1. PREAMBLE
The Gujarat University is established in the year 1949 by The Gujarat UniversityAct, 1949. As per the powers conferred in the said Act, Gujarat University hasconstituted “Gujarat University Admission Committee” to regulate the admission ofcandidates to the certain programmes as mentioned in “The Gujarat UniversityAdmission Rules, 2016 (M.A., M.S.W., M.L.W., Jernalisum, Library Science, andMaster in Physical Education Programme)”. The mission assigned to this Committeeis to carry out the admission process in a fair and transparent manner. The admissionprocess is conducted by this Committee strictly on the basis of merit and the preferenceof the candidate. The functions of the Committee are as follows:
• The Committee shall supervise, monitor and control the entire process of admissionto the candidates seeking admissions to the affiliated colleges or institutions.
• The Committee shall prepare the merit list in accordance with the provisions of therules made there under.
• The Committee shall allocate the Government, Grant-in-Aid or Unaided Seats inaccordance with the provisions of the rules made there under.
• The Committee shall ensure that admission in the Government, Grant-in-Aid orUnaided Seats are made as per the merit list prepared.
• The Committee shall perform such other functions as may be assigned to it by theGujarat University.

2. ADMISSION RULESThe Gujarat University Admission Rules, 2016
In exercise of the powers of conferred by Section 4 read with section 22 of theGujarat University Act, 1949, the Gujarat University hereby makes the following rulesto regulate admission to various programs mentioned in 1.2 as follows, namely-
1. Short Title and Commencement
1.1. These rules may be called the “The Gujarat University Admission Rules, 2016(M.A., M.S.W., M.L.W., Journalism, Library Science, and Master in PhysicalEducation Programme)”.
1.2. These rules shall be applicable for admission in the first semester of thefollowing programs :
1.2.1. M.A., M.S.W., M.L.W., Journalism, Library Science, and Masterin Physical Education Programme in Grant-In-Aid & HigherPayment Seats of Ahmedabad City only :
1.3. They shall come into force from the 1st June 2016 and the earlier ordinances,rules and regulations will stand null and void for the programs mentioned 1.2.
2. Definitions
2.1. In these rules, unless the context otherwise requires,-
2.1.1. “university” means the Gujarat University constituted under theGujarat University Act, 1949;
2.1.2. “UGC” means University Grants Commission constituted under theUniversity Grants Commission Act, 1956;
2.1.3. “rules” means “The Gujarat University Admission Rules, 2016(Master of Arts)”;
2.1.4. “Admission Committee” means “Gujarat University AdmissionCommittee” framed for centralized online admission of GujaratUniversity for programs mentioned in 1.2 ;
2.1.5. “admission” for the purpose of these rules means admission ofcandidates in the program mentioned in 1.2;
2.1.6. “university school”, “department”, “post-graduate center”,“institution” means a “university school”, “university department”,“post-graduate center”, “institution” respectively as defined in theGujarat University Act, 1949;
2.1.7. “help centers” means the center notified by the Admission

Committee for facilitation of the candidate for off campus onlineadmission process;
2.1.9. “merit marks” or “percentage of marks” means the total Externalmarks obtained by the candidate in his/her Universityexamination only divided by total External Marks and multipliedby 100;
2.1.10. “qualifying examination” means the Bachelor Arts passed inrelative subjects;
2.1.11. “website” means the official website of the Admission Committeeto carry out off campus online admission process;
2.1.12. “unaided” means Higher Payment Program;
2.1.13. “PI” means participating institution/Department;
2.1.14. “other university” means any university other than GujaratUniversity.
2.2. The words and expressions used in these rules but not defined shall havethe same meanings as assigned to them in the Rules.

4. Admission to various Program
Admission to the first semester of the program mentioned in 1.2 shall be given onall the government, grant-in-aid and unaided seats on the basis of merit listprepared by the Admission Committee.
5. Seats Available for Admission
For the purpose of admission to the first semester of the program, available seatsshall include all the sanctioned government, grant-in-aid or un-aided seats of the

program mentioned in 1.2 in the government, grant-in-aid or unaided universityschool, department, PG Center.
6. Eligibility for Admission
6.1. For the purpose of admission, a candidate shall have passed the qualifyingexamination in the respective subjects prescribed by Gujarat University fromtime to time from any university recognized by UGC.
B.A. & equivalent degree of any recognised university.
6.2. A candidate who has passed the qualifying examination from other thanGujarat University shall be required to obtain Provision Eligibility Certificate(PEC) from Gujarat University before registration.
7. Reservation of Seats
7.1. For the purpose of admission, the seats shall be reserved for the candidateswho are of Gujarat origin and falling under the following categories and infollowing proportion, namely-
7.1.1. Scheduled Castes: 7%
7.1.2. Scheduled Tribes: 15%
7.1.3. Socially and Educationally Backward Classes: 27%
7.1.4. Economically Backward Classe: 10%
7.2. A candidate seeking admission on reserved seat shall be required to producea Certificate of Caste:
Provided that the candidate belonging to Socially and Educationally BackwardClasses shall be required to produce a certificate to the effect of non-inclusion in Creamy Layer in addition to the caste certificate.
7.3. No caste certificate shall be valid unless it is duly stamped, signed andissued by the authority empowered by the Government of Gujarat.
7.4. No certificate to the effect of non-inclusion in Creamy Layer shall be valid,unless it is duly stamped, signed and issued by the authority empoweredby the Government of Gujarat. Such certificate shall have been issued onor after the 1st April of the academic year in which the candidate is seekingadmission.
7.5. If a candidate fails to submit the certificates as required within the stipulatedtime, his/her candidature shall be considered for admission underunreserved category.

7.6. If a candidate of reserved category gets admission on unreserved seat inorder of merits, he/she may be given admission on the unreserved seataccording to his/her preference.
7.7. The admission of a candidate of a reserved category on a reserved seat shallbe valid subject to the verification of caste certificate by the authorityempowered by the State Government in this behalf. In case the castecertificate is found invalid on verification, he/she shall not have right toclaim his/her admission on reserved seat and if he/she has already beengranted admission, such admission shall be cancelled. Admission of suchcandidate may be continued in case of availability of vacant unreserved seats,subject to the condition of eligibility of merit.
7.8. After granting admission to all the candidates of reserved categories onrespective reserved seats, the reserved category seats remaining vacant shallbe transferred to the unreserved category seats.
7.9. All students of reserve category and students of other than Gujarat Universityshould verify their documents at prescribed help centers.
8. Reservation For Physically Disabled Candidates
Three percent of the available seats in each category shall be reserved, inaccordance with the provisions of the Persons With Disabilities (Equal Opportunities,Protection of Rights and Full Participation) Act, 1995 (1 of 1996), for the personswith disability who can perform the academic activities in the respective program.
A candidate with disability shall have to submit certificate of disability issued andduly signed by the Civil Surgeon.
Explanation: “person with disability” means a person suffering from not less thanforty per cent of any disability as certified by a competent medical authority.
9. Distribution of Seats between Candidates of various Universities
For the purpose of admission, the available seats shall be distributed based on themerit list prepared in 11.1:
9.1. 5% seats of available seats for admission shall be reserved for candidate whohas passed qualifying examination from other university;
10. Supernumerary Seats: There shall be not any supernumerary seats.
11. Preparation of Merit List
The merit list of the candidates who have applied for admission in the manner

prescribed by the Admission Committee, within the prescribed time limit and whoare found eligible for admission under these rules, shall be prepared in the followingmanner, namely-
11.1. For the candidates who have passed the qualifying examination from anyuniversity, percentage of external marks obtained in the semester V and VIor final year in case of yearly pattern shall be the merit marks. Whereevergrading system prevails, the conversion of grade in to marks obtained andtotal marks of each paper and total marks obtained and total marks,student has to produce certificate at the time of verification. On notproducing of conversation certificate from grade to marks, the decisionof GUAC will be treated as final decision.
11.2. The criteria for deciding merit order in case of candidates having equal meritmarks shall be based on the following descending sequence, namely-
11.2.1. Aggregate marks obtained in semester V and VI or final year in case ofyearly pattern;
11.2.2. External Marks obtained in semester VI or final year in case of yearlypattern;
11.2.3. External Marks obtained in semester V;
11.2.4. Date of Birth (Age).
12. Correction of Marks12.1. In case of change in marks of a candidate in the qualifying examination,
such candidate shall produce a letter to that effect by the competentauthority or the corrected mark sheet issued by the University, before theAdmission Committee at least one day before the commencement ofadmission process (counseling program) but not later than seven days fromthe receipt of letter, or as the case may be, corrected mark-sheet. In suchcase he/she shall be placed at an appropriate order in the merit list.
12.2. The candidate who was declared failed initially in the qualifying examination,but later on declared passed after rechecking of marks by the University,such candidate shall, notwithstanding any time limit prescribed, be allowedto apply for the admission, provided he/she produces a letter to that effectby the competent authority or the corrected mark sheet issued by theUniversity, within seven days of the receipt of letter, or as the case maybe corrected mark-sheet. In such case he/she shall be placed at anappropriate order in the merit list.
13. Registration for Admission13.1. The Admission Committee shall, by advertisement in the prominent

newspapers widely circulated in the university area, by web-site or by suchother means, as it may consider convenient, publish the date of registration,the list of Help Centers, last date for submission of registration form,programs offered and such other information as may be necessary in thisbehalf. It is mandatory to see website for any updates.
13.2. A candidate seeking admission shall apply on-line, for the registration of his/her candidature, on the web-site, within the time limit specified by theAdmission Committee.
13.3. For the purpose of registration, a candidate shall be required to makepayment of such sum towards the Registration fee, etc. as determined bythe Admission Committee.
13.4. Where a candidate has made more than one registrations, the registrationmade at the later stage shall be taken into consideration for admissionpurpose and the other registration shall be treated as cancelled.
13.5. A repeater, reserved category or other University candidate shall be requiredto obtain the print out of the registration form and shall sign and submitthe same, along with the self-attested copies of the requisite certificates andtestimonials as specified in the registration form, at the Help Center. Anacknowledgement receipt for the same shall be given by the personauthorized by the Admission Committee. A fresh candidate (first attempt) ofGujarat University is not required to do this process.
14. Admission ProcedureThe admission procedure shall be off campus online in the following manner,
namely-
14.1. The Admission Committee shall prepare merit lists of the eligible candidateswho have applied under 13.2, after verification of the documents submittedunder 13.5.
14.2. The merit lists shall be displayed on the web-site of the AdmissionCommittee and by such other means, as the Committee may considerconvenient.
14.3. The Admission Committee shall publish the schedule of online counselingprogram on its web-site, by advertisement in the prominent newspaperswidely circulated in the university area, by web-site or by such other means,as it may consider convenient.
14.4. The candidate shall be required to indicate minimum 04 of his/her orderof choices of programs and university schools, departments, colleges orinstitutions online. Allotment of seats shall be made on the basis of merit,

category of the candidate and availability of seats. The allotment of seatsshall be published on the web-site of the Committee. The candidates arerequired to obtain the print out of the Information letter and bank fee receiptcopies from the website.
14.5. The candidate shall be required to pay such fee, as may be determined bythe Admission Committee.
14.6. The candidate, for securing his/her admission, shall produce at the allotteduniversity school, department, college or institution only, the allotment/information letter, receipt of fee, all original documents and testimonials, forverification, within the specified time limit. A candidate shall be eligible toparticipate in the successive rounds of counseling provided he/she has givenoption for the same. Such candidate should not submit original certificatetill the admission is confirmed. In case, the candidate fails to produce theaforesaid required documents within prescribed time limit, the admissionoffered to him shall be treated as cancelled.
14.7. Where considerable number of seats fall vacant and it appears to theCommittee to fill the vacant seats, it may conduct the on-line admissionprocess for readjustment (reshuffling) of seats. The candidate, who opts topartake in reshuffling process, shall be considered for such admission. Thecandidate may either give option for upgradation of choices already given orsubmit new choices. If the candidate gets the admission on the basis of up-gradation or new choice, then his/her earlier admission shall be treated ascancelled.
Note : Each student must give minimum 04 preference of Colleges.15. Fee
15.1. A candidate who gets admission in the government, aided or unaideduniversity school, department, college or institution shall have to pay suchfees, as may be determined by the Gujarat University.
15.2. If a candidate, who has paid the fees after getting admission, gets his/heradmission cancelled up till the admission process is continue, his/her feesshall be refunded after completion of the admission process after deducting10% of the fees paid.
15.3. If a candidate who has paid the fees after getting admission and gets his/her admission changed in another program and/or university school,department, college or institution in the readjustment (reshuffling) process,he/she shall pay the difference of fees, if any, at the time of gettingadmission, or as the case may be, shall be refunded the fees after thecompletion of admission process.

16. Documents to be Attached with the application
16.1. The candidate (of other University or the student passed B.A. before 2016)shall submit the self-attested copies of the following documents along withthe print out of the registration form at the Help Center, namely-
16.1.1. School Leaving Certificate, Transfer Certificate or MigrationCertificate.
16.1.2. Caste certificate for a candidate belonging to Scheduled Castes(SC), Scheduled Tribes (ST) and Socially and EducationallyBackward Classes (SEBC), issued by the authority empowered bythe Gujarat State Government in this behalf.
16.1.3. Non Creamy Layer (NCL) certificate of the family, issued after 1stApril of the relevant academic year, by the authority empoweredby the State Government in this behalf.
16.1.4. Certificate of Physical Disability, issued and duly signed by theCivil Surgeon/ competent Medical Authority, in case of a PhysicallyHandicapped candidate.
16.1.5 Certificate of Economically Backward class issued by competentAuthority.
16.1.6. Such other certificates as the Admission Committee deemsnecessary.
16.2. After getting the information letter, the candidate shall have to produce forverification, the original certificates and testimonials of the documentsattached with the registration form, at the allotted university school,department, college or institution only, within time-limit as may be specifiedby the Admission Committee.
16.3. The allotted university school, department, college or institution may retainany original certificate or testimonial, which it considers necessary until theadmission process is completed. Such allotted university school, department,college or institution shall return the original certificate or testimonial tothe candidate after completion of the admission process.
16.4. The candidate who is unable to produce original certificates and testimonialsnecessary for the purpose of registration/admission within the time-limitprescribed in 16.2, may be granted provisional admission, subject to followingconditions, namely-
16.4.1. On payment of Rs 5,000/- (Rupees Five thousand) to the Admission

Committee as security deposit by the candidate. If the candidatesubmits the required documents within a period of three workingdays, the remaining amount of the security deposit shall, afterdeducting Rs 500/- (Rupees Five hundred) towards theadministrative expenditure, be refunded;
16.4.2. In the event of failure to submit original certificates andtestimonials within the time limit as aforesaid, the provisionaladmission may be cancelled and the security deposit may beforfeited.
17. Ineligibility for admission on production of false documents During verification ofdocuments or subsequently, if the Admission Committee, Help Center or allotteduniversity school, department, college or institution finds any certificate or testimonialor information submitted by any candidate, incorrect or false, the candidature ofsuch candidate shall be cancelled for that year and he/she shall be disqualifiedfor admission for the period of next two years.
18. Cancellation of Admission and Refund of Fee
18.1. In case of cancellation of admission or transfer of candidate by the AdmissionCommittee, due to administrative reasons, the university school, department,college or institution in which the candidate was granted admission shallrefund the fee collected by it, to such candidate.
18.2. In case of cancellation of admission due to failure of candidate to get himselfreported at the allotted university school, department, college or institutionwithin the specified time limit as prescribed in 14.6, such candidate shallbe refunded after completion of the admission process after deducting 10%of the fees paid.
18.3. A candidate may withdraw his/her admission online before or aftercompletion of admission process, for any reason whatsoever. He may joinonline subsequence admission round at any time. In such case, fees of suchcandidate shall be refunded after deducting 10% of the fees paid aftercompletion of admission process.
19. Vacant Seats
19.1. After offering admission to all the candidates whose name appear in themerit list or after completion of the admission process, if the seats remainvacant, such vacant seats shall be filled by the university school, department,college or institution, in accordance with the directions of the AdmissionCommittee, in the manner prescribed in 19.2.

19.2. Such university school, department, college or institution shall inviteapplication from the eligible candidates after completion of admission processand prepare an inter-se common merit-list of all boards.
19.3. Admission on vacant seats mentioned in 19.2 shall be completed withinstipulated time period prescribed by Admission Committee. No admission shallbe granted after that.
19.4 Any admission given by university school, departments, college or institutionswithout permission of admission committee will not be registered as students.
20. Penalty
Any breach of any of the provisions of the Rule or any directions issued, by theAdmission Committee time to time, by any person shall be liable to penalty whichshall be decided by the Admission Committee.
21. Interpretation
In implementation of the provisions of these rules, if any difficulty or question arisesas to the interpretation of any provision, the decision of the Admission Committeeshall be final. Any dispute arises will fall under Ahmedabad City Jurisdiction only.

Programme Application
Candidate who has passed Bachelor’s examination has to login to the system whichcan be accessed from link provided on Gujarat University Site (http://www.gujaratuniversity.org.in/).
Go to Students Corner click on Admissions.
To Open Candidate Registration Screen, Click On The “M.A Centralized Admission –2016” URL And Screen Displayed Below Will Be Appeared On Your Computer Screen.
Note : Before Filling Online Application Form Keep Your All Documents & MobilePhone With you. Keep Scan Copy in Jpg Format of Photo, Signature (As per BookletStep), B.A Mark Sheet (As per Booklet Step) & Caste/PH Certificates (If Required)Ready With You.

To register new candidate, click on ‘Registration’ link from top-left corner. This willredirect the candidate to User Information Page as displayed below :

1. Enter the unique 14 character PIN Number (provided by the university with Booklet)in to the textbox.
Note : The candidate has to collect the PIN number from HDFC Bank along withinformation booklet.

2. After entering the PIN, Candidate has to fill up Personal details as displayed inabove screen.
3. Registration form once confirmed, information cannot be changed later. Candidateneeds to ensure correctness of data before confirming submission. Also, keep allregistration details handy for future login into the system. Click ‘Submit’ buttonfor completing registration process.
4. For all registered candidates, unique registration number will be generated and willbe displayed on top of the Login form. The candidate will use this Registrationnumber for all future communications and online admission process.
Step 4 : User Login :
Once candidate is registered, He/She will be allowed to access the application usingRegistration No, PIN No, Serial No. and captcha codes displayed in above screen.
On Successful login, Admission form will be displayed on the screen as in step 5.

On Successful login, Admission form will be displayed to the screen.
All candidates have to provide their B.A. details as shown above.
Candidates who select category as SEBC/Open(EBC) shall provide ‘Non-Creamy LayerCertificate no.’ and ‘Issue date of Certification’.
Note : Issue Date of certificate must be on or after 1-Apr-16. For a SEBC/Open(EBC) category applicant, if valid dated Non-Creamy layer certificate will notbe provided, then registration will be considered under “General” category.
Candidates who are not from Gujarat University shall provide ‘Provisional Eligibility

Certificate’ from Gujarat University.
Candidates who are physical handicapped have to submit % disability in provided box.
B.A. details section will lock after clicking Next Button. So make sure allinformation including University, Seat No., Pass month & Year must be correct &as per your Mark sheet.
B. B.A. Marks details :
Gujarat University Candidate who has passed B.A. in 2016 need not to enter marksSoftware will automatically fill marks after providing correct Seat No. & above B.A.details. If there is any discrepancy or change in Marks then candidate has to contactHelp Center with Supporting Document.

Step 9 : Submit online admission form :
Click on ‘Logout’ button in order to revisit the application form for any change/correction. Doing this candidate should ensure that He/She submits the onlineapplication form before scheduled deadline.
Click on ‘Submit’ button, if application form is filled up completely. Once the formis submitted, the candidate cannot change any details.
On successful Submission of application form, candidate can print application formin A4 size page.
Step 10 : Verification of application and Documents :
Candidate who has passed B.A. from Gujarat University in 2016 and belongs toGENERAL Category and are not Physically Handicapped, their marks fetchedautomatically by the system need not required to visit for verification.
All other candidates need to visit the Help Center for verification and submissionof Admission Form and documents. i.e. Students who fill B.A. Marks manually, Studentswho belongs to reserved category (SC,ST,SEBC,OPEN(EBC)), Physically Handicapped &any other student who have required correction in Application form has to visit Helpcenter up to last date of form submission.

Step 11 : View Merit & Rank :After successful submission & verification of Applications, All candidate need to login
and view their merit & Rank as per scheduled. Those cadidates whose Rank is blankcan see Note below as show in the screen.
View Result :As per college choices given by students, allotment will be done strictly on merit
basis. Cadidates can see Result after login in the Admission site as per scheduled. ThoseCadidates who get the admission can see “Print Provisional Admission Letter and FeesReceipt” button.The cadidate who does not get admission cannot see the same button& Alloted Institute name also will be blank.
All cadidates who get Admission need to pay Fees in Bank & Report in college within the time scheduled to confirm their seat.Without Fees payment & College reportingthe same admission will be cancelled.

Reshuffling Round :After first round if candidate does not get admission in their perfered college then
