Types of Operational Programmes

• Regional operational programme (ROP): includes all sectors of region concerned

• Sectoral operational programme (SOP): includes particular sector of all eligible regions

• Operational programme of Structural fund: includes all sectors and regions financed from particular SF

Development Plan (DP)

• Policy document of a Member State focused on economic and social development of the country, submitted to EC before or with CSF or SPD

• Pre-condition for design of CSF or SPD

• In Phare countries: Basic document and/or part of Integrated plan of regional and social development

Preparation of DP:Short Overview

• Establishment of national co-ordination structures

• Launch seminars of co-ordination bodies, aimed in particular at:-methodology, establishment of executive DP-unit and committees, monitoring of progress, advice and final works

• Preparation of sectoral parts of DP• Preparation of regional parts of DP

Tasks after submission of DP to the EC

• EC reviews the DP, consults its comments with Member State, finalises the document and approves it in the form of Decision

• Member State submits immediately/or in parallel operational programmes and other complements

• After approval of the OP - eligible beneficiaries submit project proposals to national body
