1. OFFICIAL OPENING

The official opening of the second meeting of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework (WG2020-2) will take place at 10 a.m. on Monday, 24 February 2020. The official reception will take place on the evening of 24 February at 6,30 p.m. in Pavilion 8 of the Kunming Dianchi International Convention and Exhibition Center.

Related Workshops

A workshop on the Thematic Consultation on Transparent Implementation, Monitoring, Reporting and Review for the Post-2020 Global Biodiversity Framework will be held on Thursday, 20 to Saturday, 22 February.

Immediately following the second meeting of WG2020, a workshop on the Thematic Consultation on Capacity-building and Technical and Scientific Cooperation for the Post-2020 Global Biodiversity Framework will be held on Sunday, 1 March to Monday, 2 March 2020.

3. PRE-REGISTRATION

3.1 CONTRACTING PARTIES

Registration of representatives from Contracting Parties is subject to the receipt by the Secretariat of an official letter of nomination for each of the meetings. The letter should indicate the names, titles and contacts of delegates attending WG2020-2 and should specify the Head of Delegation. It should be sent to the attention of the Executive Secretary at the address below, as soon as possible, preferably by 14 January 2020. Without an official notification from representatives of contracting Parties nominated to attend the meeting, indicating the names, titles and contacts of delegates and including the head of the delegation, registration will not be possible.

Pre-registration will facilitate the delivery of conference badges upon arrival on site, and the preparation of the list of participants.

3.2 OBSERVERS

3.2.1 STATES NOT PARTY TO THE CONVENTION

The pre-registration of States not Party to the Convention is subject to the same procedure as outlined in paragraph 3.1 above.

3.2.2 THE UNITED NATIONS AND ITS SPECIALIZED AGENCIES

The pre-registration of representatives of the United Nations and its specialized agencies and the International Atomic Energy Agency is subject to the same procedure as outlined in paragraph 3.1 above.

3.2.3 GOVERNMENTAL AND NON-GOVERNMENTAL BODIES OR AGENCIES QUALIFIED IN THE FIELDS OF BIODIVERSITY CONSERVATION AND SUSTAINABLE USE

Rule 7.1 of the rules of procedure applies to bodies or agencies qualified in the fields of biodiversity conservation and sustainable use wishing to be represented as observers in the meeting. These observers may, upon invitation by the President of the meeting, participate without the right to vote in the proceedings of any meeting in matters of direct concern to the body or agency they represent unless at least one third of the Parties present at the meeting object (rule 7.2). Pursuant to the annex to decision IX/29, organizations who are applying for pre-registration for the first time are required to submit their organization’s statutes/rules or terms of reference, membership, as well as any other relevant information, along with their request to be represented as an observer at the meeting.

Registration of these representatives is subject to the receipt by the Secretariat of an official letter and relevant documentation. The official letter must be on the

organization’s letterhead and signed by the organization’s Chief Executive or President and not by the nominee. The official letter should indicate the names, titles and contacts of delegates attending the second meeting of WG2020. The official letter should be sent to the attention of the Executive Secretary at the address indicated in item 3.1 above.

Please note that a Priority Pass will be issued by e-mail to all pre-registered participants.  Please present the Priority Pass at the registration counter at the venue; this will accelerate the obtention of your conference badge.

4. ACCESS TO THE MEETING VENUE AND NAME BADGES

Access to the meeting venue is subject to the presentation of a valid conference badge. Conference badges with photographs will be issued at the registration located at the Bus drop-off point upon presentation of a Priority Pass, a valid passport or an identification card with a photograph, along with a copy of the nomination letter(s) referred to under heading 3 above. In an effort to reduce our footprint, we kindly invite participants to bring their lanyards from previous CBD meetings.

For security reasons and to gain access to both meeting venue and meeting rooms, the display of conference badges is mandatory at all times. Any loss of a badge should be reported immediately to the registration counter.

5. MEETING ROOM ALLOCATIONS/RESERVATIONS

Meeting rooms are available for all groups starting on 23 February 2020 from 10 a.m. to 6 p.m. and continuing every day from 8 a.m. to 10 a.m. For any other use outside this time slot, the access to the meeting rooms needs to be confirmed, on a daily basis. Requests, prior to the start of the meeting, can be submitted to CBD Secretariat ([email protected]), and on site by contacting Lisa Pedicelli ([email protected]).

6. DOCUMENTS

Pre-session

Pre-session documents in all languages and information documents for the meeting can be retrieved from the Secretariat’s web site:

Please note that these documents will not be printed on site and delegates are kindly requested to bring their own copies as necessary. Copies on USB keys will be available upon request.

In-session

In order to make efficient use of the resources and minimize waste, in-session documents are made available through the Print Smart system. The meeting page provides access to in-session documents and meeting-related information, and provides participants with the option to request hard copies of documents on-demand. An internet café will be set up for meeting participants to use for their printing needs.

7. VISA AND HEALTH REQUIREMENTS

7.1 VISA REQUIREMENTS

For the list of agreements on mutual visa exemption between the People’s Republic of China and foreign countries, please refer to the Mutual Visa Exemption list in Annex A.

For participants needing a visa to enter the People’s Republic of China;

For countries without a Chinese embassy or consular representation, applicants should refer to Annex B to find the location of the Chinese embassy or consulate that should be contacted for visas.

Participants requiring an entry visa for the People’s Republic of China are strongly advised to contact the nearest Chinese Embassy or Consulate in order to obtain the entry visa in a timely manner.

It will take 5 working days for the Chinese Embassy/Consulate to process the visa application. Delegates are encouraged to initiate their visa application as early as possible.

Note: The Chinese Embassy and Consulates have the right to extend the processing time if they deem necessary.

7.1.1 Dedicated Visa Assistance Letter

For participants requiring an entry visa for the People’s Republic of China, please note the following:

1. A link with exclusive username and password, provided by the People’s Republic of China, to facilitate the issuance of a visa assistance letter, will be sent to Governments and organizations by the SCBD early January.

2. Participants are requested to provide the information required as per the exclusive link provided by China.

3. The dedicated visa assistance letter will be issued by the Ministry of Ecology and Environment of China and will be sent by e-mail after validation of SCBD registration and the host country. 

4. The visa assistance letter should be included with your visa application.

Any Organization that has not received an invitation to register online for the meeting from the CBD Secretariat by 31 December 2019, should send an e-mail to: [email protected].

7.1.2 Visa Application requirements:

Please find below a list of documents required for your visa application:

1. Passport with at least six months validity and minimum of two blank pages, and a photocopy of the passport’s data and photo pages.

2. Completed Visa Application form: can be obtained from the Chinese embassies or consulates, or through the website of the Ministry of Foreign Affairs of the People’s Republic of China at:http://english.www.gov.cn/rw/Pub/GOV/ReceivedContent/Other/2014-08-18/visa%20form.pdf

3. Personal color photo (recently-taken, bare-head, full face against a white background).

4. Visa assistance letter issued by the Ministry of Ecology and Environment of China.

Note: Please verify with respective embassy or consulate if additional documents are required.

If currently residing in a country due to work or study, other than citizenship, (not applicable to countries in Annex B).

Such participants should, in addition to the visa application, present a valid stay or residency permit (employment, or student status, or other valid certificates of legal stay) issued by the relevant authorities.

Chinese citizens who have obtained foreign citizenship:

Participants must also provide a photocopy of previous Chinese passports or previous Chinese visas. Please consult the Chinese Embassies and Consulates for detailed requirements.

7.1.3 Information for Journalists

Following registration and media accreditation, further information will be provided by e-mail from the CBD Secretariat’s Media division.

7.1.4 Additional Visa Assistance

For visa assistance after submitting the application, please send an e-mail to the VISA Focal Points of Chinese Host Organization ([email protected]). Please include in the subject line: Visa Assistance / Nationality / Arrival Date in China, and enclose your passport copy as well as the following information:

(1) Full name (as shown on your passport)(2) Gender(3) Nationality(4) Date of birth (dd/mm/yy)(5) Passport number(6) Passport validity(7) Employer(8) Position(9) Departure city/country and arrival city into the People’s Republic of China (10) Arriving flight number to China

7.2 HEALTH REQUIREMENTS

There are no vaccination requirements for any international traveler. For more information, please consult a medical professional with regard to requirements for your travel.

8. HOTEL INFORMATION

Special negotiated hotel rates and block bookings have been secured for delegates staying in Kunming between 16 February – 5 March.

A list of designated hotels which are located in proximity to the meeting venue can be found in Annex C. A dedicated online booking system for WG2020-2 can be found at the following link: http://ceeting.com/meeting/oewg-2

The above link contains detailed information about rates, inventory, and payment procedures. Visa, Mastercard, JCB card are accepted for payment; and wire transfer arrangement is available only for large delegations.

Participants are kindly reminded to make their own hotel reservations; online booking system will be closed by 10 February.

Please note that complementary transportation by the host country will be available only from the designated hotels.

9. GROUND TRANSFER AND TRANSPORT INFORMATION

Kunming is serviced by the Kunming Changshui International Airport (IATA: KMG) located 25 kms outside the city centre.

The Government of the People’s Republic of China has generously offered complimentary transport service between Airport, Hotels and venue as follows;

A Welcome Desk has been setup at Kunming Airport in both Domestic and International terminals. After collecting your luggage, please look for dedicated airport staff with “WG2020” signs. Staff will guide participants to the “Welcome Desk” located inside GATE 2 of the arrival level, where participants will be directed to the complimentary shuttle bus to designated hotels from the list in Annex C. Please note that you will be asked to present a copy of your Priority Pass.

Welcome Desk operating schedule: 18 February – 25 February, daily between 6 a.m. and 3 a.m. 26 February, between 6 a.m. and 1 p.m.

Transfers between Hotels and Venue: transfers from the hotel to the meeting venue and back will be operational between 18 February and 2 March. Detailed hourly schedules will be made available on the CBD website and “CBD events” APP as of 10 February 2020.

Transfers from Venue/Hotels to Kunming Airport:

Airport transfers from the venue will be limited to two daily trips on 29 February and 2 March at 4 p.m. and 6.30 p.m.

Airport Transfers from the hotels will be provided daily between 29 February 2020 until 3 March 2020, between 4 a.m. and 10 p.m. To ensure adequate operation, delegates are requested to provide their departure flight details electronically before 26 February at 10 a.m. (local time) at https://cbd.int/departure. The schedule will then be

made available on the CBD mobile APP and in designated hotel lobbies on 28 February 2020.

10. SERVICES FOR PARTICIPANTS

A variety of commercial services will be available at the venue, including a lounge for delegates, internet café, post office, lost and found, banking machines/ATMs, tourism information, shipping services, information desks, sim cards, photocopier, fax machine, scanner, plug adaptors, and the possibility to purchase a small range of office supplies. A medical unit will also be available on site for emergencies.

Food Services / CateringRestaurant

The restaurant at the venue will serve meals as follows;Lunch between 1 p.m. – 3 p.m.Dinner between 6 p.m. – 8 p.m.

Coffee shop and Convenience StoreThere will be a Coffee shop and a convenience store that will operate according to the schedule

of the meeting.

11. PROMOTIONAL MATERIAL

11.1 DISPLAY TABLES

In order to minimize the environmental footprint of the meeting and in line with the United Nations policy towards greener meetings, participants are kindly reminded that publications shipped to the venue should be kept at the strictest minimum. We welcome the use alternative media such as USB, display only copies, and we request that you include return shipment to place of origin. We encourage everyone to reduce their impact at the venue.

Some display tables will be made available, free of charge, at the meeting venue for the display of promotional material and publications.

11.2 SHIPPING OF PROMOTIONAL MATERIAL

Participants wishing to send and store promotional material at the meeting venue DCEC should address their requests to Mr. WANG Yi ([email protected]) with a copy to Lisa Pedicelli ([email protected]). All shipments must arrive delivery duty paid - DDP, for any query on customs clearance, please contact your courier service directly.

Shipment(s) must arrive between 15 February and 22 February only; Arranged on a door-to-door basis, as DCEC does not deal with customs clearance and

handling of the shipments, nor pay any shipment costs; Marked to the attention of CBD Meeting (as above); Identified with the title of the meeting (i.e. WG2020-2); Communicated to Mr. WANG Yi of DCEC ([email protected]) with a

copy to Ms. Lisa Pedicelli ([email protected]), indicating the expected date of arrival in Kunming, the airway bill number and the number of boxes sent.

N.B. Boxes must be numbered in “1 of X format”. Whenever possible, a copy of the publication should be affixed to each box.

Please note that we will not accept any packages with unpaid duty charges, and please track your shipment to ensure its arrival to the venue custom cleared.

12. INFORMATION SESSIONS AND SIDE-EVENTS

There will not be a full programme of side events at this meeting. The Secretariat will organize a number of information sessions at lunchtime on matters related to the agenda. Further information will be provided at a later date.

13. PAYMENT OF THE DAILY SUBSISTENCE ALLOWANCES (DSA)

The DSA will be disbursed to sponsored participants on the first day of each meeting in the form of a prepaid credit card. For identification purposes, participants are kindly requested to bring their passports and boarding passes. These will be photocopied and returned to participants. It is advisable that participants have some cash at hand to cover expenses that may occur between their arrival and the moment at which they are provided with the prepaid credit card from which they will access their DSA. Please note that if you have previously received a prepaid card for DSA in USD or Euro, we can reload it by sending the card number to the Secretariat’s DSA staff. The DSA office operating hours will be listed on site.

14. OFFICIAL LANGUAGE

The official language in the People’s Republic of China is Mandarin; English is spoken in some locations.

15. WEATHER AND TIME ZONE INFORMATION

In February average temperatures in Kunming usually range between a maximum of +17°C in the daytime and a minimum of +2°C at night. Please bring appropriate warm clothing for cold weather conditions. The time zone in Kunming is Beijing time (BJT, standard time of the People’s Republic of China) which is equivalent to GMT/UTC +8 hours.

16. ELECTRICITY

The electrical currents are 220 volts, 50 Hertz as shown in the picture below.

Some locations have compatible sockets to accept power plugs as follows:

17. CURRENCY

The currency in the People’s Republic of China is the Chinese Yuan Renminbi (CNY). The approximate exchange rate is US $1 = CNY ¥7.02 and € 1 = CNY ¥7.80 (rates are subject to change, source: www.xe.com).

Payment with international credit card is accepted at hotels, large shopping malls and restaurants.

Please note that ATM machines, currency exchange machines; as well as a temporary onsite branch of the Bank of China will be available at the venue.

Foreign currency exchange counters can be found at the international departure and arrival areas of Kunming Changshui International Airport, which operate from 6 a.m.to midnight. In Kunming, most bank branches and hotels provide foreign currency exchange services.

Please keep the original receipt when exchanging foreign currency into CNY upon entering the country. Should you need exchange of unused CNY cash back into foreign currency, the valid ID and the original exchange receipt will be requested.

17.1 ATM MACHINE

Credit cards (MasterCard, VISA, AMEX, Dinners Club, JCB) issued by major domestic and international banks, can be used for cash withdrawal at ATM.

The maximum single withdrawal amount for domestic and international credit cards at the ATM is 3,000 CNY.

17.2 EXCHANGE MACHINES

Exchange machines will accept US dollars, Euros, Australian dollars, Canadian dollars and Japanese yen, and would disburse only Chinese Yuan (CNY). The exchange rate is updated daily according to the Bank of China’s official exchange rate published at 9 a.m. every morning. The self-service exchange machine cannot exchange more than 2,500 CNY per transaction and limited to 5, 000 CNY per person per day.

17.3 ON-SITE BANK OF CHINA

Bank counter will operate from 24 to 29 February between 9 a.m. – 5 p.m.

17.4   NOTIFICATION

 Should you wish to exchange large sum of remaining Yuan into original currency, you will be required to make an appointment two working days in advance with on-site bank counter.

18. DISCLAIMER

The CBD Secretariat disclaims all responsibility for medical, accident and travel insurance, for compensation for death or disability compensation, for loss of or damage to personal property and for any other loss that may be incurred during travel time or the period of participation. In this context, it is strongly recommended to secure international medical insurance for your stay in the People’s Republic of China.
