    EECA Countries Participating in the New Funding Model in 2013

    In November 2012 at its Twenty-Eighth Meeting, the Global Fund Board approved aNew Funding Model (NFM) and requested its immediate launch. The Global Fund

    Secretariat announced the launch of the NFM on 28 February 2013, following thedecision of the Finance and Operational Performance Committee taken on February 21,2013 to allocate US$1.9 billion for the transition to the NFM in 2013 and 2014.

    The transition to the NFM will be implemented in 3 stages. It starts with invitation of thediverse mix of six countries and three regional programs to be early applicants for theNFM, going through all steps, from submission of a concept note to creation of a newgrant. The second stage of the transition phase will involve interim applicants, who willtest only select components of the NFM, since funding will be made available forrenewal and extension of existing grants.And finally standard applicants will be able toprepare applications to be submitted in 2014.

    Early Applicants

    On 28 February 2013 the Global Fund announced the names of the early and interimapplicants. Of the three regional programs invited to be early applicants one will befocused on HIV in EECA. Eurasian Harm Reduction Network (EHRN) is invited todevelop that proposal1. From among six countries selected to be early applicants one isfrom Eastern Europe and Central Asia (EECA) - Kazakhstan is invited to develop TBproposal. A total of about $393 million will be reserved for all early applicants for the2013-2014 transition period. Of that amount, $248 million in indicative funding isavailable for the six countries; $29 million in incentive funding is potentially available to

    those six countries; and $116 million is available for the three regional proposals (ofwhich 6 million will be available for EECA)2.

    Interim Applicants

    The total number of interim applicants is 473; of them, a total of five are from EECA.According to the communication with the Global Fund Secretariat the following EECAcountries could be at risk of severe interruptions of HIV essential services by Q3 of2014: Albania, Kazakhstan, Kosovo, Moldova and Russia. To address the potentialrisks of services interruptions these countries were included in the list of interimapplicant countries to the NFM, with the exception of Kazakhstan who is no longer

    eligible for new HIV funding. Also Belarus was included as interim applicant for TBprogram.
