BRIEF HISTORY OF PUT
In the Academic year 1951, the Higher Polytechnic Institute (HPI) was
established in our country. This date marks the beginning of Higher
Education in Albania. At that period, three Directions were involved: Civil,
Mechanical and Electrical. The first Rector of HPI was Prof. Zija Këlliçi.
Later, other Faculties were set up in Albania and in 1957 they all founded
the State University of Tirana. In 1991, during the previous system, all the
Engineering Faculties were regrouped and the Polytechnic University of
Tirana (PUT) was founded. In 2007, as a result of the reform initiated by
the Albanian government for the reformation of the scientific research in
Albania, the structure of Polytechnic University of Tirana changed and in
2013 was opened the newest faculty. Currently it consists of seven
Faculties and one Institution of Research and Development.
The first Rector of PUT was Prof. Gëzim Karapici. His successors in the
post of a Rector were Prof. Emil Lamani, Prof. Tamara Eftimi, Prof.
Përparim Hoxha and Academic Jorgaq Kaçani. The current Rector of the
Polytechnic University is Prof. Dr. Andrea Maliqari. The rector has a
mandate of four years. He is elected by the academic staff and the
students and is nominated by the President of the Republic of Albania.
Polytechnic University of Tirana is a public University.
THE RECTOR’S GREETING SPEECH It is a pleasure and special honor to be and to feel part of Polytechnic University of Tirana, the only public polytechnic university with about 65 years of experience, the longest acquirement and experience in our country with a clear vision and ambitious to provide leading standards in the education of new engineers in engineering and architecture fields, with accredited programs both nationally and internationally through the exploitation of its many years of
acquirement and experience, to guide students in gaining the knowledge and skills needed for a creative and successful career. The greatest and most important works in engineering and architecture field bear the seal of advanced and scientific thinking of engineers and architects prepared and graduated from Polytechnic University of Tirana. They are the clearest confirmation and expression of the realization of the mission of the university to provide an interdisciplinary education in engineering and architecture fields for the student’s community of all Albanian regions, to educate and teach future engineers and architects as professional innovators, creators, sensitive towards culture and responsible towards environment with high thinking skills and contemporary knowledge of technologies through which they can share and apply their knowledge with other disciplines and also be open to new cooperation opportunities in the professional learning and practice process. Polytechnic University of Tirana; with the study programs it offers at the three levels of study, Bachelor, Master of Science, Integrated Master of Science, Professional Master and Doctorate; stands nowadays among the most wanted university by the students not only considering the demands of the labor market for engineers and architects, but also the quality of the programs it offers, we have an interlace of the teaching and scientific acquirement and experience of this university since its establishment with the advanced European and beyond acquirement and experience, expressed in the implementation of the complete Bologna System in all study programs covered by this university. Cooperation in full partnership with homologue universities in Europe and beyond for the teaching and scientific plan has been and remains one of the most important priorities of Polytechnic University of Tirana. There were and still are fruitful partnerships with the European Universities in Italy, France, Germany, Norway, Austria, the Network of Universities from the Capitals of Europe, UNICA, cooperation with Balkan region universities, in Macedonia, Serbia, Montenegro, Bosnia and Herzegovina, Slovenia,
Croatia, as well as Albanian-speaking universities in Kosovo and Macedonia, the Union of Black Sea Universities Network, BSUN etc., which through various regional and bilateral projects TEMPUS, ERASMUS +, have provided a valuable contribution in the improvement and upgrading of school curricula, specialization and scientific qualification of the academic staff. Polytechnic University of Tirana has provided a history of success for our country and it will continue to embrace the new trends of teaching and scientific research in the struggle for knowledge and innovation. Choosing to study at Polytechnic University of Tirana and collaborating in full partnership with it, you have not only made the best choice but I assure you that you will feel an important part of the best qualitative, creative and innovative development of all teaching, academic and scientific research activities within contemporary parameters.

Academic Senate
Academic Senate is a collegiate decision making body chosen at the University
level. Senate activity of PUT is basen on Law no. 80/2015 “For Higher Education
and Scientific Reseach in the Higher Education Institutions of the Repuclic of
Albania”.
The Senate is the Highest Body of the University to determine its development
policies, it programs, coordinates, directs and controls the activities of teaching
and scientific research, administrative and financial problems and assesses their
effectiveness.
Academic Senate is chaired by the Rector, who is its Chairman. In his absence, the
meeting is chaired by the Deputy Chairman
Academic Senate consists of 37 interior members, elected as representatives of the
relevant University groupings according to Article 9, item 4, of the statute of PUT +
1 (the Rector) who resigns in the coming elections.
The meeting of Senate and its commissions are valid when no less than two thirds
of the interior members are present. The decisions are taken by the simple majority
of votes from those present. When amendments of PUT Statute or its Regulations
are requested, the decisions are made with no less than two thirds of the ‘pro’ votes
from the senate members.
Voting in the senate usually is an open process. In case of equal votes regarding a certain
issue, the vote of the Chairman of Senate is ultimate. The voting can also be secret, when
this is requested by the Chairman of the Senate or one third of the members present in the
meeting.
Administration Board
Administration Board is the highest administrative collegiate organ which
guarantees, supervises and controls the university’s activity, in relation to
administrative, financial, economic management and its premises.
The Rector and the Administrator of the Institution are entitled to
participate in the meetings of the Administration Board, without the right of
vote, when they consider it appropriate as well as when asked by the
board.
The Administration Board consists of 7 members:
a- Representatives of PUT (3 members).
b- Representatives of the Ministry of Education, Sports and
Youth from the academic, managerial, economic and legal
fields (4 members).
Scientific Research
and International Relations
Scientific Research and International Relations cover all the relations
with Universities abroad, the implementation of joint agreements,
activities in the framework of Balkan, European Universities and broader
Network, the implementation of international projects where our
Institution takes part, in conformity with the Laws of the Republic of
Albania.

Internal Quality Assurance Internal Quality Assurance at the Polytechnic University of Tirana was
established with the decision of the Senate of PUT on 26.03.2009 and is
dependant on the Rector of PUT. The Internal Quality Assurance
functions based on Law Law no. 80/2015 “For Higher Education and
Scientific Reseach in the Higher Education Institutions of the Repuclic of
Albania”.
PUT is responsible for the Internal Quality in all the organizative units. On
this framework is eshtablished the Quality Network which is responsible
for creation, implementation and continuous development of the quality
system in PUT, based on the Quality code of the Higher Education as well
as on the European instructions and standarts for the quality assurance in
the Higher Education of the European Area.
The Quality Network consists of the Main Quality Assurance Unit situated in the premises of Rectorate of PUT and the other Quality Assurance Units (One for each faculty)
Internal Quality Assurance Directory establishes cooperation with the
Deans, Director of Institution, Head of the Study Programs, Heads of
Department and Student’s Organizations of PUT.

A brief History of FCE
FCE is one of the oldest and most experienced
Faculties in the Albanian Higher Education. It was
established in 1951 as a Construction Branch in the
framework of Higher Polytechnic Institute of Tirana and
later as constituent part of Tirana University. In 1983,
Faculty of Civil Engineering was established as an
indipendant unit included in UT.
Since the establishment of the Polytechnic Institute and
up to the present, FCE as a main unit of PUT, has
contrubuted to a successful history for our country. The
greatest and the most important works in the field of
construction and architecture bear the seal of advanced
and scientific thinking of the engineers and architects
graduated from the auditoriums of FCE.

A Brief History of FME
Faculty of Mechanical Engineering is the first Higher School in Albania for the preparation of high specialists in the field of Mechanics, Metalurgy and Materials, as well as Fashion Textile. Preparation of high specialists of mechanical engineering in Albania dates from 1951 in the mechanical branch which was a constituent part of the Higher Polytechnic Institute until 1957, the year when with the establishment of Tirana University, it became a constituent part of it. Until 1991, the year when the Polytechnic University was established the Mechanical Branch was a constituent part of the Faculty of Mechanical and Electrical engineering. The Faculty of Mechanical Engineering became an independant unit of Polytechnical University in 1991. In 1999, with the organization of the first democratic elections in the universities, its reorganization was made as follows:

A Brief History of FIT
The history of Electronic Engineering has started from
the years 60’, with the Electronic Branch, as a part of
the Faculty of Engineering. In 1994 was established the
Electronic Department and the Electronic Branch was
composed by three divisions: Automation, Computers
and Telecommunications. In December 2007 was
established the new Faculty of Information Technology
(merging from the existing structures: Electronic
Department, Institute of Informatics and Applied
Mathematics and the Section of Informatics).
The study programmes of the FIT offer knowledge in
the areas of telecommunication systems architecture,
analogue and digital processing and transmitting
techniques of multimedia signals, satellite systems,
fibre optics systems, data transmission protocols,
computer networks, sensor and ad-hoc networks,
processing systems architecture, database structure,
distribution systems, software engineering, Web
technologies, main elements of electronic systems;
electronic systems applications in industry, etc.

FACULTY OF GEOLOGY AND MINING
A Brief History of FGM
Faculty of Geology and Mining is the First Higher School in
Albania for preparing specialists in all the Branches of
Mining Industry Sciences. The aspects of preparing
specialists in these sciences have aimed at development
of Geology in all its Directions; preparing Mining
Specialists for digging, preparing and exploiting useful
mineral deposits and Specialists in drilling of gas and oil
wells and oil and gas production.
The preparation of these new Scientific Branches for the
first time in our country required for special and restrictive
specialties within the School which grew up and developed
quickly alongside with the growth of Faculty. The Faculty
started to prepare specialists who responded to the
demands of development of Mining Industry. The Faculty
of Geology and Mining was created and developed in the
framework of the Higher Polytechnic Institute of Tirana. On
this basis, the students were awarded the title ‘Engineer’
for all the profiles they had studied. This is related to the
Profound Engineering Preparation of the Plans and
Education Curricula. The same approach continues
nowadays.

A Brief History of FAU
In 1957 the Institute turned into the University of Tirana
where there was set up the Faculty of Engineering
which included even the Civil Engineering Major.
Initially, students of this program received the title
Engineer and later that of Engineer – Architect. The first
studies in architecture began in 1969 when the first 20
students were admitted after participating in an entry
competition. They were the first generation of architects
graduating in 1974. The Faculty of Civil Engineering
was established in the University of Tirana in 1983 and
the Branch of Architecture was part of it. Afterwards, in
1984 urban studies sector was separated from
architecture. In 1993 it was founded the Department of
Architecture and Urbanism, which was operational until
early 2013. Finally, in January 2013, by Order of the
Minister of Education and Science no. 28, date
31.01.2013 “On opening the Faculty of Architecture and
Urbanism at the Polytechnic University of Tirana”, the
Faculty of Architecture and Urbanism was established.

A Brief History of FEE
1951 The Polytechnic Institute is established in Tirana;
Faculty of Electronics was its component too.
1953 The part time system started for the preparation of
Electrical Engineers.
1954 With an official notification, the Faculty of
Electronics and its departments were approved.
On 16th of September 1957was established the
State University of Tirana which included the
Polytechnic Institute with four Branches.
1969 Former Electrical Branch was devided into two
Profiles: Industry Electrification and Power Stations.
1983 Faculty of Engineering was devided into two
Faculties: Faculty of Mechanical and Electrical
Engineering (FMEE) and that of Civil Engineering
(FCE).
1991 Former State University of Tirana (SUT) was
ddevide and Polytechnic University of Tirana (PUT)
which gained the status of an indipendent public
university consisting of the Engineering Faculties that
were separated from the PUT with 4 Faculties.
1996 Based on the proposal of PUT the School of
Distance Education was approved by MES.
2008 With the proposal of MES and DCM the former Faculty
of Electrical Engineering (FEE) (1991-2007) split into two
Faculties: Faculty of Electrical Engineering and the Faculty of
Information Technology.

A Brief History of FMEPE
It is a new Faculty which offers a steady future. Basic and
Advanced Education of Engineering Sciences such as,
Computer, Photonic, Electronic, Optical, Automatization
and Telecommunication Sciences.
The graduated students at FMEPE are employed in
different economical fileds such as: Engineers in
laboratories of material testing and control; Engineers who
measure the optical radiation, the temperature, acustic
emissions and also the use of ultrasounds for industrial and
medical purposes through the application of modern
methods; Engineers who work with laser devices and
optical fibres in communication technology, etc.

Introduction of the Institute of Geosciences, Energy, Water and Environment
The Institute of GeoSciences, Energy, Water and Environment is a national research unit that operates under the umbrella of the Polytechnic University of Tirana. From the organizative viewpoint it is designed in seven main departments, each of them containing up to three research units. The mission of Institute of GeoSciences, Energy, Water and Environment is to improve scientific research in the field of geoinformation in Albania through: - carrying out scientific and applicative research; - leading the in depth education process of students and young researchers; - undertaking third party services in the fields of seismology, natural resources, georisks, geoengineering and geoinformation techonology.
INSTITUTE OF GEOSCIENCES, ENERGY, WATER AND ENVIRONMENT
The main tasks of this institute are:
- to study geological phenomena as geophysics,
geochemistry, geomechanics etc and to build upon
geological and thematic maps;
- to study and evaluate natural country resources
in terms of minerals and underground energetic
and water resources;
- to carry out research on natural hazards as well
as those created by human activities (landslides,
erosion, flood, earthquakes, environmental
pollution etc);
- to study the micro zoning with regards to evaluation of
the seismic risk in regional and local level;
- to adopt European standards of aseismic design;
- to study and monitor continuously the seismic activity in
the country and be able to provide real time data for both
decision-makers and public opinion;
- to develop, based on geoinformation technology, geomodels that
supports scientific research in the fields of geophysics, geology,
geoenvironment, seismology, geothermal energy etc.

Scientific Library is part of the Structure
and directly dependant on the
Rectorate of Polytechnic University of
Tirana. The library, with its activity
serves the Educational Process, the
scientific research and offers relevant
litterature to the academic staff,
research co-workers and specialists of
different fields of production as well as
to the students of Polytechnic
University of Tirana. The Scientific
Library carries its activity in conformity
with the Regulations approved by the
Rectorate of the Polytechnic University
of Tirana.
Reference services offered by
the library:
- Direct service: through
information offered to its users for
all requested issues.
- Indirect services: comprises the
making of catalogues, bibliographies
and all assisting references which
contribute in the access of the users to
these collections.
For the first time in the history of the
Scientific Library of Polytechnic University of
Tirana is being created the Electronic File
Database using ProCite4.0 Program.
In the framework of IFL – the Consortium
of Albanian Libraries, all Dean’s offices,
Departments, Institutions and Faculty
Libraries of Polytechnic University of
Tirana have open access to Internet to
consult on line e-books, e-journals,
presentations and statistics of OECD
(Organization for Economic Cooperation
and Development). Through OECD
library can be consulted the offered
complete texts of the literature.
Technical Scientific Bulletin of PUT
Bulletin of Technical Sciences is
prepared, published and released by
Polytechnic University of Tirana.
BTS is an organ of PUT and is
estimated as a scientific magazine
with an Editorial Board. The aim of
BTS is to publish the results achieved
through basic and applied scientific
research in the field of Technical
Sciences.
BTS is published in the official Albanian
language and in special cases can
published even in other languages with
the decision of its Editorial Staff.
In the BTS are published articles that
are estimated as original by its Editorial
Staff and are presented by the PUT
staff as well as from external experts,
but always with the contents from fields
connected with its activity. BTS is
published up to 4 times
a year, and has one
Issue in no more than
3 months.
The magazine
contains no
more than10-12
articles with 80-
100 pages and
an initial printing
of 100 copies.
