Indicators Defined

Indicators provide evidence that a certain condition

exists or certain results have or have not been achieved: • They enable individuals/decision-makers to assess progress towards

the achievement of intended outputs, outcomes, goals, and objectives;

• They have been closely associated with programme management;

and

• More specifically, associated with monitoring and evaluation of

programmes, as part of a results-based accountability system

Strategic Context:

Towards the knowledge society/economy

• African Governments have set themselves the objective of transforming their countries and the continent into a knowledge society that competes effectively in a global system

• The agenda… to become a knowledge society is increasingly

driven by Africans. The African Union and more specifically NEPAD are setting the agenda (Britz et. al (2006) Africa as a knowledge society: a reality check Int. Info & Lib Review.)

• The South African Government has set itself the objective of

transforming South Africa into a knowledge society that competes effectively in a global system

… Towards the knowledge society/economy A Renewed interest in S&T funding

After the decline in the 1990s of support for S&T development in Africa, there is now a new realisation by most role-players of the importance of developing Science and Technology Investment (STI)/R&D capacity in developing countries. High profile reports outlining new visions, priorities and directions for African STI have emerged, particularly the UNESCO Higher Education, Research and Innovation: Changing Dynamics (2009) Report, NEPAD’s African Innovation Outlook (2010 and 2014) and the UN Rio+20 Report (2012) as well as the World Bank Africa Strategy in strengthening competitiveness and employment.

These reports call for the international community’s intervention to assist in promoting technology development, transfer and utilisation in Africa to enhance knowledge to support African countries to develop effective STI institutions and the concomitant capacity to become global knowledge partners. The UN Millennium Project Report (2009) argues that STI underpins every one of the Millennium Development Goals (MGDs) and therefore becomes a prerequisite for sustainable development.

Paying attention to management of R&D: Knowledge policies

(Knowledge) policies are high-level and long-term normative statements of desired end-states and require operationalisation through frameworks, strategies and plans.

– Such policies (and related strategies and plans) have differential impact: ranging from strong to weak, relatively direct to very indirect and both intended and unintended.

– Knowledge policies impact differentially on the different dimensions (nature, shape and volume) of knowledge outputs.

Impact of knowledge policies and strategies on research (1)

Knowledge policies and strategies have been devised to impact different dimensions of research (knowledge production).

1. The nature of research (basic, applied, strategic, Mode 1 and Mode 2): Steering research production into more collaborative, industry-linked research (e.g. THRIP, Innovation Fund grants)

2. The quality of research: Emphasis on quality-assurance systems and processes (HEQC Audits/ Assaf Journal Reviews/NRF Rating)

3. The shape of research (scientific field distribution): Greater emphasis on SET fields, prioritising IKS, Space science, Astronomy, etc.

4. The volume of research (magnitude of outputs): Increasing the volume of research outputs and knowledge outputs (Masters and doctoral) graduates

5. Research efficiency (or productivity): Whether individual (and institutional) productivity has increased: Are we getting more outputs given the inputs (funding/ etc)

6. Research collaboration: Whether scientists and scholars pursue more colaboration both nationally and internationally

7. The visibility and (international) impact of research: The extent to which research in SA is moe visible and recognised and cited internationally.

8. The transformation of research: The extent to which more female and black scientists and cholars participate in research production, i.e. whether we have expanded the human capital base of research.
