GUIDELINES FOR INDUCTION OF NCC CADETS INTO THE ARMED FORCES

INTRODUCTION

1. NCC has been contributing to the Armed Forces by sending NCC ‘C’ Certificate holder cadets into the various Training Academies for commissioning as officers. The NCC cadets (both SD and SW) are selected either through the NCC Special Entry Scheme or through the UPSC Exam.

2. One of the aims of NCC is to provide a conducive envt to motivate young Indians to choose Armed Forces as a career. However, despite best efforts, the vacs given to NCC in various Training Academies are not being fully subscribed.

AIM

3. The aim of this paper is to lay down the guidelines and sensitise the Dtes/Gps/Bns about induction of cadets into the Armed Forces.

LAYOUT

4. The SOP is laid out as follows:-

(a) Vacs available at various Academies. (b) Eligibility Criteria (only important ones have been listed).(c) Dates for move of applns. (d) Reasons for non-utilization of vac. (e) Measures to be adopted to fully utilize the vacs allotted.

VACS AVAILABLE AT VARIOUS ACADEMIES

5. The vacs in various Academies is laid down by respective Service HQs and keeps changing as per policy of the HQs. The current vacs (as on 10 Sep 2014) are as follows:-

PRESENT ELIGIBILITY CRITERIA (ONLY IMPORTANT ONES HAVE BEEN LISTED)

6. (a) Nationality. A candidate must either be:

(i) A citizen of India or (ii) A subject of Bhutan, or(iii) A subject of Nepal, or

(iv) A Tibetan refugee who came over to India before the 01 Jan 62 with the intention of permanently settling in India, or (v) A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethopia and Vietnam with the intention of permanently settling in India.(vi) Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be person in whose favour a certificate of eligibility has been issued by the Government of India. (vii) However, certificate of eligibility will not be necessary in the case of candidates who are Gorkha subjects of Nepal.

(b) Candidates withdrawn on discp ground form NDA, IMA, OTA or any other Services Training Academy are NOT eligible to apply.

7. Army (www.joinindianarmy.nic.in).

(a) OTA Chennai

(i) Age Limit. 19 to 25 years (incl wards of Battle Cas) (ii) Edn Qualification and other criteria.

(aa) Edn Qualification. Degree of a recognized University or equivalent with aggregate of min 50% marks taking into acct marks of all the years. (ab) Those studying in third year are also allowed to apply provided they have secured min 50% aggregate marks in the first two years. Such students will need to secure overall aggregate of min 50% marks, failing which their candidature will be cancelled. The candidate must possess graduation degree at the time of joining trg at OTA. The candidate should be able to produce the degree within 12 weeks from the date of commencement of trg as notified from time to time. Candidate should also attach certificate with their applns regarding CGPA converted to aggregate percentage of marks as per university rules from their institutes. (ac) Grading. Candidate should have obtained min of ‘B’

Grade in NCC ‘C’ Certificate Exam.

(b) IMA. As per criteria mentioned in the advertisement for Combined Defence Entrance Examination (CDSE).

8. Navy (www.nausena-bharti.nic.in).

(a) Age Limit. Candidate should be an unmarried male in the age between19-24 yrs. (b) Edn Qualification. B.Sc. (Physics & Math) or BE with Naval Wing Senior Division ‘C’ Certificate. (c) Entry scheme is only for Naval Wing Cadets of Senior Division (SD).(d) Candidate should be NCC ‘C’ Certificate holder.(e) Docus reqd along with the appln:-

(i) Attested copy of Matriculation Certificate in support of age.(ii) Attested copy of B.Sc. / BE marks sheet & original/provisional Degree certificate.

(iii) Attested copy of Naval Wing Senior Division ‘C’ Certificate.

9. Air Force (www.careerairforce.nic.in)

(a) Pilots Only.

(i) Age. Age should be between 19 to 23 years as on 01 Jan for course commencing in January and 01 July for course commencing in July of the particular year. (ii) Edn Qualification. Graduates (Min three year degree course) in any discp from a recognized University with min 60% marks in aggregate in all papers put together and must have also passed Maths & Physics at 10+2 level or BE/B Tech degree (four year course) from a recognized University with min 60% marks in aggregate in all papers put together. Candidate appearing in final year/semester exams may also apply provided they fulfill the following conditions:

(aa) Candidates should not have any present backlog and should have secured a min of 60% marks in aggregate in all papers put together up to the last semester/year for which results have been declared at the time of applying/ AFSB testing. (ab) Candidates should be able to provide provisional/original degree certificates latest by 15 Dec for course commencing in January and 15 Jun for course commencing in July of the particular year.

(iii) NCC ‘C’ Certificate. Candidate must be NCC ‘C’ Certificate holder (valid for 24 months from issue) or likely to qualify for the same by 15 Dec for course commencing in January and 15 Jun for course commencing in July.

(b) For other entries to Air Force Academy (AFA)/Air Force Technical College (AFTC). As per criteria mentioned in the advertisement for Air Force Common Admission Test (AFCAT).

12. Air Force Air Force Academy (AFA) - Jan and July Course

13. CDSE/AFCAT. As per dates mentioned in the advertisement for CDSE/AFCAT.

REASONS FOR UNDER UTILISATION OF VACS

14. Some of the reasons for underutilisation of vacs are as under:-

(a) Gps/Units not clear about vacs/procedure to apply despite existing instrs. (b) Cadets sent for SSB coaching without vetting by Dtes.(c) State Dtes not having data bank of No of cadets category wise joining Armed Forces.(d) Inadequate involvement of units.(e) Iden of potential cdts needs improvement. (f) Lack of publicity among the cadets and ANOs.(g) The general weaknesses noticed among SD/SW cadets are as follows:-

(i) Poor comn skills.(ii) Lack of Gen Awareness and knowledge about Armed Forces.(iii) Lack confidence and clarity of thought.(iv) Poor in carrying out problem analysis.(v) Poor reasoning ability and logic.(vi) Lack of knowledge about NCC.(vii) Poor in Academics.(viii) Poor in Interview Techniques.(ix) Weak in written content. (x) Easier Option to join as OR than Officer.

MEASURES TO BE ADOPTED

15. (a) Cadets will be made fully aware of the NCC Special Entry Scheme. It will be disseminated by way of bfg in all camps. A handout will be issued to all cdts for their info. (Sample copy att)(b) All assistance in terms of - date of advt, obtaining and filling of appln form, docu to be attached and photos to be pasted etc will be provided by Unit/Gp HQ.(c) Applns will be thoroughly scrutinized by units for errors and duly rectified before forwarding them to higher HQs.(e) Units will ensure that the applns are processed as per timelines elucidated at para 10, 11 & 12 of this paper. Unit will continuously monitor the mov of appln at Gp HQ/State Dte/ HQ DG NCC/Rtg Dte level.(f) Details of appln fwd by State Dte will be incl in monthly DO of ADG/DDG.(g) Strict vetting of potential NCC cadets aspiring to become offrs will be carried out by State Dtes.

(h) Nominated cadets should have attended one CATC prior to BLC/ALC, (Cadet be identified and recommended by CO as potential aspirant). (j) Each Dte will screen these aspirants before nominating for BLC/ALC camps. (k) Preference will be given to cadets who have attended RDC/TSC/VSC/ NSC for SSB screening course at NCC OTAs. (l) Cadets attending BLC will be screened for their suitability for ALC and recommended accordingly. (m) SSB screening capsule at OTAs will be attended only by cadets who have done ALC.(n) All ATCs/CATCs/COCs/ will devote at least half a day in the trg curriculum for the following:-

(i) Procedures for of applying for NCC Special Entry Scheme(ii) Filling up of forms.(iii) Comn imp dates as mentioned at Para 10, 11 & 12 of this paper.

(o) Trainers (ANOs and PI Staff) will be sent on their mandatory courses at OTAs on time, so that they are aware of the latest course content and impart better trg to the potential candidates.(p) Gp/Units will maint an updated data in respect of NCC Cadets selected into the Armed Forces.(q) Dtes/Gps/Units will utilise the potential of offrs posted in NCC who have qualified as GTOs/IOs/Psychologist to impart training to cadets.(r) Pro-rata vacs given to Dtes will be fully utilized and linked to the RDC Banner pts.(s) Adequate publicity will be carried out by JD (Publicity) during RD Camp at New Delhi.(t) MS Dte, HQ DGNCC to take necessary measures to incr the No of offrs qualified on GTO/IO/Psychologist Course and has preferably done tenure in SSB Centre to NCC units and OTAs.

CONCLUSION

16. The rising aspiration of youth in terms of NCC being a gateway to a career in Armed Forces cannot be ignored. We need to ensure that the vacancies given to NCC for entry into Armed forces are fully utilized in order to achieve one of the aims of NCC i.e.to provide a conducive environment to motivate young Indians to choose Armed Forces as a career.

17. These guidelines are to be read in conjunction with the instructions given out in the advertisement for the NCC Special Entry Scheme/ CDSE/AFCAT.
