3.2 Security All crew members leaving the Terminal must show appropriate identification – such as a seafarer’s

book or a photocopy of their passport to gain re-entry to the Terminal.

All visitors and service providers who wish to gain access to any vessel must be included on the

agent’s list of authorised visitors and service providers for the vessel – as per ISPS requirements.

All visitors and service providers must provide proof of identity and sign for a visitor’s pass prior to

entry to the Terminal.

All visitors and service providers must comply with safety instructions issued by security officers and /

or Patrick employees.

All visitors vehicles must be parked in the designated car park area and proceed to the vessel via the

terminal passenger bus. Service providers must proceed to the vessel under escort.

5.0 Operational Guidelines

5.1 Receival / Delivery

Containers: 7 days a week (weekends subject to demand)

Out of gauge cargo: 7 days a week (weekends subject to demand)

Standard OOG will require timeslots.

Non Standard OOG by prior arrangement through shipping line.

Timeslot bookings via the VBS.

Refer to 1-Stop website.

5.2 Additional Information

All export cargo must be pre-advised (PRA) via 1-Stop.

Import containers delivered after the expiration of free storage days will be subject to storage charges

as per the standard schedule. Please refer to e-net for all storage charges.

5.3 Late Receivals

Late Receival Request

All late receival applications are to be submitted to the National Operations Centre and Vessel Operator for approval. Only applications submitted on the Patrick late receival spreadsheet will be considered for approval. All late receivals are to be submitted to [email protected]. Containers are to be PRA’d and the late receival form is to be completed in its entirety upon application. Applications will only be processed during normal business hours 0800 to 1600 AEST, Monday to Friday. Please note under normal circumstances no hazardous late receivals will be considered at East Swanson Dock. Late receivals that are cancelled or which do not eventuate will attract the late receival fee. All late receivals are to be applied for in a timely manner as no containers will be received after vessel arrival at berth. Although the terminal will make every effort to accommodate the receival of containers at the requested delivery time, in circumstances where they cannot, time slots will be issued at the terminal’s discretion. Early Receivals Early receivals maybe accommodated by prior agreement with the National Operations Centre. All applications are to be submitted to [email protected] on the Patrick early/late receival form. Early receivals will attract export storage charges in excess of seven (7) days.

5.4 Hazardous Containers

Hazardous exports will be issued with VBS slots after the validation of correct and complete PRAs

and MO41 at least 24 hours prior to nominated receival date.

Patrick may defer receival of hazardous exports beyond vessel cut-off time to remain within the

hazardous limits of the facility.

An original MO41 must accompany hazardous cargo no later than 12 noon the day BEFORE vessel

cut off or it will not be received. Containers must be PRA’d at the same time.

Incomplete documentation will be rejected.

Hazardous imports affecting the terminal threshold (Red-Line) must be picked-up within 24 hrs of

discharge and other hazardous imports must be picked-up within 3 days of discharge. Otherwise

container operator must arrange for removal to a bond facility.

5.5 Ship Working Arrangements

Where required, labour will be provided 3 shifts per day – 7 days a week.

DAY SHIFT: 0700 to 1500 (non continuous)

EVENING SHIFT: 1500 to 2300 (non continuous)

MIDNIGHT SHIFT: 2300 to 0700 (non continuous)

Terminal is closed for vessel operations from 1500hrs X’mas Eve until 0600hrs on Boxing Day

& 1500hrs New Years Eve to 0600hrs on New Years Day.

6.0 IT Systems

6.1 Operating Systems

OMS The Operational Management System is the database for container tracking

within the Terminal.

SPARCs The Synchronised Planning and Real time Control system is a graphic based

system using real time data from OMS. SPARCs is used for ship and yard

planning.

VBS The vehicle booking system (VBS) is administered by 1-STOP. Carriers

wishing to utilise the VBS system must be registered.

(Registration details, associated costs and minimum hardware / software

requirements can be obtained via 1-STOP. www.1-stop.biz)

Client Access Is via the internet at “enet2.patrick.com.au”

Applications for “Login” and “Passwords” must be submitted to the Patrick IT

Helpdesk on 1800 647 462

It is the contact point for all client access enquiries and / or system issues.

7.0 Container Storage Charges

A free storage period commences from the day the cargo is made available by the Terminal. Storage

charges are payable on all containers/goods left undelivered after three (3) working days (Monday to

Saturday) including the day of availability.

Charges effective 21 March 2017:

Containers 20 ft. AUD 40 ft. AUD

Day 1 to 2 91.19 + GST per day 182.38 + GST per day

Day 3 onwards 223.02 + GST per day 446.04 + GST per day

General Yard Handling Fee: AUD 109.12 + GST per move

Reefer power and monitoring in excess of the free storage period will be charged at a daily rate of:

AUD 68.14 + GST

(a) All tariff rates are exclusive of Goods and Services Tax which is payable in addition.

(b) Subject to Patrick Stevedores’ Standard Terms and Conditions, copy available upon request.

(c) Credit Terms – payment is required prior to release of containers / cargo.

(d) Tariff, Terms and Conditions are subject to change without notice.

(e) Patrick reserves for itself the right to vary this arrangement during peak season.

8.0 Maritime Security Levy

This levy is to recoup Patrick’s compliance cost with the Maritime Transport and Offshore Facilities

Security Act (and Regulations) 2003, which gives effect to the International Ship and Port Security

(ISPS) Code, which was introduced on 1st July 2004.

Security Levy at leased site – East Swanson Berths 1 to 3 AUD 5.17 + GST per laden

container/bolster/flat rack or any unit to ISO standard.

Levy will be subject to periodic review.

Levy will not apply to empty containers or transhipment movements within the same Patrick facility.

9.0 Infrastructure Surcharge

An Infrastructure Surcharge is applicable on all laden container movements into and out of the Patrick

ESD terminal, Melbourne.

Surcharge is AUD 3.50 per laden container + GST
