Subject: Minutes - Liquid Propulsion Technical Committee, AIAA 43rd JPC Meeting, 8-11 July, 2007, Cincinnati, Ohio
Chairman Carl Engelbrecht called the meeting to order at 1900 hours on 11 July 2007 in the Hyatt Regency. The agenda for the LPTC meeting is included as Attachment 1. Thirty members and alternates were in attendance (Attachment 2). Action Items established during the course of the meeting have been added to outstanding action items from previous meetings, and are listed in Attachment 3. Attachment 4 is a reproduction of the presentation material used by Carl Engelbrecht in the meeting.
The LPTC Steering Group (attendees are indicated on the Attachment 2 attendance roster) met prior to the full committee meeting (the meeting took place on July 9, between 1800 hours and 2000 hours); minutes were taken and the topics covered were discussed again in the general meeting.
Key points and discussion from the meeting follow:
Opening Remarks / Introduction
- Carl Engelbrecht started the meeting with welcoming remarks. The agenda for the meeting was also reviewed.
Old Business
o David Perry asked if there were any comments or corrections to the minutes of the LPTC General Membership meeting in Reno on January 2007. No comments or corrections were received, and the minutes were then approved as written by voice vote.
o The status of the action items was reviewed (see Attachment 3 for details). Items of note included:
o Item 07ASM-4 was assigned to Eric Besnard. Eric is to determine if any of the remaining candidates for the YP award will be good candidates for the following year. It was determined that candidates are viable for two years and the action was closed.
o Item 07ASM-5 was accepted by Carl Engelbrecht. Carl is to approach Purdue to see if they have an interest in providing a candidate to join the LPTC. Carl talked to his contact and the contact (Prof. Collicott) was already on two other TCs and the action was closed.

JPC Conference Updates
o 2007 Cincinnati, OH, Scott Fordeo Scott Forde presented material on the 2007 JPC (see Attachment 10)
o 2008 Hartford, CN, o Scott Forde presented material on the 2008 JPC (see Attachment 11)o A vote was taken for a backup for Chris Keeler, who may be unable to serve as LP lead
for JPC 2008. Rich Cohn was selected as primary backup and in case he cannot serve then Alan Frankel has volunteered to serve as lead. Carl Engelbrecht will call Chris Keller to determine who will be the LP lead for 2008 JPC.
o 2009 Denver, CO, o Scott Miller presented material on the 2009 JPC (see Attachment 12)
o 2010 JPCo Michael Nusca volunteered and was selected by voice vote as LP lead for 2010
New Business
o Nominations and Confirmationso Bill Wang was nominated and voted in by oral vote as the new Publications
Subcommittee chairman.o LPTC Issues
o Several basic changes/updates to the LPTC charter (education portion) were proposed by Eric Besnard and were discussed and then approved by unanimous voice vote.

o New LPTC T-shirts were purchased by TC funds and handed out at the JPC. Kurt Kreiner did a great job on selection of the vendor and the quality of the product.
o New action Itemso Item 07JPC-1 was assigned to Kent Pugmire. Kent was to procure a video recorder
and tripod to record the history session presentation. Both were obtained and used in the recording of this session. Action completed and closed. There are two related actions (07JPC-11 & -2) to determine the method of payment for the recorder. Carl Engelbrecht is to request directors funding and Scott Forde is to approve LPTC funding to repay Kent.
o Item 07JPC-4 was assigned to Eric Besnard. Eric needs to send an email to Carol Steward that explains that the LPTC considers the Wyld award should be controlled by the LPTC and the solids subcommittee. Therefore the voice vote was 100% opposed to ratifying the present form of the Wyld award selection process. Item 07JPC-7 was also assigned to Eric. Eric is to nominate a LPTC selection for the Wyld award.
o Items 07JPC-5 & 6 are assigned to Kent Pugmire and Carl Engelbrecht. Both are related to gaining access to the recordings of previous years of the History Sessions. Kent is to get copies of the DVD form last year and Carl is to find out how we can access the earlier years for the CPIA.
o Item 07JPC-8 was assigned to Pat Sgarlata. Pat is to lead the effort to promote 4 Associate Fellows to Fellows and 3 Senior Members to Associate Fellows. It was suggested that we use the AIAA list of fellows to select members that would be willing to support this effort such as Clark Hawk and Mike Murphy.
o Item 07JPC-9 was assigned to Carl Engelbrecht. Carl is to talk to AIAA about the creation of separate ITAR sessions every other year at the JPC.
Subcommittee Reports
o Publications (Bill Wang)• Inputs for the 2007 Aerospace America Highlights article are solicited (see Action
Item 07ASM-2 on Attachment 3). Inputs are due by the JPC or quickly thereafter.
o History (Kent Pugmire)• Kent presented his report and the material is shown in Attachment 6.
o Membership (Pat Sgarlata)• Pat Sgarlata prepared the charts shown in Attachment 7.• Five new members were proposed for new LPTC membership and three were
accepted by oral vote Daniel R. Kirk, Alan Frankel, and Brent Bates Anthony Ianetti and Dr. Thomas Giel will be reconsidered at JPC once their
packages are complete.
o Awards (Eric Besnard)• Prepared the material shown in Attachment 8

• Accomplishments of the subcommittee included the selection of the Best Student, Young Professional and Wyld.

o The action items assigned in the meeting were reviewed and agreed upon. See Attachment 3 for the final action item list/status.

Goddard Astronautics Award: The Goddard Astronautics Award is the highest honor AIAA bestows for notable
achievement in the field of astronautics. It was endowed by Mrs. Goddard to commemorate her husband, Robert H. Goddard-rocket visionary, pioneer, bold experimentalist, and superb engineer, whose early liquid rocket engine launches set the stage for the development of astronautics.

2007 Lessons Learned
• The AIAA online abstract/paper database interface still needs major improvements to the user interface – Recurring Theme
– All abstract and session planning still had to be done “by hand” in excel– Abstracts not separated down to the topic level– Papers had to be reviewed before being placed into sessions– Area coordinators did not have access to all necessary data– BUT, database “dumps” were periodically made by AIAA that did provide useful
information• 2007 Call for Papers was updated with bullets for each anticipated session topic – worked
better than previous – can still be improved• The move to a completely electronic conference did not necessarily improve the problem of
withdrawn papers, however, it did minimize their impact because the final program and errata sheet closely reflected what was actually presented
– Extended Deadline Made Some Issues with Printed Copy not Match Poster Board Listing
• Authors with multiple papers in the same topic area should be treated carefully (if they withdraw both a huge hole can be created) – still an issue (happened again)
– Consider splitting their papers between sessions – didn’t work this year

JANNAF LPS meeting was held in May 2007 Approximately 100 papers in liquid propulsion, 100 papers in systems, 100 papers in
spacecraft, 40 papers in modeling and simulations Workshops topics were on engines, health management, combustion stability, and test
practices JANNAF Journal of Propulsion and Energetics is accepting articles for potential
publication. This will be an ITAR restricted journal. Information on the journal can be found on the CPIAC website.
