Preliminary legal notice (a)

The EU Practical Guide regulates the award of the present Calls.

The Contracting Authority must ensure that all the basic principles for grants arerespected (including eligibility, capacity and exclusion).

Therefore, in order to respect the above principles, the Contracting Authorityhas decided to follow the steps of a Restricted Call for proposals:

STEP 1 – submission and pre-selection of concept note by Lead Applicant

STEP 2 – only pre-selected will be invited to submit a full application to beevaluated

STEP 3 – eligibility check and notification of award

Applicants should fill the “Part A. CONCEPT NOTE” of the ANNEX A (grantapplication form annexed to guidelines)

The elements outlined in the concept note can be modified in the full

application by the lead applicant, only as follows:

The EU contribution may not vary from the initial estimate by more than 20 %,

although lead applicants are free to adapt the percentage of co-financing required

within the minimum and maximum amount and percentages of co-financing, as

laid down in these guidelines under section 1.3.

The lead applicant may replace a co-applicant or an affiliated entity only in

duly justified cases (e.g. bankruptcy of initial co-applicant or affiliated entity). In

this case the new co-applicant/affiliated entity must be of a similar nature as the

initial one.

The lead applicant may adjust the duration of the action if unforeseen

circumstances outside the scope of the applicants have taken place following the

submission of the concept note and require such adaptation (risk of action not

being carried out).

Objectives

The global objective of this call for proposals is to contribute

to “improve the quality of life of the people living in the

rural areas with special focus on the sustainable management

of territorial resources”.

The specific objective of this Call for Proposals is to

“improve rural livelihoods by promoting income-generating

activities (agricultural/non-agricultural) and making best use

of local resources”.

The above will be achieved by co-financing the following

action: Promoting Income Generating Activities from Solid

Waste Management.

Constraints* Said action should in priority address one or more constraints as identified in a participatory

fashion during the “EU – JRDP Workshop on GAPs in Irrigated Areas” organised in Fayoum on 1-2 February 2016 and in Minya on 3-4 February 2016 (AVAILABLE ON LINE)

Minya and Fayoum (solid waste)

Lack of rural community awareness and technics on how to manage the solid waste within the village.

There is no culture for waste sorting at source, collection and recycling system in the villages.

Absences of waste sorting and collection system in the villages, lead to through all kinds of waste in the streets, irrigation canals.

Lack of communication between the governmental authorities, civil society organizations and the private sector.

Weak role of the local units/municipalities.

Need of enforcing the Environment Law.

Weak community participation.

Minya only (agricultural waste)

Insufficiency of machinery compared to the high volume of waste produced at agricultural level.

Duration

The initial planned duration of an action may not be lower than 18 months nor exceed 24 months.

Sectors or themes

Income generation activities

Location

The territorial area of intervention is the rural area of the irrigation command areas of Bahr Awlad Mohamed and Bahr Biahmu in Fayoum and Hafez Al Sharkyiain Minya.

The priority villages to be targeted are the following: i) Fayoum: Villages of Qalamsha, Minshat Ramzy, Abou Defea, Minshat Elwi (District of Itsa) and village of Biahmu (District of Sinuses); ii) Minya: Villages of Abou-Korkas El-Bald, Al-Karm Sharara, Dani-Mohamed Sharawy, Al-Matahra Kebly, Nazlet El-Nakhl, Ezbet El-Arab, Abou Eisawy (District of Abou-Korkas) and villages of Al-Sahalah and Al-Hawasleia (District of Al-Minya).

The applicant should select at least 3 villages in Fayoum and at least 3 villages in Minya from the above-mentioned list. Each village has the same importance in terms of priority.

participants to the “EU-JRDP Workshop on GAPs in Irrigated

Areas” in Fayoum and Minya during 2016

Applicants are invited to pick from the list/consider

recommendations as per the following table at page 12 of

Guidelines:

The establishment of factories and the re-opening of existing factories are

not recommended to be financed under the present CfP for the following

reasons: i) insufficiency of available budget; ii) not relevant to be

financed under the present CfP that is mainly conceived to generate

income at community level.

Reopen the factory that already exists in

New Minya to serve this area around and to

establish a new one based on the actual

demand.

Promote solid waste sustainable

management system in collaboration with

research centres, the private sector, local

federations, etc.

To develop measures to increase income by turning existing solid waste

management systems to more self-financing initiatives.

To develop alternative cost-recovering and revenue-raising schemes.

To provide in-kind grants to assist poor households/communities and waste

pickers in starting small-scale entrepreneurial activities. To be noted that

the provision of cash incentives and the opening of new credit lines are not

recommended (better to mobilise existing credit lines).

To adopt a community-based solid waste collection and management

systems, including fee collection system, whereby the community will bear

the cost of collection.

To promote the role of women in the efficiency of the solid waste system

at household level should be considered.

To promote IGA from sorting, recycling, composting, manuring,

vermiculture, bio-gaz, etc.

To sign cooperation agreements between the private

sector, the governamental Authorities and the civil

society

Equip local units in rural areas with equipment and tools

needed to collect and sort solid waste.

To provide equipment and tools for collection, sorting, transportation,

machines (e.g. transporters, carts), sanitation equipment and materials for

the establishment of small waste recycling centers and the improvement of

cart access for solid waste collection, etc.

Raise awareness on how to sort in-house waste.

To train communities to participate actively in solid waste separation,

collection, and recycling.

To develop skills in waste recycling, marketing/entrepreneurship, composting,

vermiculture, accounting/ bookkeeping, etc.

To develop environmental and social aspects.

To develop community’s awareness and involvement on smart design and

proper sorting to increase the recycling rates of local waste, promoting

effective organization and mobilization.

To prepare and disseminate communication and visibility materials (e.g.

brochures, newsletters, fiches, photography, short videos) related with waste

management including health and sanitation aspects.

Coordinate and support to the organization of public events in waste

management.

Establish an official entity to be responsible for solid

waste management process, follow up implementation,

ensuring sustainability and coordinating with the

governmental agencies.

Applicants should outline in the concept note a methodological approach with clear indication on the number of eligible activities to be promoted during implementation.

Applications should clearly specify results to be achieved per each component. Per each result applicants should identify and describe SMART indicators for monitoring.

Issues related with integration and synergies with similar projects, especially those financed by the EU, the Italian Government and the EU- JRDP (e.g. the rehabilitation of command areas in Bahar Biahmy and Bahr Awlad Mohamed, both in Fayoum and Hafez Al Sharkyia in Minya) should be sufficiently addressed.

Lessons from other relevant experiences and ensure that best practices from completed and on-going interventions should be carefully considered.

Financial allocation and co-financing*

The overall indicative amount made available under this Call for Proposals is: Indicative EUR 900,000.00.

The Contracting Authority reserves the right not to award all available funds.

If the allocation above indicated cannot be used due to insufficient quality or number of proposals received, the Contracting Authority reserves the right to reallocate the remaining funds to another grant.

Size of grants

Any grant requested under this Call for Proposals must fall between the minimum and maximum amounts of EUR 900,000

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

• Minimum percentage: 50% of the total eligible costs of the action.

• Maximum percentage: 90% of the total eligible costs of the action (see also Section 2.1.5).

The balance (i.e. the difference between the total cost of the action and the amount requested from the Contracting Authority) must be financed from sources other than the European Union Budget or the European Development Fund .

Concept Note*

There is no specific template for the concept note but the lead applicant must ensure that the text:

does not exceed 5 pages (A4 size) of Arial 10 characters with 2 cm margins, singleline spacing;

provides full information (as the evaluation will be based solely on the informationprovided);

is drafted as clearly as possible to facilitate the evaluation process

Applicants must apply in English and must only provide an estimate of the amount of contribution requested and an indicative percentage of that contribution.

The elements outlined in the Concept Note may not be modified by the applicant in the full application form. The EU contribution may not vary from the initial estimate by more than 20 %.
