Indexed all current and historical City documents in the City’s internal software program, Questys, for

ease of access to City documents.

n Led fourth Annual Clean Out Your Files Day which allowed for City staff to concentrate on the cleaning out of paper and electronic records, shared and personal work areas, and obsolete equipment. The goal of the 2015 Clean Up Day was for staff to delete duplicate file documents, records manage, and archive completed projects from the shared network drive as per the records retention schedule. 14,350 pounds of paper were shred or recycled from City Hall, the Tennis & Recreation Center, and Public Safety and Municipal Court Buildings. n Partnered with the IT department in the on-going destruction of duplicate records within the City’s shared drive for work in progress documents. Develop a High Performance City Team

n Partnered with the Finance Department to upgrade the City’s software to include automated liquor license billing and process. Create a Great Place to Live

“Show Me City” Council Members:

In its 60th year of incorporation, Missouri City again earned recognition for its fiscal stewardship, safe streets, economic expansion, premier parks, scenic communities and infrastructure improvements.

Strategic policies and a principal goal of providing excellent customer service were instrumental to the City achieving major milestones that are featured in this annual report, outlining Fiscal Year 2016 initiatives. Just as we are committed to maintaining quality programs and services, we are equally committed to engaging and empowering staff through:

n A High Performance Organization (HPO) framework to introduce all teams to proven management techniques that will result in a work culture based on the decisions and leadership of employees across all levels;

n A Business Plan management model that is strategically aligned with City Council priorities;

n An Employee Engagement Group that serves as an advisory group to the Leadership Team providing input and feedback on Strategic Priorities (SP) such as: “Maintain a Financially Sound City Government”, “Grow Business Investments in Missouri City”, “Have Quality Development Through Buildout” and “Create a Great Place to Live”.

As you read the accomplishments of all 13 City departments, high performance organization

projects will be designated by the HPO icon and strategic priorities will be highlighted in bold type. Many of these achievements were made possible through valued partnerships with citizens, businesses and stakeholders.

A few I have had the honor to work on since joining the City last December, include:

n Completing a performance based redevelopment incentive policy for designated areas on Texas Parkway, Cartwright Road and FM 1092. The program is a tool targeted to support new capital investment in the designated areas.

n Creating Municipal Management Districts 1 and 2 and related agreements to facilitate the development of more than 800 acres of future developable land along the Fort Bend Tollway.

n Signing a seven-year municipal contract with WCA Waste Corp. for collection of residential, commercial and recyclable materials. The consolidation and implementation of a cart system streamlined services and created an average monthly savings per household of $6.14 or a total annual savings to residents of $1.6 million, resulting in a 66 percent annual reduction.

n Launching the conceptual planning and design of a future City Hall plaza to feature a Veteran’s Memorial, an amphitheater, public artwork and other landmarks.

n Completing Phase I renovation of the first floor of the Community Center in the City Hall Complex.’

n Managing the creation of a 501c3 to facilitate recreation and special events.

n Hiring the City’s first Chief Performance Officer to track strategic objectives and goals.

We’re proud of these and all achievements, and in Fiscal Year 2017, staff will continue to build on the City’s reputation as a safe community with beautiful neighborhoods, to attract viable commercial and retail enterprises, to renovate and maintain infrastructure and to enhance recreational opportunities.

Collaborated with City Manager to launch Voice2Vision and to launch a “Community Walk and Drive Tour”. The

Voice2Vision program educates and engages all employees about strategic initiatives, projects and goals. The walk and drive tours engage HOAs/residents on issues in their communities and potential solutions.

Developed the award-winning branding for roll-out of the City’s second Municipal Solid Waste partner – WCA

Waste Corporation. Facilitated the marketing efforts in disseminating service information to residential and commercial customers. Create a Great Place to Live

Partnered with Staff, consultant Freese and Nichols, Inc., and FBISD to host the Comprehensive Plan Symposium;

the public input meeting drew an audience of 300. And, developed the Comprehensive Plan website – ShowMeCity.Com to provide a single-source of information for residents and stakeholders during the process. Create a Great Place to Live

Managed “60th Anniversary State of the City”, attended 191 HOA/community meetings; coordinated 6 Council

District Meetings/Town Halls, responded to 351 media inquiries; and coordinated Municipal Volunteers Program; total hours residents contributed: 3,997.7 hours. Three highlights; Animal Shelter: 1,841.25 hours, Crime Victims Liaison: 164.25 hours and CDBG program: 74.25 hours. Create a Great Place to Liven Processed 3,479 payments totaling $25,668,298.81;

transaction categories included solid waste, PIDs, fire protection, permits, GRP Pumpage, franchise fees and retiree insurance.

n 4 Communicator Awards of Distinction; Best Government Website, Best Social Media Page, Best Film/Video, and Best Online Video Variety.

n Produced the citizen newsletter—“Show Me” Missouri City—for residents and businesses. The publication included comprehensive coverage of current programs, services and events including the COPS Grant, Comprehensive Plan and the City’s partnership with WCA Waste Corporation. n Designed cover for FY2016 General Fund Budget that graphically celebrates the City’s successes; designs have been created in-house since 2012. Estimated cost savings

n Leveraged the City’s social media outreach to increase civic engagement utilizing, Facebook – 4,453 likes, Twitter – 2,601 (MissouriCityTX), 692(MissouriCityEM) followers, Instagram – 197 followers and YouTube – 286 subscribers.

n Produced 520 citizens’ communications, including news releases, advisories, AM radio and MCTV public service announcements, newsletter articles, and website and social media posts. Create a Great Place to Live

n Strategically drew 571,028 site visits to www.missouricity.gov; increased website subscription counts to 10,015; and relaunched the popular CM Update in the “QUICKLINKS” feature on March 4. The emergency management website:www.missouricityready.com drew 30,090 views.

n Produced 170 videos that received more than 45,912 views and 410 shares. The combined watch time totaled 85,183 minutes. Highlighted videos include 2015 State of the City, On the Agenda, WCA Missouri City Solid Waste Bin Delivery, and Kids Corner. Create a Great Place to Live

DevelopmentServices

Managed the Scenic City recertification process which resulted in a Platinum level recognition for the five-year

period, 2015-2020. The Scenic City program was developed by Scenic Texas and highlights communities that have implemented quality development standards to advance our built environments. Create a Great Place to Live

Managed the plan review and inspection process as development within the community accelerated.

Facilitated the one stop plan review process for 1,130 residential and commercial plan reviews;13,115 building inspections. Total of 6,917 permits were issued resulting in a valuation of $269,109,579.00 and $1,322,547.61 in fees collected. Have Quality Development Through Buildout

n Facilitated the presentation of the Clean Restaurant Awards which recognized 63 food establishments within the City for their work to ensure the safety of their food products and handling for the welfare of the community.

n Provided professional recommendations and administrative support to the Planning and Zoning Commission on 20 rezoning cases, over 100 new plat (subdivision) applications and associated revisions. Have Quality Development Through Buildout

n Facilitated the process with the Community Development Advisory Committee (CDAC) on the timely completion of the Annual Action Plan and awarding social services agencies funding to continue to assist their outreach in the City. Create a Great Place to Live

n Worked proactively with the City’s Code Enforcement Division using funds allocated from the Community Development Block Grant (CDBG) to respond to and address violations, complaints and conduct code compliance investigations. These efforts resulted in the protection of life, property, property values and support the aesthetic value of the community. Create a Great Place to Live

n Provided 2 shade structures in the Hunter’s Glen Park using CDBG funds and collaborating with the Parks and Public Works Departments. These structures will allow residents to use the park more fully during the hot summer months. Create a Great Place to Live

Managed the 2016 All-America City Award application process. Missouri City was named one of 20 Finalists; the award recognizes trail-blazing efforts to bring residents, local

government, business and nonprofit groups together to tackle the most pressing local issues.

Facilitated the Comprehensive Plan update through the organization of the successful public symposium held in February 2016. The symposium was attended by more than 300

people and Dr. Stephen Kleinberg, Rice University’s Kinder Institute, was the keynote presenter. Create a Great Place to Live

Finance

Exceeded the City’s fund balance policy of 15%-25% by obtaining a 26% actual fund balance for the beginning

of FY16. By exceeding the fund balance policy, the City is able to have sufficient funds in its reserves in case of emergencies, or to fund needed goods or services in future fiscal years. Maintain a Financially Sound City Government

Continued to improve the City’s a web-based financial transparency module with multiple

functionalities of reporting.

n Completed complex tax rate calculations based on unusual assessment data for FY16, allowing the City to not have to reduce funding of certain vital projects.

n Maintained bond rating of Aa2 with Moody’s and AA with Fitch. This strong rating allows the City to issue bonds at reduced interest amounts thus saving money for our organization and citizens. Maintain a Financially Sound City Government

n Reviewed and updated contract templates to create greater efficiencies for internal Purchasing functions. Develop a High Performance City Team

n Created solicitation templates for use by external customers including templates for Invitation for Bid and Request for Proposal.

n Led the successful passage of the City’s annual budget in alignment with the City Council’s strategic goals and objectives. Maintain a Financially Sound City Government

Development

Facilitated the private sector investment in, and development of, approximately 700,000 SF of

speculative investment grade tilt wall, warehouse/distribution/manufacturing space under development in Gateway SW and Park Eight-Ninety. This new investment in speculative investment demonstrates the strength of Missouri City as a location for investment. Additionally, this new inventory of existing space is an asset to the City as it is estimated that nearly 80% of expansions and relocations begin with a search for existing buildings. Grow Business Investments in Missouri City n Led efforts resulting in adoption of the Hotel Occupancy

Tax (HOT) Policy. This policy allows our organization to clarify the uses of the State Hotel Occupancy Tax and to bring in greater revenue to the City. Maintain a Financially Sound City Government

n Coordinated the creation of the agreement and approval of the City’s first HOT project with Elkins Booster Club in partnership with the Hampton Inn.

n Organized the attraction of Academy Sports which opened in Sept of 2015. This location has brought over 100 new jobs and is estimated to contribute in excess of $200,000 in annual sales tax revenue to the City. Grow Business Investments in Missouri City

Managed the City’s effort in support of the attraction of the new HCC Texas Parkway Development. This location commenced construction this year and brings an investment of

over $25,000,000 to Texas Parkway. This is the largest single capital investment made on Texas Parkway in over twenty years. The City anticipates it will be a catalyst from the increased traffic generated by the venue. Have Quality Development Through Buildout

The City’s Accounting Division excellent efforts has allowed the City to receive the Distinctive Budget Award from the Government Finance Officers Association (GFOA) for 29 consecutive

years, the Certificate of Achievement for Excellence in Financial Reporting from the GFOA for 31 consecutive years, and the “Gold Star” award for Financial Transparency from the Texas Comptroller’s Office for our first year. These prestigious awards recognize conformance with the highest standards for preparation in government financial reports, budgeting, and transparency.

Fire & Rescue

Received a Class 1 ISO rating. This rating is the highest that can be achieved by a fire department and was

received after a careful evaluation of our equipment, fire station locations, individual firefighter training, and an evaluation of our water supply systems. Maintain a Financially Sound City Government

Redesigned our fire apparatus to create a template of future apparatus purchases. This fire apparatus

redesign creates a vehicle that is more cost effective by removing unnecessary features, making it shorter in height and length. This vehicle is also more user friendly and maneuverable.

Conducted two field training orientations for a total of 12 new firefighters. Assisted with providing four new “ride

up” lieutenants, one new “ride up” driver, two new “ride up” battalion chiefs, and four new paramedics. The “ride-up” status allows a member to perform in the capacity of the next higher rank. An individual receiving “ride up” status also receives additional training for the position. These efforts have aided in succession training for the department, and increased skill levels for the force. Develop a High Performance City Team

Began a semi-annual physical assessment tool that is designed to evaluate a firefighter’s physical ability to

perform their job and to encourage physical fitness. Develop a High Performance City Team

Added additional equipment to allow a reserve apparatus to switch into a fire apparatus more quickly.

Time to change decreased from 90 minutes to just over 20 minutes. This increases the time fire apparatus are available to answer requests for service. Create a Great Place to Liven Constructed and opened Fire Station 5. This fire station

provides fire protection for Sienna Plantation and adds a fifth available resource that is available to the City of Missouri City. Create a Great Place to Live

Human

Coordinated the annual benefits enrollment for active and retired employees, via the Employee Self Service

portal. This was the first year the City used the ESS for enrolling retired employees, which facilitated the annual process for them rather than relying upon retirees to submit paper forms. This process improvement increases the ease and speed of enrollment for our retirees.

Maximized the use of available technology to create a video invitation, which increased employee

attendance by 15%, to our Annual Fall Benefits Fair. During the event, we provided employees with an opportunity to learn more about the benefits the City offers its employees and their dependents, as a part of our total rewards program. The Benefits Fair also served as a preamble to our annual online benefits enrollment for the 2016 calendar year. Develop a High Performance City Team

Spearheaded the delivery of a three day High Performance (HPO) summit for members of the

Leadership Team and selected employees to launch the Citywide HPO initiative. Develop a High Performance City Team

Partnered with the Compensation Consultants to administer a market analysis of police officer salaries.

Implemented these recommendations based on market conditions to ensure that Missouri City Police Officer salaries and additional pay are competitive and within 100% of market ranges during the fiscal year. Develop a High Performance City Teamn Processed more than 7,000 applications for 40 vacancies

to date, including recruiting, classification, and testing of new police officers, firefighters and other key employment vacancies in the City.

n Responded to more than 1,000 inquiries from surrounding

and/or market cities on salary data, benefits, policy, procedures, salary surveys, or similar inquiries during the fiscal year.

n Championed the City’s Annual United Way Campaign that raised $5,490 in contributions from employees. This figure represents an 8.5% increase from the previous year.

n Hosted New Hire Luncheons for all employees within their first quarter of employment to ensure that new employees have an opportunity to meet the department directors and other new-comers to the City. We believe this is an important component of employee retention. Develop a High Performance City Team

n Responded to more than 10 unemployment/separation claims, including two appeals to the Texas Workforce Commission during the fiscal year.

n Conducted more than 40 new hire onboarding sessions to provide new employees with essential policy and benefits information designed to maximize their overall satisfaction with their employment and their overall ability to contribute to the City’s Mission, Vision and Values. Services

n Performed just over 1,100 target hazard analyses and identified building features while gathering contact information. This information is now able to be placed in a system that can be retrieved from responding emergency crews.

n Created a partnership with FBISD, continuing to conduct annual school inspections, outline compliance criteria to continue following the “Safe School” initiative for fire safety and fire code compliance with all Missouri City schools. Create a Great Place to Live

n Completed the first bi-annual inspection process of high hazard facilities and occupancies in the City to help mitigate major fire occurrences. The identification of high hazard occupancies and inspection process of such facilities, has seen positive documented results in the prevention of major incidents. Create a Great Place to Live

n Implemented and provided a community outreach partnership with citizens and business owners to educate about common fire hazards. This partnership includes the use of a live fire training simulator that hundreds of citizens and business owners have participated in. Create a Great Place to Live

Resources Staffed a squad vehicle with two firefighters. This vehicle has averaged an approximate

45-60 second reduction in response time while providing extra manpower that can be relocated anywhere within the City for major events including structure fires, major accidents involving multiple vehicles, and areas with high medical response demands. Create a Great Place to Live

Partnered with the City’s health insurance consultants to secure a 5% reduction in overall benefits premium to active and retired employees, saving the City an estimated $171,324.

Implemented a new backup and archive system to maintain the integrity and historical reference of City

Implemented citywide storage solution with EMC VNX. The solution provides increased scalability, efficiency,

and performance in a unified form factor and is managed using a single pane of glass. Maintain a Financially Sound City Government

Increased warrant processing by 20% through review and update of internal processes. Municipal court has

n Seized more than $287,000 in cash and property as well as 2 SUVs, 3 Sedans, and 3 motorcycles. Numerous quantities and types of narcotics and weapons were also removed from the streets. n Selected our first ever Tactical Flight Officer. Detective Brad Tippit was recently selected as the Missouri City representative on the newly formed Fort Bend County Air Support Unit. This unit provides county-wide support via helicopters.

Now in its second full year, the Municipal Volunteer Program (MVP) has grown exponentially. In Fiscal Year 2016, the City reported 3,997.7 volunteer hours, and registered exactly 100 new partners. Since its 2014 relaunch, MVP contributors have helped staff significantly improve efficiencies in many areas. The program not only provides an avenue for citizens to assist with daily operations and community events, it also is an opportunity for them to directly give staff feedback.

This Fall, Missouri City will host its first-annual MVP Forum with current volunteers to seek their input on the program and roll out additional program ideas. Partnerships with Fort Bend Independent School District and other entities will continue through the expansion of the READ Program and with the launch of a logo contest in which art students will be able to come up with designs to be utilized in branding MVP and individual events and programs.

Successes are evident throughout the initiative:n MVP Barbara Hayes has been instrumental in the Community Development Block Grant

(CDBG) program, organizing, reviewing and filing documents needed to facilitate grants management operations. “I am really enjoying my volunteer experiences with Missouri City and the CDBG program,” Mrs. Hayes said. “I have had an opportunity to meet some terrific people and learn about vital programs and services that help improve the lives and potential of people in our community.”

n MVP Valerie Tolman tirelessly works to engage residents in Animal Shelter programs, which have grown to the point where at least one volunteer is able to assist staff on a daily basis to help socialize shelter dogs and cats. This has led to happier, better adjusted animals, who are then easier to adopt. Earlier this year, the Friends of the Missouri City Animal Shelter, a 501c3 formed by shelter volunteers, raised money to purchase special UV lights that kill viruses; staff managed installation. Past collaborations have included artwork painted on the shelter’s walls for free, and plans are in place to continue expansion of the program. “The shelter has built a wonderful reputation among local animal advocate and animal rescue groups,” Tolman said. “The three animal control officers and the shelter itself are held in high regard. All in all, the program is something the City should be proud of.”

n MVP Drew Lawn built a free public library that is stationed in the City Hall Lobby, 1522 Texas Pkwy. The innovation was for his Eagle Scout project and is shaped like the TARDIS from the popular BBC Sci-Fi television series Doctor Who. It is stocked with children’s books that residents may borrow on an honor system and replace at their leisure; book donations are welcome. “Thank you for allowing me to house my project at City Hall … If it wasn’t for [staff’s] help, I wouldn’t have gotten my project done as quickly,” Drew said during a City Council recognition of his project on Aug. 1. “It really is great having [staff] so eager to help their community.”
