of theemoluments or average emoluments during the last ten months, whichever is more

    beneficial to him.The maximum limit of retirement/death gratuity increased to 10 lakhs from existing

    3.5 lakhs. The period for which enhanced family pension payable to the family of a railway

    servant who dies in service, is extended to ten years without any upper age limit.Family pensioners in receipt of enhanced family pension on 01.01.06 are also

    covered under this provision.Constant Attendant Allowance of Rs.3000/- p.m. introduced in the case of

    pensioners who retired on disability pension under RS[EOP] Rules for 100%disability [where the individual is completely dependent on somebody else for day

    to day functions], in addition to the disability pension, effective from 01.01.06 . Thisis also payable to pensioners who retried before 01.01.06 and fulfilling the

    conditions stipulated. Commutation value payable to retirees revised w.e.f. 02.09.08.

    For the first time Government have decided that the limits of certainadvances/allowances are to be automatically raised by 25% everytime the

    dearness allowance on the revised pay structure goes up by 50%.

    studied at Indore with hostel facilities .Son studied in BE & Daughter is MBA ,can i getbenifit ofhostel facility I think as per 6th pay commission provision are there. Can you

    explane me .
