A Message from our President
It’s been a good year for the Alumni Association. We’ve had good participation of members for our various projects and members who dropped off our roster were replaced by graduates of a new CPA class. Class #18 will finish their training next month and prospects look good for some of them to join the Alumni Assn. Dana and I have attended several of the meetings for Class #18 and have been impressed with the turnout of Alumni members. Please consider attending as many of these as you can. Officer Lloyd Bird encourages our support of their classes. Classes will run through December 12th. Among other projects pending, Blue Santa will be up and going the latter part of November. This is one of our more rewarding projects of the year. We will be working out of the old Tellabs building (the up and coming new RRPD building). There is also a project for the Child’s ID Kits – Saturday, Dec. 2nd from 10:00 a.m. to 2:00 p.m. at Sam’s in La Frontera. I wish you all a Happy Thanksgiving and will be looking forward to seeing you at the December 7th meeting (Blue Santa Bldg.). Ronnie Mueller

On October 21st The Alumni, in association with PD, helped with the “Arrington Work Day”. The note below is from the thank you card from Tammy Arrington to the CPAAA. “Thank you” is not sufficient to express my gratitude to all of you who helped in every way with organizing our garage! I never thought we’d get it done, much less as quickly and as orderly as it turned out! I’m amazed every time I go in. Runnin’ Radar On a recent ride out with Officer Todd Forister, I learned about a new device
that our officers use to detect the speed of vehicles. The UltraLyte Lidar Speed
Detection System is a hand-held “gun”
that you point at a traveling vehicle. The operator looks through the view
finder, squeezes the trigger, and when the red laser light is on the targeted
vehicle, the speed and distance away will display on the device. It will
basically work as far away as you can see or approximately up to 1 mile away.
LASER stands for Light Amplification by Stimulated Emission of Radiation. LIDAR stands for Light Detection and Ranging. Well, I’d tell you more, but it’s super
secret. Let’s just say, drive the speed limit and you’ll never have to see one up close!

Introducing one of Round Rock’s Finest

I rode out with Officer Schultz recently and he finally agreed to let me interview
him for this article. He was born in Austin and graduated from Lanier HS in 1992. When I asked him what we would be most surprised to learn about him, he shared that in high school he was a member of the Austin Young Lawyers Association and wanted to be a lawyer. He attended SWT State initially to become a C.P.A., but after attending a job fair, changed his mind. Officer Schultz’s uncle retired from APD.
He also rode out with friends that worked at APD, but what really got him hooked on being a police officer was watching Miami Vice. He ended up graduating with a degree in criminal justice. He started his career as a Travis County Constable (precinct 4), then worked at Elgin PD and Bastrop County SD and joined RRPD in 2001.
Something most folks do know about Officer Schultz is that he likes to race Asphalt Modified cars. According to him, it’s like a NASCAR vehicle without fenders. There are 5 racing tracks in Texas but he also travels to Florida to race. He started racing at age 5. And yes, Ricky Bobby is his hero (well, he only stated that he liked the movie, I added the last part).
One thing that sets Officer Schultz apart from other officers is that he does NOT like coffee. You won’t find him at Starbucks when he’s code 7. He does like seafood and loves PF Chang’s. His favorite dessert is amaretto gelato. He likes a wide variety of music which he enjoys on satellite radio, but George Straight stands out as a favorite.
After the recent incident at the Citizens on Patrol driving training on Nov. 12th, Officer Shultz was once again relegated to a pool car while his went in for repairs. The details on what exactly happened were not clear at press time…something about it hitting a pole on the course.
Officer Schultz likes being a police officer because “I’m never bored. It’s never the same and I get to see different things.” He added that when he has a rider they get a different perspective on this job that they normally wouldn’t have. Officer Schultz shared that his goal is to eventually retire from the police dept. and attend law school. (But for now, just focus on keeping that patrol car out of the shop.) Member Spotlight on Paul Cecil
Paul Frederick Cecil, Sr., was born in Kansas and has been a resident of Round Rock for the last 25 years after a widely varied career. He and his wife Barbara, a Pennsylvania native who he met in Phoenix, Arizona, have been married for 51 years and have four children and four grandchildren. During a 21-year stint in the US Air Force Paul was stationed in 16 locations, including four assignments in Texas. He retired in 1974 as a Lieutenant Colonel and Command Pilot with 26 awards and decorations, including the Distinguished Flying Cross and 8 Air Medals. His flying experiences included over 1,000 hours as a flight test pilot and 1,068 combat missions during tours in Vietnam. After leaving the Air Force Paul resumed his interrupted college studies to attend Southwest Texas State at San Marcos and Texas A&M University to earn three degrees, including a Doctorate in History. He taught at Southwest Texas State, Texas A&M, and Austin Community College. He also worked for four years for the Texas State Historical Association and was an associate editor of the 7-volume Handbook of Texas. He is author of books on Herbicidal Warfare and on the practice of military law between 1776 and 1920. In his spare time Paul officiated baseball (44 seasons) and football (18 years) at all levels from Little League thru semi-pro and college, including the former Southwest Conference. In 1999, Paul and Barbara bought a diesel truck and a 36-foot fifth-wheel Jayco trailer and became full-time RVers for the next four years, traveling throughout the country “seeing all the things I had taught about!” “Driving a rig that was 52 feet long gave me an appreciation of what 18-wheel drivers face on the road” and “When it got hot we moved north and when it got cold we went south” was how he described their travels, adding that he thought they managed to “donate” money to every Indian Casino in the country. When they gave up the gypsy life and returned to Round Rock, Paul attended CPA class 15 and has served as an active Police Volunteer since graduation. Although technically retired again, he continues to stay busy as a professional editor and historical researcher, with articles in international journals. He also serves as historian and archivist for the RANCH HAND Vietnam Association of Fort Walton Beach, Florida, and is a member of a number of civic and alumni organizations.
