ECOWAS Heads of State and Government at the 37th Summit in Abuja on 22nd June, 2009 decided to create a fund for the development and financing of the transport and Energy Sectors expected to be fed from a levy on the key export resources within the region.

A consultant consortium was recruited, with funding from AfDB and EBID, to conduct a feasibility study for the establishment of the fund.

The Consultant’s assignment includes examining the effect on the economy (national and regional) of establishing the FODETE and propose mitigating measures. Specifically, to:

Conduct the economic, financial and legal feasibility analysis relating to the creation of the FODETEDefine the conditions for set up of the fundsDefine the modalities for resourcing the fundElaborate the governance and operational modalities

From preliminary analysis of 2012 data and the proposed taxation scheme for all products (agriculture, mining, oil, gas), an estimate of US$310million is expected from FODETE based on

• Africa's infrastructure services are twice as expensive as elsewhere –YET Infrastructure contributed over half of Africa's improved growth performance

• Project financing is scarce and in high demand – YET alarge share of Africa's infrastructure is domestically financed

A ‘Honest Broker’ unit supported by a Fund for project preparation to be split into two windows;

One to be used to stimulate private sector led Infrastructure initiatives (IDCF), whilst the other used to support public sector projects (AF)
