Call for tender on Modules Exercises

Why Modules?

• Different resources in 32 Participating States

• Voluntary Pool - rapid deployment• Predefined capabilities – you know what you get• Predefined personnel and equipment• Interoperability – we can all work together• Self-sufficiency – no burden to the requesting country

What else is important?

• Voluntary basis• Registered modules (CECIS)• Deployment within and outside the EU• Resources of one or more Participating States (PS)• Following international guidelines• Dispatch in short notice - generally within 12 hours of a

request for assistance• Training and exercises financed by EU by certain degree• Union Civil Protection Mechanism Voluntary Pool new element

and Modules Exercises will be used as a platform for certification

Based on?

• Decision No 1313/2013/EU of the European Parliament and of the Council of 17 December 2013 on a Union Civil Protection Mechanism

• Commission Decision as regards rules for the implementation of modules (17 modules and technical assistance and support team – TAST defined) – amended end of 2010

• 149 Modules and 10 TAST registered

Modules (1)

• High Capacity Pumping• Water Purification• Medium and Heavy Urban Search and Rescue• Aerial Forest Fire Fighting (helicopters +

planes)• Advanced Medical Post / with Surgery• Field Hospital• Medical Aerial Evacuation of disaster victims• Emergency Temporary Shelter

Modules (2)

• CBRN Detection and Sampling• Search and Rescue in CBRN conditions• Ground Forest Fire Fighting• Ground Forest Fire Fighting using Vehicles• Flood Containment• Flood Rescue using Boats• Technical assistance support teams (TAST)

Main Objectives (1)

• Verify and improve procedures, to establish a common understanding of the cooperation in civil protection assistance interventions with modules/TAST/EUCPT and to accelerate the response in major emergencies.

• Provide a learning opportunity for all actors involved in civil protection assistance interventions with modules/TAST/EUCPT under the Community Civil Protection Mechanism.

• Enhance cooperation between the Participating States’ modules/TAST/EUCPT.

Main Objectives (2)

• Test the coordination of EU civil protection assistance in accordance with rules and regulations.

• Interactions of modules, EUCPT, humanitarian and other relevant international actors, use of the EU Host Nation Support (HNS) Guidelines.

• ECHO’s role during deployments has to be highlighted (different mandates between Civil Protection and Humanitarian Aid, support from ERC, role of ECHO Regional Support Office/Technical Assistants).

• Lot 1: Five staff exercises (table top exercises) for key personnel of CP modules and TAST as well as experts of a European Union Civil Protection Team (EUCPT

• Lot 2: Three field exercises for High Capacity Pumping, Water Purification, CBRN Detection and Sampling, technical assistance and support team (TAST) and experts of a European Union Civil Protection Team (EUCPT).

• Lot 3: Three field exercises for Medium/Heavy Urban Search and Rescue (USAR), technical assistance and support team (TAST) and experts of a European Union Civil Protection Team (EUCPT).

• Exercises will be carried out from September 2014 to June 2015

• Plan, conduct and evaluate exercises for registered European Civil Protection modules, TAST and EU Civil Protection Team

• Call for tender, indicative number of 4 service contracts

• Indicative amount: 2.5 Mio Euro• Indicative schedule: Publication May 2014
