    PGEC ADMISSIONS - 2010

    (Post-Graduate Engineering Common Admissions)

    Post Graduate Engineering Common Admissions is a AP State Level admission

    into Regular PG Courses in Engineering, Technology, Architecture, Pharmacy and

    Planning (ME/M.Tech./ M.Pharmacy/ M.Arch./ M.Plg) courses for the academic year

    2010-11 conducted by University College of Engineering, Osmania University on behalf

    of A.P. State Council of Higher Education (APSCHE), a statutory body of theGovernment of A.P., Hyderabad.

    Objectives :

    Identify at the state level, meritorious and motivated candidates Qualified in the GATE

    for admission to post Graduate programmes in Engineering, Technology, Architecture,

    Pharmacy and Planning.

    Serve as bench mark for normalization of the Under Graduate Engineering educationin the state.

    GENERAL INFORMATION

    Post Graduate Engineering Common Admissions is administered and conducted across

    the state on behalf of the Andhra Pradesh State Council of Higher Education, a

    statutory body of the Government of A.P., Hyderabad. The zones and corresponding

    counseling centres are :

    1. Hyderabad

    2. Visakhapatnam

    3. Tirupathi

    The overall co-ordination and responsibility lies with A.P. State Council of Higher

    Education, Hyderabad. Common Admissions will be conducted by the Convener, PG

    Engg. Common Admissions - 2010.

    The A.P. State Council of Higher Education, Hyderabad will be conducting theadmissions on a Single- window admission policy for PG professional courses.

    Preference will be given to GATE/GPAT qualified candidates in admissions to

    various PG Professional programmes in the institutions/colleges of the State of Andhra

    Pradesh and only after exhausting GATE/GPAT qualified candidates, the remaining

    vacant seats will be filled with those candidates who have secured ranks in the

    PGECET - 2010 as per Merit Order*

    All Programmes of Part Time/SSS/ Sponsored courses shall not come under the

    purview ofthe Convener and admissions for such courses are done by respectiveuniversities.

    However, sponsored seat in all specializations of regular PG Programmes come under

    the purview ofSingle Window based on GATE/GPAT Score and PGECET - 2010. The

    sponsored candidates will be admitted based on GATE/GPAT Score or subject to

    qualifying in the PGECET-2010.

    *-Out of 25 seats available in the units of JNTU and Constituent colleges,

    18 seats are filled by GATE/GPAT scorers and 7 Seats are allocated forsponsored candidates.

    DETAILS OF THE COURSES AND ELIGIBILITY CRITERIA

    All Full-Time PG Programmes are categorizedas follows based on the specializationand theeligibility criteria :

    I. Conventional Courses offering M.Tech. /M.E. Programmes with variousspecializations in Category - I is given in Annexure - A.

    II. M.Tech. Programmes for the specializationsoffered in Category-II is given in Annexure - B

    III. M.Tech. Programmes for the specializations offered in Category-III is given in Annexure - C

    1. For the information r e g a r d i n g Post Graduate Programmes in various

    institutes in the state ofAndhra Pradesh, the candidates are required to contact the

    Convener, PGEC Admissions - 2010 or can access through AICTE Website.

    2. The Registration for PGEC Admissions - 2010 can also be done through

    on-line at the following websites : www.osmania.ac.in : www.apsche.org :

    www.apschepgec.net The candidates are required to apply / registerfor PGEC

    Admissions - 2010 using on-line facility. However, candidates need to send the

    downloaded form along with the prescribed D.D. and copies of certificates within

    the stipulated time specified.

    3. The application fee for PGEC Admission -2010 shall be Rs.500/- (Rupees Five

    hundred only) for other and Rs. 250/- (Rupees Two hundred and fifty only) for

    SC/ST candidates. The fee can be paid in the form of Demand Draft (DD) drawn

    on any Nationalized Bank in favor of the Secretary, APSCHE payable at

    Hyderabad. The appl icat ion fee is not refundable. Applications are available atthe following places and can be obtained by paying Rs. 500/- for others (and Rs.

    250/- for SC/ST). through D.D. drawn on any Nationalized Bank in favor of

    Secretary, APSCHE payable at Hyderabad on or before 24th

    July, 2010.

    However application can also be sent with a late fee of Rs. 500/- up to

    31st

    July, 2010 and with late fee Rs. 2000/- up to 7th August, 2010.

    4. The DD should be taken not earlier than the date of notification and not later than

    the last date for submission of application.

    5. In case of candidates sending application through Online the DD should be sent

    by Post/Courier to the following address by quoting the candidates RegistrationNumber and Application Number on the reverse of the DD :

    6. A.P. State policy on reservation shall be followed in PG admissions excluding

    seats availablefor sponsored category ofseats, from time of time.

    7. For sponsored candidates :

    a) The number of sponsored candidates shall not be more than five in each

    specialization as per AICTE Norms or as prescribed by concerned University.

    b) Admission shall be made into sponsored category only with the candidates

    who are qualified either GATE/PGECET-2010 or as decided by admission committee.

    c) His/Her application shall be duly recommended by the sponsoring agency foradmissions to the course and forwarded to the Convener, PGEC Admissions - 2010,

    Osmania University, Hyderabad - 500 007.

    d) He/She must be permanent employee with the sponsoring agency for at least

    two years as on 30th June, 2010, after obtaining the qualifying degree.

    e) The sponsoring agency must be a Government establishment or a public-

    sector under- taking, or a reputed private undertaking.

    f) The sponsoring agency shall-certify that the candidates will be granted leave

    for pursuing the M.E./M.Tech./M.Pharm/M.Arch./M.Plan Regular course of study.

    g) The candidates who are working in Research Projects approved by the

    competent authority are also required to fulfill the above conditions before they are

    sponsored for admission.

    INSTRUCTIONS FOR FILLING ONLINE APPLICATION FORM

    1. For Online submission of Application for PGEC Admissions - 2010, follow the

    guidelines given below.

    Candidates are advi sed to follow the complete instruction set about PGEC

    Admissions - 2010, which is available for download.

    2.Separate Application form along with DD for each Programme / Course to be sent.

    3. The fee for o n l i n e PGEC Admissions - 2010 is Rs. 4 5 0 /- for others (Rs. 225/-

    for SC/ST). The payment has to be made by Demand Draft on any Nationalized

    Bank drawn in favor of "Secretary, APSCHE (Andhra Pradesh State Council

    for Higher Education), Hyderabad", payable at Hyderabad on or before 24 t h

    J ul y, 2 010 . However application cou ld also be sent up to 31st

    July, 2010 with a

    late fee of Rs. 500/- and with late fee of Rs. 2000/- up to 7th

    August, 2010.

    4. Before filling the 'Online Application Form', you should purchase the Demand

    Draft and keep it ready for entering the Demand Draft particulars in the Online

    Application Form.

    5. Fill in all the fields in the Application Form.

    6. While applying online, do not use the 'Back' button on the tool bar of your browser.

    Use the links and buttons available on the page to move from one page to another.

    Further, when you have completed applying, close all the browser wi ndows so thatothers cannot copy your personal details.

    7. Once you submit the filled-in form, you will not be allowed to change the

    particulars. Therefore, be careful before sub mit ti ng .

    8. The system will generate a unique Application number and a Registration

    number for you. Note down these numbers without fail.

    9. The Application number and the Registration number given should be quoted

    for any further correspondence with the Convener, PGEC Admission - 2010.

    10. Your filled-in Application can be printed by entering the Application number andRegistration number.

    11. Print two copies of the filled-in Application form.

    12. On one of the forms paste a Black & White photograph in the space

    provided and put signature in the signature box.. Make sure the following are attached

    to the application form.

    * DD for Rs.450/- for others (Rs.225/- for SC/ST) in favor of Secretary, APSCHE.

    * A Passport size photograph with the candidate's signature and the Registration

    No. written on the backside and to be placed in an envelope.

    * Other necessary certificates (details available in the Instruction booklet)(Annexure D).

    * The application form should be submitted in person or by speed post /

    registered post to "The Convener, PGEC Admissions - 2010, UniversityCollege of Engineering Campus, Osmania University, Hyderabad - 500 007".

    6. The university reserves the right to cancel the admission of the candidate at any stage

    if and when it is detected that the admission is against rules or ifit is subsequently found that any

    ofthe statements made in the application are incorrect or false.

    7. An admission committeeduly constituted by the university shall scrutinize all the applications

    and make admissions as per rules in force at the time of admission. The decision of the

    admissions committee is final and binding in all matters related to the admissions.

    8. The candidates are particularly advised to be present at the venue of admission on the

    scheduled day and time for admission and remain till admission process is completed. If any

    candidate fails to respond to the call for admission formalities, he/she forfeits claim for admission

    to the course.

    9. No full-time employee shall be admitted to M.E./M.Tech. course unless he/she shows

    proof ofhaving taken leave for the entire duration of the course.

    10. The Rules of the admission shall be governed by the A.P. Educational Institution Order 1974

    and subsequent amendments.

    11. Admission up to 85% of the seats in each course of Engineering are reserved for local

    candidates of the jurisdictional Area of the Concerned Universities (as specified in the

    Presidential Order notified through G.O.Ms.No.453/Gen.Admn. (SP-FB) dated 03-07-1974

    Candidates who intend to apply for the above mentioned Post-Graduate Courses under the quota

    of Local Candidates should produce a certificate from the concerned Principal(s) or Head(s) of

    the Institution(s) where the candidate had studied to the effect that he/she studied for at least

    Four years (preceding the year in which he/she had appeared, or first appeared in the qualifying

    examination) in the concerned Institutions(s) and/or the Residential Certificate (Annexure-I) as

    the case may be and enclose the same with the Application for Admission. Applications without

    such certificate will not be considered.

    12. Reservations for SC/ST/BC categories are made according to the A.P. Govt. rules in force.

    Proforma of community certificate is given in Annexure-II.

    13. One supernumerary seat shall be reserved for Sports/NCC categories according to the

    rules in force for Post-Graduate Courses. (Annexure-III).

    14. One supernumerary seat shall be reserved for (CAP) Children of Ex-servicemen andArmed Personnel as per the rules in force for Post-Graduate Courses. (Annexure-IV).

    15. One supernumerary seat in each course is reserved for Physically Handicapped candidates

    as per the rules in force for Post-Graduate Courses (Annexure-V).

    16. Candidates who have passed GATE Examination and have secured at least 60% marks aggregate

    in the qualifying examination and admitted to the course, are eligible for GATE scholarship

    subject to sanction and release of funds by AICTE/UGC.

    17. The GATE Scholarships are likely to get for the eligible course and eligible candidates from AICTE

    for a restricted number approved by AICTE. Mere admission into any of the P.G. Programmes does

    not guarantee AICTE - GATE Scholarships.

    18. Sponsored candidates are not eligible for scholarship.

    19. Candidates admitted under supernumerary quota are not eligible for GATE/GPAT

    scholarship. Hostel admission will be subject to availability and according tohostel rules in force in each University/Institute.

    20. Some General Rules Regarding Reservations of Seats

    a) SC, ST & BC candidates who get seats by merit in General category will not be counted

    against the seats reserved for them and such candidates will go into the list ofgeneral seats.

    b) If sufficient number of candidates are not available to fill up the seats reserved for SCs

    they shall be filled up by the suitable candidates from STs and vice-versa. If the required

    number ofcandidates are not available for filling the quota of seats reserved for SCs and

    STs they may be filled up by candidates from the general pool on the basis of merit.

    c) While filling up the seats reserved for backward class-A, the qualified backward class-A

    candidates should be considered in the order of merit after filling up the unreserved seats.

    If qualified backward class-A candidates are not available, the turn will go to backward

    class-B, backward class-C or backward class-D in the order of merit in each group. If no

    suitable candidate is available in any of the four groups, the seats shall be filled up from

    general pool on the basis ofmerit.

    d) Wherever applicable, a minimum of33.33% of the availableseats in each post-graduate course

    will be allotted to women candidates from each category i.e., open competition, ST/SC/BCs group

    A, B, C, D. This rule is not applicable (i) ifwomen candidates selected on merit in each category

    form 33.33% or more of the seats therein; and (ii) for seats under various supernumerary

    categories. In the absence of suitable women candidates in the respective categories,

    these seats shall be filled in with men candidates of the same category.

    e) Admissions under SC and BC categories will be made as per the A.P. Govt. rules and regulations

    in force at the time ofadmission.

    ANNEXURE-I

    RULES OF ADMISSION IN ACCORDANCE WITH THE ANDHRA PRADESH

    EDUCATIONAL INSTITUTIONS (REGULATIONS OF ADMISSIONS) ORDER

    1974 WITH AMENDMENT IN 1975, AND 1976

    1. Admissions to 85% of the available seats in every course shall be reserved in favor of Local

    Candidates in relation to the local area in respect of Andhra University, Osmania University and Sri

    Venkateshwara University subject to community reservation and other non-statutory reservation

    made under the admission rules of the State Government.

    A. LOCAL AREA

    A.U. area :

    The part of the State comprising the Districts of Srikakulam, Vizianagaram, Visakhapatnam, East

    Godavari, West Godavari, Krishna, Guntur and Prakasham shall be regarded as Andhra University

    area.

    O.U. area :

    The part of the State comprising the Districts of Adilabad, Hyderabad (including the twin cities),

    Rangareddy, Karimnagar, Khammam, Medak, Mahaboobnagar, Nalgonda, Nizamabad and Warangal

    shall be regarded as the Osmania University area.

    S.V.U. area :

    The part of the State comprising the Districts of Anantapur, Kurnool, Chittoor, Cuddapah andNellore shall be regarded as Sri Venkateswara University area.

    Reservation for Local Candidate:

    85% of the seats in each local area in each category will be reserved for local candidates. Remaining

    15% unreserved seats will be filled by applicants as per the Govt. rules in vogue.

    JNTU :In respect ofstatewide University like JNT University, admission to the 85% ofseats reserved for local

    candidates, shall be reserved in favour of Andhra University Area, Osmania University Area and Sri

    Venkateswara University Area in the ratio of 42:36:22 (i.e. 42% AU, 36% OU and 22% SVU Areas)

    respectively as per the rules.

    Remaining 15% unreserved seats will be filled by applicants as per the Govt. rules in vogue.

    B. LOCAL CANDIDATE

    1. A candidate for admission to any course of study shall be regarded as a local candidate in

    relation to local area :

    i) if he has studied in an educational institution in such local area for a period of not less

    than four consecutive academic years ending with the academic year which he appeared

    or, as the case may be, first appeared in the relevant qualifying examination.

    ii) Where during the whole or any part of the four consecutive years ending with the

    academic year in which he appeared or, as the case may be first appeared of the relevant

    qualifying examination he has not studied in any educational institution if he has

    resided in that local area for a period of not less than four years immediate

    preceding the date ofcommencement of the relevant qualifying examination in which he

    appeared or, as the case may be, first appeared.

    2. A candidate for admission to any course of study who is not regarded as a local candidate

    under sub-paragraph (1) in relation to any local area shall

    a) If he has studied in an educational institution in the state for the period of not less than

    seven consecutive academic years ending with the academic year in which he appeared

    or, as the case may be first appeared of the relevant qualifying examination be regarded

    as a local candidate in relation to :

    i) Such local area where he has studied for the maximum period out of the

    said period of seven years; of

    ii) Where the periods of his study in two or more local areas are equal, such

    local area where he has studied last in such equal periods or

    b) If during the whole or any part of the seven consecutive academic years ending

    wi th the academic year in which he appeared, or as the case may be,

    first appeared for the relevant qualifying examination. he has not studied in theeducational institutions in any local area but has resided in the state during the whole

    of the said period of seven years, be regarding as a local candidate in relation to :

    i) Such local area where he has resided for the maximum period out of the

    said period of seven years; or

    ii) Where the periods of his residence in two or more local areas are equal, such local area

    where he has resided last in such equal periods.

    3. The remaining 15% of the seats are open to local and non-local and shall be filled up subject to similar

    reservation as applicable to 85% local candidates as below:

    a) All candidates who have studied in a recognized educational institution or institutions in the

    state for period of not less than four consecutive academic years ending with the academic year

    in which they appeared or as the case may be, first appeared in the relevant qualifying

    examination or where during the whole or any part of such four consecutive academic years, ifthey have not studied in any educational institutions, ifthey have resided in the state for a

    period of not less than four years immediately preceding the date of commencement of

    the relevant qualifying examinations.

    b) Candidates who have resided in the state for a total period of ten years excluding

    periods of study outside the state, or either of whose parents have resident in the state for

    a total period of ten years excluding the periods of employment outside the state.

    c) Candidates who are children of parents who are in the employment of this State or

    Central government, Public Sector Corporations, Local Bodies, Universities and other

    similar quasi-public institutions within the state.

    d) Candidates who are spouses of those in the employment of this State or Central

    Government Public Sector Corporations, Local Bodies, Universities, and educational

    Institutions recognized by the Government, Universities or other competent

    authority and similar other quasi-Government Institutions within the State.

    e) Candidates who are employees of the State or Central Govt. Undertaking, Public Sector

    ANNEXURE - V

    SEATS FOR PHYSICALLY HANDICAPPED CANDIDATES

    The priorities and the categories are as follows : categories of the Handicapped

    (i) Blind (ii) Deaf (iii) Orthopedically handicapped/Physically Handicapped.

    Priorities 1 First priority to those with visual defects :

    Classification :

    Visual defect - Blind : A person who cannot see for all practical purpose being blind in both

    the eyes. However, persons with failing eye-sight due to old age or those who use spectacles and

    cannot see without them will not be treated as blind.

    1. A person can be said to be visually handicapped if he suffers from any of the

    following conditions :a) Total absence ofsight.

    b) If the vision if from 6/18 up to 6-60 and anything less than 6/6 shall considered

    as an extreme handicap. The above criteria shall also be made applicable to

    person with vision in both the eyes but coming within the range of defects

    indicated above.

    c) Visual not exceeding 6/60 or 20/200 (shellen) in the better eye with correctinglenses.

    2. Second priority to those who have defects of the upper limbs.

    Classification :

    Orthopedically Handicapped : The Orthopedically handicapped are those who have a physical

    defect or deformity which interferes with the normal functioning of the bone and joint.

    Defects of Upper Limbs

    a) quadriplegic (loss of use of 4 limbs) shall be considered the top most

    priority in this category.

    b) Loss of both limbs - preferences shall be given to loss of upper

    limbs from above downwards.

    3. Third priority to those with defects in the lower limbs.

    Classification:

    The criteria applicable to upper limbsshall also be lower limbs with preference to

    be given for the loss of limbs from above downwards.Lame : A persons who is disabled or deformed in either legs. Those who use

    crutches are to be considered as lame.

    4. Fourth Priority : Classification:

    The loss of one eye or one upper limbshall be given a very low priority.

    5. Fifth Priority : Classification :

    Deaf: The Deaf are those in whom the sense of hearing is non-functional for ordinarypurpose of life. They do not hear understand should at all events with amplified speech. The

    cases included in this category will be those having less More than 90 decibels in the better

    ear (profound impairment) or total loss of hearing in both cases.

    A person is deaf ifhe cannot hear for all practical purposes being deaf in both the ears.

    Persons using hearing aids to be considered as deaf.

    6. Sixth Priority :

    Dumb : A person who cannot talk.

    Crippled : A person who is deformed in any part of the body other than legs and is disabledthereby.

    N.B. 1. A committee consisting of the Dean of the faculty concerned (Chairman), the

    principal ofthe college concerned (convener) the Head of the Department and the

    Chief Medical Officer of the Osmania University shall select the candidates eligible

    under this category.

    2. In courses where practical/field work involved a committee consisting of (1)

    The Chief Medical Officer, Osmania University, (2) Two other medical experts

    specialized in the field relevant to the physical disability concerned, will decide the

    admission of such candidates.
