RECRUIT TRAINING SECTION
The Recruit Training Unit began the quarter with 81 recruits assigned to the 19th Recruit Class. At the close of the quarter, the 19th Recruit Class had finished week 13 of the 24-week training curriculum with a total of 523 hours of instruction. As of September 30, 2019, 68 recruits remained. In the third quarter, the Recruit Training Unit filled three (3) vacancies: one (1) sergeant and two (2) patrol officers. In addition, an annual physical fitness test was implemented for all unit staff. Also in the third quarter, the Recruit Training Unit created social media channels on both Facebook and Instagram to assist with the department’s community engagement goals. In addition, the Recruit Training Unit played a significant role in the execution of the Indy Public Safety Foundation’s signature event, The Frontline Experience, on Friday, September 13th. Over 500 community and business leaders attended this event and the unit directly engaged over 100 individuals in interactive traffic stop and disturbance scenarios.

Training Bureau
FIELD TRAINING SECTION
18th Class had 44 members in the Field Training Officer (FTO) program.
18th Class had two Fast Track Recruits complete FTO. Three recruits resigned from the IMPD.
18th Lateral Class had final member complete FTO program.
Created new digital paperwork within Agency360 to track Level 2 Remediations.
Created new process for Recruit Officer to Probationary Officer status reports.
Completed Refresher Training for eight Officers.
Completed four hours of In-Service Training for all active FTOs.
Completed FTO School for 10 officers and certified nine of them.
Completed a new FTO process with 32 applicants – Had 28 applicants complete the process.
Preparation for upcoming 2nd IMPD Lateral Academy.
Detective Training Officer (DTO) program had ten detectives complete training this quarter.
DTO has four detectives currently undergoing raining.
FTO Kevin Hershberger was named “Administration Division Officer of the Year” at the ERB Banquet.
FIREARMS TRAINING SECTION
2019 Integrated Use of Force In-service July 1st through September 17th. Sessions: 64 eight-hour sessions Officers trained: 1,213
19th Recruit Class Taser Training for approximately 80 recruits (August 3 & August 31). Handgun issue and firearms introduction (August 23 & September 4). Developed a three-way split schedule with overlapping weeks for recruit training. Began recruit firearm training September 23 with Group A. Reintroduced shotgun qualifications into the recruit schedule. Reintroduced physical training into the recruit schedule.

IN-SERVICE TRAINING SECTION
The In-Service Training Section resumed the Fair and Impartial Policing training from earlier this year. An additional 270 officers and sergeants attended the 7-hour training session during the third quarter.
Make-up training on the new Report Management System (RMS) continues as officers return from extended leave.
CAREER AND LEADERSHIP DEVELOPMENT SECTION
During this quarter, the Office of Career and Leadership Development (CLD), concluded the application process for the IMPD Leadership Academy Session 2019-02. Applicants consisted of 46 public safety officials from 14 different agencies around the state of Indiana. The CLD office conducted five different pre-training sessions in order to prepare each student for the beginning of their four-week course. At the end of the third quarter, the CLD had begun the third week of the 2019-02 session. The CLD office identified and trained seven new mentors to serve the 2019-02 session. The CLD office continues to work with officers and detectives to attain the Master Designation. One of those detectives received the Master Designation in August. Lastly, the CLD office is resuming their college partnerships to assist officers with starting or finishing their education. One of those partnerships is the IMPD/Ivy Tech which started their fall semester at the end of August at the IMPD academy.
RECRUITING SECTION
The IMPD Recruiting Section attends multiple events and engages individuals who are interested in a career in Law Enforcement through Career and Job Fairs. They participated in 23 events during this 3-month period relating to Job/Career Fairs, attending training, and assisting with Women Behind the Badge. The Recruiting Section also assisted with the Pre-Academy Readiness Program (PAR). This program was designed to assist applicants in preparing for the physical fitness test (PFT). PAR has expanded to much more than just preparing for the PFT. It is a networking, encouraging, team building opportunity for the applicants. During each weekly session applicants are taught the proper technique and form for each component of the PFT, as well as participate in a group workout. The Recruiting Section participated in 13 PAR dates during this 3-month period. During this period, the Recruiting Second stays very busy in making recruitment contacts via email, phone calls, and in-person interviews. During this three-month period, they communicated in the following ways:
