2.3 This report provides a snapshot of the involvement of the CEO in a wide range of local government activities. There is a strong focus on promoting local government and Prospect in these activities and also a continued learning experience. As is demonstrated above, local government is going through many challenges and when combined with the current focus on rating and service delivery, shows that we must continue our strong involvement across the sector. There needs to be a continual effort to work together at a local, regional and sector wide level.

2.4 Operational Issues

2.4.1 Work was undertaken on a wide range of Operational Issues during the month. This included meetings with Mayor O’Loughlin and the Executive Management Team.

2.3.2 Overall, the value of development investment in January 2007 is approximately twenty percent lower than the same month in 2006. This can be attributed to the lack of development approvals for commercial activities in January of 2007.

1.1 To inform Elected Members of recent programs undertaken at the Prospect Library.

2. DISCUSSION

2.1 Loan statistics

2.1.1 Prospect Library had its busiest month ever in January with total loans for that month being 20,777 an increase of 16% on the same period last year.

2.1.2 Loans for year ended 31 December 2006 were 207,903 and increase of 1% on previous year’s total of 204,676. Loans for the entire SWAP Network for the same period were 1,164,459 which represented a 2% increase on the previous year’s total of 1,133,316. This contrasts to a statewide trend of decreasing loans.

2.1.3 Another interesting statistic for 2006 was the 13% increase in requests placed and collected across the SWAP Network. This is possibly due in part to the accessibility of the online catalogue and the choice of advice by email, post or SMS which allows for quick collection by our patrons.

1.1 To inform elected members of latest Community Arts and Events news.

2. DISCUSSION

2.1 MADE IN PROSPECT

The fourteenth Prospect Community Show, Made in Prospect, was opened by the Mayor, David O’Loughlin on Sunday, 10 December 2007 at 3pm. This was one of our largest community shows and over one hundred people took part. It carried on the fine tradition of inviting entries from anyone who lives or works in Prospect; our youngest artist was aged two, and our oldest over eighty.

The closing of this show on Sunday, 21 January, was very well attended and everyone received their copy of the Made in Prospect catalogue, designed by Joanna Majchrowska, the assistant Community Arts Officer. In lieu of an arts forum, an evaluation sheet, was circulated to all participants and the results of this are currently being collated. (Attachment 1)

Former Artist in Residence, Peter McGlinchey, returned to Prospect Gallery for his third solo exhibition of sculpture made from scrap metal. Tin Can 2 followed on a very successful exhibition at Broken Hill Regional Art Gallery and was opened on February 4; it closes on 25 February.

2.3 March exhibition Light

This will be the second in our design series. Our first, in 2005, presented contemporary South Australian hand built furniture. This exhibition will feature lighting design by ten recent graduates from SA School of Art and Design. It opens on Sunday, 4 March.

2.4 Prospect Fair Saturday, 17 March 10am to 4pm

The second and final stallholders’ meeting for the next Prospect Fair was held at the gallery on 6 February at 6pm. Prospect Fair has been an annual event held in march at St Helens park for over twenty years and has been the main fundraiser for many local non-profit community groups.

2.5 Prospect Gateway Project

At the Gallery Advisory Group meeting held on 7 February, guidelines were written for an Expressions of Interest advertisement for this project to be lodged shortly. This advertisement will invite interested artists to submit their CV, detailing their experience and expertise, for a selection process which will be narrowed down to three to five artists who will then, after community consultation, be asked to submit a design and costing of their proposed project. The name of the Gateway project has been termed ‘ Prospect Landmark’ in order to extend the concept of this project.

2.6 Civic Centre sign

Now that the rebuilding of the Civic Centre is complete, work can begin on erecting a permanent, attractive sign on Prospect Road at the front of the centre which will display upcoming events in the City of Prospect. The design for this has been previously presented to Council and will be made by local firm Signs Inc.

EASTERN HEALTH AUTHORITY DELEGATES REPORT Summary This report is to provide an update to elected members on the activities of the

Eastern Health Authority for the period 1 October to 31 December 2006.

Background

The Eastern Health Authority Inc (the “Authority”) is formed as a regional subsidiary pursuant to Section 43 of the Local Government Act, 1999. Section 43 provides for two or more councils (known as the constituent councils) to establish a subsidiary to perform a function of the council in a joint service delivery arrangement under the Local Government or other Acts. The Authority is a cost effective and efficient service provider, working cooperatively with its constituent councils; the City of Burnside; Campbelltown City Council; the City of Norwood, Payneham and St Peters; the City of Prospect & the Corporation of the Town of Walkerville. The Authority ensures that its constituent councils are meeting their wide range of legislative responsibilities which relate to Environmental Health and which are mandated in the Public and Environmental Health Act 1987; the Food Act 2001; the Supported Residential Facilities Act 1992; the Environment Protection Act 1993; and the Local Government Act 1999. A wide range of environmental health functions are performed by the Authority which include the prevention and control of disease, immunisation, hygiene and sanitation control, environmental protection, licensing and monitoring of supported residential facilities and the surveillance of food premises to ensure appropriate food safety standards. The Authority is governed by a Board of Management consisting of two elected members from each of the constituent councils. Each constituent council also has the ability to appoint proxy representatives to the Board. The City of Prospect has appointed Cr Tim Newall and Cr Bruce Preece as Authority Board of Management members.

Report The Eastern Health Authority Board of Management met on 24 January 2007 at the Authority’s offices as 101 Payneham Road, St Peters. A brief summary of items of interest that were presented to the Board of Management are detailed below:

• As this was the first meeting of the Authority since the recent Local Government elections and the subsequent nomination of the new Board of Management members from constituent councils, the Chief Executive Officer provided members with a presentation which gave an overview of the Authority’s history, structure and operations. In addition, all members were provided with a resource manual containing contact details, Authority Charter, relevant extracts from the Local Government Act, the Authority’s Strategic and Business Plan, the Annual Report for 2005/2006 and a copy of the Code of Conduct for Board members.

• The Eastern Health Authority Charter requires a Chair and Deputy Chair to be

elected at the first meeting of the Board after a Local Government General Election. The Chief Executive Officer acted as the Returning Officer for the election and called for nominations from interested members at the meeting. Subsequently Cr Sue Whitington from the City of Norwood, Payneham & St Peters was elected Chair and Cr David Lincoln from the City of Burnside was elected Deputy Chair of the Authority’s Board of Management

Financial Reports for October, November and December were received.

• The December 2006 budget review was received. The budget review was the

second review for the 2005/06 financial year, and provided the opportunity to amend the budget in line with revised projections of income and expenditure for the 2005/2006 financial year. The total of all the amendments proposed for the December 2006 Quarter Review is a net surplus of $41,000. The revised budget position at 31 December 2006 is therefore a surplus of $41,000.

• Negotiations between the Local Government Association and the Department

of Health for a funding agreement for the 2007 School Based Immunisation Program are continuing. The recent announcement by the Federal Government concerning the availability of the HPV (cervical cancer) vaccine from April 2007 has complicated the negotiations. The introduction of the HPV vaccination program in 2007 will have a significant impact on the Authority’s Immunisation Program. A report was provided to members in relation to this issue in addition to a copy of the Authority’s response to LGA circular 2.5 seeking feedback from councils.

• Authority staff conducted four familiarisation and information sessions for

council staff between 27 November 2006 and 30 November 2006 to build upon the working relationships and communication between the Authority and its constituent councils. The general feedback from the sessions was positive and will assist in improving the relationships between the Authority and its constituent councils.

• An emergency management course was held for environmental health practitioners to enable them to effectively respond and contribute in an emergency event and to gain the skills and knowledge to pursue environmental health focused emergency management planning within local government. Two Authority staff attended this training.

• Legislation has now been gazetted which will require the mandatory

implementation and auditing of Food Safety Plans (after a two year transition period) in businesses providing food to vulnerable populations such as hospitals, childcare centres, aged care facilities and delivered meals organisations. The Department of Health (DH) has written to local government to request feedback in relation to a draft document entitled Management of Regulatory Food Safety Programs in Food Businesses in South Australia. A report was provided to update members in relation to the introduction of this legislation and to detail the Authority’s feedback in relation to the DH request.

• The Eastern Health Authority was advised of an alleged insanitary condition at

a residential property. Investigations by the Authority’s Authorised Officers confirmed that the premises was considered unfit for human habitation as defined by Section 15 of the Public and Environmental Health Act 1987 and appropriate actions were taken.

• An update report was provided in relation to the administrator management of

Montrose Lodge Supported Residential Facility. The administrator has now handed control of the facility over to the new proprietor and licensee.

• An update report detailed the progress of the Bakery Project. The Authority

has continued to be involved with the project designed by the Department of Health to raise food safety awareness within bakeries that manufacture sweet baked goods. In addition to recording and forwarding results of inspections to the Department of Health, the Authority has also been involved with sampling sweet baked goods to determine their microbiological quality.

• Food Safety Week 2006 occurred in October with an aim to promote food

safety for young adults handling and consuming takeaway foods. The Authority targeted a sample group of takeaway food establishments to distribute food safety flyers and seek feedback from businesses to gauge their value. The brochure was designed to be simple and generic enough so that it can be promoted outside of the confines of Food Safety Week.

• The Authority is currently dealing with issues involving two Supported Residential Facilities that have required legal actions to be undertaken. The imposition of conditions in relation to fire safety have been in dispute since the 2004/2005 licensing period and in this time the Authority has continually been seeking compliance with the condition. The proprietors of the facility appealed the conditions of licence and after a number of adjournments the Appeal was finally heard by Judge Suilio and Assessors Pledger and Mormon in the District Court on 20 to 23 November 2006. The Court has reserved the right to make a judgement in this case and at the time of the meeting the judgement had not yet been delivered.

• 3,815 vaccinations were administered during the reporting period at public clinics, schools and worksites which brings the year to date total to 8,518.

• Statistical reports in relation to the Authority’s activities were also received and

have been provided as an attachment to this report. These statistics are provided on both a whole of Authority and council specific basis. RECOMMENDATION That it be a recommendation to the City of Prospect that: The Eastern Health Authority Delegates Report is received.

1.1 To advise of the successful application for grant funding to upgrade the waste oil collection facility

2. DISCUSSION

2.1 The City of Prospect has been success in an application for Commonwealth funding for Transitional Assistance under the Product Stewardship for Oil Programme. The funding sought and received was $9965.00. The name of the project is Inner Adelaide Waste Oil Recycling Station, SA.

2.2 Its purpose is to establish an inner city oil transfer station at the City Service Depot with

appropriate facilities to accept increased amounts of used motor oil for recycling. The focus of the project is on providing a site that can be doubled in size within 12 months with the addition of another oil collection tank as demand grows. The site will be secured to prevent access by unauthorised individuals.

2.3 The current facility is not environmentally sound and poses OHS issues and risks to

stormwater should a spillage occur.

2.4 The current 240 L drums (4) will be replaced with purpose built tanks purchased from

the oil recycling company. There is currently a gap in oil recycling facilities in this part of the inner city area. Prospect, other peri-urban suburbs along with the CBD have become developed with middle and high density housing.

2.5 The current facility has not been promoted and is used only when residents make an

enquiry about disposal of used oil. The City of Prospect would like to be a more active participant in environmental strategies such as the recycling of used motor oil.
